Penelitian ini bertujuan untuk mengetahui dan menganalisis pelaksanaan program Pendaftaran Tanah Sistematis Lengkap dan untuk mengetahui  faktor-faktor yang mempengaruhinya. Penelitian ini adalah tipe penelitian hukum empiris. Hasil penelitian menunjukkan bahwa Pelaksanaan Program  Pendaftaran Tanah Sistematis Lengkap (PTSL) adalah sudah berjalan dengan baik dilihat dengan antusiasme warga, dibuktikan dengan banyaknya warga yang hadir dalam acara Penyuluhan PTSL 2020 tersebut. Pengumpulan data Pendaftaran Tanah Sistematis Lengkap (PTSL) ini sudah sesuai target dan sasaran yang telah ditargetkan sebelumnya. Faktor yang mempengaruhi pelaksanaan program Pendaftaran Tanah Sistematis Lengkap (PTSL) adalah sumber daya manusia yang harus dikembangkan agar mampu mencapai tujuan organisasi. Begitu juga sarana dan prasarana yang memadai agar kegiatan tersebut akan berjalan dengan baik. Serta budaya hukum masyarakat yang harus dibenahi lebih dahulu, tanpa pengetahuan masyarakat yang cukup, terkait program PTSL tidak akan pernah berhasil. This study aims to determine and analyze the implementation of the Complete Systematic Land Registration program and to determine the factors that influence it. This research is a type of empirical legal research. The results showed that the implementation of the Complete Systematic Land Registration Program (PTSL) was already going well, seen with the enthusiasm of the residents, as evidenced by the number of residents who attended the 2020 PTSL Counseling event. This Complete Systematic Land Registration (PTSL) data collection has met the targets and targets that have been previously targeted. Factors affecting the implementation of the Complete Systematic Land Registration (PTSL) program are human resources that must be developed in order to be able to achieve organizational goals. Likewise, adequate facilities and infrastructure so that these activities will run well. As well as the legal culture of the community that must be addressed first, without sufficient community knowledge, the PTSL program will never succeed.

The purpose of this research is to find out how the SANTRI PTSL application can accelerate the juridical data collection and the feasibility of developing the SANTRI PTSL application. Using qualitative methods with a descriptive approach and data collection techniques by means of observation, interviews and questionnaires. SANTRI PTSL is an application that helps the work of the juridical task force. The output of the SANTRI PTSL application is a form of application for land registration that has been filled in automatically following the data submitted by the community to the officers. After training and simulating the use of the SANTRI PTSL application for juridical data collection officers, it is seen that this application is able to accelerate the collection and processing of juridical data, and in terms of the feasibility of developing this application it is also suitable for use in the Kampar Land Office after the feasibility test and simplification of the application forms according to the format used by the Land Office. By using the SANTRI PTSL application, the Kampar Land Office can optimize existing human resources and save time in completing PTSL activities. Inovasi pertanahan guna mendukung percepatan kinerja dan pelayanan pertanahan terus diupayakan. Penelitian ini bertujuan untuk mengetahui bagaimana aplikasi SANTRI PTSL dalam mempercepat pengumpulan data yuridis dan kelayakan pengembangan aplikasi SANTRI PTSL. Metode penelitian dilakukan secara kualitatif deskriptif, pengumpulan data dengan cara observasi dan wawancara.Hasil kajian menunjukkan bahwa aplikasi SANTRI PTSL yang diimplementasikan dapat mengoptimalkan SDM yang ada dan menghemat waktu dalam penyelesaian kegiatan PTSL. Aplikasi ini layak digunakan setelah dilakukanya pengembangan dan penyederhanaan blanko permohonan disesuaikan dengan standar yang ada pada Kantor Pertanahan Kabupaten Kampar. Aplikasi ini juga mampu mengintegrasikan data fisik dan data yuridis untuk mempermudah pengadministrasian pertanahan pada Kantor Pertanahan Kabupaten Kampar.Kata kunci: Pendaftaran Tanah, Inovasi, SANTRI PTSL

Complete Systematic  Land  Registration  (PTSL)  is  a  government  program  in accelerating mass land registration with a complete map concept. This program is  expected able to overcome the delays of previous mass land registration program through the scheme of ajudication and PRONA. To achieve the goals, throughout the year, the target is  high and always increase. Because of this high target, Land Office in Bantul District implement some innovations, especially in juridical data collection. This research aimed to explain the strategy in collecting juridical data in Palbapang Village, and find obstacles in data collection. Qualitative descriptive research was used for this research. The results of the research showed that: 1) the strategies used by Land Office is the use of SIAP application for juridical data input and involved several teams in the collection of juridical data such as puldatan team, village government and the community; 2) there are constraints on the implementation, including lack of human resources in carrying out tasks as a juridical task force, and there were still many villages that collect documents near the end of the fiscal year.

