The article presents the results of the veterinary and sanitary assessment of the quality of Tilapia fish grown in ponds in the conditions of the naturally hot East coast of the Almaty region. Two groups of fish were studied for different product groups. Sampling and organoleptic studies were carried out in accordance with the state standards in need. The research was carried out in the laboratory «Veterinary Dietetics and veterinary and sanitary examination of life-cycle products» of the Department of «Veterinary and Sanitary Examination and Hygiene» of Kaznayu and the laboratory of «AsylTasEngineering» LLP. During the bacterioscopic examination, the absence of microflora in the deep layers of meat was revealed. The content of amino-ammonia nitrogen in the experimental groups averaged 1.24±0.35 mg, i.e. the amount of amine-ammonia nitrogen was normal. When reacting with peroxidase, the filtrate turned blue-green, which turned brown after 1 minute, i.e., according to the results of the study, the reaction to peroxidase was positive in all groups. When reacting with hydrogen sulfide, all samples of the sample met sanitary standards. When determining the nessler population, it was shown that the filtrate obtained from fish of all groups was transparent, without turbidity and yellowing. During the organoleptic study of all the forms of the Tilapia rehearsal samples, positive results were obtained, i.e., according to the qualitative indicators, all the tests of the ripples met the sanitary requirements.

The research revealed in the paper considers the improvement of secondary treatment of wastewater in the aerobic reactor to provide removal of organics and nutrients. There were five types of polymer biofilm carriers taken into account initially; however, two of them were decided not to apply due to technological reasons. The main part of the research was divided into three substages to investigate each type of biofilm carrier. According to the literature review, the optimal efficiency may be reached if the carrier filling ratio is 10 to 30% of reactor volume. On this basis, there were three benches launched at each sub-stage with a corresponding filling ratio of 10, 20, and 30%. The fourth reactor at each sub-stage had no floating carrier to control the experiment. The research of all three types of carriers showed the effect of BOD removal in the range of 95–96% for benches equipped with a floating carrier, which can be considered similar to the control bench with the efficiency of 92%. In the case of ammonia nitrogen, the removal control bench showed only 55% of efficiency, while floating carriers helped to increase the efficiency up to 70–86%. Despite obtaining relatively positive results, the research has to be continued to achieve regulation requirements in treatment quality.

The paper discusses and highlights the promising modern environmental problems that affect pollution and environmental destruction, affecting the health status of the population. The deterioration of the situation cannot be justified and compensated for by the positive results of the progress of civilization - today the decaying environment is gaining more and more weight even in comparison with the well-being and economic prosperity of developed countries, affecting the dynamics of the state of health. The studies carried out to determine the relationship between the development of psycho-somatic morbidity and environmental factors of environmental pollution are confirmed by a direct correlation dependence. Studies of the evolution of populations and species are described in detail under the increased pressure of mutations caused by pollution of the biosphere of an atomic and nuclear agent. However, until now, these studies have not been carried out with the required depth and scope. The proposed human genetic monitoring sets itself the task of determining the volume and dynamics of the hereditary health disorders in people caused by the influence of the genetic load. It has been proved that the main, methodologically, when working on genetic monitoring of a person is that an increase in the number of genetic pathologies in the population can be established only when reliable quantitative data are obtained. Thus, an absolutely acceptable solution to the contradictions between the quality of health and the state of the ecological situation has not yet been proposed.

The paper presents the characteristics of the maturity levels of processes in accordance with the regulations specified in GOST R ISO / IEC 15504-2-2009. The problems of identifying the states of processes during their life cycle are described, based on the rating and indirect signs characterizing the transition from one classification group to another. To complement the methodology for describing business processes and identifying the level of maturity of newly deployed processes, the apparatus of fuzzy sets is used, with the use and justification of the trapezoidal membership function. The methodology will allow to characterize the state of business processes and create a reasoned judgment about their belonging to a certain level of maturity, which will be relevant in order to make a decision on the modernization or restructuring of the business process.

