The article considers the theoretical foundations of the creation and understanding of the effectiveness of the development of innovative potential of teachers of universities with a personal point of view. The result of the innovation process in education is the application of innovations in theory and practice. Innovation in the education system is the introduction of innovations for the purpose of education, the transformation of new approaches and practices and forms of education, the introduction and dissemination of new pedagogical systems, the creation, development and implementation of new school management technologies. to meet the new requirements. The concept of an innovative educational process as a system of primary values characterizes it as spiritual production, and its product is not only the acquisition of new knowledge and values, but also the disclosure of the true strengths and abilities of students. Innovations in education are based on socially significant values: people, life, work, home land. This is considered as an indispensable condition for creating an effective model for the development of innovation potential of teachers of universities at the expense of using innovations in additional professional education. The basic concept of "innovative potential of university teachers" is defined. The purpose of this article is to consider the theoretical aspects of the development of innovative potential of teachers in the system of additional professional education.

The national innovation system is one of the main mechanisms for restructuring the Russian economy. The implementation of innovations, the active development of the science and technology industry creates the necessary conditions and prerequisites for the transition of the economy to its new technological structure, providing an innovative type of economic growth. In recent years, the literature has developed many approaches to the definition of the concept of “innovative potential”. Some authors consider this category as a set of resources and capabilities of the system to create and implement innovations. Others define innovative potential as a measure of the region’s readiness to create and promote innovations. The third group of authors treats innovation potential as a result of innovation activity, identifying in some way the concept of “innovation potential” and “innovation process”. This article discusses approaches to the definition of a comprehensive indicator of innovative potential. The assessment methods considered in this article allow to determine the level of innovative potential of an organizational system, to perform a comparative analysis of systems according to a generalized indicator of innovative potential and its components, and also to develop programs for the development of organizational systems taking into account the effective use of innovative system capabilities.

Statement of the problem. The purpose of professional education is to provide managers with professional qualities which form the competence of an individual. In this context, much attention is paid to the formation of reflexive skills of future managers that contribute to understanding, awareness, analysis, and evaluation of large amount of information. The lack of universal understanding in Pedagogy of the features of the process of forming reflexive skills among future managers proves the relevance of this study. The purpose of the article is to identify the features of the process of formation of reflexive skills among future managers in the system of secondary vocational education and to analyze the results of experimental work on the implementation of the developed organizational and pedagogical conditions in the educational process. Review of the scientific literature on the problem. The analysis and synthesis of professional and educational standards, normative legal documents of secondary vocational education is carried out. The analysis of scientific works of philosophers who have studied human reflection and thinking is carried out. The works on psychology devoted to the problem of understanding the essence of the process of reflection and the formation of reflexive competence of the individual’s personality in modern society are considered. In the field of pedagogical science and practice, the analysis of scientific works devoted to the competence approach and the study of the essence of the process of forming reflexive skills is carried out. The elements of the methodology of pedagogy and the theory of pedagogical research are systematized, in particular, the concept of humanization of the educational process, the methodology of personality-oriented learning, the competence approach, the theory of reflexive activity, on the basis of which systematization of an educational process is carried out within the framework of modern tendencies and trends. Methodology (materials and methods). Based on the research of scientific works of Russian and foreign authors devoted to the development of pedagogical theory and practice in the field of vocational education and arrangement of an educational process in vocational education institutions. The analysis of scientific literature, a survey among teachers and heads of institutions in the SPE system, allowed us to identify and justify the features of the formation of reflexive skills among future managers in the SPE system and to develop organizational conditions for the process of developing these skills. The article shows the content, features, and results of the implementation of these conditions. Research results. The article deals with current methods and techniques that provide effective professional training of management students in the system of secondary vocational education, who are able to detect and formulate professional tasks and find ways to solve them. On the basis of the philosophical understanding of reflection, the content of reflexive skills aimed at discovering meanings in their own activities and in the “teacher – student” interaction is determined. The conditions for the formation of reflexive skills in the pedagogical process are revealed: creation and implementation of the typology of reflexive tasks; creation of a dialogic context in educational activities based on construction of the process of solving educational tasks; ensuring personal acceptance of the subject of a reflexive task; filling an educational process with a reflexive component; creation and implementation of the mechanism for development of reflexive skills among future managers in the SPE system. The results of the formation of reflexive skills in the system of secondary vocational education are presented. Conclusion. As a result of the conducted research, the organizational and pedagogical conditions for the formation of reflexive skills among future managers in the SPE system were developed providing a qualitative increase in the level of formation of reflexive skills among students. Consequently, the reconstruction of the educational process in the SPE system, based on the implementation of the presented organizational and pedagogical conditions, significantly optimizes the process of forming the reflexive skills among future managers.

