AbstractTangse is one of the sub-districts that located in Pidie district. About 190 km from Banda Aceh the capital of Aceh province. Since 2011 until 2018, disasters have become an annual routine of Tangse society, from landslides to flash floods coming every year. In this regards, this paper aims to discuss the dialectics of the community with disasters that befall in Tangse. The Data in this paper derived from observations, interviews and literature studies, then analyzed using a sociological approach. The results of this study found that many things have been done by local governments to cope with disasters. From prevention to reduce the risk of disasters that befall the community, when disasters are increasingly happening, the perspective of the community towards disasters begins to change. Now for some people in Tangse, disasters are not only viewed as calamities but also seen as "benefits". As a result, although the public has a sense of disaster risk, it does not make the community stop the activity that invites disaster in the land of Tangse.   Tangse merupakan salah satu kecamatan yang berada dikawasan pegunungan Kabupaten Pidie, berjarak sekitar 190 km dari Kota Banda Aceh, Ibukota Provinsi Aceh. Sejak tahun 2011 hingga tahun 2018, bencana telah menjadi langganan masyarakat Tangse, mulai dari tanah longsor hingga banjir bandang silih berganti menghampiri masyarakat. Terkait hal itu, tulisan ini bertujuan untuk mendiskusikan tentang dialektika masyarakat terhadap bencana yang terus menerus terjadi selama beberapa tahun belakangan di Kecamatan Tangse. Data dalam tulisan ini bersumber dari hasil observasi, wawancara dan studi literatur yang kemudian dianalisis menggunakan pendekatan sosiologis. Berdasarkan hasil kajian yang dilakukan ditemukan bahwa telah banyak hal yang diupayakan pemerintah daerah berserta unsur-unsur terkait untuk menanggulangi datangnya bencana, mulai dari pencegahan hingga mengurangi resiko bencana yang menimpa masyarakat. Namun, ketika bencana semakin akrab menyapa masyarakat, maka pergeseran cara pandang masyarakat terhadap bencana pun terjadi. Jika pada awalnya bencana dilihat sebagai suatu musibah dan masyarakat selalu menganggap diri mereka sebagai korban, kini bagi sebagian masyarakat tangse, bencana tidak hanya dilihat sebagai musibah tetapi juga sebagai “berkah”. Akibatnya, meski ada kesadaran tentang resiko bencana, namun hal itu tidak membuat masyarakat menghentikan aktivitas yang mengundang datangnya bencana di bumi Tangse.

Abstract: The phenomenon of the people who forcibly took covid's corpse 19 from the hospital to be taken care of by Fardhu Kifayah by his family and the community, became a conclusion that there was community doubt about the management of Tajhiz Mayat conducted by the hospital. Coupled with the circulation of the video of the Ruku movement 'in the corpse prayer conducted by unscrupulous parties at the Hospital, became added doubts from the public against the hospital. To solve this problem, this research uses a Descriptive Analysis approach, namely by formulating a question, namely How to arrange Covid 19's body in Banda Aceh and this question will be answered with several theories and data sets from the field. So it was concluded in a conclusion that answered the formulation of the problems mentioned. Theoretically the spread of covid 19 is very fast, the size of the virus is only 0.1 micrometer and is in body fluids, especially nasopharyngeal fluid and oropharyngeal fluids of infected people, fluids in the body of covid 19 bodies can get out through every gap of the body such as mouth, nose, eye and rectum, because it requires special techniques in its management. Fardhu kifayah to covid 19 bodies should be carried out by trained Ustad and trained health workers, so that the spread stopped. The results of this study concluded that the management of the Moslem bodies died at Zainal Abidin Hospital in Banda Aceh was in accordance with the Fatwa of the Aceh Ulama Council (MPU) and the bodies were handled by trained Ustad and health workers.

