In the article the state of financial sustainability of agriculture in the country and the prospects for improving the mechanisms for financing the industry are analyzed. Also discussing about production of agricultural products in the agricultural sector of the country by working in harmony with national traditions, creation of unique competitive products, reporting on the natural location of territories, exporting them at the level of products that are in great demand both in the domestic and foreign markets. The reweals the ways to ensure the financial stability of agriculture under conditions of modernization of the economy of the Republic of Uzbeklistan and its improving ways.

The article deals with the topical issues of the institutional reforms in the agricultural sector, taking into account Russia’s accession to the World Trade Organization. The The paper substantiates the necessity of rapid modernization of agricultural production in order to increase the competitiveness of Russian agricultural products in domestic and foreign markets due to the country’s accession to the WTO, a significant increase the size of the state support of agriculture in the early years of the state program. The tendencies were revealed, the forecast of the development of various forms of economic activity in Russia and the Republic of Tatarstan for the period until 2017 was given.

Agriculture in Kazakhstan can be described as the main resource, but it is far from being fully used. One of the priorities of agro-industrial complex of the Republic is the development of processing of agricultural products.This is confirmed by the implementation of the objectives of the State program on the development of agro-industrial complex of the Republic of Kazakhstan for 2017–2021. The article gives a picture of the development of agricultural production in Kazakhstan, explores the current state and problems of the agricultural sector of the republic in the context of the financial crisis, including in the Aktobe region.

The article analyzes the state regulation measures system of the agricultural production and food development in the regions of the state. This research purpose is the development of proposals for the economic component’s systematization of the production of export-oriented agricultural products and assessment of the state support level for the influence on the efficiency of the production of export-oriented agricultural products. The authors evaluated the efficiency indicators system of state support for the production’s export-oriented agricultural products and food as well as reserves for the food market’s development in rural regions of Kazakhstan. The research shows that for the agricultural production’s development Kazakhstan has a significant resource potential (land, labor and materialtechnical), which allows to ensure the population’s food security, increase exports and reduce imports. For this, it is necessary to improve the forms and methods of state financial support and, above all, export-oriented products and food, with considering republic regions strategic development. Efficiency indicators of the regional state support for the agricultural sector of the economy are characterized by the following: gross production, revenue, profit, level of profitability, financial stability, labor productivity. Considering the methodological approaches to the state support funds distribution, three principal directions for inter-budgetary regulation of the agro-industrial complex are suggested using the following methodology: per capita, covering the estimated financial gap, and equalizing budget provision. Subsidies in crop production (per hectare) for 1 ha of crops were canceled in 2018, and stock raising – from 2020.

Статья написана в связи с выходом в 2018 г. последней редакции постановления Правительства Российской Федерации «О государственных закупочных интервенциях сельско-хозяйственной продукции». Целью исследования является обоснование продвижения государственного регулирования рынка местной сельскохозяйственной продукции в виде закупочных интервенций в регионах. Проведен анализ существующих зарубежных и отечественных государственных закупочных интервенций, дано обоснование закупочных интервенций в регионе, а также выработаны предложения по продвижению закупочных интервенций с федерального центра в регионы. This article was written in connection with a September 2018 release of the latest edition of a Regulation of the Russian Fed-eration Government on government purchasing interventions of agricultural products. An aim of the authors of the article is substantiation of promotion of the state regulation of a market of the local agricultural products in the form of the purchasing interventions in regions. The authors analyzed the existing for-eign and domestic government purchasing interventions, comments on the latest version of the Regulation of the Russian Federation Government on the govern-ment purchasing interventions, the substantiation of the purchasing interventions in the region and de-velopment of proposals to promote the purchasing interventions from the federal center to the regions. Relevance of the promotion of the purchasing interventions from the federal center to the regions fol-lows from Russian particularity: remoteness of the regions from the center, weak regional transport infrastructure, necessity to replicate a federal technology of the state regulation of the agricultural product market in the regions of the Russian Federation. In the Republic of Sakha (Yakutia), repeated attempts were made to create compensation funds of the regulation of agricultural product prices. However, in the region there is no full-fledged intervention fund effectively influencing sales of the agri-cultural products. Consequently, in conditions of the Republic, where a shortage of the agricultural products, raw materials and food is acute, implementation of the commodity intervention is the neces-sary condition for the regulation of the agricultural market. For the Republic of Sakha (Yakutia), in our opinion, it is advisable to carry out the commodity interventions concerning beef, meat of young horses, venison, fish, dairy products, game, fruits of wild plants and even for rough and succulent fodder for livestock. The latter are relevant due to droughts and floods that regularly occur in a area of the region. Manufacturing costs of the local products will always be higher than the ones of imported food, given the harsh natural and climatic conditions, the remoteness of agricultural commodity producers from the sale markets in the conditions of absence of the transport infrastructure. In this regard, the prices of the local products should be regulated by the state in order to support the local producers. Obviously, the government regulation should not replace market functions or impede operation of its laws. Its main task is to mitigate undesirable consequences of manifestations of market power. One of the main regula-tory methods is the commodity intervention.