The aim of our work was to study the quality of vegetable oils - unrefined sunflower oil (grade I) and soy hydrated oil (grade I). One of the stages of the study was to determine the quality of vegetable oils - peroxide value (characterizes the amount of primary oxidation products of fats - peroxide compounds) and acid number (characterizes the total content of free fatty acids) in the samples of vegetable oils. The acid number was determined by titration (neutralization) of free fatty acids with alkali in the presence of an indicator (phenolphthalein). The peroxide number was determined by titration of the isolated iodine with a solution of sodium thiosulfate. Each study was reproduced 5 times. First of all, the quality indicators of oils (acid number and peroxide number) were determined in samples of fresh oils. Subsequently, the oil was kept for 3 months (in compliance with the recommended requirements for storage of oils and without compliance with the requirements for storage of oils) and re-determined these indicators. The quality of the investigated vegetable oils was determined by the indicators of acid number and peroxide number in accordance with the established requirements of the State Standards of Ukraine (DSTU EN ISO 660: 2009; DSTU 4570: 2006). The results of our research show that the level of acid number and peroxide level in samples of fresh oils meet the requirements of the State Standards of Ukraine (DSTU EN ISO 660: 2009; DSTU 4570: 2006) for this type of oil, which confirms the quality of oils and compliance with production , processing and transportation. It is shown that in the samples of aged oils (3 months, subject to storage requirements) the level of acid number and the level of peroxide number increases within normal limits. However, in the samples of aged oils (3 months, without compliance with storage requirements) there is a significant increase in the level of acid number and peroxide number, which does not meet the requirements of State Standards of Ukraine. As a result of research it is shown that the quality of vegetable oils depends on compliance with the recommended norms and conditions in the process of production, processing, transportation and storage. It is proved that under the conditions of violation of the recommended norms of storage in samples of high-quality vegetable oils the level of quality indicators of vegetable oils - acid number and peroxide number significantly increases.

Creation of an optimal fiscal space in Ukraine should become the priority task of the modern fiscal policy of the state. Perfect combination of fiscal space components can help to reach the positive results of the national economic development. Modern state of the domestic economy is characterized by fiscal asymmetric, amount of national debt, changes in GDP and its structure. The national fiscal space reformatting should be carried out substantially. There are some factors in national fiscal space, which slow down the processes of social improvement and have negative impact on the quality of a citizen’s life. These factors are formed under the influence of political, social and legal trends, as well as financial imbalances. Theoretical and practical issues of fiscal space formation and development along with the experience of the functioning and national economy evolution have been learned by such researchers as V. Heyets, Т. Iefiminko, G. Kołodko, N. Кravchuk, A. Krysovatyy, P. Kulawczuk, S. Owsiak, E. Reinert, P. Heller, J. Schumpeter, S. Yuriy. However, the challenges of modern social development confirm the importance of their thorough study. Purpose. The article aims to research the economic preconditions and features of creating the optimal fiscal space in Ukraine, which can meet the modern needs and contribute to the achievement of a high level of social welfare. In order to reach the goal of the research the following methods have been used: methods of classification, method of formalization and method of systematization. These methods have become the basis for construction the theoretical component of the functioning of the optimal fiscal space of the state and determined the interaction of its constituents. The preconditions of fiscal space forming in Ukraine have been rated. The prospects for creating its structure have been determined with the help of methods of comparative analysis. It should be noted the importance of learning fiscal space structure which is accompanied by a problem of determining the economic gist and the nature of the investigated phenomenon. Provision of the efficient mechanism of formation and effective functioning of fiscal space should be based on a thorough solution of disadvantages of divergent economic development of Ukraine and a search for ways to improve it.

Political democracy should be equivalent to the economic development of the quality of democracy, economic democracy if not upright, even the owner of the ruling power and money, which is parallel to force global corporatocracy. Consequently, the economic oligarchy preservation reinforces control of production and distribution from upstream to downstream and power monopoly of the market. The implication, increasingly sharp economic disparities, exclusive owner of the money and power become fertile, and the end could jeopardize the harmony of the national economy. The loss of national economic identity that makes people feel lost the “pilot of the state”. What happens then is the autopilot state. Viewing unclear direction of the economy, the national economy should clarify the true figure.
