This article analyzes the benefits of the financing scheme through Public-Private Partnerships belonging to the Fourth Generation Highway Concessions Program in Colombia. In this program, the Government of Colombia establishes a concession for 25 years on highways and guarantees income through the Collection Difference Compensation Mechanism in years 8, 13 and 18. A case study is presented on the 4G highway "Autopista al Mar 2" in order to identify the commercial risks that may be caused by the difference in collection between the concessionaire and the Colombian government. For this, three traffic scenarios are proposed in order to evaluate their impact on obtaining the Present Value from Toll Revenue - PVTR. The results show that through the project’s finance scheme, this highway is financially viable for the base scenario, and the commercial risk is not stimulated by the collection differences in any of the years 8, 13 or 18; actually, an additional income for the concessionaire of USD $123.19 million is foreseen. Similar results were obtained in the optimistic scenario, with an additional collection of USD $655.90 million, which generates additional revenue to the concessionaire for operation and maintenance costs. However, if there is a 30% decrease in the estimated traffic in the baseline scenario, the PVTR will not be reached within 25 years of the concession and the risk of Collection Difference is activated in the year 18, with an amount of USD $1.11 million; this sum must be provided by the Colombian State to the concessionaire. Finally, these results help to create a roadmap on key issues that require adjustments or improvements in the financing process to drive the effective development of 4G concessions.

The purpose of this paper is to examine and identify the problems that are the source of conflict over local elections in Talaga Raya District. This research focuses on conflicts that occur before and after local elections. By using a descriptive method and a case study approach, the results of the study showed that the conflict over the regional head election in Talaga Raya District originated from the Difference in Choice, Misunderstanding, Some Parties were disadvantaged and feeling sensitive. In addition, the conflict of local election which took place before and after the election had implications for the conflict over the control of fresh water sources which resulted in horizontal and vertical conflicts. Besides this conflict has also brought its own wisdom with the increase in the source of clean water which had only been one to three sources. Based on these results it can be said that besides bringing down the negative impacts of the conflict it can also bring down positive impacts in the Talaga Raya sub-district community. Therefore, in terms of conflict resolution, the government should be able to minimize the conflict as early as possible so it does not drag on so that it does not lead to physical conflict.

The main aim of this paper is to forecast the future values of the exchange rate of the USD. Dollar (USD) and Pakistani Rupee (PR). For this purpose was used the ARIMA model to forecast the future exchange rates, because the time series was stationary at first difference.  Data reported to five years ranging from the first day of April 2014 to 31st March 2019. The results proved that ARIMA (1,1,9) is the most suitable model to forecast the exchange rate. The difference between the forecasted values and actual values are less than 1%; therefore, it was found that the ARIMA is robust and this model will be helpful for the government functionaries, monetary policymakers, economists and other stakeholders to identify and forecast the future trend of the exchange rate and make their policies accordingly.

Strategy formulation has been widely regarded as the most important component of the strategic management process. Strategy implementation, rather than strategy formulation alone, is a key requirement for superior organizational performance. The Government of Kenya (GOK) has been implementing Vision 2030 strategic plan, the country's development blueprint covering the period 2008 to 2030. Recognizing that the required funds to fully support the country's development agenda and to meet the infrastructure deficit will require involvement of the private sector, the government has over the second half of the last decade exhibited a strategic shift towards partnering with the private sector, through a variety of avenues, key among which is the strategic adoption of Public Private Partnerships (PPP). The study thus set out to determine the extent of implementation of Public-Private Partnerships at Kajiado County. The study used a case study research design. The case study design facilitated the in-depth exploration of the extent of implementation of Public-Private Partnerships against the normal strategy implementation process specifically dwelling on Njaa Marufuku Campaign at Kajiado County. This study used both primary and secondary data. The primary data composed of the responses received from personal interviews with ten senior and middle management while the secondary data was from relevant literature review. The present study employed the qualitative type of analysis, specifically the content analysis. Results reveal that Njaa Marufuku Kenya (NMK), the studied form of PPP initiative conforms its intervention to the strategy implementation process, and this has contributed to the established programme success. The three components guiding project selection and activities within the NMK PPP strategy indicated the presence of a well laid down strategic plan. The NMK intervention was also found to observe a critical component in the strategy implementation process; clarity of goals. The tasks and activities were also found to follow a set of predefined guidelines. A large number of the program implementers were found to through training prior to the onset of project implementation. Findings further implied that stakeholder roles in the strategy implementation process within the NMK intervention were clearly cut out hence enabling a well-coordinated implementation process. The intervention of PPP was concluded to observe strategic meetings and stakeholder commitment from the government and private sector sides. As follow up to strategy implementation in various projects, the intervention was concluded to further carry out continuous monitoring and evaluation. Recommendation made was that as a way of government achieving set objectives more efficiently, PPP was an important strategic intervention.

