This research aims to analyze the collaboration policy of the Regional Government with the State Electricity Company and Biogas Power Plant in utilizing renewable energy. This research was conducted in Rantau Sakti Village, North Tambusai District, Rokan Hulu Regency, Riau Province using a qualitative approach. Data collection techniques used in this study in the form of interviews, observation and documentation studies. The results of the study found that the collaboration of the Regional Government with the State Electricity Company and the Biogas Power Plant in utilizing new and renewable energy is basically not yet created and formed intactly and comprehensively because based on the facts only indicates that there is a potential collaboration of the Regional Government with the State Electricity Company and Biogas Power Plant. If the Biogas Power Plant already has legality and clarity on the legal status and its management as a result of a change in the Regional Government Law which causes the authority in the energy sector to be drawn to the provincial level, the Regional Government of Rokan Hulu Regency loses management rights over the Power Plant Biogas.

The ideology of Pancasila as a way of life, the basis of the state, and national identity has a various challenge from time to time so that the existence of Pancasila as an Ideology must be maintained, especially in industrial revolution 4.0. The research method used is a qualitative approach by doing study of literature. In data collection the writer used documentation while in techniques data analysis used content analysis, inductive and descriptive. Results of the research about challenges and strengthening of the Pancasila Ideology in facing the era of the industrial revolution 4.0 are: (1)  grounding Pancasila, (2) increasing professional human resources based on Pancasila’s values, (3) maintaining the existence of Pancasila as the State Ideology.

This article aims to analyze the provision of services and the form of management of Cedae offered to the population of the State of Rio de Janeiro, conducting a survey that seeks to reveal how the service is and the type of management practiced for resolving cases. With a very reflective question: What are the biggest deficiencies in CEDAE's service provision? The research aims to signal the importance of attending the service and management in the development of the demands of the reported cases. The adopted methodology is a research of a basic, descriptive nature, through the qualitative approach to the problem through the literature review, using articles, books, theses, monographs and other means, and the data collection you gave through Reclame Aqui website, analyzing the main complaints by category. As a result, there was an undue charge, lack of water supply and its bad quality. It was possible to observe that, despite the deficiencies in the provision of the service, the positive point was the agility in the service.

Renewable Energy has become an inevitable one in the world of power sector. Especially country like India (the second largest populated) powering the entire nation is not an easy thing. Typically we depend upon conventional energy sources which is to be dissipate at any point of time. Therefore now we are returning back to the pavilion, started using non conventional energy sources like our ancestors. Unlike conventional sources, the nonconventional sources are profuse in nature. These sources will be even more effective when coordination comes into picture. Mostly coordination will be done with wind and solar predominantly. In this paper, we are to reveal about the hidden treasure, the pumped storage power plant (PSP) its advantages and disadvantages.

Waste management is very important to achieve a clean and healthy environmental quality, thus waste must be managed as well as possible by implementing established planning and regulations so that things that are negative for life do not happen. Reuse accompanied by reduced usage is an effective step to overcome existing problems and the lifestyle of the community must be changed with existing waste to be processed into something of value, therefore the government has created innovations in overcoming waste problems, namely using environmentally friendly technology or PLTSa Garbage power plant). The purpose of this research is to describe, know and analyze the effectiveness of waste management as a source of electrical energy in TPA Benowo, Surabaya. This research is a form of research conducted with a qualitative approach. Data collection techniques in this study are interviews, observation and documentation to obtain information related to environmentally friendly technological innovations. The results show that the effectiveness of waste management as a source of electrical energy in TPA Benowo, Surabaya city is effective and is running according to existing regulations by measuring indicators from Riant Nugroho's theory so that with Appropriate the effectiveness of established policies can turn waste into useful goods. with environmentally friendly technology.

Abstract: This article examines kitab kuning (lit. yellow books: i.e, traditional or classical Islamic texts taught in pesantrens) and the formation of the religious character of Muslims in Indonesia. The study of religious character values ​​in the 'kitab kuning' was carried out at the State Madrasah Aliyah of the Religious Program (MANPK) MAN 1 Yogyakarta. MAPK provides additional 'kitab kuning' class to students so that they can become superior students in religious insight, nationality and the formation of Muslim character in Indonesia. Therefore, this study is important to determine the formation of Muslim character in Indonesia through learning the 'kitab kuning'. Using qualitative approach, this field research used interviews, observation and documentation in data collection. The result is that the 'kitab kuning' namely Ta'lim al-Muta'allim influences the formation of religious character values ​​for Indonesian Muslims. These character values ​​include; (1) maintaining knowledge, (2) respecting teachers and friends, (3) glorifying books, diligently studying and worshiping, (4) avoiding arrogance and humiliating others, (5) being patience in learning and discussion, (6) maintaining integrity (upholding the value of honesty), and (7) being responsible.

