The Law on Villages has shifted the position of the Village Consultative Body (BPD) as an element of village administration to become a village institution. As a village institution, the function and position of the BPD include the village legislature. This regulation also demands changes in organizational governance for BPD, particularly in Sepakat Village (Loa Kulu District, Kutai Kartanegara Regency). This encourages researchers to look at and provide recommendations related to the organizational governance of BPD in Sepakat. The approach used in this service is a qualitative-based descriptive analysis. The process here focuses on four elements. In the first topic of discussion is the organizational structure of the BPD in Sepakat Village, the second is the division of the main tasks and functions of each BPD member, the third includes the standard operating procedure (SOP) for implementing activities and the fourth is the supervision of the BPD. Through data collection with in-depth interviews, it designed the analysis model with five units (checking the data got, reducing data, applying data, namely data processing, analyzing, and drawing conclusions). to get an overview of the field. Practical ideas suggest that there should be regular supervision and training of human resources for BPD of Sepakat Village

The purpose of this study was to determine the supervision of village funds by the village consultative body (BPD) in Kampung Poo, Jagebob District, Merauke Regency. The research method used is a qualitative method, descriptive qualitative research type. The research was conducted through observation and in-depth interviews. After that the data obtained is collected to be described and analyzed to draw a conclusion. The results showed that the supervision of the Village Funds by the Village Consultative Body (BPD) in Kampung Poo has not been going well, especially at the pre-distribution stage and the distribution and use of Village funds, only the third stage has been carried out well, but the Pre-Distribution Stage of Village Funds is still not carried out well, especially in the Aspect of Appropriateness of the Village Fund Planning Arrangement Procedure because the village head did not make a decision letter regarding the Village Fund Implementing Technical Officer (PTPD) but only made direct appointments to the village secretary and head of financial affairs, and the distribution and use stage, namely in the financial aspect and use, where the People's Consultative Body (BPD), which is the representative of the community at large to oversee the Village Fund Budget, does not get the opportunity to consult to determine priority programs funded by village funds so that supervision of village funds is still not very effective.

This study analyzes the accountability of village funds and the key factors. This study uses a qualitative approach by conducting in-depth interviews with informants at every stage of planning, implementing, administering, reporting, accountability, coaching, and supervision of village financial management. The results of this study indicate that village financial accountability is applied by law number 6 of 2014 with the critical factors of the effectiveness of the village government in managing finances independently but is accompanied by a less than the optimal role of the village consultative body (BPD).

Undang-Undang No 6 Tahun 2014 tentang Desa dan Peraturan Pemerintah nomor 43 tahun 2014 tentang Peraturan Pelaksanaan Undang-Undang nomor 6 Tahun 2014 tentang Desa, dimana kerjasama antar Desa dilaksanakan oleh Badan Kerjasama Antar Desa (BKAD) yang dibentuk melalui peraturan bersama antar kepala Desa melalui kesepakatan Musyawarah Antar Desa. BKAD bertanggung jawab untuk mengimplementasikan kerja sama Desa berdasarkan Peraturan Menteri Dalam Negeri nomor 38 tahun 2007 Tentang Kerjasama Desa dan di dalam Undang-Undang Desa dan BKAD tidak mengatur secara tegas tentang Perjanjian dikarenakan setiap melakukan kerjasama pihak BKAD harus membuat perjanjian untuk memikat antara pihak BKAD dengan kelompok masyarakat gampong di Pidie sebagaimana perjanjian diatur dalam Pasal 1313 Kitab Undang-Undang Hukum Perdata menyebutkan: “Suatu perjanjian adalah suatu perbuatan dengan mana satu orang atau lebih mengikatkan dirinya terhadap satu orang atau lebih. Tujuan penelitian untuk mengetahui implementasi perjanjian dana bergulir antara Badan Kerjasama Antar Desa (BKAD) dengan kelompok masyarakat dan untuk mengetahui hambatan yang ditemukan dalam implementasi perjanjian dana bergulir antara Badan Kerjasama Antar Desa (BKAD) kepada kelompok masyarakat. Metode penelitian yang digunakan adalah jenis penelitian hukum empiris (yuridis empiris) dengan mengunakan data primer, data sekunder dan tersier. Hasil penelitian bahwa pelaksanaan perjanjian dana bergulir sudah berjalan sesuai dengan mekanisme yang dituangkan dalam Standart Operasional Prosedur ( SOP) perguliran pola syari’ah dan menggunakan sistem murabahah yaitu akad jual beli barang dengan menyatakan harga perolehan dan keuntungan (margin) yang disepakati oleh penjual dan pembeli, hambatan yang terjadi disebabkan oleh gagalnya usaha, lambat lakunya produk usaha, tidak tepat dalam penggunaan dana untuk modal usaha, tidak jujurnya anggota dalam pengembalian utang jual beli.The Act Number 6, 2014 regarding Village. and Government Regulation number . 43, 2014 on the Implementation of Act number . 6, 2014 on Villages where inter-village cooperation is carried out by the Inter-Village Cooperation Agency (BKAD) established through a joint regulation between village heads through an Inter-Village Deliberative Assembly. BKAD is responsible for implementing the Village Cooperation based on the Minister of Home Affairs Regulation number. 38, 2007 on Village Cooperation and in Village Law and BKAD does not expressly stipulate the Agreement due to any cooperation the BKAD has to make an agreement to lure between the BKAD community groups in Pidie as arranged in Article 1313 the Civil Code states: "A covenant is an action by which one or more persons commit themselves to one or more persons. This research aims to know the agreement implementation of rotational budget between the inter-village cooperation board and people groups of village and to explore the obstacles faced in the implementation of the agreement implementation of rotational budget between the inter-village cooperation board and people groups of village. This is doctrinal legal research and juridical empirical research by applying primary, secondary and tertiary data.The research shows that the implementation of the agreement implementation of rotational budget has been going as demanded by the rules which are worded in the Standard Operating Procedure (SOP) the rotational pattern of Sharia and using murabahah principle that is the trading agreement by using the statement of basic prices and margin which is consented by both buyers and traders, the obstacles faced are enterprise’s’ failure, lack of products’ sale, inaccurate in using fund for capital of enterprise, lack of honesty of members in paying loan of trading.

