Grain farming is a historically basic and strategic sector of the agricultural sector of the economy of Kazakhstan - the main producer of food products and the main source of livelihood of the population, on the dynamic sustainable development of which the food security of the country depends. The article analyzes grain sub-complex of Kazakhstan, investigates the problems of production and consumption of grain products as a backbone segment of the agro-industrial complex and the basis for solving food problem. The dynamics of the gross harvest of wheat in the country as a whole is analyzed, including in Akmola region - the leader in the ranking of grain yields. The tendencies of changes in the volumes of commercial grain production in the region are revealed. Method of comparative assessment of the main economic indicators of grain industry before and after the introduction of innovative technologies is proposed, recommendations on the expediency of their implementation are given. Summarizing the above, we can come to the following conclusion: the innovative development of grain industry can be the most effective in systemic complex of directions, priorities and tasks. The innovation process in the country's grain production has a number of positive aspects: carrying out work on reproduction of soil fertility, preventing their degradation; the use of various cultivation techniques, incl. energy and resource saving technologies for production, storage and processing of grain; elaboration and development of State innovation policy at the level of the entire AIC and grain cluster.

The relevance of the work is determined by the need to identify the main trends and characteristics of the development of the grain industry at the regional level in the face of new challenges of the external economic situation. The purpose of the research is to identify trends in the grain industry development under the conditions of import substitution and justification of the necessary priority organizational, economic and technological measures to increase the efficiency of grain production. The subject of the study is the system of organizational and economic relations that take shape in the process of production and sale of grain in modern conditions of globalization of the economy. As the main results of the study, the article presents the trends and characteristics of the development of grain production: the continuing disparity in prices for agricultural and industrial products, the current low level of profitability of grain production, the inertia in the development of innovative technologies, the lag in the growth of processing capacities and domestic consumption from the rate of increase in grain production, infrastructural restrictions and unstable situation in the regional grain market. A transition to innovative technologies with resource-saving technologies, precision farming and digitalization, clustering of the grain-product subcomplex of the agro-industrial complex, improvement of distribution routes, expansion of sustainable distribution channels, an increase in the number of operators in the regional market, and the formation of a distribution channel through the Republican Commodity Exchange are proposed

Aim. The presented study aims to substantiate a structural model for developing a sustainable development strategy in agricultural production, making allowance for changes in the level of impact of environmental factors.Tasks. The authors determine the reasons why the Russian agro-industrial complex (AIC) is lagging; identify the specific aspects of forming a strategy for the sustainable development of regional AICs; formulate urgent problems of sustainable development for the agri-food sector of the Russian economy at the federal, regional, and enterprise levels.Methods. This study uses a reasonable and objective approach to the problem of applying strategic management as a foundation for the sustainable development of agricultural production based on the knowledge of the laws of development of socio-ecological and economic systems and a study of multidirectional factors of the external and internal environment. The methodological basis for the sustainable development of agricultural production includes the concept of sustainable development as a priority at the macroeconomic level; strategy as a planning tool based on consistency with programs implemented at the federal, regional and municipal levels of public administration; methods and tools of strategic management at AIC enterprises.Results. The key aspects of the institutional-synergetic approach to the sustainable development of the AIC include the need to coordinate all factors by forming coherent goals not only among economic and financial institutions, but also for technopolises that combine scientific, industrial, financial, and entrepreneurial capital into one system cluster structure. The authors formulate the stages of implementing a strategy for the sustainable development of regional AICs, making it possible to come up with measures aimed at reorganizing the structure of the agricultural sector and to overcome the negative manifestations of crises in the Russian economy, thus minimizing their consequences.Conclusions. During the development of a strategy for the sustainable development of regional AICs, a multiplicative effect arises, making it possible to activate innovation policy and boost the development of other sectors of the economy, improving the population’s quality of life. When developing a strategy at the microeconomic level, it is necessary to make allowance for the specifics of the industry and the mission of a modern agro-industrial enterprise and to focus on solving problems formulated based on the trinity of goals of social, environmental, and economic long-term sustainable development.

