Information technology is a software and hardware used by humans in solving problems. One of its branches is the Web which is developing today. With the existence of this Information Technology helps in the introduction and existence of an area that has potential, especially in rural areas in Bengkayang Regency. Through this Information Technology will provide opportunities for villages to provide innovation to the village government. The village web is designed to make it easier for village administrators to manage existing human and natural resources, so that the existing village potential will be published and known by the wider community. Using the village Web to create a village profile and promote the potential of village tourism objects is an opportunity to improve the performance of the village government. This study aims to educate the village government on the use of village websites and to find out how to build and implement the use of the village web as an information medium. This village website was designed using the PHP programming language and phpMyAdmin for database storage. By utilizing this developed village web, it can provide village innovation and improve the performance of the village government to be able to implement the potential that exists in the village

A website is a whole web page that contains enormous information contained in a domain. Information on the web is presented on a web page which is formed from a collection of text, graphics, images, sound, and video. The purpose of making a website is to facilitate an agency, organization, and so on in containing information that can be accessed by the public at large. With the development of information technology, Indragiri Hulu District, in general, Bukit Lingkar Village, can access and find out the expected information about the village. Therefore we tried to design a Village Administration Website which later on the website will contain information about the Village and Village information in Bukit Lingkar Village and provide community training on how to use the website. In the process of creating and training this website, there are several activities carried out such as training on creating websites for Kukerta students, training for village government administrators in managing the website to launching the website. This activity starts with a vulnerable time from July to August 2020.

Dalam perjalanan ketatanegaraan Indonesia, sistem pemerintahan desa kembali mulai diseragamkan melalui Undang-Undang Nomor 6 Tahun 2014 tentang Desa. Penelitian ini bertujuan untuk menjelaskan peran lembaga pemerintahan desa dalam pelaksanaan pembangunan berkelanjutan di pedesaan serta tata kelola kebijakan pembangunan desa melalui pemanfaatan Dana Desa. Metode yang digunakan dalam penelitian ini adalah penelitian hukum empiris. Hasil penelitian ini menjelaskan bahwa faktor pendukung pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu adanya pengarahan, bimbingan, serta pelatihan bagi Kepala Desa dalam menyusun rancangan peraturan desa untuk mewujudkan percepatan pembangunan desa yang berkelanjutan. Sedangkan faktor yang menghambat pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu rendahnya partisipasi masyarakat dalam menyikapi program kerja yang dijalankan oleh pemerintah desa serta rendahnya kesadaran masyarakat dalam memelihara fasilitas umum yang ada di desa. Pemerintahan desa yang baik adalah sebuah kerangka institusional untuk memperkuat otonomi desa karena secara substantif desentralisasi dan otonomi desa bukan hanya masalah pembagian kewenangan antarlevel pemerintah, melainkan sebagai upaya membawa pemerintah untuk lebih dekat dengan masyarakat. Pemerintah desa yang kuat dan otonom tidak akan bermakna bagi masyarakat tanpa ditopang oleh transparansi, akuntabilitas, responsivitas, dan partisipasi masyarakat.   IMPLEMENTATION OF ACCELERATION OF VILLAGE DEVELOPMENT IN REALIZING SUSTAINABLE DEVELOPMENT BASED ON LAW NUMBER 6 YEAR 2014 ABOUT VILLAGE Abstract In the course of the Indonesian state administration, the village government system began to be uniform again through Law Number 6 of 2014 concerning Villages. This research aims to explain the role of village government institutions in the implementation of sustainable development in rural areas and the governance of village development policies through the use of Village Funds. The method used in this research is empirical legal research. The results of this research explain that the supporting factors for the implementation of the duties of the village head in Trucuk Village are direction, guidance, and training for village heads in drafting village regulations to realize the acceleration of sustainable village development. Meanwhile, the factors that hinder the implementation of the duties of the village head in Trucuk Village are the low participation of the community in responding to the work programs run by the village government and the low awareness of the community in maintaining public facilities in the village. Good village governance is an institutional framework to strengthen village autonomy because substantively decentralization and village autonomy are not just a matter of sharing authority between levels of government, but as an effort to bring the government closer to the community. A strong and autonomous village government will not be meaningful to the community without being supported by transparency, accountability, responsiveness and community participation.