The libraries being the state organizations are funded by the government and are limited in their resources. Therefore, despite the fact that the book market today is crowded with document resources, the libraries and information organization cannot afford purchasing all the publications they need. Their activities are regulated through norms and laws that provide both for competitive and single-source procurement. Mandatory copies alone are insufficient for collection development, and the library and information organizations have to find additional collection development sources through integration with publishers and bookselling organizations. Price lists, publishers’ and bookstores’ websites make the main source of information. Information technologies and computer systems enable to analyze whether the purchased publications are demanded by the users. The libraries have to provide for communicate between user services, acquisition department and the users. The team effort to draw acquisition lists enables to get the quality collection. The author examines the problems of integration of library and information organizations with publishers and booksellers as the case study of A. Navoi National Library of the Republic of Uzbekistan and State Scientific Medical library of the Republic of Uzbekistan.

The paper is focused on analyzing the public–private partnerships (PPP) in the water sector in Romania. A methodology based on the system lifecycle approach of ISO/IEC 15288:2008 is proposed to study the challenges in designing and implementing this type of policy instrument. The authors use structured approaches for investigating key issues related to PPP projects and they also illustrate the application potential of the concept by comparing two categories of projects, through a case study. One of the studied project categories refers to successful implementations of PPP, whilst the other refers to failures, thus showcasing the power of abstractization of systems engineering in understanding the real issues involved in these undertakings and allowing for improvement opportunities to be discovered.

<p>ABSTRACT<br />Control and management of forests by the Government often gives rise to conflicts with communities, especially those that still utilize forest resources for their lives. This condition also occurs in forest area of Dodo, Jaran Pusang (RTK. 64) in Sumbawa, West Nusa Tenggara. Conflicts in forest area of Dodo involve community in Lawin village and Lebangkar village, sub-district Ropang, local government and the PT Newmont Nusa Tenggara who gained the concession of mining around forest area of Dodo. This research was qualitative research with a descriptive case study strategy. This research explains that the Lebangkar and Lawin community still can access forest of Dodo, indicated by a pattern of economic relations, socio-cultural and ecological of the communities with forest. The community also is constantly working to build power through FKDEL, YEP, SPPT, and SKPT movement to maintain access in the forest of Dodo. On the other hand, the Government of Indonesia, Newmont Nusa Tenggara, Society Ropang, Ranan, Lebin and Johnny wanted to access the forest of Dodo. Every actor has a different way to get access. Kondisi ini juga terjadi di Kawasan Hutan Dodo, Jaran Pusang (RTK.64) di Sumbawa, Nusa Tenggara Barat. Konflik di Kawasan Hutan Dodo melibatkan masyarakat di desa Lawin dan desa Lebangkar, kecamatan Ropang, pemerintah daerah dan PT Newmont Nusa Tenggara yang memperoleh konsesi pertambangan sekitar Kawasan Hutan Dodo. Penelitian ini adalah penelitian kualitatif dengan startegi studi kasus deskriptif. Penelitian ini menjelaskan bahwa masyarakat Lawin dan Lebangkar masih dapat mengkases hutan Dodo yang ditunjukkan dengan pola hubungan ekonomi, sosial-budaya dan ekologi masyarakat dengan hutan. Masyarakat juga terus berupaya membangunpower melalui gerakan FKDEL, YEP, SPPT, dan SKPT untuk mempertahankan akses di hutan Dodo. Di sisi lain, pemerintah Indonesia, Newmont Nusa Tenggara, masyarakat Ropang, Ranan, Lebin dan Lantung ingin mengakses hutan dodo. Setiap aktor memiliki cara yang berbeda untuk mendapatkan akses. Human development is a development paradigm that puts human (population) as the focus and final target of all development activities, namely the achievement of control over resources (income to achieve decent living), improvement of health status (long life and healthy life) and improve education. To see the success rate of human development, UNDP publishes an indicator of Human Development Index (HDI). This study discusses the achievements of human development that have been pursued by the government. The problem analyzed in this research is the difference of human development achievement in some provincial government in Indonesia. This paper aims to compare the achievements of human development in some provincial governments seen from the achievement of human development index of each province. Rice is a staple food and daily routine for Malaysians. Currently, the increasing population in Malaysia has led to the need to increase rice production with more quality. Therefore,the government established a scheme with national organic standards, MS 1259: 2015 which is myOrganic certification to recognize organic farms. Koperasi ABSB is the first rice farm that obtained this certification. Thus, the aims of this study are to explore the implementation of myOrganic in Koperasi ABSB and the barriers faced by this cooperative to implementing myOrganic certification. Qualitative method is used in this case study through interviews and observation. The finding showed that the implementation of myOrganic is as follows, by register myGAP, register myOrganic, Department of Agricultural Malaysia (DOA) will send a supervisor, prepare nine files or records, perform internal and external audit, and renew myOrganic. This study is expected to increase awareness of organic farming practices and promote the implementation of myOrganic in agriculture industry especially for the new farmer who wants to register and obtain myOrganic certification.