Abstrak: This paper aims to examine the potential problems of Complete Systematic Land Registration (PTSL) as the government's priority agenda to establish land registration throughout Indonesia. This study uses a normative legal research approach by analyzing the legislation related to land registration, especially PP. 24 of 1997 concerning Land Registration and Ministerial Regulation ATR/Ka. BPN No. 12 of 2017 as amended by Ministerial Regulation No. 6 of 2018. The potential of this problem relates to the issue of tax and income tax payable, human resources, facilities and infrastructure, issues absentee land, maximum excess of land ownership, abandoned land, announcement of physical and juridical data, and problems of application of the principles of contradictoire delimitation. The potential of this problem is described and is given alternative solutions on the implementation of PTSL. Alternative solution is by strengthening the regulation of PTSL in the form of Government Parliament (PP), either by revising PP. 24 of 1997 and by forming a separate PP on PTSL by clarifying the outlined problems.Intisari: Tulisan ini bertujuan untuk mengkaji potensi permasalahan pendaftaran sistematik lengkap (PTSL) sebagai agenda prioritas pemerintah untuk menyelengarakan pendaftaran tanah seluruh Indonesia. Kajian ini mengunakan pendekatan penelitian hukum normatif dengan cara menganalisis peraturan perundangundangan yang berkaitan dengan pendaftaran tanah, khususnya PP No. 24 Tahun 1997 tentang Pendaftaran Tanah dan Peraturan Menteri ATR/Ka. BPN No. 12 Tahun 2017 sebagaimana diubah dengan Permen No. 6 Tahun 2018. Potensi permasalahan ini berkaitan dengan masalah biaya Pajak PPh dan BPHTB terhutang, sumberdaya manusia, sarana dan prasarana, permasalahan tanah absentee, kelebihan maksimum dan tanah terlantar, masalah pengumuman data fisik dan data yuridis, serta masalah penerapan asas kontradiktur delimitasi. Potensi masalah ini di diskripsikan dan diberikan aternatif solusi dalam pelaksanaan percepatan PTSL. Aternatif solusinya adalah dengan cara memperkuat regulasi PTSL dalam bentuk Paraturan Pemerintah (PP) baik dengan cara merevisi PP No. 24 Tahun 1997 maupun dengan membentuk PP tersendiri mengenai PTSL yang pada pokoknya pengaturan isi-nya salah satunya memperjelas permasalahan-permasalahan yang diuraikan diatas.

Tujuan penelitian mengetahui dan menganalisis efektivitas penyidikan terhadap pelaku balap liar di wilayah Polrestabes Makassar faktor yang mempengaruhinya. Metode penelitian ini menggunakan tipe penelitian hukum normatif dan hukum empiris. Hasil penelitian ini menunjukkan bahwa penyidikan terhadap pelaku balap liar di wilayah hukum Polrestabes Makassar kurang efektif, karena masih tampak diberbagai tempat terjadi balap liar dan anak di bawah usia tujuh belas tahun menjadi pelau balap liar yang pada dasarnya telah melanggar Undang-Undang Nomor 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan. Faktor-faktor yang mempengaruhi efektivitas penyidikan terhadap pelaku balap liar di wilayah hukum Polrestabes Makassar adalah faktor substansi hukum faktor sumber daya manusia aparat, faktor sarana dan prasarana, faktor kesadaran hukum masyarakat, dan faktor budaya hukum masyarakat. The research objective was to identify and analyze the effectiveness of investigations on illegal racing actors in the Makassar Police Station. This research method uses a type of normative legal research and empirical law. The results of this study indicate that the investigation of illegal racing actors in the jurisdiction of the Makassar Police is ineffective, because there are still several places where illegal racing occurs and children under the age of seventeen become illegal racing drivers who basically have violated Law Number 22 Year 2009. regarding Traffic and Road Transportation. The factors that influence the effectiveness of investigations against perpetrators of illegal racing in the jurisdiction of the Makassar Police are the legal substance factors, human resources, facilities and infrastructure, community legal awareness, and community legal culture factors.

