Local governments must be able to prioritize superior commodities which are considered as the basis for sub-sectors to optimize regional economic advantages. Understanding the priorities of development planning and commodities in the agricultural, plantation and livestock sub-sectors in Aceh Province, it is necessary to know which agricultural, plantation and livestock sub-sectors are the leading and leading commodities in the agricultural, plantation and livestock sectors in Aceh Province. This research for community service was carried out on September 25, 2020 - August 25, 2021 with the location survey method. The criteria used based on this survey are 7 leading commodities in Aceh Province which include red chilies, cayenne peppers, shallots, beef, chicken meat, rice and eggs. The results of this service show that the agriculture and plantation sub-sectors are superior commodities from the period September 2020 - August 2021 with 9 regional locations in Aceh Province. Likewise with the nominated livestock sub-sector as a superior commodity in Aceh Province.

AbstractThe work aimed to determine the scope of the good governance approach in the local development planning of local governments of rural and urban-rural gminas in the eastern peripheral voivodeships of Poland (Lubelskie, Podlaskie and Świętokrzyskie Voivodeships) and how the implementation of good governance principles in the process of elaborating and implementing local development strategies correlates with assessments of the strategy's suitability as a development management tool. The research used methods of analysis and criticism of the literature, statistical analysis and a survey method using an interview questionnaire addressed to local government authorities. According to our research, especially at the stage of developing the strategy, actions were taken regarding local-community and local-authority participation and active communication between the two, but a lower level of community participation was found at the implementation stage. There was a statistically significant relationship between adopting the principle of participation and accountability in preparing and implementing the strategy and how suitable the strategy was assessed to be as a tool for development management. It seems reasonable to apply the principles of good governance more widely in planning local development, not only while developing the strategy, but also in its implementation.

ABSTRACT THE EFFECT OF HOUSEHOLD INCOME ON MEAT CONSUMPTION (BEEF, PORK AND CHIKEN) AT THE VILLAGE OF SEA I, PINELENG DISTRICT.This study aims to determine the magnitude of meat consumption (beef, porl and chiken) of household based on income levels in the Village of Sea I, Pineleng district and to determine the effect of household income on meat consumption (beef, porl and chiken) in the Village of Sea I, Pineleng district. Formulation of research problem is how much they purchased meat (beef, porl and chiken) consumption household in the Village of Sea I, Pineleng district. This study was conducted in the Village of Sea I, Pineleng district. Study was conducted using a survey method, and data were obtained through primary data and secondary data. Determination of the location (rural sample) in the study was conducted by purposive sampling method. Number of samples used in this study were 30 people. Data of this study were analyzed by descriptive and mathematical analysis methods. Income indicated the amount of income earned in a month household, whether they were from the household head or sourced from other household members who work and earn income. From the money earned, the highest number of respondents had incomes between 1.000.000 to 3.000.000/month with the percentage of 70 %, while the number of respondents with the smallest income was less than 1.000.000/month with the percentage of 16.67 %. The difference of income held by the respondents in the Village of Sea I, would have an impact on the amount of meat purchases each month. This was in accordance with the opinion Sukirno (2002) stating that most of the disposable income is used to buy food and clothing. Most of the meat consumed by people in the Village of Sea I was pork and chicken meat compared to beef, it was because the price of beef was relatively expensive compared to the price of pork and chicken meat. Based on research results, pork was the most meat consumed by family respondents about 21 families with the percentage of 70 % of respondents, followed by chicken meat about 18 families with the percentage of 60 % of respondents, and beef by 8 families with the percentage of 26 respondents, 67 % of domestic poultry and meat about 6 families with the percentage of 20 % of respondents. Based on the results of research, it can be concluded that household income significantly affect the consumption of meat in the Village of Sea I, Pineleng district and the average consumption of meat in the Village of Sea I, Pineleng district was about 8,9  kg/capita/year, below the national target of 10,3  kg/capita/year.   Key Words : Household income, meat consumption, Sea I Village.

Korea has pursued a cluster-based policy to increase industrial competitiveness and to alleviate development gaps between the regions. However, local governments have often oversupplied clusters without an objective examination of the demands and conditions in the regions. Based on these concerns, this study analyses effects and interdependencies of factors related to regional innovation and growth in Korea. Employing a PCA method and a GLS regression models on panel data, we generated three composite factors, social, capacity, and clustering, and estimated their effects on regional economic performance. The results show that it is important to have a favorable socio-economic setting to foster growth by clusters. In addition, cluster-based policies may have weaker effects than expected, because the effect of R&D capacity on regional growth was stronger and longer lasting. Finally, some specific elements that most affected economic growth in Korea’s regions are identified. The overall results indicate favorable environments should be established beforehand to foster regional growth with clusters, which confirms “jobs follow people.”

