Based on the 2016 Economic Census, the number of businesses in DKI Jakarta has reached more than one million businesses, or 98.78%. The potential of MSMEs is able to reduce the unemployment rate and can drive the wheels of the Indonesian economy and DKI Jakarta specifically. However, in the current conditions, MSMEs in DKI Jakarta still have many limitations in terms of management and empowerment. Therefore, the DKI Jakarta Provincial Government created the JakPreneur Program to help MSMEs advance to class to be competitive and maintain their business. The DKI Jakarta Provincial Government embraces stakeholders to collaborate in developing the JakPreneur Program. The purpose of this study is to describe precisely the process and form of collaboration through the approach of collaborative governance in the JakPreneur Program and provide recommendations for program improvement. This study used a post-positivist approach with a qualitative method through interviews and literature study. The results of this study indicate that the collaboration process takes place effectively between the relevant stakeholders. The collaboration formed in this context is represented by implementing a number of activities from the P1-P7 stages of the JakPreneur program.

Collaborative governance has, currently, become an alternative to resolving public issues, wherein the government is suggested to collaborate with cross-sector organizations. Although several collaborative efforts developed by the government were reported to have failed, there are a number of successful collaborations established to resolve various issues. The main objective of this study is to analyze why did the collaboration process of the off-site anoa conservation through the Anoa Breeding Center (ABC) succeed in increasing the anoa population. This study employed the qualitative descriptive methodology. The data collection techniques used were literature study, observation, and interviews with stakeholders involved in ABC activities. The study results show that the collaboration in managing ABC was successful and it effectively resolved the problems confronted in the off-site anoa conservation due to active role of the administrators in realizing extensive participation, establishing and maintaining trust, as well as running a transparent process among the actors. The established collaboration is supported by a leadership that facilitated the implementation of the collaboration process. The collaboration is carried out formally as stipulated in the MoU made, as well as informally on the basis of the trust developed. The determining factors in the success of the collaboration in the off-site anoa conservation at ABC are the presence of process transparency, clear basic values, scope of actors involved, and facilitative leadership in the collaboration effort.

The Province of Aceh has a robust legal basis and umbrella in implementing an education system based on Islamic values following the mandate of Law No. 11 of 2006 and is described in the provincial and district qanuns of North Aceh. Implementing the special autonomy policy in education gives the Aceh Provincial government the flexibility to develop creative and innovative Islamic-based programs following the characteristics of Aceh's privileges. This study aims to analyze the formulation of Islamic values-based curriculum education policies in primary education and the collaborative actors involved in forming Islamic values-based educational curriculum policies. The research was used the descriptive qualitative method. The informants were determined by purposive sampling. The study found no synergy of cross-actor in collaborative governance in the formulation of Islamic values-based Aceh education curriculum policies. Thus, the implementation of education programs based on Islamic values was interpreted and meant differently among agencies. In addition, the National Curriculum strongly dominated the implementation of Aceh education in primary education, while local policies on Islamic values were few. Therefore, the policies of providing education do not reflect the specificity of Aceh's privileges. Besides that, the Islamic-based education policy program was not explained in a more detailed derivative policy.

MSME’s (Micro Small Medium Enterprises) plays an important sector to drive the economic productivity of acountry. In Indonesia 99% of businesses come from MSME’S, 97% of workers depend on the MSME’s sector,and 57% contribute to Indonesia's GDP. However, the problems faced by MSME's today are related to thecapacity and quality of human resources, as well as access to productive resources and markets. MSME's alsoneeds to increase its resilience in its business in conditions of increasing business competition and changes inmarket demand caused by technological developments.Referring to this problem, a trading platform in the form of an internet platform is needed to reduce theseproblems. E-Commerce is a trading platform that utilizes the advancement of internet Technology to facilitate theoccurrence of buying and selling transactions. E- Commerce is very profitable for producers and consumers,because it can reduce costs and time efficiency for both parties.E-Commerce that will be made by researchers is E-IEM (E-Integrated Education Marketing). This applicationprovides access to superior product information from MSME’s in an area and sells it to the general public. Inaddition, this application also provides guidance on MSME's starting from the beginning of opening a businessuntil it is steady. E-IEM will be a forum for MSME's to sell products easily domestically and abroad. So theproblems faced by MSME's can be overcome. Writing this scientific paper uses secondary data and primary withqualitative descriptive writing method. To be able to create the validity of information about the E-IEM applicationresearchers plan to work with the East Java Provincial Government Communication Committee to get the data.So E-IEM is expected to be able to increase sales, productivity and market share effectively and efficiently