Theoretical aspects of innovation theory and its categorical apparatus are considered in the article. Development of ideas about the place and importance of innovation in the spread of innovative theories and approaches to the categories of "innovation" and "innovative development" are analyzed. Own reasoning is presented and own definition of investigated terms that based on the analysis is given. Knowing of theoretical essentials of innovations will enable to create an effective system of management of innovation processes at the enterprise. From this point of view it is expedient to consider the definitions of innovations and their classification. In given article, an author reveals the notions of innovation and innovation process that exist in economic literature by now, considers existing classifications of innovations. An author also gives his own classification of innovations, reveals his understanding of notion of innovation. Currently, the term "innovation" is found everywhere. It has become especially widespread in the sphere of production, although it is not limited to it and applies to almost all areas of human activity. The world and domestic economy form a new paradigm of development, which is based on the growing relationship between socio-economic development of society and new technologies, the global nature of the creation and use of research and development. The creation and implementation of innovations becomes the main internal factor and the key to uture economic growth. As world experience shows, the successful use of scientific and technological progress can significantly affect the course of economic processes and significantly accelerate them. The term "innovative development" consists of two categories – "innovation" and "development". As they are widely used in almost all fields of knowledge and areas of activity, they do not have an unambiguous definition and are the subject of research by domestic and foreign scientists of various profiles.

The article deals with environmental management of the objects and territories of the Eastern Podillya Nature Reserve in the structure of the regional ecological network from the standpoint of physical and geographical zoning. A system of approaches and principles is proposed, which should be used when forming a network of protected objects. The main criterion for the selection of these objects should be the principle of representativeness, while it is advisable to take into account their three types - biotic (botanical; zoological; mycological); geographical (landscape; biogeographic); geosozological (objective; categorical; functional). The area, its size, configuration, state of internal ecological equilibrium, he qualitative and quantitative composition of the protected objects, the degree of anthropogenic impact and the types of conservation regimes play an important role in the creation of the protected objects. But also, of great importance in forming a network of protected objects is the matrix representation, which is widely used in EU countries. The basis is the landscape-zonal principle, where the matrix of biodiversity and landscapes are systems of units of natural areas (biogeographical, geobotanical, floristic, zoogeographic, physical and geographical). According to this principle, the creation of protected objects must be represented by typical (indicator) species of biodiversity, landscapes of all natural zones, subzones, regions, provinces, sub-provinces, districts. On-site surveys of the Eastern Podillya have found that a large proportion of protected sites do not fulfill the function of biodiversity and landscape diversity. The conducted field studies have shown that in the present ecological conditions of the region there is a risk of loss of this diversity. Therefore, using the principle of representativeness, we propose to optimize the nature reserve fund of Eastern Podillya from the point of view of physical and geographical zoning.

The innovative potential of the organization’s employees is a significant factor in its competitiveness. Modern research shows that even in those organizations for which innovation is a fundamental type of labor activity, the innovative activity of workers in the structure of their general labor activity is not the leading one. The main difficulty lies in the inability of the company to organize effective mechanisms for identifying and managing the innovative potential of employees. In modern domestic psychological science, the phenomenon of the innovative potential of an organization’s employee has not been sufficiently studied. Innovation potential is viewed as a resource that allows an employee to participate in the implementation of the company’s innovative activities. Employees are carriers of the company’s innovative potential, while the innovative potential of employees is manifested in their willingness, first of all, to be involved in the innovation process in the role of executors, not initiators. Most of the studies devoted to the study of the innovative potential of personnel are carried out at large enterprises and business organizations. Our research expands the scope of studying the innovative potential of personnel. The study involved employees of a budgetary organization that provides psychological and pedagogical support to the population. The article presents the results of an empirical study of the innovative potential of employees of a budgetary organization – a social and psychological center that provides psychological, pedagogical and legal assistance to foster parents, graduates of boarding schools, children left without parental care. By means of factor analysis, a model of the innovative potential of the organization’s employees was built, the main directions of its support and development were determined.

The article is devoted to improving the technology of personnel training in the service sector. It is established that the cooperation of public associations and enterprises of various ownership forms with state and non-state educational institutions, as a principle of the system’s formation, has allowed for the introduction of a multi-level approach to the training of the service sector specialists with the simultaneous inclusion of additional education systems. Thus, the system of service education, combined with additional education, creates a fundamental position of education for service professionals. The authors have found that the features of the educational process in the service activities are regulatory support for the content of tourism education, a holistic approach to the content of education and training, consideration of the organic unity of general and professional education, strong links between theory and practice, and the partnership between the spheres of education and labour.

The article is devoted to the issue of using open geographic information systems in training of the students majoring in «Computer Sciences» particularly in the framework of «Geographic information systems» discipline. The objectives, the task and the place of "Geographic information systems" discipline in the system of training the students of IT specialties have been determined. The analysis of curricula of several domestic higher education institutions that provide training in computer sciences has shown the prevailing orientation of using the proprietary geoinformation systems and technologies in the educational process. In the authors’ opinion, it sufficiently narrows the didactic potential of the «Geographic information systems» discipline reducing the level of its information saturation. It is proposed to use open geo-information systems in the learning process, which will create conditions for more qualitative and productive students’ understanding of creation, operation and implementation of geo-information systems to address real-world applied issues. A comparative analysis of the most worldwide open-source desktop geographic information systems has been conducted in order to identify their potential for the use of training. The directions of using open geo-information systems from the point of view of organizational process as well as from the perspective of training efficiency are described. The advantages and disadvantages of leveraging open geographic information systems, namely: QGIS, GRASS GIS, Whitebox GAT, Saga GIS, gvSiG, ILWIS, uDIG, MapWindow GIS for the teaching of the «Geographic Information Systems» discipline have been determined. The authors recommend to use such open geographic information systems as uDIG, QGIS, Whitebox GAT in the teaching of the university discipline at the start of educational courses; the choice of geographic information systems for senior students is limited solely to the goals and objectives set by the university teachers to future professionals in computer sciences.