Bungo Village, Subdistrict of Wedung Indonesia, is one of the regions that still upholds the traditions of the region as a form of preserving culture. Along with the development of technology and science, there are many traditions in the village that are considered not modernist by the people. Therefore, some village government and community heads in the village of Bungo, Wedung District, are trying to maintain traditions in their area as a form of preserving local traditions or culture and when developed can have potential for regional income. Coastal traditions in the Bungo Village area that are still carried out include Apitan, Syawalan, and Alms of Earth, the meaning of this tradition as a form of community gratitude to God. There is a Nyadran tradition, the Panji Kusuma Cultural Kirab is a tradition carried out as a form of respect for coastal communities and in memory of the services of heroes who have established villages in the coastal region. There is also the tradition of Keong Keli, Barian, Kembang Sayang, which basically implies a form of community effort to avoid doom and danger. This research was conducted using ethnographic methods, data collection using in-depth interviews and observation. From the coastal traditions carried out by the Bungo people, it is shown that coastal communities depend on the sea for their livelihoods and the wealth of natural resources to survive.

High dengue fever cases strongly influenced by the behavior of the public them self. Almost most of the territory in urban and rural areas can be considered as potentially endemic. In the development of the Center of Desease Control give serious action against the locations of the potential for development of the Aedes Aegypti. One way that can be done in order to prevent the environment to being free of dengue wiggler is through some sort of surveys. This monitoring system is designed using Waterfall methodology using the programming language such as Javascript, PHP, CodeIgniter framework, AngularJS, and Ionic also using MySQL database. A needs analysis conducted by interviewing one of the members of Center of Desease Control’s member and the Village Head of Muktiharjo so that the design could be done, appropriate and well targeted. The results of the final project is mobile and desktop applications that can change the performance of the JUMANTIK (Mosquito Eradication Officers) with more modern, neat, and systematic application so that the data obtained can meet the desired needs. The system that has been designed has been tested using black-box method and the results of these tests indicate that all the functions contained in this system has worked well.

ABSTRACT Rapid development of information technology and increased authority of village by the law No. 06 of 2014 on Village, need the existence of transformational leadership. Village head is expected to have ability to respond the changes, and influence the changes to support village development. The purpose of research are identify the ability of village head to respond the change, and identify behavior of transformational and transactional of village head to govern the village government in Kuburaya Regency. Samples of the research are two villages with different characteristics and resources. The two villages are Telukempening and Sungairaya Dalam. The result shows that limitation and lack of resources in Telukempening encourage the village head to be transformational leader, meanwhile village head of Sungairaya Dalam shows the behavior of transactional leadership. Rowosari has a beautiful landscape and natural layout. In the north, east and south, a row of circular pine hills forms a horseshoe. On the east side, back to the pine hill is Raung Mountain, which is almost always covered of clouds, rises to an altitude of 3,344 masl which makes it become the second highest mountain in East Java after Semeru Mount. The volcano located in the Ijen mountain complex area stuck its feet in three districts of Besuki, Jember, Bondowoso and Banyuwangi. However, at one settlement point, namely the Karang tengah village, which is part of the Barat Sawah village, residential settlements are concentrated in area of 1,728 hectares. The location of these settlements go north from the village road, surrounded by stretches of fields and small rivers. There are two entrances to this settlement, west and east. There are 56 heads of families living here with 51 houses. Houses are lined up and stretched, following the taneyan lanjhang-pattern which consists of a collection of houses inhabited by several families. Between settlements and fields restricted with rivers and plants. The contrasting picture between the abundance of natural resources and the social conditions of the Rowosari community raises the general question of this study: why does the agriculture area and the wealth of natural resources not correlate with the population welfare? What happens in the relationship between humans and their homeland? Because the analysis of production relations in the agricultural sector is the backbone of the socio-economic structure of rural society, the analysis is the main theme in this study. What happened in the village, especially in the West field  of Rowosari Village, actually it can be solved, for example by institutionalizing savings and loans cooperatives, processing agriculture by using organic farming systems, and developing village tourism by utilizing village potential. Nature tourism: panoramic views of mountains, waterfalls, panoramic views of fields and rivers flowing with clear water, become the main attraction to be developed as a village tour. Livestock and fisheries can also be developed because there are abundant river and green food sources. Village funds can be used for that. The priority of village development should be based on analyzing data from participatory mapping, not by a handful of village government elites. Priority of the programs should be directed by building food security, creating jobs towards village economic sovereignty. actually the land in the forested area could be managed by the community. However, the land management rights given to Chinese ethnic who managed it for cash crops such as sengon and coffee. Village people only become wage laborers to care for, to fertilize and to harvest the results. because of the difficult terrain to reach the location, the villagers were finally reluctant to manage the land with little wage and erratic work. They are forced to look for work outside the village. There must be good faith and political decisions by the village government, for example by making regulations regarding the prohibition of selling agricultural land to people outside the village, so that the land does not turn into housing or become an asset for investment which certainly has no commitment to agricultural development. In addition, villages must develop BUMDES as an economic effort by opening jobs to improve the community welfare, especially for those who do not have job and agricultural land. Management of zakat, infaq, shodaqoh from rich people, if managed properly, can become business capital or help alleviate for those who really need, this could prevent villagers from migrating to the city. Because, if many villagers migrate to the city, when they return, they will bring the culture of the city that is not in line with the values and norms of the village.