Reading short stories “Suku Pompong” (Pompong Tribe) and “Rumah di Ujung Kampung” (House at the End of the Village) is like reading a historical reality that is happening on the ground of Riau Malay. The exploitation of forest resources on a large scale in recent decades in Riau Province has changed the land use of the area of intact forest into plantation area. The exploitation process causes friction in the community. The friction is eventually lead to conflict between communities and plantation companies. Their struggle to resolve conflicts and maintain their ancestral land, the strength of the company that has the license to the land and sadness when the public finally has always been on the losing side. This study objected to describe the objective reality of the Malay community in terms of land conversion, the communal land into plantations and reality of imaginative literature contained in the short stories “Suku Pompong” dan “Rumah di Ujung Kampung”. This study applied the sociology of literature approach, while the sociological approach to literature is a literary approach that specializes in reviewing literature by considering the social aspects. Based on these approaches, it can be concluded that short stories Suku Pompong and Rumah di Ujung Jalan are short stories that raised the reality of the Malay community.AbstrakMembaca cerpen “Suku Pompong” dan cerpen “Rumah di Ujung Kampung” seperti membaca sebuah realita sejarah yang terjadi di tanah Melayu Riau. Ekploitasi sumber daya hutan secara besar-besaran pada beberapa dekade terakhir di Provinsi Riau telah mengubah tata guna lahan dari kawasan hutan yang utuh menjadi kawasan perkebunan. Proses eksploitasi tersebut menimbulkan gesekan-gesekan dalam masyarakat. Gesekan-gesekan inilah yang akhirnya menimbulkan konflik antara masyarakat dengan pihak perusahaan perkebunan. Perjuangan masyarakat dalam menyelesaikan konflik dan mempertahankan tanah leluhur mereka, kekuatan pihak perusahaan yang memiliki surat izin atas tanah tersebut, dan kesedihan ketika masyarakat akhirnya selalu berada di pihak yang kalah. Penelitian ini bertujuan untuk mendeskripsikan realitas objektif masyarakat Melayu Riau dalam hal alih fungsi lahan, dari lahan tanah ulayat menjadi lahan perkebunan, dan realititas imajinatif sastra yang terdapat dalam cerpen “Suku Pompong” dan cerpen “Rumah di Ujung Kampung”. Penelitian ini menggunakan pendekatan sosiologi sastra, yaitu suatu pendekatan sastra yang mengkhususkan diri dalam menelaah karya sastra dengan mempertimbangkan segi-segi sosial kemasyarakatan. Dari pendekatan tersebut dapat diambil kesimpulan bahwa cerpen “Suku Pompong” dan cerpen “Rumah di Ujung Kampung” memang merupakan cerpen yang mengangkat realitas masyarakat Melayu Riau.

The deployment of renewable energy at the local level can contribute significantly to mitigating climate change, improving energy security and increasing social, economic and environmental benefits. In many countries local authorities play an important role in the local development, but renewable energy deployment is not an obligatory task for them. Hence there are two research questions: (1) Do local governments think investments in renewable energy (RE) are urgent and affordable within the local budgets? (2) How do they react to the public aid co-financing investments in renewable energy? To provide the answer we performed qualitative analysis and non-parametric tests of data from a survey of 252 local authorities, analysis of 292 strategies of local development and datasets of 1170 renewable energy projects co-financed by EU funds under operational programs 2007–2013 and 2014–2020 in Poland. Findings showed that local authorities’ attitudes were rather careful, caused by financial constraints of local budgets and the scope of obligatory tasks, which made renewable energy investments not the most urgent. Public aid was a factor significantly affecting local authorities’ behavior. It triggered local authorities’ renewable energy initiatives, increasing the number and scope of renewable energy investments as well cooperation with other municipalities and local communities. Despite this general trend, there were also considerable regional differences in local authorities’ renewable energy behavior.

Survey results indicate that while the public sector lags behind the private sector, public agencies are beginning to match the cost containment efforts of private employers. While initiation of these efforts represents considerable recent progress, their tangible benefits are not yet apparent.

ABSTRACT Due to fiscal constraints and demands for increased accountability, scholars and public officials are reviewing the structure and reporting practices of local governments. These efforts are often incomplete, however, because they bypass special districts, which now comprise over 40 percent of all local governments. The proliferation of special districts has the potential to increase government costs, redirect the allocation of scarce resources, remove debt and expenditure practices from the public eye, and reduce democratic controls over elected officials. This paper highlights some of the public interest concerns related to these entities to inform future, localized research. For decades, scholars have approached special districts from two opposing theoretical perspectives: institutional reform and public choice. Literature from these opposing perspectives is used to analyze special districts along three dimensions: efficiency and economy of operations, policy alignment and allocation of resources, and democratic accountability. This paper uses the U.S. Census Bureau definition of special districts, though alternative definitions are discussed. Efforts by four states (Florida, Pennsylvania, Indiana, and New York) to improve local government, and their varying approaches to special districts, are reviewed, leading to the conclusion that the complex issues related to special districts must be resolved within state contexts.

