The study was carried out to assess labout conflict and  management in the local Government system in Nigeria with particular reference to Enugu State. Descriptive Research method was adopted, data were collected and analysed. Essentially, the findings revealed that the organizational framework for management of conflict and grievances is poor. The problem is as a result of leadership ineffectiveness which according to the study had resulted to disputes and consequently to strike actions. Management scarcely bargains with staff in resolving conflict situations. Management does not always explain its reasons for taking a particular position in resolving conflicts.The study further revealed that other factors that heightened labour conflict include low participation of employees in taking key decisions, especially matters affecting them. The Local overnment of Enugu State of Nigeria is believed to be poorly funded, This information was furnished by a key respondent, the  poor funding is peculiar to  the following local governments: Enugu North, Igbo-Eze North, and Nsukka Local Government Areas.. The aforementioned local government areas were consistently on ‘zero allocation’, which the resultant effect was epileptic payment of salaries and allowances of workers. Flowing from the findings, the following recommendations among others were proffered A democratic leadership style should be imbibed in Enugu State Local Government Councils to ensure congenial work relationship, the reign of democracy, as a style would ensure reduction of labour conflict. In spite of the fact that funding was not identified as a major problem that led to labour conflict, funding of the Local government in Nigeria should be strengthened. Management and staff of the local government should strive to see labour conflict as a process to change and thus try to resolve it in such a way that both parties are winners. Labour conflict should be resolved through the instrumentality of collective bargaining, which involves negotiation, dialogue, or mediation by a third party or through statutory framework which involves Trade Dispute ACT No.7 of 1976 as amended in 1977.   Keywords: Labour Conflict, Leadership, Funding of Local Government, Collective Bargaining

The participation of a third party of the environmental service enterprise theoretically increases the level and efficiency of soil pollution control in China. However, Chinese-style fiscal decentralization may have a negative impact on the behaviors of participants, especially the local government. First, this paper conducts a positioning analysis on participants of the third-party soil pollution control in China and discusses the behavioral dissimilation of the local government under fiscal decentralization. Second, taking the government’s third-party soil pollution control as a case, a two-party game model of the central government and the local government is established around the principal-agent relationship, and a tripartite game model of the central government, the local government, and the third-party enterprise is designed around the collusion between the local government and the third-party enterprise. The results show that Chinese-style fiscal decentralization may lead to the behavioral dissimilation of local governments, that is, they may choose not to implement or passively implement the third-party control, and choose to conspire with third-party enterprises. Improving the benefits from implementing the third-party control of local governments and third-party enterprises, enhancing the central government’s supervision probability and capacity, and strengthening the central government’s punishment for behavioral dissimilation are conducive to the implementation of the third-party soil pollution control. Finally, this study puts forward policy suggestions on dividing the administrative powers between the central and local government in third-party control, building appraisal systems for the local government’s environmental protection performance, constructing environmental regulation mechanisms involving the government, market and society, and formulating the incentive and restraint policies for the participants in the third-party soil pollution control.

The implementation of non-cash transactions in local governments is the government's step in the struggle for the public interest. This study discusses how to implement non-cash transactions in local government in an effort to realize good governance. With qualitative case studies obtained, the data in this study were collected by in-depth interviews. The results of this study prove that accountability, approval and administrative order have been successfully completed in the implementation of non-cash transactions. However, the efficiency of the use of the budget has not been able to optimize. Besides that, at the level of strategy, the system and structure are already running well. Factors of ability, human resources and leadership style that need to be considered in order to be successful in supporting good governance management strategies.

Decentralization and democracy may improve the chances for successful economic development. The importance of local government and democracy is evident in the history of many countries, but democratic local government has been less common in Africa than elsewhere. Democratic political competition can improve governance only if voters have a choice among qualified candidates who have good reputations for exercising power responsibly in public service. This essential supply of trusted democratic leadership can develop best in responsible institutions of local government, where successful local leaders can prove their qualifications to become strong competitive candidates for higher office. Thus, a federal constitutional structure that devolves substantial powers to autonomously elected local governments can increase the chances for successful democratic development. Foreign assistance can help to increase this vital supply of leaders with good reputations for spending public funds responsibly if some share of foreign-assistance funding is distributed directly to local governments and other local public service agencies.

The implementation of PAFW is an important way to reduce food waste. Discussing how to more successfully implement PAFW to reduce food waste is of great significance in achieving sustainable development. Different from the previous literature, this paper uses evolutionary game theory to establish a strategic interaction income matrix between local governments and large supermarkets and analyzes the strategic interaction between local governments and large supermarkets by copying dynamic equations, revealing the strategic choice between the two parties evolution process. A simulation-based approach is used to validate the theoretical results and analyze the influence of key parameters on the evolutionary trajectory. The study found the following: (1) to promote the system to an optimal evolutionarily stable strategy (ESS), it is necessary to strengthen policy publicity, increase the willingness of large supermarkets to implement the PAFW, and increase the enthusiasm of the public or third-party organizations to monitor system; (2) stakeholders’ initial willingness will influence the evolutionary trajectory; and (3) it is important to strengthen the institutional development of local government regulators, improve the local government’s achievements, reduce the local government’s regulatory costs, improve policies to support large supermarkets’ implementation of the PAFW, and reduce the cost of implementing the PAFW for large supermarkets.