The Evaluation of Pilot Project Universitas Membangun Desa (UMD) focuses on the development of villages in Bondowoso district of East Java province through the innovation of the use of information technology. This study presents an evaluation of the implementation of a pilot project of the Village Information Administration System (SAID) implemented in ten villages located in two wringin and cermee sub districts in 2016. This program is an innovative collaboration between Jember University, Community Collaboration and welfare services (KOMPAK) and Australian Aid. The purpose of this program is to build a Village Information System (SID) and utilize it to create an independent village in data and information, introduction of village potential and marketing of village superior products. through a qualitative approach, this research can describe the context and setting naturally through observation, interviews with stakeholders and beneficiaries of the program. The results show that the Village Information Administration System (SAID) is able to accelerate and improve the quality of village government services but there are several problems in its implementation such as internet network problems, low human resource competence, lack of support from village government and inadequate facilities and infrastructure. One aspect that needs to be studied more deeply about the village administration in the era of village autonomy is the ability of the human resources in the management of village government in accordance village governance objectives and the demands of, “Undang – undang no 06 Tahun 2014 about the village. The capacity of the village government deemed not qualified to run the authority possessed by law the village. Weak capacity of rural government impact on law implementation failure that led to the poor rural village development. This study examines these issues. This study used qualitative research methods. The unit of analysis of this research that the village government Landungsari Dau District of Malang, East Java. This study was conducted over three years (2016, 2017, 2018). The findings of the research during the last four months in the first year of the study is Landungsari village administration showed a good performance in governance at the village of village autonomy era (the era of the Village Law. The village government is able to carry out rural development planning, village administrative governance, and the financial management of the village properly. Nevertheless, the village government also faces serious problems is the lack of human resource capacity of the village administration, village very less quantity, and village officials do not understand the duties of each. To address these issues, the village government seeks to organize village governance based on information technology (e-government), but the effort has not worked well because the village government does not have a human resources professional in the field of information technology and the village government does not have enough budget to develop the e-government program. Therefore, the research team conducting FGD on the development of e-government program. FGD village government resulted in an agreement in cooperation with governmental science labs and e-government program APBDes budgeted in fiscal year 2017. Step next phase is the research team conducting FGD Phase II to design e-government as a means of governance villages effective and efficient, to disseminate the e-government, and publishes scientific articles on the model of governance based rural e-government in the Journal of Politics and Government Muhammadiyah University of Yogyakarta. Our advice as a researcher is a village government should make regulations governing Internet-based mechanism of public services (e-government). The regulation is to encourage villagers Landungsari to get used to using services based on the Internet, the district government of Malang should provide support to the village government to make innovations in governance, and the central government should support the village government to strengthen rural government institutions such as the addition of the village

Position the village in a country is very important, because the village is the spearhead of a government. The existence of the village only as a supplement to administrative, so the existence of a very backward village either of its human resources and in terms of management of natural resources are owned and infrastructure development tends to be slow. It makes villagers to make an exodus to urban areas for improvement of life. Recognition of the structure provided in the central government through a law on village administration look encouraging, but the relation to the welfare of the government does not pay attention. No wonder if the government runs a program is often different. The workload is heavy village government is not matched by right. The village as a vanguard of government, the village government should be able to overcome all the problems that arise in the community, with peace and peaceful village can increase unity and national unity of Indonesia
