Youth is a key factor in social change. Young people are catalysts that define the political, economic, social and cultural structure of modern society. The article focuses on the need for youth policy as a special focus of the state on the basis of the role and place of youth in society. The issues of the formation and implementation of the state youth policy in the Republic of Kazakhstan. State youth policy has been concluded as a political, socio-economic, legal and organizational system that the state implements and supports young people.

The experience of implementing the state youth policy on the scale of individual subjects of the country, which has its own regional specifics and ethno-confessional features, is of scientific interest. In this regard, the article examines individual pages of implementing the youth policy in the Chuvash Republic (ChR) in the 1990s – early 2000s on the basis of diverse sources and research literature. Separately, the author focuses on some aspects of educational work, creative self-realization of young people and student self-government. The article provides information on the state policy formation, which is reflected in the adoption of a number of laws and regulations governing its activities. It is noted that in order to directly implement the youth policy on the ground, state and municipal government bodies were created to address the issues of the younger generation. As a result, the Ministry of Education and Youth Policy of the Chuvash Republic became the main authority in this area of work, which became the legal successor of the Ministry of Education of the Chuvash Republic and the State Committee for Youth Affairs of the Republic. As a result, the author comes to the conclusion that in the 1990s – early 2000s, the educational institutions of the republic developed an independent system of work with the student community, which was reflected in the emergence of student councils, trade union committees, clubs, scientific societies. Their main task was to organize leisure activities for young people in order to improve their intellectual and creative level. The developed set of measures in the form of state youth awards of Chuvashia, as well as scholarships for representatives of the youth and students of the Republic for special creative aspiration created conditions for the selection and further creative self-expression of talented young people.

Currently, one of the most important socio-economic problems in the world is youth unemployment. Many scientists are engaged in the analysis of this problem, it is considered in the UN Development Programs, the last of which noted that today the world is home to the largest number of young people in the history of mankind. An important issue is the definition of the essential characteristics of the concept of “youth”, since at present there is no single international definition of the age group of young people. For statistical purposes, the age limits for young people are set by the UN Convention and are 15–24 years old. In Russia, before the adoption of the Federal Law “On Youth Policy in the Russian Federation” in 2020, the population aged from 16 to 30 years was considered young, and after the adoption of the Law – from 14 to 35 years. Rosstat annually analyzes the age groups of the population by various parameters: number, education, employment, unemployment, etc., and also calculates indicators, including the level of youth unemployment, the ratio of the level of youth unemployment to the level of unemployment among the adult population. An important aspect of the analysis is the regional level. In many regions of Russia, the situation on the labor market due to the coronavirus pandemic is characterized by instability. It is noted that at the end of 2020, the unemployment rate increased in 82 regions and the highest rates in Ingushetia, the Chechen Republic, and the Republic of Tyva. The problem of modern society is a large proportion of young people who do not study and do not work. Young people have great potential, but despite this, they are experiencing difficulties in finding employment, as a result, the number of NEET youth who are exposed to social exclusion and poverty is growing. The European program “Youth in Action” addresses the problems of young people through the interaction of labor markets and educational services. An important factor that reduces youth unemployment is education.

The main purpose of the article is to consider the evolution of youth policy in Russia in the light of the constitutional reform of 2020 as the historical and political substantiation of the amendment made following the results of the popular vote to the first part of the article 72 (point «e») of the Constitution of the Russian Federation. The article notes that in modern society there is a whole system of challenges destroying the traditional forms of socialization of young people, who have found themselves in a very dangerous socio-cultural zone. These dangers look even more real without appropriate attention to young people on the part of the state and society. This context, according to the author, puts the state youth policy in a row of key functions of public administration. Citing historical examples of domestic managerial experience in relation to youth, the author comes to the conclusion that the constitutional amendment, which for the first time solidifies the existence of youth policy in the country's basic law, can give a new impetus not only to the further development of regulatory mechanisms for regulating youth policy, but also to become the constitutional basis for the practical side of its implementation. In this regard, the article pays special attention to the consideration of the new draft content No. 993419-7 «On youth policy in the Russian Federation».

The youth policy represents the major strategic direction of the general policy of the state. The regional factor of youth policy becomes a key factor in the development of the territories. The current stage of the development of the Russian Federation defines young people as a special resource for the development of the state, which has specific features. However, for the competent participation of young people in developing of Russia and in particular of its regions the conditions for social changes in the global world dictate the need for increased attention on the part of the state in the formation and development of young people. Reducing the number of young people by 2025, due to a number of challenges, justifies the priority status of youth policy as an object of state support. From the standpoint of the regional development, youth policy should be given a differentiated character, taking into account the demographic characteristics of the territories.The particular attention is paid to the program-targeted methods of supporting the youth policy of the Volgograd region, the priority areas of which are: civil-patriotic and spiritual-moral upbringing; involvement of youth in volunteer activities; support for socially significant initiatives; formation of a healthy lifestyle, including the organization of recreation and health improvement of children, support of young families. Priority directions of realization of the state youth policy of the region are being considered.