AbstrakPenelitian ini dilatarbelakangi oleh menguatnya wacana mengenai pentingnya perlindungan data pribadi  dan terbitnya Peraturan Menteri Komunikasi dan Informatika Nomor 20 Tahun 2016 tentang Perlindungan Data Pribadi dalam Sistem Elektronik. Adapun tujuan penelitian adalah untuk mengetahui kinerja implementasi Peraturan Menteri tersebut di lingkungan Pemerintah Kabupaten. Penelitian  dilakukan di Dinas Kependudukan dan Pencatatan Sipil pada Pemerintah Kabupaten Gianyar, Temanggung, dan Sleman dengan menggunakan metode studi kasus, sedangkan pengum­pu­lan data menggunakan teknik studi pustaka, wawancara, dan observasi. Pembahasan dilakukan dengan menggunakan konsep implemen­tasi model Edwards yang melihat implementasi berdasarkan variabel komunikasi, sumber-sumber, kecenderungan-kecenderu­ngan, dan struk­tur birokrasi. Hasil penelitian menunjuk­kan bahwa penyelenggaraan administrasi kependudukan yang di dalamnya termasuk perlindungan data pribadi oleh Dinas Kependudukan dan Pencatatan Sipil merujuk pada Peraturan Menteri Dalam Negeri Nomor 61 Tahun 2015, sedangkan Peraturan Menteri Komunikasi dan Informatika Nomor 20 tahun 2016 sama sekali belum mereka ketahui. AbstractThis research is motivated by the strengthening of discourse regarding the importance of protecting personal data and the issuance of Minister of Communication and Information Regulation No. 20 of 2016 concerning Protection of Personal Data in Electronic Systems. The research objective is to determine the performance of the implementation of the Ministerial Regulation within the District Government. The study was conducted at the Department of Population and Civil Registration at the Government of the Regency of Gianyar, Temanggung, and Sleman by using a case study method, while data collection using literature study techniques, interviews, and observations. The discussion was carried out using the concept of implementation of Edwards model that looked at implementation based on communication variables, sources, trends, and bureaucratic structure. The results showed that the administration of population administration which included the protection of personal data by the Population and Civil Registry Office referred to the Minister of Home Affairs Regulation No. 61 of 2015, while the Minister of Communication and Information Regulation No. 20 of 2016 was completely unknown to them.

Public Relations of the Bandung Regency Government realizes that its area has a lot of potential for various local wisdom and has a heterogeneous society. This study aims to explore and analyze the values of local knowledge in developing public relations strategies in the government of Bandung Regency, West Java province. This study uses a constructivist interpretive (subjective) paradigm through a case study approach. The results showed that the Bandung Regency Government runs its government based on local wisdom. Bandung Regency Public Relations utilizes local insight and the region's potential to develop a public relations strategy to build and maintain a positive image of Bandung Regency. The impact of this research is expected to become a source of new scientific references in the development of public relations strategies in every region of Indonesia, which is very rich with various philosophies.Humas Pemerintah Kabupaten Bandung menyadari wilayahnya memiliki banyak potensi kearifan lokal yang beragam, serta memiliki masyarakatnya yang heterogen. Penelitian ini bertujuan menggali dan menganalisis nilai-nilai kearifan lokal dalam pengembangan strategi kehumasan di pemerintahan Kabupaten Bandung provinsi Jawa Barat.  Penelitian ini menggunakan paradigma interpretif (subjektif) konstruktivis melalui pendekatan studi kasus. Hasil penelitian menunjukkan bahwa Pemerintah Kabupaten (Pemkab) Bandung menjalankan pemerintahannya berlandaskan pada kearifal lokal. Humas Pemkab Bandung memanfaatkan kearifan lokal dan potensi wilayahnya untuk mengembangkan strategi humas dalam membangun dan mempertahankan citra positif Kabupaten Bandung.Dampak penelitian ini diharapkan menjadi sumber rujukan ilmiah baru dalam pengembangan strategi kehumasan di setiap daerah Indonesia yang sangat kaya dengan beragam filosofi.
