The personnel-to-be for agricultural enterprises mostly live in rural areas. Therefore, it is important to create conditions for the intellectual development of young people in rural schools, which is the subject of the study in this article. Digitalization, creating conditions for the development of "smart agriculture", undoubtedly affects the progress in agricultural relations, but the main emphasis should be placed on the human resource of agriculture. Now it is necessary to develop a system of personnel retraining, to organize the labor discipline of rural residents in small forms of management, to find alternative forms for the production activities of the rural population. Promising technologies of "intelligent" agriculture will ensure effective environmentally safe pest control, will contribute to the restoration and preservation of useful properties of soils and groundwater, and with the help of these technologies, compliance with the certification requirements of organic agriculture will be constantly monitored. hus, the main goal of the personnel policy in the field of agriculture is the timely selection of highly qualified personnel, the development of human capital, the increase in human production efficiency through informatization and modernization of production in each individual agricultural enterprise.Setting Strategic integration is necessary to give the integrity of the overall organizational strategy to develop a personnel strategy. The overall goal of this process is to ensure the intellectualization of human capital and the transition to digital agriculture.

The article presents conceptual ideas concerning the state of the lifelong learning system of direct relevance to domestic (Russian) rural areas. Based on the analysis of scientific literature and summarizing the various points of view of scientists and practitioners on this issue, first, it reveals some reasons for the current disproportions in the labor market (unemployment on the one hand, and the lack of specialists on the other hand) and not quite effective operation of institutional structures of all types of education (general, vocational, additional), second, it specifies the main directions of educational reforms, the implementation of which will provide rural areas with highly qualified specialists. The conclusion is made that the current conditions, the structure of the education system, supplying qualified personnel for the domestic rural space, do not adequately provide the rural economy with the human capital of the quality demanded.

As we know, the level of organization and efficiency of agricultural production depends on provision of highly qualified specialists. Nowadays, we oversee a shortage of qualified personnel in the agribusiness of the Republic of Tatarstan. Increasing the agricultural products output, on the one hand, and lack of managerial staff in the agricultural enterprises, on the other hand, cause increasing the loading on industry experts, which drastically reduces their motivation to work and efficiency of industrial process control. All this leads to a decrease in efficiency of agricultural production. Studies show, that agribusiness personnel security system depends on their training and retraining in the higher educational institutions, on focused work of personnel services at various levels, on the level of wages, on satisfaction of specialists in social and economic conditions of labor, on output and load to one specialist. Agricultural enterprises do not use standard method for determining the needs of industry professionals. According to nominally - standard method in 2012, the plant industry needed in 1533 agronomists, but according to the information of personnel department of the Ministry of Agriculture of the Republic only 634 agronomists worked in the Republic, that was 41.3% of the estimated quantity. This has led to an expansion of the load on a single specialist, which reduced the efficiency of management, timely execution of processes for organizational reasons and low yields. The loss of crop production averaged in thе Republic was 648 863.600 rubles, that is equivalent to 119 276.3 tons of grain. The shortage of highly qualified personnel in rural areas, their low fixability, degradation qualitative and quantitative human capacity can be eliminated by the development and adoption at the federal and regional levels the targeted program of agribusiness staffing and develop guidelines and criteria for personnel policy. Social and economic activities, that promote security personnel include: material incentives increase, improvement of living conditions, the introduction of new forms of work organization, compliance labor intensity, professional and qualitative promotion of workers. The studies have shown that: an objective approach at making appointments to executive positions; use of personnel reserve; introduction of innovative technologies into the production; improvement of specialists remuneration systems; creation of a single automated system of personnel monitoring in agribusiness; improvement living conditions and higher wages of specialists - are the main measures, facilitating to consolidation of professionals in rural areas. All these measures will have maximum impact and benefit only in joint implementation by the owners of agricultural enterprises and government agribusiness agencies.

