Abstract. The article analyzes the features of the organization and conduct of educational work with convicts prone to violating the established procedure for serving the sentence. The author singles out the most common reasons for violation of the internal regulations of a correctional institution, identifies the main problems that negatively affect the effectiveness of the organization of educational work with this category of convicts, and suggests ways to increase its effectiveness. The article is devoted to the analysis of the international experience of spiritual education of convicts. It is concluded that in most developed countries of the world there is a chaplaincy service in every correctional institution, where chaplains perform both liturgical and non-liturgical (social) functions. The purpose of the article is to analyze the features of spiritual education of convicts in developed countries. Methodology. The article has the comparative analysis. Results. The administration of correctional institutions of the studied countries of the world promotes the right of convicts to religious activity. Spiritual and educational work with them is carried out by prison chaplains of various Churches. They not only worship, but also participate in social programs. Representatives of their religious denominations are invited for convicts of different religions. In most countries, prison chaplains perform both liturgical and non-liturgical (social) functions. Practical implication. International experience of convicts’ spiritual education can be used to create a national chaplain service in Ukraine. Value (originality). Manifested in the analysis of the experience of convicts’ spiritual education in 41 developed countries. В данной статье рассматривается понятие экстремизма как социального явления, его основные детерминанты, оказывающие влияние на его распространение в условиях исправительного учреждения, роль оперативного отдела пенитенциарного учреждения в профилактике распространения данного явления. Описываются основные условия, способствующие совершению правонарушений и преступлений, раскрывается понятие оперативного поиска, под которым понимаются мероприятия, направленные на установление первичной информации о лицах либо фактах, представляющих существенную значимость (оперативный интерес), ее систематизацию, проверку и принятие необходимых решений в целях профилактики и раскрытия преступлений экстремистской направленности. Первичная оперативно-розыскная информация - это сведения о лицах и фактах, которые рассматриваются как данные, представляющие оперативный интерес, о которых ранее не было известно оперативному аппарату исправительного учреждения. Получение подобных сведений позволит оперативным подразделениям составить первоначальный психологический портрет изучаемого, а также прогнозировать его дальнейшее поведение. Рассматривается формирование криминологического портрета осужденного, являющегося носителем экстремистской идеологии, так как без данной информации невозможно ведение полноценной воспитательной работы по развенчанию экстремистской идеологии. Раскрываются формы и методы взаимодействия оперативных отделов исправительного учреждения с другими отделами ИУ по вопросам реализации мероприятий, направленных на противодействие распространению экстремистской идеологии в местах лишения свободы. This article considers the concept of extremism as a social phenomenon, the main determinants influencing its spread in the conditions of a correctional institution. The role of the operational department of the penitentiary institution in preventing the spread of this crime. The main conditions contributing to the commission of offenses and crimes are described. The concept of operational search is described, which should be understood as measures aimed at establishing primary information about persons or facts of significant importance (operational interest), its systematization, verification and making the necessary decisions in order to prevent and solve extremist crimes. Initial operational-search information, this is information about persons and facts that are considered as data of operational interest, which were previously not known to the operating apparatus of the correctional institution. Obtaining such information will allow operational units to draw up an initial psychological portrait of the subject, as well as predict his further behavior. It describes the formation of a criminological portrait of a convict who is the bearer of extremist ideology. Since without this information it is impossible to conduct full-fledged educational work to debunk extremist ideology. The forms and methods of interaction between the operational departments of the correctional institution and other departments of the IU on the implementation of measures aimed at countering the spread of extremist ideology in places of deprivation of liberty are disclosed.

The concept of development of the penal system of the Russian Federation until 2020 indicates the need for new modern approaches in organizing educational work with prisoners. The need for an individual approach is due to the fact that any effect on a person is refracted through his characteristics, “internal conditions” and is aimed at studying, encouraging or punishing, correcting or shaping and developing the behavior properties of a particular convict. The essence of this approach is the flexible use by the teacher of various forms and methods of educational impact in order to achieve optimal results of the correctional process. Effective forms and methods of individual educational work in penal practice include the method of character reconstruction aimed at teaching convicts productive behaviors, developing the ability to take responsibility for their behavior in various life situations; a method of communicative regulation aimed at developing the communicative sphere of prisoners; individual trainings with convicts of various categories (individual pedagogical exercises and tasks, questioning (testing, conversation, individual consultations), during which convicts receive answers to their questions; a method of alternating organizational tasks, which allows solving such problems as teaching convicts elementary managerial skills, ways of interacting with people, as well as understanding the essence of the positions of both the organizer of his own behavior and his subordinate; strengthening the emotional field of joint creative affairs, providing a special set of psychological tools aimed at enhancing emotional stress, developing sincerity, emotional closeness, emotional elevation of the convicted person (pleasant communication, approval of creative finds, psychological support); reflexive self-education method, when using which deeper psychological mechanisms are used that promote personality self-regulation), etc. The educational impact is carried out taking into account the age and individual characteristics of the person, the level of development of his moral upbringing, constant observation, studying the changes in human qualities in the life process of the correctional institution. The advantage of using various forms and methods during the implementation of an individual approach in working with convicts is that they are aimed at identifying and mobilizing the internal and external resources of the person. An individual approach to correction is one of the effective ways to help the convict, since any educational impact reaches the goal, if refracted through specific personality traits, helps to identify individual characteristics and social stereotypes of activity, predicting the behavior and effectiveness of the correction process.