The purpose of the study is to determine planning and budgeting impact partially on as performance indicator of the regional organization in Regional Development Planning Departement of East Kutai Regency in East Kalimantan Province. This research using quantitative approach, with responden survey method, which was conducted on 58 State Civil Apparatuses (ASN) with qualification minimum hold bachelor degree as responden. Data analysis using descriptive and inferential statistics. The results describe that there ware positive and significant correlation between planning and budgeting impact in partially with performance of regional organization in Regional Development Planning Department (Bappeda) East Kutai Timur.

Tempeh is a traditional Indonesian food that has many advantages as food and the process of making it is quite simple. However, the community knowledge about tempeh and the skills to produce healthy tempeh are still low. This community service aimed to increase the knowledge about tempeh and to improve the skills of its manufacturers in making healthy and good quality tempeh. The activities were carried out for mothers living in Villa Dago Tol complex, Ciputat, South Tangerang 15414, by using the methods of counseling, demonstration, and mentoring. Monitoring was conducted to measure the success rate of participants in producing healthy tempeh. The level of community knowledge about tempeh was evaluated through survey method. The results of counseling, demonstration, and mentoring succeeded in improving the participant skills as seen from the participants' success in following the healthy tempeh-making procedure. The results were also reinforced by the results of monitoring where all participants managed to create healthy tempeh. Survey results showed participants’ increasing knowledge of healthy tempeh and motivation in producing healthy tempeh. Assessment of participants showed good results, especially in improving knowledge (73% stated strongly agree and the rest agree). The ability of the facilitators in delivering the material was also considered good by the participants (92% stated strongly agree and the rest agree). As a follow-up, the participants suggested that the training be extended to the other communities and the training also include a variety of topics such as the manufacturing of tofu, healthy food processing, sewing, and many others.

This study aimed to investigate the linkages the responsiveness of the budget with public participation, budget transparency and commitment of policy makers in term of local budgeting process. Based on the survey method, data for this study obtained through questionnaires submitted to the respondents include of local governments elements, legislators and public element (citizen, community leaders, NGOs, community organization and other relevant organizations) in Sleman Regency. The data were analyzed to test the hypothesis by using multiple regression analysis. The results of this research showed that public participation, budget transparency and commitment of policy makers, simultaneously and partially has a positive and significant impact on the responsiveness of the budget. The results also confirm the implications and limitations which discussed in the end of the study.   Penelitian ini bertujuan untuk mengetahui keterkaitan respon dari anggaran dengan partisipasi masyarakat, transparansi anggaran dan komitmen dari pembuat kebijakan dalam hal proses penganggaran daerah. Berdasarkan metode survei, data untuk penelitian ini diperoleh melalui kuesioner yang diajukan kepada responden meliputi pemerintah daerah elemen, legislator dan elemen masyarakat (warga negara, tokoh masyarakat, LSM, organisasi masyarakat dan organisasi terkait lainnya) di Kabupaten Sleman. Data dianalisis untuk menguji hipotesis dengan menggunakan analisis regresi berganda. Hasil penelitian ini menunjukkan bahwa partisipasi publik, transparansi anggaran dan komitmen dari pembuat kebijakan, secara simultan dan parsial memiliki dampak positif dan signifikan terhadap respon dari anggaran. Hasil ini juga mengkonfirmasi implikasi dan keterbatasan yang dibahas dalam akhir penelitian.

National examination for skills competency at vocational high schools is held annually by the central government. The implementation of the national examination is one of the determinants of graduation apart. A national examination is also used for three other things: mapping, selecting to a higher level, and providing assistance or affirmation to the regions. Local governments can also use the national examination to mapping the achievements' standards for students, academic units, and regions. This community service aims to help students increase students' readiness and expertise in solving the national exam for competency skills in the multimedia field. This activity's target is the XII grade students of SMK NW Wanasaba, the main partners. This activity's target and output is the development of skills to work on skills competency National Examination questions, which are skills. The method is Participatory Learning and Action (PLA). This activity was providing practical knowledge and skills to students of SMK NW Wanasaba. This expertise competency training, especially in the multimedia field, can help students prepare for expertise competency exams to get maximum results and improve student competence.

