This study aims to determine and anayze the role of local goverment in suppressing school dropouts in the Konawe district of the North Wawonii subdistrict and to describe the factors that cause shool dropouts. This study used a qualitative approach, the type of research is descriptive, while the omni research informent, principals of elementary, junior and senior high school, and the community. Data obtained from the result of indepth interviews with iformants, observations and dokumentation or approximately one month in the field. Data were analyzed descriptively qualitatively. The results of the study show thar the efforts or local governments in emphasizing school dropouts in North Wawonii district issued a government policy on educational scholarships for the poor and socialization to the community. Based on the case found by the author in case found by the author in the field the factir that cause school dropouts are a family economy that is not harmonious, early age marriage, community views on education and peers.Keywords : Child, Government, Handle, Role, School

This study aims to determine the role of the Ombudsman of the Republic of Indonesia in North Sumatra Representative in the Supervision of Population and Civil Registry Service in Medan City. This study uses a qualitative approach with descriptive methods describing information about the data obtained from the field in the form of written and oral data from the parties studied. Data is collected based on interviews and documentation. The results of this study indicate that the role of the Ombudsman of the Republic of Indonesia in North Sumatra was carried out in the form of external supervision. External supervision is supervision carried out by the Ombudsman of the Republic of Indonesia Representative of North Sumatra to the Medan Population and Civil Registry Service. Actions taken in the supervision process are incoming reports, follow-up of the first report and follow-up of the report. Based on the research that has been carried out, it has been concluded that the role of the Ombudsman of the Republic of Indonesia in the North Sumatra Representative in supervising the service provider of the Population and Civil Registry services is carried out in the form of external supervision. In supervising the handling of public reports of alleged poor service in the area of population administration, it has been effective, with several efforts to handle reports such as: (1) Clarification; (2) Investigation; (3) Recommendations; (4) Monitoring.

There Improvements in the local economy, especially for the poor through open and sustainable tourism management, are believed to be achieved through the empowerment of the tourism sector. Mapping the potential of village tourism in the Triharjo village area is one of the essential things. Identification and mapping of village tourism potential needed in order to implementation community-based tourism (CBT). This research aims to identifying and mapping the potential of village tourism in order to produce a profile of village tourism potential and identify opportunities for developing village tourism potential. The object of this study is Triharjo village, Pandak District, Bantul Regency, Yogyakarta. This research was conducted with a qualitative approach. Collecting data in this study used several research instruments, such as in-depth interviews, focus group discussions (FGD), observations, and document studies. Based on research finding while the communities and local governments of Triharjo village recognize that not all village tourism potentials are well managed. The results of the mapping of village tourism potential provide them that the involvement of local communities in the planning and management of a village tourism potential is needed and have a positive impact on the longterm. The empowerment of the local economy, especially the poor, is believed to be achieved through the empowerment of the tourism sector. Community-based tourism emphasizes community ownership and active participation, provides education to local communities, promotes and protection of culture and the environment.

Abstrak. peran pemberdayaan wanita nelayan sangat di perlukan untuk membantu ekonomi keluarga. Wanita-wanita di daerah pesisir bisa menjadi motor penggerak kegiatan ekonomi produktif fungsinya dari ibu rumah tangga biasa menjadi pencari nafkah seperti melakukan kegiatan pengolahan ikan dan lain sebagainya. Penelitian ini bertujuan untuk mengetahui bentuk kegiatan keluarga nelayan di Gampong Langkak Kecamatan Kuala Pesisir Kabupaten Nagan Raya dalam  meningkatkan ekonomi keluarga , dan rencana strategi perempuan  nelayan dalam meningkatkan  ekonomi keluarga di Gampong Langkak Kecamatan Kuala Pesisir Kabupaten Nagan Raya. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif dan analisis SWOT. Hasil dalam penelitian ini didapat strategi wo sebagai rencana strategi pemberdayaan wanita nelayan. Srategi wo yaitu memanfaatkan peluang yang ada dengan cara meminimalkan  kelemahan yang ada. Adapun bentuk kegiatan keluarga adalah bertani, jemur udang  sabu dan buruh pabrik.Kata kunci: pemberdayaan, keluarga , nelayan.Strategy Of Fishermen Women Empowerment In Increasing Famili Economy In Langkak  Village Kuala Pesisir  Districts Nagan Raya DistrictAbstract. the role of empowering women fishermen is very much needed to help the family economy. Women in coastal areas can be the driving force of productive economic activities whose function is from ordinary housewives to being breadwinners such as fish processing activities and so on. This study aims to determine the form of fishermen's family activities in Gampong Langkak, Kuala Pesisir Subdistrict, Nagan Raya District in improving the family's economy, and the strategy of women fishermen in improving the family's economy in Ganggong Langkak, Kuala Pesisir District, Nagan Raya District. The method used in this study is a qualitative approach and SWOT analysis. The results in this study obtained the WO strategy as a plan to empower women fishermen strategies. The strategy is to take advantage of existing opportunities by minimizing existing weaknesses. The form of family activities is farming, drying shabu shrimp and factory workers.Keywords : empowerment, family, fishermen.