In accordance with the Concept for the Development of the Penal System of the Russian Federation until 2020 one of the key directions in the process of correcting convicts is the use of advanced methods and methods of organizing educational work, which imply a competent building of relations by an employee with persons serving a sentence. Each employee of the correctional institution carries out educational work with convicts. At the same time the chief of the detachment has the greatest burden associated with the organization and preparation of various materials and documents, the conduct of cultural and physical activities, as well as the organization of circle work with a special contingent. To carry out the entire range of measures, it is necessary to create decent working conditions, equip the workplace of the head of the detachment (employee of the department for educational work with convicts) with special software. The article examines the applied aspects of using modern software for the automation of office activities in the field of educational work with convicts. The article discusses the methodology for organizing work in the environment of the AKUS IK (KP) software complex for employees of territorial bodies enrolled in professional retraining and advanced training courses for heads of correctional institutions. An algorithm for the creation and further use of the data exchange clipboard for educational work in the AKUS software complex is proposed. The article describes the possibility of optimizing the work when filling in the data on the subscribers of the card index by the head of the detachment.

В статье предпринята попытка описания опыта организации исправления несовершеннолетних осужденных в 1960-х гг. в отечественных пенитенциарных учреждениях. Реализация воспитательной работы осуществлялась на основе комплекса воспитательно-трудовой деятельности. В статье подробно рассмотрена организация учебно-воспитательного процесса в учебных мастерских, которые выступали основной формой исправительного воздействия, направленного на несовершеннолетних осужденных. Обозначены проблемы профессионального обучения осужденных в трудовых колониях. Авторы статьи попытались представить целостную картину функционирования механизма получения несовершеннолетними осужденными в трудовых колониях профессионального образования как комплекса воспитательных и учебных мероприятий. Обозначена роль профессионального обучения в 1960-х гг. как средства исправления несовершеннолетних осужденных, что нашло свое отражение в действующих нормативных правовых документах Российской Федерации. Описаны меры государственного регулирования данного процесса, в результате чего практически все осужденные на момент освобождения из исправительного учреждения получали необходимые навыки социализации, которые могли применить после освобождения. Большой интерес для организации учебного процесса в воспитательных колониях вызывает анализ представленных в статье средств, методов и форм обучения в трудовых колониях. В качестве педагогической новеллы рассматривается самостоятельная работа по специальной подготовке, которая оптимизировала весь процесс освоения профессии и определяла мотивацию к дальнейшему обучению, к саморазвитию. Авторами статьи предлагается вывод о том, что в основной массе исправительные учреждения 1960-х гг. для заключения несовершеннолетних осужденных представлены трудовыми колониями, в которых они, в первую очередь, подвергались воспитательному воздействию в процессе обучения специальностям и трудовой деятельности, организованной в соответствии с высокими требованиями к качеству результатов этой деятельности. The article attempts to describe the experience of organizing the correction of juvenile offenders in the 1960s in domestic penitentiary institutions. The implementation of educational work was carried out on the basis of a complex of educational and labor activities. The article considers in detail the organization of the educational process in the training workshops, which were the main form of correctional influence aimed at juvenile offenders. The problems associated with the stay of convicts in labor colonies during vocational training are identified. The authors of the article tried to present a complete picture of the functioning of the mechanism for obtaining vocational education by minors convicted in labor colonies as a complex of educational and training activities. The role of vocational training in the 1960s as a means of correcting juvenile offenders is outlined, which is reflected in the current regulatory legal documents of the Russian Federation. The measures of state regulation of this process are described, as a result of which almost all convicts at the time of release from a correctional institution received the necessary socialization skills that could apply them after release. Of great interest for the organization of the educational process in educational colonies is the analysis of the means, methods and forms of training presented in the article in labor colonies. As a pedagogical novel, we consider independent work on special training, which optimized the entire process of mastering the profession and determined the motivation for further training, for self-development. The authors of the article suggest that the majority of correctional institutions of the 1960s for the detention of juvenile offenders are represented by labor colonies, in which they, first of all, were subjected to educational influence in the process of training in specialties and labor activities organized in accordance with high requirements for the quality of the results of this activity.