The performance of an organization can be determined by the existence of a good organizational culture that exists within an organization. This work culture will not just appear, but must be pursued in earnest through a controlled process involving a controlled process involving all Human Resources (HR) in a set of systems, tools and supporting techniques. The objectives of the research carried out by the Alfamidi Prosperity Minimarket Outlet Soppeng are: to find out the description of organizational culture and employee performance at the Alfamidi Prosperity Soppeng Minimarket Outlet, Soppeng Regency. To answer these questions, the stages of the research method were used, starting from the literature review and field study, proposal preparation, testing the validity and reliability of the instrument, data collection, analysis and discussion. The data analysis used is descriptive quantitative. The results showed that the work culture of the employees at the Alfamidi Prosperity Minimarket Outlet Soppeng was high, as well as the employee performance at the Alfamidi Prosperity Soppeng Minimarket Outlet showed that the employee's performance was very good in achieving organizational goals.

This study aims to determine (1) employee placement in accordance with the evaluation criteria at the Merauke Regency Personnel and Human Resources Development Agency, (2) the principles of assigning employees to the Merauke Regency Personnel and Human Resources Development Agency, (3) challenges in placement employees at the Merauke Regency Civil Service and Human Resources Development Agency. This research is a qualitative descriptive study. The research informants were the Head of the Personnel and Human Resources Development Agency of Merauke Regency, the Secretary of the Agency, the Head of the Personnel Administration, the Head of the Program and Evaluation Subdivision. The data collection techniques used were observation, interview and documentation. Data analysis uses the steps of data collection, data reduction, data presentation, and drawing conclusions. The results showed that the implementation of the evaluation of the placement of employees according to the evaluation criteria and placement principles was optimal and also not fully optimal, because there were still some obstacles, however, there were strategic steps taken so that the problem could be resolved. There are challenges in implementing employee placement, however these challenges are handled wisely and can be resolved immediately. In principle, the Merauke Regency Personnel and Human Resources Development Agency has taken strategic steps in dealing with existing problems and constraints so that the achievement of organizational goals can be achieved, in accordance with the programs that have been set.

Consequences of the implementation of the Act Number 23 of 2014 on Regional Government spawned extraordinary complexity of the problems in some areas. One of the problems that arise is a rampant discourse of regional expansion that occurs both at the provincial and district/city. In essence, the establishment, merger, and abolition of the area aim to improve public services to be more optimal, shorten the span of control, and accelerate the welfare of society in strengthening the integrity of the Unitary Republic of Indonesia. The purpose of this study was to determine the implications of the establishment of new autonomous regions in the frame of the Republic of Indonesia based on Act Number 23 of 2014 on Regional Government; and to understand the implications of the establishment of new autonomous regions preparation for improving people's welfare by Act Number 23 of 2014 on Regional Government. This type of research is a normative legal research. Methods and techniques of data collection through library studies or studies document. Mechanicalanalysis of legal material is a descriptive qualitative. Conclusions from this research are that the implications of the establishment of regional preparation of new autonomous within the framework of the Unitary Republic of Indonesia before Act Number 23 of 2014 on Regional Government due to the local communities feel there is an imbalance of equity and fairness between regions with each other in the local government areas. Implications of the establishment of new autonomous regions preparation for improving people's welfare by Act Number 23 of 2014 on Regional Government that in order to establish an area or region of the expansion needed a measure as the basis for the determination. Establishment and expansion of new areas should be based on the divisions that are objective with those aspects of the financing of Human Resources and other support facilities.