Abstract. The article discusses the influence of human capital on the efficiency of the agro-industrial complex. The purpose of the study is to analyze the use and management of human capital from the standpoint of practice, the development of systems that are used to manage and develop employees of an organization. Results. The article reveals the results of the analysis of the development level of the agro-industrial complex and the state of the social infrastructure of the region as the most important conditions for the formation of human capital, functioning within a particular region. On the basis of theoretical generalizations, the analysis of statistical data, the desired dependencies and the rating of countries according to the human development index were obtained. The state and development of human capital is based on the initial data of Russian agricultural organizations for 2017–2019. As a result of the analysis, two types of models were proposed – linear and nonlinear models; correlation and regression analysis of statistical data was carried out. The main importance is the setting of the prospects for the development of human capital and, on this basis, the possibility of creating and strengthening food self-sufficiency. In the formation of human capital, the topical issue is the qualifications of specialists and its constant growth. The article presents in the most detail the results of processing the theory of statistical information on the example of correlation-regression analysis. Scientific novelty. The results obtained in the process of work have theoretical novelty and practical value, because, first of all, in the context of a pandemic, the formation of the importance of an emphasis on the progressiveness of the regulatory and legal framework and the improvement of stimulating the demand for highly qualified specialists in rural areas has been accomplished. Achieving competitive advantages is possible on the basis of sustainable development as a factor in ensuring economic stability. The structure of the process of using human capital includes progressive elements based on a balance between the increase and depletion of available resources. The results of the study confirmed the significance of the proposed indicators of human capital, however, they refuted the hypothesis of a direct relationship between the number of employees with higher education and the efficiency of the agro-industrial complex.

Abstract. The loss of human capital is a significant projected loss for the country's economy. Higher education must analyze the challenges, maintain the quality of human capital at the level necessary for the functioning of the economy, and train professionals in a permanent crisis. The multi-vector nature of the crisis leads to a negative multiplier effect of the influence of external and internal factors on the level of human capital of the country in all institutional categories, so these challenges are emerging given their systemic nature. This primarily applies to the institute of higher education. The formation of a relevant response to the challenges of loss of human capital is not only a guarantee of the proper functioning of higher education, but also guarantees the success of its functioning for economic transformation in the country. The analytical study revealed economic losses from external migration of highly qualified personnel, reduction of the country's economic potential from the outflow of specialists. The narrowing of the base of high-quality reproduction of qualified personnel, the factor of disproportion in the financing of higher education and the reproduction of highly qualified personnel from budgetary sources and the growth of the share of self-financing were revealed. The analysis proved the inconsistency of the quality of the staff to the number of employees of higher education in the regions and the disproportion of the teaching staff with academic ranks. A study of the number of graduate students indicates that the disparity in quality will increase as there is a tendency to lose scientific schools in the regions. Weaknesses of higher education have been identified. To reduce the negative impact of this factor on the quality of human capital and, indirectly, on the country's economy, there is the urgent need to optimize public funding of human capital; to create regional funds for financing higher education, formascientific schools in the regions to eliminate regional disparities in training. Proposals for a policy of investing in human capital at all qualification levels have been developed, taking into account the effectiveness of such investments and also to stabilize the socio-economic situation in the country. The directions of forming the answer of higher school to the challenges of the economic crisis of the country are offered. This paper presents the research on human capital in the global ranking studies and determining the place of Ukraine and the city of Kyiv in them in terms of human capital indicators, in order to increase the efficiency of using human capital and achieve competitiveness in this field. International rankings are an important tool for positioning countries and cities in the international arena and allow an objective assessment of the level of compe­titiveness of Ukraine and, in particular, the city of Kyiv in comparison with other countries and cities of the world. The author analyzes human capital development using global ranking studies such as the Institute for Management Development (IMD) Smart City Index, IMD World Digital Competitiveness Ranking, and IMD World Talent Ranking. With the help of these studies, the author examines: the ranking position of Kyiv among other cities in the world by the Smart city index; the scores of Kyiv among European cities on the level of IT skills at schools; the accessibility level to go to schools providing high quality education of the vast majority of Kyiv pupils among other European cities; Ukraine's place in the world on the sub-factor "teaching and education" during 2015-2019; Ukraine's place in the world on the criteria of "graduates in the field of ICT, mechanical engineering, mathematics and natural sciences" during 2018-2019; as well as Ukraine's place in the world on the sub-factor "concentration of science" during 2015-2019. To assess the development, involvement, and retention of highly qualified specialists in Ukraine, Ukraine's ratings were monitored for the following factors: investment and development (the amount of allocated resources for the cultivation of its own human capital), attractiveness (the degree of involvement of local and foreign talents) and readiness (the quality of skills and competencies available to the country) during 2011-2019. The research makes leads to the following conclusions: the competitive advantages of human capital development in Ukraine include the amount of resources allocated for the cultivation of its own human capital; the level of education and training in Ukraine in general and the city of Kyiv in particular, as well as the productivity of R&D in publications; the competitive weaknesses include the lack of a motivational component, as well as the recruitment and retention of highly qualified personnel, and, as a result, a significant level of "brain drain" abroad. In order to use human capital effectively, Ukraine should attract highly qualified workers to the R&D field as soon as possible. It is extremely important and, unfortunately, almost underdeveloped in Ukraine to motivate their activities, borrowing the experience of developed countries. In this case, the country will get rid of such a significant level of outflow of qualified personnel abroad, will concentrate more quickly on the production of science-intensive high-tech products, and will become competitive in the field of human capital and high technologies.