The state and contradictions of the development of the agricultural sector of the national economy are investigated. Challenges at the micro-, macro- and global levels for the agricultural sector in the context of the COVID-19 pandemic have been identified. It is noted that the main problems for the domestic agricultural sector in a pandemic were: reducing the purchasing power of the population, limiting the functioning of agri-food markets during quarantine, complicating the logistics of agricultural products. It is established that changes in the markets of countries that are major importers of agricultural products from Ukraine (China, India, the EU, Turkey, Egypt) in a pandemic will have the greatest impact on the development of Ukraine’s agricultural sector. It is concluded that among all sectors of the national economy, agriculture is the least affected by quarantine restrictions. It is shown that small and medium-sized farms suffer the greatest losses in a pandemic. The tasks facing agricultural enterprises and the state in the conditions of a pandemic are determined. The strategic directions of agricultural policy in Ukraine are indicated.

The Decentralized Autonomous Government of the province of Chimborazo promotes the agricultural productive development of the province by promoting entrepreneurship, and improving the capacities of producers, access to production factors, and integration of actors and subjects of agriculture and management on the basis to strategic planning. The construction of the Chimborazo Competitiveness Agenda was a participatory process that identified opportunities to improve the agricultural sector, where agricultural production at the primary level was recognized as a vocation and strength of the province; however, a strategic necessity was to establish possibilities of adding value and diversifying agricultural production. The definition of a set of agricultural products with high potential at the primary level and/or in agroindustrial processes that are not deeply explored required determining market signals to identify new medium- and long-term commercial possibilities for Chimborazo farmers. Additionally, it was recognized that the management of the province of Chimborazo was based on its management of the Millennium Development Goals, the Constitution of the Republic, the National Plan for Development in a Supra-Provincial Framework, as well as the Plan Development of Chimborazo, the Territorial Planning Plan and others that promoted planning with a focus on territorial and solidarity sustainable development. Resumen El Gobierno Autónomo Descentralizado de la Provincia de Chimborazo impulsa el fomento productivo agrícola de la provincia mediante la promoción del emprendimiento, el mejoramiento de las capacidades de los productores, acceso a factores de producción, integración de los actores y sujetos del agro y gestión en base a una planificación estratégica. Como parte de dicho accionar, la construcción de la Agenda de Competitividad Chimborazo fue un proceso participativo que identificó oportunidades para mejorar el sector agrícola, donde se reconoció la producción agrícola a nivel primario como una vocación y fortaleza de la provincia, no obstante, una necesidad estratégica fue el establecer posibilidades de agregación de valor y de diversificar la producción agrícola. La definición de un conjunto de productos agrícolas con alto potencial a nivel primario y/o en procesos agroindustriales que no están profundamente explorados requirió determinar señales de mercado para identificar posibilidades comerciales nuevas a mediano y largo plazo para los agricultores de Chimborazo. Adicionalmente, se reconoció que la gestión de la provincia de Chimborazo tuvo como base los Objetivos del Milenio, la Constitución de la República, el Plan Nacional de Desarrollo en un marco supra-provincial, así como el Plan de Desarrollo de Chimborazo, el Plan de Ordenamiento Territorial y otros en su conjunto que promovieron una planificación con un enfoque de desarrollo sostenible territorial y solidario. The purpose of the article is to assess the financial sustainability of the household sector of the Republic of Kazakhstan and its impact on the real and financial sector in the context of minimizing the credit risks of the regulated banks of the Republic of Kazakhstan. The paper analyzes various points of view on assessing the financial sustainability of the household sector, makes a successful attempt to assess at a macroeconomic level the financial sustainability of households and the drawing potential of households in Kazakhstan using the OECD and IMF methods. The work made a holistic analysis of the financial condition and solvency of households in Kazakhstan, a forecasted VAR-model for assessing the impact of household financial sustainability on the state of the real sector of the economy has been developed; a regression model for assessing the impact of financial stability of households on the financial sector of Kazakhstan has been developed.