Abstract. The article is devoted to the study of the territory of the correctional institution for establishing the places of possible commission of crimes by convicts and subsequent prevention of the crimes. The study of the situation in the process of investigating penitentiary crimes, has an important forensic value. The study of the environment (situation) of the correctional institution allows you to identify the weak points that contribute to the commission of crimes and act as its condition. Analysis of the practice of investigating crimes, studying materials of criminal cases, accurate and timely execution of the investigator's submissions to eliminate the circumstances that contributed to the commission of crimes will help minimize (and sometimes make impossible) the commission of crimes by convicts. Abstract. The article considers the specific features of educational work with convicts registered with the penal inspectorates. The subject of the article was domestic legislation and scientific literature on the topic under study. The purpose of the study is to substantiate the importance of educational work with the considered category of convicts. The methodological basis of the study was a combination of general scientific, sociological and special legal methods. The work is based on the analytical method, synthesis, induction, system-structural, formal-logical and technical-legal methods. As a result of the work carried out, problematic issues and the specifics of educational work with convicts to punishments not related to the isolation of convicts from society have been investigated. Conclusions are drawn about the importance of such educational work, and proposals are made to improve this work conducted with convicts registered with criminal executive inspectorates. Key words: punishments not related to the isolation of the convicted person from society, educational work, penal inspectorates.

В статье анализируется вопрос, связанный с оптимизацией рабочего времени начальника отряда отдела по воспитательной работе с осужденными ИУ. В качестве цели исследования автор ставит перед собой разработку рекомендаций, содержащих конкретные меры, влияющие на эффективность служебной деятельности начальника отряда, оптимизации его рабочего (служебного) времени. Проблема совершенствования служебной деятельности начальника отряда является достаточно перспективной темой научного исследования, поскольку вызывает немало вопросов у правоприменителя. Специфика его работы заключается в многофункциональности возложенных задач. В компетенцию начальника отряда ИУ помимо воспитательной работы входят также оперативные, режимные, социальные и организационные мероприятия, касающиеся закрепленного за ним отряда осужденных, а также ведение документации. Исполнение возложенных служебных (трудовых) обязанностей он осуществляет в определенный промежуток времени, который относительно служебных отношений в УИС именуется как рабочее (служебное). В статье автором анализируются организационные аспекты служебной деятельности начальника отряда ИУ, в заключительной части исследования предложены способы оптимизации его рабочего (служебного) времени с учетом специфики служебных отношений в отечественной пенитенциарной системе в современных условиях. The article analyzes the issue related to the working time optimization of the prison unit senior officer of the educational work with convicted prisoners department. As the goal of the study, the author sets himself the development of recommendations containing specific measures that affect the efficiency of the service of the chief of the detachment, optimization of his working (service) time. The problem of improving the performance of the prison unit senior officer is a rather promising topic of scientific research, since it raises many questions from the law enforcement officer. The specificity of his work lies in the multifunctionality of the assigned tasks. In addition to educational work, the competence of the prison unit senior officer also includes operational, security, social and organizational measures concerning the detachment of convicts assigned to him, as well as maintaining documentation. He performs the assigned official (labor) duties within a certain period of time, which is referred to in the correctional institution as working (official) in relation to official relations. In the article, the author analyzes the organizational aspects of the service activities of the prison unit senior officer, in the final part of the study, methods of optimizing his working (service) time are proposed, taking into account the specifics of service relations in the domestic penitentiary system in modern conditions.

В статье раскрываются особенности организации воспитательной работы с осужденными в колониях-поселениях. Основной целью уголовно-исполнительного закона является исправление осужденных. Исправление осужденных - это формирование у них уважительного отношения к человеку, обществу, труду, нормам, правилам и традициям человеческого общежития и стимулирование правопослушного поведения. Воспитательная работа с осужденными является одним из основных средств исправления. Воспитательная функция возложена законодателем на всех сотрудников исправительного учреждения. Воспитательная работа с осужденными организуется дифференцированно с учетом категорий осужденных, отбывающих наказание в виде лишения свободы, срока наказания, условий отбывания наказаний. Значимость дифференциации условий отбывания наказания заключается в организации различного воспитательного воздействия на осужденных. Постановка конкретных педагогических задач, пути их достижения и содержание воспитательной работы меняются в зависимости от условий отбывания наказания. На основании опроса осужденных выявлены и обозначены основные проблемы, возникающие при организации воспитательной работы с осужденными в колонии-поселении, и намечены пути их решения. The article reveals the features of the organization of educational work with convicts in penal settlements. The main purpose of the penal law is to correct convicted persons. Correction of convicts is the formation of a respectful attitude towards the person, society, work, norms, rules and traditions of the human community and the promotion of law-abiding behavior. Educational work with convicts is one of the main means of correction. The educational function is assigned by the legislator to all officers of the correctional institution. Educational work with convicts is organized in a differentiated manner, taking into account the categories of convicts serving prison sentences, the term of punishment, and the conditions for serving sentences. The significance of differentiating the conditions of serving a sentence lies in the organization of various educational effects on convicts. The formulation of specific pedagogical tasks, the ways to achieve them, and the content of educational work change depending on the conditions of serving a sentence. Based on the survey of convicts, the main problems that arise in the organization of educational work with convicts in the colony-settlement are revealed and identified, and ways to solve them are outlined.