The role of Kokoda's woman in West Papua is very significant for helping the family economy. This paper attempts to explain and understand the role of Kokoda women in helping the needs of their families in Sorong City, West Papua. Using a qualitative approach, the writer tries to find data and facts in the field through observation and interview. So, the problems discussed in this paper are in accordance with the expected targets. The author found that Kokoda womens are one of Indonesian women as hard worker. They able to take on a dual role as wives and work outside the home, to help their husbands to fulfill their daily needs

Brazil is a federal country in which local governments have become the main providers of universal social services funded by the three tiers of government. The chapter presents the general characteristics of the country´s local governments and its position in the federal system, describes the distribution of revenue and governmental functions, shows the incremental increase in local resources and their earmarking for social policies, the complex system of funding and regulation created and discusses the role of local governments in the provision of universal social services. The argument put forward is that local governments have become the hub of the provision of universal social services while the federal government is in charge of policies targeting the poor. Local governments, however, are dependent on funding from other levels of government raising concerns about the sustainability of the provision and the expansion of universal social services as well as concern about improving their quality.

This study discusses about development of regional tourism through the development of human resources Gorontalo, Sulawesi. The master plan for tourism development in Gorontalo stated that Gorontalo has three areas of community-based tourism development and eight excellent tourist attractions. It was realised that human resources has an important role in the general development as well the development of regional tourism. The approach used in this research is descriptive qualitative, data source obtained from field observation, interview, group discussion and documentation. Local governments have encouraged the development of regional tourism, especially destinations that are around the community through the empowerment of surrounding communities in order to manage the destination well. In order for all aspects of tourism management to run properly it is necessary role of local government in giving encourage and support education field of tourism. So it can fill the shorted of expert workforce to be placed on institutions or tourism related industries.

The centerpiece of urban policy as we enter the 21st Century must therefore be the struggle against poverty, with goals such as the integration of the informal city, the recovery and democratic use of public space, and the reversal of the trend towards the concentration of wealth and opportunities, which so often ends in a spiral of violence…. “The struggle against urban poverty is a world challenge. To succeed, we need to tap the experience of individuals and organizations in the South as well as in the North, promoting an exchange that, more than the answers, will teach us what questions to ask. To this end, people living in poverty must take part in communications networks, which are often monopolized by intermediaries and experts. The role of experts is important, but mechanisms should be developed to facilitate direct, horizontal, global exchange…. “Such horizontal, direct contacts must involve local governments, the pivate sector, non-governmental and community organizations. And if public pollicies are to respond to real needs, these must be built out of experience, and their formulation and implementation must involve the people for whom they are intended…. “To do this, safety nets are not enough. This study aims to explain the higher education institution's role in developing Koto Sentajo as tourism village and to understand the tourism communication model that synergizes with other stakeholders. This study uses a qualitative approach that emphasizes more on depth. The method describing is done by the reality that occurs by interacting directly with the research subject. The results showed that higher education institutions have an essential role in developing a tourism village development model. This communication model is useful for attracting local governments and other stakeholders to establish the Koto Sentajo tourism village. The penta helix communication model involves five main actors, namely the campus, corporate CSR, the community, the mass media, and the Kuantan Singingi regency's local government, to develop the tourism village. The communication and collaboration between stakeholders in empowering the community can accelerate the Koto Sentajo tourism village's realization as a leading cultural heritage destination.