Purpose. The aim of the article is substantiation of theoretical and methodological principles and development of practical recommendations for the formation and implementation of innovative technologies in the production of agricultural enterprises. Methodology of research. General-scientific and special research methods are used in the process of research, in particular methods: dialectics and scientific abstraction – in determining the essence of the innovative model of development of the agricultural sector of the economy; economic and statistical – when analysing the current state of implementation of innovative technologies in the agricultural sector of Ukraine; monographic – used in presenting the results of the study. Findings. Theoretical bases of formation of innovative mechanisms and their introduction in agrarian sector are covered. Theoretical and methodological approaches to the management of innovative technologies in the production of agricultural enterprises have been formed. Organizational and economic measures for the introduction of innovative technologies in the production of agricultural enterprises are substantiated. Originality. The mechanism of introduction of innovative technologies in agricultural production in the conditions of unfavourable investment environment in Ukraine is improved, which in contrast to the existing mechanisms provides integration of state instruments of support and regulation of the industry and implementation of state and regional programs at the expense of state and local budgets. In the paper it is offered to allocate production-technological, organizational-administrative, selection genetic, economic and social-ecological mechanisms of integration of innovation in various subsystems of agricultural sector. The production and technological mechanism is a priority in providing state support for the development of animal husbandry and processing of agricultural products. Practical value. Scientific developments will allow to form in Ukraine an effectively functioning agro-industrial complex with optimal financing based on the introduction of innovative technologies in the production of agricultural enterprises. The description of the main characteristics of the modern stage of development of information technology and global trends in digitalization is given. A brief information is given on the state of informatization in Russia as a whole, as well as in the country’s agriculture. A comparative analysis of the level of digitalization in rural areas and urban districts is given, the main reasons for the differences are highlighted. The necessity of information technologies development in the agricultural sector of the economy, as a factor in ensuring the country’s food security and a factor in the competitiveness of domestic agricultural products, is substantiated. The features of intellectual agriculture, its benefits for producers and for the population are shown. The dynamics of innovative technologies development is given based on the digital economy in recent years with the release of lagging branches of the agro-industrial complex. The regional differentiation of digitalization of the economy among the population is shown, the interrelation of the informatization level of the population with the development of innovative technologies in the economy of the region is shown. Using the example of cellular communication development, the convergence of digitalization level in cities and villages of the country has been proved. The main problems hindering the information technologies development in agriculture and new solutions adopted at the level of the President and the Government of Russia on the development of informatization are highlighted. The most promising areas of agricultural transformation are shown, focused on the digitization of various aspects of the industry and infrastructure production and sales.

Abstract. It is determined that ensuring food security and healthy nutrition for the growing population of the planet will remain a challenge for the world community. The global dominants and tendencies of development of agro-production activity within the global market of agro-food products are analyzed. The grouping of leading countries with a highly innovative agro-industrial sector, which is formed taking into account the goals of sustainable development based on the construction of a clustering model using the K-Means algorithm is done. Their experience of formation of the state policy directed for support of innovative transformations of agrarian and industrial complex is generalized and recommendations on implementation of their best achievements in the domestic agricultural sector are offered. The aim of the work is a comprehensive assessment of innovative transformations taking place in the agricultural sector in the context of the challenges of global sustainable development. The task of the research is to determine the most successful group of countries in terms of implementation of intensification of production activities, the effectiveness of innovation policy and the ability to meet the demand for food, taking into account the requirements of sustainable development; providing recommendations for the modernization of agricultural production of domestic producers. The article substantiates the main determinants of the development of energy efficient technologies in the agro-industrial complex of Ukraine. The main problems that hinder the achievement of energy independence of Ukraine are revealed and their essence is revealed. The problems and prospects for the adaptation of current technologies in crop production, the latest technical and technological solutions in animal husbandry and resource-saving farming systems to the existing conditions of domestic agricultural production are stated. The analysis of the use of modern energy efficient technologies in the field of crop production is carried out and it is substantiated that they are associated with the use of modern technology and renewable energy sources, space information technologies. The features of innovative energy- and resource-saving farming technologies are considered. The newest technical and technological solutions in animal husbandry, contributing to energy saving in the context of modern technical and technological support of the industry, energy and resource saving technologies, production of biofuel (biogas) with a description of problems and prospects are proposed. Measures to overcome the crisis state of innovative and technological activity of agricultural enterprises are proposed, aimed at strengthening the agricultural sector and ensuring its progressive development. The use of promising energy-efficient technologies in the agro-industrial complex has been substantiated as a guarantee of the development of the industry on an innovative basis. Review of measures to improve government regulation and incentives for the transition to energy efficient technologies, namely: improving the image of the state on the world stage to increase investment attractiveness; development of an effective energy policy that will have a close relationship with the European energy direction; liberalization of energy markets and delineation of energy supply sources, etc. It has been proved that at the state level it is necessary to constantly inform agricultural producers about modern energy-saving technologies, introduce pilot projects, and continuously monitor the efficiency of energy resources use.