The purpose of this study was to provide an overview of the forms of digital marketing out by small-medium enterprises during the covid 19 pandemic that cannot be predicted for the end of the covid 19 pandemic.   In the Indonesian economy, Micro, Small and Medium Enterprises (MSMEs) are the business groups that have the largest number. In addition, this group has proven to be resistant to various kinds of shocks to the economic crisis. So it is imperative to strengthen the UMKM group which involves many groups because the UMKM sector has a big contribution to workforce absorption, developing the UMKM sector will be able to absorb more existing workers and of course it will be able to improve the welfare of the workers involved in the workforce. In it so that it can reduce the unemployment rate and in the end it will be used to reduce poverty. The criteria for businesses that are included in MSMEs have been regulated in a legal umbrella based on law. This study aims to determine the role of Islamic Banking in Encouraging Micro, Small and Medium Enterprises (MSMEs) in Indonesian Sharia Banks (BSI) kc. Ahmad Yani Kota Bogor during the Covid Pandemic 19. This study used a descriptive qualitative method and the data used in this study were primary data. This study uses data collection techniques through literature study and interviews. The instrument used in the primary data is an interview with a source from Bank Syaria Indonesia Kc Ahmad Yani, Bogor City. Respondents revealed that the Role of Islamic Banking, especially Islamic Bank Indonesia Kc. Ahmad Yani played an important role in maintaining MSMEs during the Covid-19 pandemic as now because he helped distribute government programs, namely KUR (People's Business Credit), Providing.relaxation or relief to entrepreneurs affected by Covid-19 and facilitating the financing process for entrepreneurs. This study explores the determinants of Cloud BI adoption among Ghanaian small-medium enterprises (SMEs). The study was guided by the technology-organization-environment (TOE) framework and information systems adoption model and employed the qualitative method through an in-depth interview with data collected from CEOs/key managers from 17 SMEs in Ghana. The results showed that technological characteristics (relative advantage, complexity, and compatibility), organizational characteristics (organization size and organizational readiness), environmental characteristics (competitive pressure and regulatory framework), and owner-manager characteristics (innovativeness and knowledge) influence the adoption of Cloud BI tools and services in Ghanaian SMEs. This study contributes to the body of knowledge by providing a Cloud BI adoption model from a developing country context. Practically, the study provides insights to vendors about the kind of Cloud BI Ghanaian SMEs require. Vendors can also use the findings to create awareness about the services they offer in terms of Cloud BI.