This study describes the leadership style of principals, describes the teaching supervision program, describes the implementation of teaching supervision, describes the techniques in carrying out supervision of teaching, describes the follow-up by the principal, describes the inhibiting factors of teaching supervision. Descriptive methods with qualitative approaches, carried out in Al-Muhajirin Purwakarta Middle School, observed by the principal, vice-principal and colleagues. The results of the research style of principals' leadership in improving teacher discipline is to use authoritarian and democratic leadership styles. Teaching Supervision techniques used by principals are: Techniques for supervising individuals by doing and group techniques with activities. Follow-up of the results of supervision by the Principal: guidance based on the results of class visits, teacher training programs, opportunities to actively participate in MGMP activities, training both by the local government and the central government or other agencies. Obstacles to supervision: low competence of some appointed supervisors, activities outside the supervision schedule, and difficult to change old habits.

This study examined Local Government Administration and Rural Development in Enugu State, Nigeria under Sullivan I. Chime’s administration, 2007-2015. The source of information for this study is secondary source. Three research questions and three objectives guided this study. The general objective of the study is the relationship between the local government administration and rural development in Enugu State, Nigeria. The specific objectives were: to assess the role of the local government administration in rural development in Enugu State, to investigate whether job creation and provision of infrastructures by the government led to decline in rural-urban migration and to find out the relationship between governments budgetary allocation and rural development in Enugu State. Giving the descriptive and argumentative nature of the paper, qualitative method of data gathering and analysis were adopted in the conduct of the research. The method of data presentation and analysis adopted for this study is the content analytical method. Some findings of the study include that Enugu State worked aggressively and assiduously to achieve developmental projects in different communities towards improving the standard of living. The state also came up with different initiatives/programmes like Visit Every Community (VEC), Free Maternal Child Healthcare (FMCH), Free Basic Education Policy and Songhai Initiative for the development of the state, and it was discovered that government budgetary allocations actually affected the overall development of the rural communities over limited resources. As a result of the above findings, the study made some recommendations which include among others; the roles played by the local governments can be said to be very successful. Though, there is need for the government to increase their function capacity of these projects and programmes to be able to cover every area of the state. Local government needs to diversify their internal revenue sources by engaging in some business ventures like filling stations, transportation, and so on, to be able to compliment the poor budgetary allocation given to them by the federal and state government.

Gaps in biodiversity conservation management within the Conservation Area that are the responsibility of the central government and outside the Conservation Areas or as the Essential Ecosystems Area (EEA) which are the authority of the Regional Government, have caused various spatial conflicts between wildlife /wild plants and land management activities. Several obstacles faced by the Local Government to conduct its authority to manage (EEA), caused the number and area of EEA determined by the Local Government to be still low. At present only 703,000 ha are determined from the 67 million ha indicated by EEA. This study aims to overview biodiversity conservation policies by local governments and company perceptions in implementing conservation policies and formulate strategies for optimizing the role of Local Governments. From the results of this study, there has not been found any legal umbrella for the implementation of Law number 23/ 2014 related to the conservation of important ecosystems in the regions. This regulatory vacuum leaves the local government in a dilemma for continuing various conservation programs. By using a SWOT to the internal strategic environment and external stratetegic environment of the Environment and Forestry Service, Bengkulu Province , as well as using an analysis of company perceptions of the conservation policies regulatary , this study has been formulated a “survival strategy” through collaboration between the Central Government, Local Governments and the Private Sector to optimize the role of Local Government’s to establish EEA in the regions.Keywords: Management gaps, Essential Ecosystems Area (EEA), Conservation Areas, SWOT analysis and perception analysis

The aim of this study is the creative problem-solving capacity of the organization with leadership behaviors of human resources managers and employees to examine the relationship between career satisfaction and is tested empirically. Research within the scope of the required data structured questionnaire method, operating in the province of Aydin was obtained from 130 employees working in five star hotels. Democratic leadership style according to the factor analysis, easygoing, participants converter, and releasing autocratic leadership dimensions were determined. According to the analysis, the dependent variable with a significant level of research and positive leadership style has been determined that no relationships. Regression analysis revealed that the leadership of the relationship with the creative problem-solving capacity of democratic leadership in style when found to be stronger than other leadership styles, while the variable describing the career of the employee satisfaction level of the maximum it was concluded that the creative problem-solving capacity of the organization. Research in the context of human resources on the very important for organizations, leadership behavior, creative problem-solving capacity and career satisfaction studies analyzing the relationships between variables it seems to be quite limited. The discovery by analyzing the relationship between the aforementioned variables, can make significant contributions to knowledge in the literature and are expected to form the basis for future research.

This paper aims at describing the experience of the Cities for Entrepreneurs Program (Ciudades para Emprender or CPE) of the National Directorate of Community and Human Capital (which belongs to the SEPYME), National Ministry of Production. This paper starts from the premise that entrepreneurship takes place at the most micro level of the offer and, therefore, is a concept associated with the characteristics of the environment closest to that offer: the local territory. However, there is little history in the country of public policies relating the issue of entrepreneurship with the local management. That is why we take as a starting point the conceptualization of the chosen framework: local governments and the development issue, seen from the perspective of entrepreneurships. Moreover, an overview is given on the structural characteristics of municipalities in Argentina. In addition, some international experiences and attempts to promote entrepreneurship at a national level are analyzed. Finally, the Cities for Entrepreneurs Program (CPE) is outlined, based on a summary of the diagnoses of the Entrepreneurial Ecosystems of the selected cities and the tools used and their execution status at the time of publication of this paper.
