There are more methods of superior commodities identification; one is Location Quotient (LQ) approach. LQ method still have excess and deficiency. In LQ’s excess are it simple application, easy and don’t need data processing program which difficult.and deficiency of LQ is must use accurate data.because very difficult to find accurate data. This journal aims to elaborate and examine the implementation of LQ approach uses wide of production of “secondary food crops” series data for three years period ( 2005-2007) from Indonesian Statistics Board (Badan Pusat Statistik) and West Sulawesi Statistics Board ( BPS Sulawesi Barat) as main source. In a general introduction to a survey of agricultural development in Latin America published recently by the Food and Agriculture Organization, the Director-General (Dodd) stressed the importance of the problem for the future development of the region. He pointed out that if the current rate of population increase continued, the population of the region would increase by 25 percent in the next ten years; in order to maintain even present standards of food consumption, therefore, agricultural output would have to be increased. Infact, he continued, per capita consumption had been rising, largely through decreased exports of food and increased imports of food; the implications of this policy were, however, undesirable in terms of the region's long-range development. Mr. Dodd emphasized that Latin America depended almost solely on the export of raw materials, largely agricultural products, for earning foreign exchange; a reduction in its earnings of foreign exchange resulting from fewer exports, coupled with the expenditure of a larger proportion of available foreign exchange for food imports, he pointed out, would delay general economic development which required large imports of industrial material. In order, therefore, to maintain the rate of economic development and at the same time to improve levels of food consumption, it was extremely important to increase greatly food and agricultural production.

Cassava is one of the commodities of food crops that mainly processed in food products. In addition to being the raw material, cassava food products also have the potential as raw materials for making bioplastics. Processing cassava into bioplastics is carried out by bio-industrial, so the discussion about the process of utilizing cassava up to being bioplastic is interesting to explore. The results of descriptive analysis and literature sharing show that the cassava bio-industry is more environmentally friendly because the production in the form of bioplastic is easier to decompose compared to fossil plastics, the production process with the concept of circulation has the ability to eliminate waste

The expansion of trade, economic and investment cooperation with the countries of the Asia-Pacific Region may become the basis for the economic development of Siberia and the Far East. Now one of the biggest economies of the Asia-Pacific Region is Japan. Russian-Japanese cooperation has a positive dynamics of development. In 2018 foreign trade turnover between Russia and Japan was $ 21.3 billion. However, despite the achievements there are serious imbalances in Russian-Japanese trade. The main ones are the low share of Russia in Japan's foreign trade (less than 2 %), as well as the predominance of mineral products in exports (77 %) and engineering products in imports (80 %). Growth of trade and economic cooperation with Japan will positively affect socio-economic development of Siberia and Far East by the creation of new competitive export industries aimed at increasing the depth of processing of raw materials, agricultural development and infrastructure modernization.

The article raises the problem of ensuring metrological traceability of the measurement results of indicators of quality and nutritional value for food products and food raw materials: water (moisture), nitrogen (protein, crude protein), fat, ash and carbohydrates. The problem under consideration can be solved by applying reference materials of food composition, traceable to state primary measurement standards GET 173-2017 and GET 176-2019 and primary reference measurement procedures (PRMP), for attestation of measurement procedures and accuracy checking of measurement results. The article discusses the results of the PRMP development of mass fraction of fat, ash and carbohydrates in food products and food raw materials, as well as mass fraction of crude fat (oil content) in oil crops seeds and products based on them. The paper also presents metrological characteristics of reference materials of composition of dry dairy products, grain-milk dry porridges for nutrition of babies, grain dry porridges for nutrition of babies, egg powder, freeze-dried meat products, animal feed. The results of the work allow for building a chain of metrological traceability from GET 173-2017, GET 176-2019 and PRMP to routine measurement procedures, thereby ensuring the uniformity of measurements of nutritional value of food products.

The article discusses the process of the digitalization of the educational organization of secondary vocational education. When automating routine processes, at some point, problems may arise in the transition from solving local accounting problems to submitting regulated reports. Often, digitalization becomes the only possible solution to the problems of combining the performance of job tasks based on data from various departments. This is especially evident when implementing integration with external federal information systems. The development of digital services for students with the help of the information service “NaLentu!” (”Go to a Class!”) is shown. Based on it, the mailing of the schedule, the “digital student’s record-book”, and the order of documents are implemented. It is described how one of the federal systems became the reason for the digitalization of processes in social accounting, the appointment and accrual of grants. The problems of the implementation of the accounting system on the part of employees, in particular, the perception by some of them of digitalization as a threat to their interests, are indicated. Further automation trends after the implementation of information systems in the decision of the central tasks of the educational organization are demonstrated. The stages of the introduction of information systems for accounting for vocational training and additional professional education are described, the analysis of the results of their implementation on the basis of College of Oil and Gas in Achinsk is given.