One of Ibn Taymiyah's thoughts (d. 728 H / 1328 AD) that economic transactions are aimed at justice that can only be realized if all the contracts are based on the willingness to agree from all parties, is very interesting to research the practice of financing agreements in Islamic financial institutions (LKS) which in this case Baitul Mal Wat-Tamwil (BMT). The purpose of this study is to find out how much the principle of justice is the basis for the implementation of the financing contract for the parties to the contract. The study uses qualitative methods with a descriptive analysis approach. The research was conducted at BMT Tumang, one of the national-scale BMTs that has contributed to the growth of the sharia microeconomic system. The results showed that Ibn Taymiyah's thoughts regarding the foundation of morality and justice had been applied in the financing agreement at BMT Tumang, it was stated in the Operational Management Standards (SOM) and Standard Operating Procedure (SOP) of BMT Tumang. Kerta Village, Payangan, Gianyar regency, Bali, has a large and diverse potential to develop as agrotourism.However, these natural and cultural potentials have not been optimally managed.This study aims to determine the potential of villages that can be developed as agrotourism products, knowing the internal and external factors that influence of agrotourism development, formulating strategy and program to develop it.This study uses qualitative methods, data collection is done through observation, questionnaires, and in-depth interviews on elements of the society, the government and tourism entrepreneurs. Qualitative descriptive analysis was performed by applying the theory of tourism area life cycle, systems theory, and planning theory.The results showed that the village potential that has been depeloping and it can be developed further as agrotourism products, grouped into four categories, namely of nature potential, agriculture, cultural, and attractions.From the view of tourism are life cycle,Kerta Village Agrotourism are in the involvement phase marked by the growing involment of community to tourism activities.

The vision of the health development in the future is "Indonesia sehat (Healthy Indonesia)". Problems related to the implementation of the local law of KIBBLA in the village of Cempaka South Amuntai subdistrict is that many cases of labor process is not performed in health facilities, poor mother and infant health. One of the efforts of the Local Government regency of Hulu Sungai Utara to decrease maternal and infant mortality cases and to ensure the health of mothers, infants and children under five is to make a policy through the regulation regency of Hulu Sungai Utara number 3 in 2014 that regulate the health of mothers, newborns, Infants and toddlers (KIBBLA). Problems related to the implementation of the local law of KIBBLA in the village of Cempaka South Amuntai subdistrict is that many cases of labor process is not performed in health facilities, poor mother and infant health. Result of the research showed that implementation of Perda KIBBLA in the village of Cempaka in some aspects is already good, seen from communication, staff, and commitment. However, from several points also need improvements in order to support the implementation of Perda KIBBLA, such as polindes / puskesdes and also SOPs (Standard Operating Procedure).

The purpose of this study is to establish a relationship between the village head and the village consultative body in Ubung, Buru Regency. The research problem is focused on the collaboration between the village head and the village consultative body in containing the spread of Covid-19 in Ubung. The study employed a qualitative approach, with a total of twenty informants chosen at random. This study was conducted in the village of Ubung, with informants including village officials, members of the Village Consultative Body, representatives of community leaders, traditional leaders, and religious leaders, as well as community representatives considered to possess competencies relevant to the research objectives. This study collects data about the partnership relationship through observation and in-depth interviews. The analysis technique used is qualitative data analysis under Miles, Huberman, and Spradley's concepts. This study concludes that the village is extremely responsive in planning and implementing the management of Covid-19, making it easier for the community to be involved. The village side also adjusts to the existing conditions to carry out the control of Covid-19, specifically by conducting analysis and identification to decipher the program of activities that will be planned in collaboration with the Village Consultative Body. In the division of Village Consultative Body tasks, the village government prioritizes development sector implementation and public awareness, while the village government focuses more on-field segmentation planning.