This article discusses the general characteristics of the electoral system of Kazakhstan by the example of elections of the President of the Republic, the Senate of the Parliament of Kazakhstan and deputies of the Mazhilis. The features of dividing this system into majority and proportional are also disclosed. The article analyzes the features of the appointment and conduct of elections and the principles on which they are based. It is also shown how the active activity of the state in the field of legal education of young people and their familiarization with the electoral system affects the high participation rates of citizens in elections.

Young people involved in entrepreneurial activities play an important socio-economic role. This fact is recognized by the state; therefore, youth entrepreneurship is defined as one of the priority directions of youth policy in Russia. The younger generation contributes to the rapid development of small and medium-sized businesses, formation of a sustainable middle class, creation of new jobs and reduction of unemployment, which has a beneficial effect on the economy of the state as a whole. However, at present, there is a decrease in the interest of young people to participate in entrepreneurial activities, this fact has determined the relevance of the study. The purpose of the study is to analyze the problems of youth participation in entrepreneurial activities in the Khanty-Mansi Autonomous Area - Ugra. For successful development of youth entrepreneurship in Russia, it is necessary to conduct a single comprehensive study of this institution by the efforts of various branches of science - sociology, economics, law, etc., taking into account geographical and national characteristics of development of territories, their budgets and state of finances.

This chapter examines Turkey's political history, specifically the country's main pillars of statism, nationalism, and secularism. These pillars emerged in unique forms in the aftermath of the establishment of the Republic in 1923 and became subject to divergent processes of transformation during the 1980s and 1990s, and then again in the first decade of the twenty-first century. The chapter illustrates how statism, nationalism, and secularism have suffused both the Turkish public sphere and its media culture. It also provides background for the ensuing examination of Turkey's contemporary media system, especially in regard to the development of political economic alliances between media proprietors and the state.

The importance and timeliness of the topic of the International Christmas Educational Readings in 2019 "Youth: Freedom and Responsibility" is obvious and significant. This should be especially noted in the context of complex socio-political, economic, spiritual, moral and ethical relations of the modern world, the main potential resource of which is youth. Socio-psychological, civil formation of the younger generation has historically always been fraught with serious difficulties, and now the problems of a psychological, moral and ethical nature have been aggravated by the intensification of a hostile information policy directed against Russia, the traditional national values of the national culture. Contradictions and the increasing aggressiveness of the information space often prevent young people from understanding the current events and impede the process of social and political socialization of young people. This phenomenon, which is legitimately described as an open ideological intervention. It is difficult, first of all, to oppose the most psychologically vulnerable contingent - youth and youth - but perhaps with the consolidated efforts of representatives of the humanitarian educational sphere. A significant role in shaping public consciousness belongs to the content of all areas of educational and pedagogical activity, thanks to which youth policy becomes an essential component of both the socio-demographic policy of the state and the value vector of its ideological development.

Introduction. The relevance of the research is due to the modern transformation of the institute of state youth policy, the change in its functions, and the need to reflect on the results of outgoing forms of administration and work with youth. Based on the conducted research, the article assesses the satisfaction of young people with the organization of the main measures to support all of their life strategies implemented by the governing bodies in the field of state youth policy. Materials and Methods. The results of a survey of young people aged 16 to 30, conducted in the Belgorod Region in 2020-2021, were used as the research materials. Based on the developed tools, including using online forms, 866 respondents were interviewed; students and working youth were interviewed through a street survey. The uniformity of diagnostics for each life strategy made it possible to obtain a comparative evaluation matrix in all areas of the state youth policy. Results. Regional Russian youth have given a reflexive assessment of the key problematic points in the implementation of the state youth policy and youth support; their interest in and the potential of involvement in activities and projects related to youth issues have been revealed. A map of youth satisfaction with the activities proposed by the governing bodies in the field of the state youth policy has been drawn. Discussion and Conclusion. The youth satisfaction with the situation that exists today in the field of state youth policy management is assessed as quite low, which makes it possible to conclude that the proposed measures are insufficiently effective and to raise the question of proposing new formats and strategies for developing work with youth. The research materials may be in demand by state youth policy administration bodies, state and municipal government bodies, youth organizations, and educational institutions. The data obtained can be a scientific increment for sectoral sociology (sociology of youth) in the methodological and demonstrative terms.