Purpose Because of the heightened environmental awareness of the public, local governments (LGs) are being pressured to improve on the extent and quality of environmental disclosures (EDs) provided in an array of reporting media. The lack of an accounting tool to identify, measure and report EDs has propelled the infusion of environmental management accounting (EMA) to support the reporting practices. This paper aims to examine the institutional pressures influencing EMA adoption by Malaysian LGs. Design/methodology/approach Using the consensus approach, a self-administered questionnaire survey is conducted on accountants in LGs in Peninsular Malaysia. The items in the questionnaire are based on the findings of prior studies on EMA adoption. Findings The results suggest that coercive isomorphism from the state government is perceived to be the influential institutional factor placing intense pressures on LGs to adopt EMA. Research limitations/implications The results solidify the potential role of the state government in any public policy changes which could further stimulate and promote the adoption of EMA. Originality/value Insufficient empirical evidence on the adoption of EMA in LGs within a developing country’s perspective contributes to a limited understanding on the development of environmental-related practices in different economic stages and environment as well as within the public sector’s perspective.

<p class="apa">Acknowledging that the external context visibly affects any organization, this investigation seeks to constitute a specific contribution to the study of the importance of public image in organizational administration. To that end, a collection and documentary analysis of news stories from the newspaper <em>O Fayalense</em> on the <em>Asylum for the Disadvantaged Children of Horta</em> [<em>Asilo de Infância Desvalida da Horta</em>], an institution located on Faial Island, Azores, Portugal, covering the time period of 1858 to 1895, is performed. In the presentation and discussion of the results, a comparison is made between two periods that involve a single president because they vary in the type of news stories published (at the level of sources and subjects). It is concluded that the news stories published cover three large types of references, which, given the period in question, vary substantially: factual information (on the celebrations occurring in the asylum, communications about donations received and appreciation of benefactors, or institutional information on the elections of the asylum directorate), praise (regarding the asylum’s mission, operation, or administration), and censures (including responses to external criticism, criticism of previous managements, and stories regarding the asylum’s precarious circumstances). The implication of the study is that the importance of a positive public image, especially a positive image that is supportive of the leadership, should not be overlooked for the organizational administration to have greater chances of success.</p>

The community capacity building program in reducing disaster risk aims to realize the Bandung Rejo village as a disaster resilient village. Efforts made to achieve community capacity building include: (1) institutional aspects through the establishment of Disaster Risk Management forums (DRR) and Community Disaster Preparedness Teams (CDPT), (2) aspects of capacity building through dissemination and training in the preparation of disaster management plans and contingency plans , (3) aspects of the implementation of disaster management through a program to create a threat map and create disaster warning signs. The establishment of DRR and CDPT forums has a strategic role in minimizing disaster risk. The results achieved from the socialization and training were the availability of Bandung Rejo village disaster risk analysis document. The document can be a reference in making development policies in the village. Based on the results of the analysis conducted by the forum that Bandung Rejo village had a flood hazard level in the medium category. The results of identification and analysis obtained two flood-prone points that were able to reach agricultural land and facilities and infrastructure facilities. The implementation of community capacity building programs in Bandung Rejo village can provide stimulus to local governments and the public about the importance of disaster anticipation.