Dampak negatif keberadaan PKL adalah pemakaian fasilitas ruang publik. Namun PKL berhak untuk memenuhikebutuhan ekonominya, sehingga PKL perlu ditata atau direlokasi. Permasalahan penelitian, yaitu, pertamabagaimana kebijakan pemerintah provinsi dalam perspektif hukum dan HAM; kedua, kendala yang ditemuidalam melakukan relokasi PKL khususnya PKL KS Tubun. Metode penelitian adalah deskriptif kualitatifdengan mengambil sampel PKL KS Tubun Jakarta Barat. Kesimpulan penelitian adalah kebijakan PemerintahProvinsi DKI Jakarta melalui Pergub No. 10 Tahun 2015 hanya mengatur PKL yang mengajukan permohonanTDU, sebaliknya PKL yang tidak mengajukan permohonan TDU tidak berhak direlokasi. Dalam perspektifhukum, struktur hukum dinilai pasif, subtansi tidak responsif, dan perilaku pihak pemerintah kurang progresif.Dalam perspektif HAM, pemerintah telah melakukan pembiaran terhadap PKL liar. Kendala relokasi PKL KSTubun adalah kondisi tempat relokasi yang tidak layak pakai. Disarankan untuk merevisi subtansi Pergub No.10 Tahun 2015, dan dan Gubernur sebagai pemegang saham tertinggi di PD Pasar Jaya Slipi diharapkan untukmenfasilitasi melalui kebijakan dalam pengawasan dan bantuan pembiayaan modalAbstractBasically, the problem of street vendors because they use facilities of public space. But, on another side,they have rights to satisfy their economic needs. This research examines, firstly; how provincial governmentpolicy and efforts of city government in a relocation of street vendors (PKL); secondly, obstacles faced torelocate street vendors. The research method is qualitative descriptive by taking samples of street vendorsat KS Tubun , West Jakarta. One of finding fact shows that illegal street vendors do not write a letter to(Suku Dinas) Department of Small, Medium Enterprises Loans (KUMKM), so it is categorized as illegal streetvendors, because unregistered. Whereas, one of this research recommendation is necessary to revise GovernorRegulation of DKI Jakarta Number 10, Year 2015 so that the Office and (Suku Dinas) Department of Small,Medium Enterprises Loans (KUMKM) actively step in judging or doing analytical study in order to empowerillegal street vendors become street vendor management.

Sumenep Regency has high tourism potential where there are about 32 tourist attractions in which one of them is Sumenep Palace. However, in 2016 Sumenep Palace is still less touristy compared to other tourist attractions such as Lombang Beach which can attract around 66.000 tourists, while Sumenep Palace is only around 49.000. In addition, some travel agents also still do little tourism promotion, because they prefer to offer beach tour packages. Therefore, in order for tourism development to run optimally, Sumenep Regency carries out a collaborative strategy involving the private sector and the community. The research method used was the descriptive qualitative method to provide an overview of the strategy of Sumenep Regency Government in developing tourism of Sumenep Palace based on collaborative strategy. Data collection techniques are carried out through the process of observation, interviews, and documentation. The theory used is collaborative governance by Chriss Ansell and Alisson Gash which emphasizes that collaboration is carried out formally between government and non-government actors, where the government becomes the initiator in the collaboration. The results showed that the collaboration included government actors carried out by Disparbudpora, travel tourism agents and klenengan art groups. Each of these actors has acted as a facilitator, carried out tourism promotions, and supported the implementation of collaboration activities. The achievements of collaborative activities indicate the presence of increasing tourist visits from 2016 to 2017, but in terms of regional revenue, the contribution is still not that significant. Overall, the realization of the collaboration is supported by a forum for dialogue, trust, and commitment between actors. But there are some drawbacks in the absence of regulations to support the collaboration process, the absence of hotel and restaurant involvement and the lack of involvement of travel agents.Key Word: Government Strategy, Collaborative Governance, Tourism Development