The article considers investing in human capital as a component of corporate social responsibility (hereinafter CSR). It is studied that human capital is the main strategic resource of any enterprise, and an extremely important component of intangible assets. The concept of corporate social responsibility for investing in human capital is highlighted. The essence of investments in human capital and their features are considered. The benefits of investing in human capital for the state, enterprise and employee. The research carried out by the center "Development of corporate social responsibility" is analyzed. The tendencies of introduction of corporate social responsibility at the enterprises of Ukraine are investigated. The essence of such concepts as "corporate social responsibility" and "human capital" is revealed. Modern problems of socially responsible investment development in Ukraine are outlined. The advantages of introduction of corporate social responsibility for economic growth of the enterprise and economy as a whole are defined. The analysis of scientific works and research shows that the problems of investing in human capital are studied by many domestic and foreign economists. It has been proven that investing in human capital is one of the key components of corporate social responsibility. Ways to increase the effective use of human capital in the business entity to obtain high results and motivate productivity, they can be: taking online courses, which will help improve skills without leaving the production; increase work motivation; investment by the company in human capital. With the help of these tools, the company will be provided with highly qualified personnel and will increase its competitiveness in market conditions. It is established that it is necessary to stimulate enterprises to introduce corporate social responsibility, because this is a concept that does not immediately, but over time provides additional financial benefits. Corporate social responsibility minimizes the non-financial risks that an enterprise may incur. It directly affects financial performance and competitiveness, but in the long run.

The article deals with human resources in the field of agricultural (rural) tourism of the Russian Federation as a whole and in Volgograd region in particular, as one of the most important development factors of this direction of import substitution in the economy of rural areas and the national tourism and hospitality industry. The most pressing problems of personnel potential training process of the Russian agritourism business is identified , namely, its lack of practical orientation, shortage of qualified teachers and practitioners, deficit of regional enterprises that are engaged exclusively in agritourism business and the need therefore for highly qualified personnel. Based on the analysis of the situation in the market of tourist services, the authors reveal the need for an objective study of foreign experience in the rural tourism development, as well as the use of positive results in the process of qualified personnel training in the Russian regions. The article highlights the key role of standards and requirements of the Federal Law "On Education in the Russian Federation" in the formation of educational programs of higher and second- ary vocational education. It creates together with the GOST R 56641 "Service small funds placement. Rural guest houses. General requirements " adopted in 2015, the conditions for the development of professional standards and qualification requirements for personnel of agritourism objects. The authors prove the necessity of staffing in rural tourism is in agricultural universities, both in programs of higher and additional vocational training. The article presents results of consistent work of Volgograd State Agricultural University to creation of the conditions for the start-up of agricultural (rural) tourism in the region related to the conduction of educational, scientific and practical events. The authors define forward-looking plan for the development of innovative directions in the educational activities of the university, oriented to training of qualified personnel for agritourism.