The financial sector of the Republic of Moldova belongs to the developing ones and is characterized by a higher level of risk and, therefore, a higher likelihood of a systemic crisis. Globalization and development of advanced information technologies not only create great opportunities for rapid economic development, but also pose serious security threats to the economic development of states, especially in a developing economy. In these conditions, the issue of ensuring the financial stability of the state is becoming increasingly relevant. The state of the financial and foreign exchange market represents one of the most important aspects of the financial security of the state. This study has been developed as part of the scientific project 15.817.06.02A "Development of tools for measuring the financial stability of the state". The study analyzes various macrofinancial risk management tools. The purpose of this study was to calculate the pressure index on the foreign exchange market of both the Republic of Moldova and the main partner countries in terms of international trade. The results of related studies conducted by the authors of this work, which revealed that stability indicators in the foreign exchange market are associated with foreign trade risks served as an argument for the authors of the work to calculate the pressure index on the currency market of Romania and the Russian Federation for comparison with the indicators of the Republic of Moldova. Methods used in research include theoretical and comparative approaches, descriptive statistics and econometric models. The results of the research showed that international trade and the foreign exchange market are interdependent. The first can be considered a channel for transmitting the currency crisis, since demand increases with increasing imports, and this leads to increased pressure on the foreign exchange market. Increased exports reduce pressure on the foreign exchange market. But the greatest impact on the foreign exchange market in the Republic of Moldova is made by remittances from abroad, which are directly correlated with the dynamics of labor exports. At the same time, it was concluded that at present, due to macroprudential regulation, there are no linear dependencies in financial markets and, therefore, there are no correlations, but only the interdependence of variables.

The article is devoted to development of approaches and practical recommendations on issues of state regulation and state support of agro-industrial complex economic entities as a factor of stimulating economic growth of industry as a whole. Having  based on the study of development trends of agroindustrial complex in the Republic of Kazakhstan and its state regulation, we assessed effectiveness of implementing target programs, identified causes and constraints, which include imperfect legislative, theoretical and methodological elaboration of mechanisms for their implementation, inconsistency between organizational-level program developments and processes of their implementation. The aim of the study is to study global economic problems that focus on the cultivation of agricultural products and the provision of food for consumption by the population. The article examines the future sustainable development of food production in our country, at the level of state policy and requires new approaches and reforms. The main guiding methods chosen in this study include: method of analysis, method of comparison, method of statistics, method of grouping, method of planning and forecasting. The object of the article is the agricultural state of the Republic of Uzbekistan, since the Republic of Uzbekistan is an agro-industrial state, where more than 49.5% of the population lives in rural areas, and almost half of the entire employed population works in the agricultural sector. The subject of the research is the agricultural sector of the Gallaorol region of the Republic of Uzbekistan. As a result of the study, it was revealed that in the Gallaorol region, where the research was carried out, the industry was not developed, and the income of the population was formed only due to agricultural products. In the conclusion, new opportunities for increasing the socio-economic well-being of the population are proposed through the formation of agribusiness in the region and appropriate recommendations are given.