ABSTRAK  Tujuan dari penelitian ini adalah untuk mengetahui sistem bagi hasil penangkapan ikan dan  untuk mengetahui persepsi ABK terhadap sistem bagi hasil tangkapan di Desa Meunasah Balek Kecamatan Meureudu Kabupaten Pidie Jaya. Penelitian ini dilakukan di Desa Meunasah Balek Kecamatan Meureudu Kabupaten Pidie Jaya. Ruang lingkup penelitian ini terbatas pada persepsi nelayan ABK terhadap sistem bagi hasil di Desa Meunasah Balek Kecamatan Meureudu Kabupaten Pidie Jaya. Populasi dalam penelitian ini adalah seluruh nelayan di desa Meunasah Balek Kecamatan Meureudu Pidie Jaya yang berjumlah 200 orang. Sedangkan besarnya sampel yang digunakan dalam penelitian ini adalah 10% dari total populasi penelitian yaitu 20 nelayan. Model analisis yang digunakan adalah metode analisis deskriptif. Hasil analisis menunjukkan sebanyak 5 orang responden atau 25% dari total 20 orang responden yang menjawab kuisioner dengan total score diatas 18,8. Total score tersebut dikatagorikan setuju. Sebanyak 13 orang responden atau 65% dari total 20 orang responden yang menjawab kuisioner dengan rentang score 13,4 sampai 18,7. Total score tersebut dikatagorikan kurang setuju. Sebanyak 2 orang responden atau 10% dari total 20 orang responden yang menjawab kuisioner dengan rentang score 8 sampai 13,3. Total score tersebut dikategorikan tidak setuju.ABK PERCEPTION ANALYSIS OF SYSTEMS FOR CAPITAL RESULT IN MEETING VILLAGE MEUREUDU DISTRICT OF PIDIE JAYAABSTRACT . The purpose of this study is to know the system for the results of fishing and to determine the perception of ABK to the system for the catch in the village Meunasah Balek Meureudu District Pidie Jaya District. This research was conducted in Meunasah Balek Village, Meureudu District, Pidie Jaya District. The scope of this study is limited to the perception of ABK fishermen to the profit sharing system in Meunasah Balek Village, Meureudu District, Pidie Jaya District. The population in this study is all the fishermen in the village Meunasah Balek Meureudu Pidie Jaya district, amounting to 200 people. While the sample size used in this study is 10% of the total study population of 20 fishermen. The analysis model used is descriptive analysis method. The results showed that 5 respondents or 25% of the total 20 respondents who answered the questionnaire with a total score above 18.8. The total score is categorized as agreed. A total of 13 respondents or 65% of a total of 20 respondents who answered the questionnaire with a score range 13.4 to 18.7. Total score is categorized less agree. A total of 2 respondents or 10% of a total of 20 respondents who answered the questionnaire with a range of 8 to 13.3 score. Total score is categorized not agree.

The goal of this research is to see how successful the Women's Empowerment Program is at improving the economy in Poso Regency. With the aim of answering research questions, such as how to motivate women in improving the economy in Poso district, the research approach used qualitative research and data processing with descriptive analysis methods. Data was gathered through library analysis and recording, observation, and in-depth interviews with a variety of informants, including Poso, Observers of Women, Women's Organizations, and three Home Industry Entrepreneurs from the Office of Women's Empowerment and Child Protection (DP3A) district. According to the findings of this report, the Women's Empowerment Program at DP3A Poso Regency is not succeeding. Since the program being introduced is not on track, implementation times are often late, there is a lack of executive engagement, there is no bureaucratic structure or standard operating procedure, and there are insufficient human resources. There is also a lack of communication both internally (inter-coordination) and externally (external coordination).

Abstract This study aims to determine: (1) Leadership of Village Heads in Betao Village, Pitu Riawa Sub-District, Sidenreng Rappang Regency (2) Community Participation in the Development Planning Conference in Betao Village, Pitu Riawa District, Sidenreng Rappang District. (3) Government Leadership towards Increased Community Participation in Delivering Development Planning in Betao Village, Pitu Riawa District, Sidenreng Rappang Regency. This research is a quantitative research using descriptive analysis. The population in this study were 72 people, namely BPD (Village Consultative Body), PKK Members, Hamlet Heads, Farmer Groups, Religious Leaders, Youth Figures, and Community Leaders. Sampling uses saturated samples for sampling techniques if all members of the population are used as samples. Data collection techniques in this study used (1) observation, (2) interviews, (3) questionnaires. The data analysis technique uses a Likert scale with the help of the frequency table and the SPSS program (Statistical Product and Service Solution) version 16.0.The results showed that the leadership of the Head of the Village in Betao Village, Pitu Subdistrict, the District of Sidenreng Rappang with a percentage value of 49.46% with a category of "Fairly Good".While the indicator of community participation with a percentage value of 62,6 % with the category “ well implemented” Then government leadership on increasing community participation in Betao Village Pitu Riawa District, Sidenreng Rappang with value t count> t table, or 9.850> 1.99 with a significant level of 0.00 or smaller than 0.05 or categorized as significant.   Keywords: Community Participation and Leadership.