The conditions for the formation of human capital are constantly being improved and adapted to modern realities. There is no doubt that human capital is involved in solving the economic and social problems of rural areas. The formation of human capital in rural areas requires a systematic approach, taking into account all the features of their development and use of labor, taking into account factors that affect the quality of human resources, the demographic situation in rural areas. The article groups factors that affect the formation of human capital in rural areas of the Kurgan region and indicators that characterize the effectiveness of their functioning. The assessment of these factors revealed positive and negative changes and the reasons that caused them. The influence of these criteria is expressed in terms of integral indicators. The degree of influence of human capital on the development of rural territories and agricultural enterprises of the Zaural,ye is additionally determined. Calculations have shown that the studied criteria that characterize the formation of human capital in rural areas of the Kurgan region determine the effectiveness of their functioning by 40%.

В условиях экономического кризиса и ухудшения макроэкономической ситуации возникают проблемы текущего финансирования социальной сферы и снижения уровня обеспеченности объектами общественной инфраструктуры. Приоритет отдается вводу в эксплуатацию дошкольных образовательных учреждений, в то время как вводу физкультурно-оздоровительных комплексов в РБ практически не уделяется внимание. Потребность в строительстве и вводе в эксплуатацию объектов социальной сферы растет, в то время как выделение финансовых средств на данные цели сокращается, что представляет собой большую проблему и требует привлечения дополнительных источников финансирования. Также ряд проблем имеется в сфере здравоохранения и в отношении развития инфраструктуры сельских территорий. Автор приходит к выводу, что институт ГЧП в Республике Башкортостан находится на стадии развития. Государство пока ориентируется на крупные проекты, а менее капиталоемким проектам не уделяется должного внимания. Подобная безынициативность говорит о необходимости притока высококвалифицированных кадров, понимания сущности и значимости партнерства. In the conditions of economic crisis and deterioration of macroeconomic situation, there are problems of current financing of social sphere and decrease in level of provision with objects of public infrastructure. Priority is given to the commissioning of pre-school educational institutions, while the commissioning of sports and recreation complexes in the Republic of Belarus is almost not paid attention. The need for construction and commissioning of social facilities is growing, while the allocation of funds for these purposes is reduced, which is a big problem and requires additional sources of funding. Also, there are a number of problems in the health sector and in relation to the development of infrastructure in rural areas. The author comes to the conclusion that the PPP Institute in the Republic of Bashkortostan is at the stage of development. The state is still focused on large projects, and less capital-intensive projects are not given due attention. Such lack of initiative indicates the need for an influx of highly qualified personnel, understanding the nature and importance of partnership.

The essence of the developing human capital in rural areas is to provide each enterprise in the industry with qualified personnel and efficient and rational use of human labor. The purpose of this study is to highlight the features of the formation of human capital in various forms of organization of agricultural business. The methodological basis of the research is the works of domestic and foreign scientists on the formation and development of human capital, including its formation in rural areas. The information base of the study was the data of the Federal State Statistics Service and the Department of Agroindustrial Complex of the Kurgan Region. In the course of the study, the methods of scientific generalization and grouping were used, as well as methods of statistical analysis, comparison, which make it possible to carry out the necessary statistical data processing, their interpretation and drawing conclusions arising from the study. The author revealed that formation and use of human resources in the agricultural enterprises of the Trans-Urals is extremely uneven. Large disparities are reflected not only in the quantitative, but also in the qualitative state of the available human capital, as well as in the level of its use. Thus, a large share of those employed in agricultural production is occupied by people of pre-retirement age. Working-age workers in rural areas, as well as young people, are mainly not satisfied with working conditions, low wages and underdeveloped rural infrastructure. The solution to the problem of the outflow of the rural population of the Trans-Urals lies only in changing the named parameters, but also in stimulating various forms of management by providing subsidies, concessional lending, state support, and implementing a program for the financial recovery of agricultural producers, which will contribute to increasing the efficiency of agricultural production.