The Employees are the heart of any organization. For any organization to operate smoothly and without any interruption, employee cooperation cannot be replaced with anything else. It is of utmost importance that the employees of an organization not only have a good relationship with the top management, but also, they maintain a healthy and professional relationship with their coworkers. The following study is a self-conducted research on how motivational tools impact the performance of employee for betterment. The study also focused on de-motivation factors affecting employee performance negatively. A sample of individuals was selected and was interviewed with self-administrated questionnaire to obtain primary data. The data were analyzed using descriptive statistical analysis methods. The results obtained indicate that if employees are positively motivated, it improves both their effectiveness and efficiency drastically for achieving organizational goals. With the unpredictable business environment and intense business competition, the companies are required to reach certain standards by improving their performance to align with such great demands; otherwise, a lot of problems will surface, including running the risk to close down the business. This performance relates to the firm or individual level which sees the human resource becoming the most determining factor to achieve the organizations’ objectives. In fact, an abundance of resources such as infrastructures or physical facilities are made meaningless without the support of qualified human resources that directly disrupt the continuity of the business operations. Within the framework of the professionals, good employee performance mirrors the ability to contribute through their works leading to the behavioral achievement that is in accordance with the goals of the company. Meanwhile, the level of the enterprises’ success depends on the performance of the human resource management. But sometimes, conditioned by the activity or the ability to satisfy some needs. The studies on employees’ motivation have widely been practiced in today’s enterprises across all sectors, regardless of their size. Those enterprises realized that the actions of motivating their employees are crucial in order to achieve the organizations’ goals. The motivated employees relate to the manners of self satisfaction, sell-fullfilment and commitment that are expected to produce better quality of work and oblige to the organizations’ policies which will extensively materialize efficiencies and competitive advantage. Motivation increases the job involvement by making the work more meaningful and interesting as well as the fact that it keeps the employees more productive and improves their subsequent towards, job performance. Human resources are vital for organizational excellence and they act as the main factor for achieving anticipated organizational objectives . This is aligned with the obligation for every employees to give full commitment to their works and produce better results. Having such analysis of employees’ performance, the three influencing factors such as job stress, motivation and communication enable them to be compared with other studies in the conventional workplace systems. The three factors will be discussed in the following sections on their relationship with employees’ performance. Here researcher is finding out the strategy for managing their human resource (HR) to improvise employees challenging job quality, followed by the employers contribution for the better survival of organization in the present competitive world. Penelitian ini bertujuan untuk mengetahui efektivitas proses pendaftaran tanah hak milik dan faktor-faktor yang mempengaruhi efektivitas pendaftaran tanah hak milik di Kantor Pertanahan Kota Makassar. Populasi penelitian ini adalah semua pegawai Kantor Pertanahan Kota Makassar yang akan diwawancarai dan masyarakat sebagai responden pada Kantor Pertanahan Kota Makassar. Hasil penelitian menunjukkan bahwa pelaksanaan peraturan pemerintah Nomor 24 tahun 1997 belum sepenuhnya efektif akibat dari pengaruh substansi hukum, struktur hukum, budaya hukum, kesadaran hukum masyarakat dan sarana/prasarana. Untuk itu diperlukan adanya penyuluhansubstansi hukum guna meningkatkan kesadaran hukum masyarakat tentang pendaftaran tanah, pembentukan budaya hukum, serta pembenahan secara prioritas sarana/prasarana sesuai dengan kemampuan anggaran yang tersedia pada Kantor Pertanahan Kota Makassar. Dalam rangka keefektifan pelaksanaan Peraturan Pemerintah Nomor 24 Tahun 1997 tentang Pendafatran Tanah, diharapkan kantor pertanahan untuk lebih sering mengadakan penyuluhan ke desa/kelurahan secara menyeluruh guna meningkatkan kesadaran hukum masyarakat tentang pendafatran tanah, agar masyarakat lebih memahami akan pentingnya pendaftaran tanah. Bagi kantor pertanahan, perlu meningkatkan sumber daya manusia dan komputer, jaringan internet serta perangkat lainnya dilakukan secara teliti dan cermat dimasa depan agar lebih meningkatkan pelayanan dan keahlian. This research aims to know the effectiveness of land registration process of proprietary rights and factors that affect the effectiveness of land registration of property rights in the land Office of Makassar. The population of this research is all employees of the land office of Makassar that will be interviewed and the community as respondents in the land office of Makassar.The results showed that the implementation of government Regulation number 24 year 1997 has not been fully effective as a result of the influence of legal substance, legal structure, legal culture, public law awareness and facilities/infrastructure. Therefore, there is a need for legal counseling to increase public law awareness about land registration, the establishment of legal culture, and the prioritization of facilities/infrastructure in accordance with the budget capability available in the Land Office of Makassar. In the framework of the effectiveness of government Regulation number 24 year 1997 on the implementation of the land, it is expected that land office to more often conduct counseling to the village/Kelurahan thoroughly to increase public awareness about the implementation of the land, so that the community better understand the importance of land registration. For land offices, need to improve human resources and computers, Internet network and other devices are done carefully and carefully in the future to further improve service and expertise.