Participatory planning is a necessity. Unfortunately, participatory planning has various problems that make it ineffective. Human resource capacity as an input factor for participatory planning is still inadequate. The participatory planning process has not optimized the best way of producing the outputs that are needed by the community. Spatial aspects of planning, activities in the space, and budgeting must be aligned. However, empirical facts show the inconsistency of development planning. The purpose of this study is to analyze the relationship between community participation in planning and regional development performance through spatial planning, development, and budget planning alignment, as the mediating variable. This study explore measurement of all three variables using quantitative indicators. The results of this study, using SEM PLS, indicate that the direct relationship of community participation and the performance of infrastructure development is significant if it does not include the mediation variable.  Process, results of participatory planning, alignment of spatial and development plans, and alignment of strategic plans with work plans are significant variables. Therefore, local governments need to make efforts to improve participation processes in spatial planning and development so as to improve the regional development planning alignment and performance

Kampung Baru is one of the villages in Pekanbaru city that has the potential to develop large marine tourism. Its strategic location on the coast of Siak River and has a cultural reserve "RumahBatin" makes Kampung Baru as one of the new destinations of future historical tourism. The existence of Kampung Baru as a tourist destination is still not well exposed so there needs to be a touch of Science and improvement to accelerate its development. The purpose of this activity is to accelerate the development of marine tourism in Kampung Baru Village, Pekanbaru City. The method used is a survey method to identify activities and counseling methods to convey Science to the community. The stages of the implementation of the activity are divided into three stages of preparation, implementation and evaluation. The results of a quick survey conducted, to accelerate the development of marine tourism activities in Kampung Baru through the socialization of halal certificates, making and dividing trash cans, making and enforcing plank boards, planting trees and vegetable seedlings and cleaning inner houses. The implementation of the activity is doing well and on target this can be seen from the community and village officials in supporting this activity. With the integrated KUKERTA (Community Service), the neglected tourism potential of Kampung Baru can be reappointed as a marine tourism. This leads to the fact that the touch of Science through integrated KUKERTA (Community Service) is able to accelerate the development of marine tourism in Kampung Baru.

AbstractTangse is one of the sub-districts that located in Pidie district. About 190 km from Banda Aceh the capital of Aceh province. Since 2011 until 2018, disasters have become an annual routine of Tangse society, from landslides to flash floods coming every year. In this regards, this paper aims to discuss the dialectics of the community with disasters that befall in Tangse. The Data in this paper derived from observations, interviews and literature studies, then analyzed using a sociological approach. The results of this study found that many things have been done by local governments to cope with disasters. From prevention to reduce the risk of disasters that befall the community, when disasters are increasingly happening, the perspective of the community towards disasters begins to change. Now for some people in Tangse, disasters are not only viewed as calamities but also seen as "benefits". As a result, although the public has a sense of disaster risk, it does not make the community stop the activity that invites disaster in the land of Tangse.   Tangse merupakan salah satu kecamatan yang berada dikawasan pegunungan Kabupaten Pidie, berjarak sekitar 190 km dari Kota Banda Aceh, Ibukota Provinsi Aceh. Sejak tahun 2011 hingga tahun 2018, bencana telah menjadi langganan masyarakat Tangse, mulai dari tanah longsor hingga banjir bandang silih berganti menghampiri masyarakat. Terkait hal itu, tulisan ini bertujuan untuk mendiskusikan tentang dialektika masyarakat terhadap bencana yang terus menerus terjadi selama beberapa tahun belakangan di Kecamatan Tangse. Data dalam tulisan ini bersumber dari hasil observasi, wawancara dan studi literatur yang kemudian dianalisis menggunakan pendekatan sosiologis. Berdasarkan hasil kajian yang dilakukan ditemukan bahwa telah banyak hal yang diupayakan pemerintah daerah berserta unsur-unsur terkait untuk menanggulangi datangnya bencana, mulai dari pencegahan hingga mengurangi resiko bencana yang menimpa masyarakat. Namun, ketika bencana semakin akrab menyapa masyarakat, maka pergeseran cara pandang masyarakat terhadap bencana pun terjadi. Jika pada awalnya bencana dilihat sebagai suatu musibah dan masyarakat selalu menganggap diri mereka sebagai korban, kini bagi sebagian masyarakat tangse, bencana tidak hanya dilihat sebagai musibah tetapi juga sebagai “berkah”. Akibatnya, meski ada kesadaran tentang resiko bencana, namun hal itu tidak membuat masyarakat menghentikan aktivitas yang mengundang datangnya bencana di bumi Tangse.