The Administrative Court and Law No. 5 of 1986 on State Administrative Justice have been provided facilities for the public to sue the government and ask to cancel the decision made by the government. Law No. 30 of 2014 on Government Administration has been stipulated that Government Administration Act more or less supersedes the provisions contained in the Law of the State administrative justice. Especially in this Law which attracts attention is the expansion of object disputes state Administration. The object of the state Administration dispute in this Act is different from its elements to the Law of the State administrative justice. One of these is a written stipulation that includes factual action. There is no explanation for the meaning of factual acts in this Administrative Administration Act. Therefore, further research is needed in this regard. This study aims to find out and understand the meaning of factual actions in Article 87 letter (a) of Law Number 30 of 2014. This study uses a qualitative approach to the type of research Normative Juridical. Data collection techniques are Library study is to collect data conducted by reading, quoting, recording and understanding various literature that have to do with research material. The object of the state Administration disputed in Law Number 5 of 1986 and its amendment has expanded on Law Number 30 Year 2014 on Government Administration. When the object of the dispute expands, it will affect the decision taken by the legal practitioner in this case is the state Administration judge.

The enactment of Law No. 6, 2014 on Villages has given the opportunity for villages to manage their own finances. In 2017 the budget allocated by the central government amounted 720 million rupiahs per village. The central government needs to apply control and monitoring on the fund to ensure that there is no leakage and fraud in its spending. The survey results conducted by ICQ in 2016 show that there are 62 cases of corruption of the village fund already under investigation, with a total loss to the state reaching 18 billion rupiahs. One of the causes of the high number of fraud cases is the weak enforcement of internal control. The aim of this research is to analyze the effectiveness of Internal Control System (SPI) on the use of village fund at Kepayang village, Lempuing district, Ogan Komering Ilir Regency. This research uses a qualitative approach, the data collection for this research is conducted by means of interview, observation, and documentation. There are 4 participants in this research, namely Village Head, Village Secretary, Village Treasurer, and Kampong Society Representative Body. The internal control system in Kepayang village is running sufficiently well with a percentage of 65. This is because many of the components of control in the village government are not implemented.

Mosque institution is an important Islamic center in the context of development and management of Islamic affairs  since the advent of Islam to this day. Islamic history proves that the mosque is not just a special place for worship as it is also an operational center for baitulmal related affairs especially which are involving the zakat management. In Malaysia, the jurisdiction of Islamic affairs including zakat is under the power and administration of the State Islamic Religious Council. The privatization transformation and centralization of zakat institutions is seen to have some impact on the role of mosque institutions in zakat management. Therefore, this study will identify zakat management practices of mosque institutions in Selangor. This study will also evaluate zakat management practices in mosques related to the collection and distribution of zakat in Selangor. This study uses a qualitative approach that includes documentation method in the data collection process. The findings show that zakat management practices of mosque institutions in the state of Selangor are more focused on the opening of LZS Mini Zakat Counter as an initiative and progressive step in the implementation and management of zakat. Further study on zakat governance models in mosque institutions need to be carried out to provide a model that can be implemented to enhance the zakat management system in Malaysia. ABSTRAK Institusi masjid merupakan pusat Islam yang amat penting dalam konteks pembangunan dan pengurusan hal ehwal agama Islam sejak zaman kedatangan Islam sehingga ke hari ini. Sejarah Islam membuktikan bahawa masjid bukan sahaja khusus sebagai tempat ibadah malah menjadi pusat operasi hal ehwal berkaitan baitulmal khususnya yang melibatkan pengurusan zakat. Di Malaysia, bidang kuasa hal ehwal Islam termasuk  zakat adalah terletak di bawah kuasa dan pentadbiran Majlis Agama Islam Negeri. Transformasi penswastaan dan pemusatan institusi zakat dilihat sedikit sebanyak memberi kesan terhadap peranan institusi masjid dalam pengurusan zakat. Oleh itu, kajian ini akan mengenal pasti amalan pengurusan zakat di institusi masjid di Selangor. Kajian juga akan menilai amalan pengurusan zakat di masjid yang berkaitan dengan kutipan dan agihan zakat di Selangor. Kajian ini menggunakan pendekatan kualitatif yang meliputi kaedah dokumentasi dalam proses pengumpulan data. Hasil kajian mendapati bahawa amalan pengurusan zakat di institusi masjid di negeri Selangor lebih menumpukan kepada usaha pembukaan Kaunter Mini Zakat LZS sebagai inisiatif dan langkah progresif dalam pelaksanaan dan pengurusan zakat. Kajian lanjutan berkenaan model tadbir urus zakat di institusi masjid perlu dijalankan bagi menyediakan satu model yang boleh diimplementasikan demi memperkasakan sistem pengurusan zakat di Malaysia.

The energy sector is vital to efforts to combat climate change as well as achieve economic development. The economy of many Middle East and North African (MENA) countries, such as Algeria, Iran, Qatar, Saudi Arabia, is completely based on hydrocarbons which represent the main source of the state revenue. Investing in renewable energy and efficiency is a winner strategy, allowing both to ensure the necessary availability of energy to cover the country’s domestic energy demand and to make more resources available for export to guarantee the state earnings. Renewable sources can be a solution for a transition to a more sustainable economy and a response to the economic stability of these countries affected by the volatility of oil prices. Such a strategy is reflected in improving the attractiveness of foreign investment in the renewable energy sector. Focusing on Algeria, in this article, we analyze the link between the Algerian economy and energy, underlining the current weakness. This work is partially based on the research financed by the meetMED project (WP 3.1) on barriers for domestic and international investors in the energy sector of Algeria.