This research analyzes some factors affecting economic activities in relation with the conduct of pilgrimage. Those factors are the pilgrimage cost, the amount of pilgrims, and the amount of pilgrimage officers. The objective of this research is to acquire the information of how each factor and all factors together affect the economic activities. This research also analyzes the effect of foods and drinks expenses, the effect of nonfoods and drinks expenses, and the effect of miscellaneous expenses on UMKM - Micro, Small, Medium enterprises' economic activities.             This research is conducted in DKI Jakarta in 2007. The population of this research is the average economic activities in DKI Jakarta in 2007. There are 42 respondents (Banks), 157 respondents (travel agencies), and 50 respondents (UMKM - Micro, Small, Medium enterprises) which are taken as samples from the population using the purposive sampling method. The data is obtained by the researcher using questioners and secondary data which is taken from 1990-2007.             The methodology used in this research is based on. the causal relationship model In testing the hypothesis of this research, the researcher uses the simple and multiple regression methods, and path analysis method. The significant rate a = 0,05 used in determining the interpretation of the statistic result. The data is processed using SPSS (Statistical Packages for the Social Sciences) version 12.00.             The results of the analysis in the 1st equation -are (i) the effect of the pilgrimage cost on banks' revenues is quite strong, (ii) the effect of the pilgrimage cost on travel agencies' revenues is quite strong, (iii) the effect of the pilgrimage cost on UMKM - Micro, Small, Medium enterprises' revenues is weak.             The results of the analysis in the 2nd equation are (i) the effect, of the amount of pilgrims on Banks' revenues is very weak, (ii) the effect of the amount of pilgrims on travel agencies' revenues is very weak, (iii) the effect of the amount of pilgrims on UMKM - Micro, Smal4 Medium enterprises' revenues is very weak.             The results of the analysis in the 3rd equation are (i) the effect of the amount of pilgrimage officers on banks' revenues is very weak, (ii) the effect of the amount of pilgrimage officers on travel agencies' revenues is very weak, (iii) the effect of the amount officers on UMKM-Micro, Small Medium enterprises' revenues is very weak.   The results of the analysis in the 4th equation are (i) the effect of all three factors which are the pilgrimage cost, the amount of pilgrims, and the amount of pilgrimage officers simultaneously on banks' revenues is very strong, (ii) The effect of all three factors which are pilgrimage costs, the amount of pilgrims, and the amount of pilgrimage officers simultaneously on travel agencies' revenues is strong, (iii) The effect of all three factors which are pilgrimage costs, the amount of pilgrims, and the amount of pilgrimage officers simultaneously on UMKM-Micro, Small Medium enterprises' revenues is strong.             The result of the analysis in the 5th equation is the effect of foods and drinks expenses on UMKM-Micro, Small Medium enterprises' revenues is weak. In the 6th equation, the effect of nonfoods and drinks expenses on UMKM-Micro, small Medium enterprises' revenues is weak. In the 7th equation, the effect of miscellaneous expenses on UMKM - Micro, Small Medium enterprises' revenues is quite strong. In the 8th equation, the effect of all three factors which are the effect of foods and drinks expenses, the effect of nonfoods and drinks expenses, and the effect of miscellaneous expenses simultaneously on UMKM-Micro, Small Medium enterprises' revenues is quite strong.             The implication of the research results mentioned above is the factors in the conduct of pilgrimage do increase the economic activities (Banks, Travel Agencies, and UMKM - Micro, Smal4 Medium enterprises) in DKI Jakarta. Therefore, considering that matter, the General Director of the conduct of pilgrimage division of Department of Religion Republic of Indonesia should determine the pilgrimage cost which is affordable, increase the service, and provide a good information system which will result in a better conduct of the pilgrimage. This research is intended to search and information about the strengthening of Islamic religious education (PAI) through the recitation of furudhul Ainiyah which is carried out in Nurul Jadid Paiton Junior High School. The method of this research is by qualitative method with case study method, to express. That is more intense and deep with the above phenomenon. Technique of completion of data and information is done through interview, observation, study study, and literature study. The findings of this research are 1). Students or students are required to complete the recitation of Furudhul Ainiyah as a condition to take the odd semester and even semester exam and become a requirement for class and graduation increase. 2). the implementation of the furudhul Ainiyah memorization is performed on Thursday and Friday nights and Tuesday nights, and can also be done during normal day breaks, 3). The responsible and recipient of the rote deposit are PAI teachers and their homeroom teachers, 4). For students and students who can not read written Al-qur'an is not subject to rote burden, but get special coaching related to Al-Qur'an reading written by the religious coordinator of students. 5). Memory materials include Aqidah, Fiqih or Amaliyah materials, and daily prayers for students of VII and VIII semerter 1 and 2, while for classes IX semesters 1 and 2 cover the material of the Qur'an and Fiqh. 6).