Program nasional pemberdayaan masyarakat mandiri kelautan dan perikanan pada sektor perikanan diwujudkan dalam bentuk pengembangan usaha mina pedesaan. Program penanggulangan kemiskinan melalui pemberdayaan masyarakat kelautan dan perikanan seringkali tidak tepat sasaran dan tidak memperhitungkan keberlanjutan program sehingga kemiskinan tidak berkurang bahkan semakin bertambah. Pengembangan Usaha Mina Perdesaan (PUMP) merupakan salah satu program Kementerian Kelautan dan Perikanan (KKP) ditujukan untuk menanggulangi kasus kemiskinan pada kelompok masyarakat tertentu. Tujuan penelitian ini adalah untuk menganalisis pelaksanaan Pengembangan Usaha Mina Perdesaan (PUMP) pada kelompok masyarakat pengolah dan pemasar hasil perikanan di Kota Banda Aceh, mengetahui respon masyarakat terhadap Pengembangan Usaha Mina Perdesaan Pengolahan dan Pemasaran Hasil Perikanan (PUMP P2HP), dan mengidentifikasi faktor-faktor yang mempengaruhi pelaksanaan program tersebut. Penelitian ini menggunakan pendekatan kualitatif dan pengumpulan data dilakukan melalui wawancara, observasi dan desk study. Pengambilan sampel ditentukan secara purposive dengan responden anggota kelompok pengolah dan pemasar hasil perikanan (POKLAHSAR) penerima program. Metode analisis data dilakukan secara deskriptif. Hasil penelitian menunjukkan bahwa pelaksanaan PUMP P2HP di setiap tahapannya secara normatif memang telah terlaksana dan terdapat kesesuaian antara ketentuan pedoman program dengan pelaksanaannya di masyarakat. Namun demikian, dalam hal pelaksanaannya sebagai sebuah program pemberdayaan, secara substansi masih jauh dari tujuan yang diharapkan. Hal ini didukung dengan analisis mengenai respon masyarakat terhadap pelaksanaan program, baik itu mengenai keberlanjutan program, keterlibatan dalam program, manfaat program, dan konflik selama pelaksanaan program. Faktor-faktor dominan yang dapat menghambat pelaksanaan program ini secara keseluruhan perlu dilakukan perubahan dan perbaikan. Faktor yang menjadi penghambat dan penunjang keberhasilan program yaitu kesesuaian lokasi, pemberian peralatan yang menunjang produksi, dan ketepatan calon penerima bantuan. Rekomendasi kebijakan untuk perbaikan pelaksanaan program bantuan langsung tunai (BLT) di masa depan yaitu (1) Penyederhanaan dalam prosedural kegiatan program, (2) Ketepatan pemilihan calon penerima, (3) Pelatihan dan pendampingan kepada para calon penerima maupun penerima bantuan, dan (4) Evaluasi terhadap program bantuan untuk pengembangan usaha dan kemandirian penerima bantuan secara berkelanjutan. (Implementation of The National Program for Marine and Fisheries Community Empowerment in The Fisheries Processing Business : A Case Study in Banda Aceh City)Fish business development in the village level is considered as the natural program for marine and fisheries community empowerment. Poverty reduction programs through marine and fisheries community empowerment are does not effective and take into account the sustainability of the program so that poverty can not be reduced even increasing. National program of marine and fisheries in the fish processing business are considered one of the MMAF program intended to eliminate poverty in a certain society. The aims of this study was to analyze implementation of PUMP P2HP, particularly in Banda Aceh City, identify the public response to the PUMP P2HP, and identify factors that affect the implementation of the program. This research used a qualitative approach and data collection through interview, observation and desk study. Sample was determined using purposive sampling with respondents “kelompok pengolah dan pemasar” (POKLAHSAR) members participating in the program. The method of data analysis was carried out descriptively. Results show that the implementation of PUMP P2HP in each stage have indeed been implemented as in the guidelines on the implementation of programs in the community. However, in terms of its implementation as a policy of empowerment, it is still far from the expected goals. This is supported by an analysis of the public response to the implementation of the program, in relation to the sustainability of program, the participation in program, the benefits of program, and conflict occurred during implementation of the program. The dominant factors that can support and prevent the implementation of the program as a whole, that the implementation procedures should be be changed and improved. Inhibitory and supporting factor for success of the program were namely the suitability of the location, provision of equipment to support the production, and the accuracy of the prospective beneficiaries. Policy recommendations to improve implementation of the programs of direct cash assistance (BLT) in the future were identified as follows: (1) simplification of the program process, (2) accuracy in selecting candidates (3) training and assistance to the recipients and beneficiaries, and (4) evaluation of the programs for business development and self-reliance of beneficiaries sustainable manner.