The article discusses the features of innovation in agricultural sector, the direction of development of entrepreneurial activity in poultry industry based on integration processes. The aim of the study is to assess the efficiency of production in agro-industrial complex, in particular in poultry industry. Methods used in the work: comparison, synthesis, factor analysis of the main criteria, the level of specialization of an innovative enterprise through multiple regression. In the course of the study, the authors obtained the following results – promising areas of activity of poultry farms in the transition to an innovative development model were identified; assessed the possibilities of integration in the enterprises of the republic for production of poultry products in the form of expanding the production structure or merging with other companies; the predicted values of the poultry farming trend were calculated, the influence of factors on the basis of longterm economic data on the activities of poultry farms and poultry production program until 2025 have been identified in the course of studying. The achievements of LLP "Ordabasy kus" of Turkestan region, which carried out the modernization of production are presented. The authors developed recommendations and presented conclusions on modernization of domestic production while simultaneously reducing labor costs and funds per unit of production of poultry industry in order to increase its efficiency based on integration and innovative technologies, which, in turn, will increase productivity of poultry.

According to the studies carried out by the US Geological Survey (USGS) under the project GFSAD30, Russia ranks fourth in the world in the number of fertile lands. However, today there are some problems that “slow down” the development of the Russia’s agricultural sector, including the rice-planting complex. One of the main problems of the Russian agro-industrial complex is unsustainable environmental management, which leads to inefficiency and sometimes loss of agricultural production. This is caused by the “rigidity” of the legal framework, the reluctance or inability of the economy to switch to new resourcesaving technologies, as well as the fear of partially or completely losing the crop when switching to new technologies. For the “soft” transition of the economy to new resource-saving technologies, we propose a resource-saving technology for cultivating rice on underground drip irrigation under mulch film on rice irrigation systems, the introduction of which proved its effectiveness, as well as the relevance of our study. The efficiency of proposed resource-saving technology of rice cultivation on drip irrigation is expressed in the increase of profitability of rice production by 26%, reduction of irrigation norm by more than 5 times, labor intensity of rice production by 42% and material costs by 24%. The proposed technology not only reduced the anthropogenic load, but also improved the land reclamation condition, including the situation in the rice irrigation ecosystem. Further development of drip technologies in the rice sector of Russia will allow developing fundamentally new, ecological-reclamative, balanced rice crop rotation with the inclusion of vegetable and cucurbits crops. The proposed technology will provide an opportunity to cultivate rice outside rice irrigation systems on previously rich lands, which will give agro-industrial workers new opportunities and prospects in rice production.

The main sources of food supply to the country’s food fund are characterized. The main problems of the national food security of Russia are revealed, measures to strengthen the country’s food security are proposed. The assessment of the replacement of imported food with domestic products is given, food production is considered in the context of the country’s regions. The level of food production that provides the population with the necessary domestic food products is revealed. The dynamics of production and consumption of agricultural products by the population of Russia in comparison with medical standards is given. The article considers the development of the food processing industry in Russia.

The article analyzes the state agrarian policy of China and the main directions of digitalization, automation and robotization of agriculture. The main directions and priorities of implementing innovative technologies in the agro-industrial complex of the Chinese state are discussed, and the practice of creating science and technology parks and demonstration zones of high-tech development in the field of agricultural modernization and development is presented. In conclusion, the paper analyzes the main directions of development of China's food policy and the dynamics of agricultural robotization.
