AbstractFollowing the victory of the Kurdish party DTP (Demokratik Toplum Partisi, Democratic Society Party) in Turkey's southeastern provinces in the local elections of March 2009, Turkey witnessed the AKP (Adalet ve Kalkınma Partisi, Justice and Development Party) government's Kurdish initiative, the closure of the victorious Kurdish party, and waves of arrests of Kurdish activists and politicians. This rush of action constituted a renewed effort to contain and roll back the political and societal influence of the Kurdish movement. But what is it exactly that the government and the state were attempting to contain, and why? This article considers the recent moves of the ruling AKP, the judiciary, and the Turkish Armed Forces in regard to the “Kurdish problem” in Turkey's southeast, interpreting them as different responses to the regional success of the Kurdish movement.

The state must be responsible for fulfilling the political rights of every citizen. Political rights are one of the human rights that cannot be reduced by the state. Even though Indonesia is currently experiencing the Covid 19 Pandemic, the Government decided to hold simultaneous local elections due to various considerations. As for some of these considerations is the need for legal certainty of the election of new public officials because the previous period is up, the Covid 19 pandemic is not known when it will end, the strategic policies of the government must still be taken and implemented, and the main thing is to fulfill the political rights of Indonesian citizens who are a democracy based on the law. Therefore, it is considered necessary to explore how the country fulfills the political rights of the citizens of Surabaya during the Pandemic at the Simultaneously Regional Head Elections 2020. This study is conducted with empirical normative where researchers will examine every rule relevant to this theme and empirically review the implementation of government rules and policies in the fulfillment of people's political rights at the 2020 Regional Elections and the obstacles faced in the fulfillment process.

Mexico's democratic transition has helped reduce, if not eliminate, the threat of renewed armed conflict in Chiapas. However, absent more active measures from the government and the Ejéército Zapatista de Liberacióón Nacional (EZLN) to seek a permanent peace agreement and come to terms with the legacies of the past, the conflict will linger on in an unstable déétente, which we term ““armed peace.”” While this situation is far better than the open hostilities of the past, it also belies the promise of a fully democratic society in which all citizens are equally included in the political process. La transicióón democráática en Mééxico ha contribuido a reducir, si no eliminar, la posibilidad de que el conflicto armado en Chiapas se reanude. Sin embargo, sin esfuerzos mas activos por parte del gobierno y del Ejéército Zapatista de Liberacióón Nacional (EZLN) para buscar un acuerdo de paz permanente y saldar cuentas con el pasado, el conflicto permaneceráá en un estado inestable que llamamos ““paz armada””. Aunque esta situacióón es mucho mejor que las tensiones y agresiones del pasado, no cumple los requisitos de una sociedad plenamente democráática en que todos los ciudadanos participan en condiciones de igualdad en el proceso políítico.

Public administration is carried out through the public service. Public administration is an instrument of the State which is expected to implement the policy decisions made from the political and legislative processes. The rationale of this article is to assess the working relationships between ministers and permanent secretaries in the Government of National Unity in Zimbabwe. The success of the Minister depends to a large degree on the ability and goodwill of a permanent secretary who often has a very different personal or professional background and whom the minster did not appoint. Here lies the vitality of the permanent secretary institution. If a Minister decides to ignore the advice of the permanent secretary, he/she may risk of making serious errors. The permanent secretary is the key link between the democratic process and the public service. This article observed that the mere fact that the permanent secretary carries out the political, economic and social interests and functions of the state from which he/she derives his/her authority and power; and to which he/she is accountable,  no permanent secretary is apolitical and neutral to the ideological predisposition of the elected Ministers. The interaction between the two is a political process. Contemporary administrator requires complex team-work and the synthesis of diverse contributions and view-points.

POLITICAL GEOGRAPHY AND THE MINERAL SECTOR: the legislative propositions that impact the management of the territories with mining in the state of Pará – 2011 to 2016GEOGRAFÍA POLÍTICA Y EL SECTOR MINERO: las proposiciones legislativas que impactan la gestión de los territorios con la minería en el estado de Pará – 2011 a 2016O presente trabalho tem o objetivo de resgatar o campo da política na Geografia, no contexto da atividade mineral no estado do Pará, principalmente diante de vários entendimentos de que os conflitos de interesses nas sociedades e nos territórios se resolvem também pelo viés político; partindo de uma leitura teórica do conceito de território, poder e política, onde essa tríade será determinante para o entendimento das proposições legislativas dos anos de 2011 a 2016 voltadas para a mineração, e da análise da gestão política e territorial no setor mineral paraense e seus impactos na sociedade a partir das políticas públicas. The article examines the process of formation of identity of Turkish President Recep Tayyip Erdogan – a charismatic leader, an adept of “moderate Islamism” one of the founders of the Justice and Development Party. Historically strong centralized authority was always normal for Turkey and the need for Turks in the charismatic leaders is evident even at the present time. Erdogan is stubborn and consistent, thanking to religious education in his family and in religious Lyceum Imam Hatib. He was always religious and since his student years, joined Islamic politicians. In his student years he became the head of the Istanbul Youth organization of the Islamist National Salvation Party, in whose ranks and files he received good practice of a political organizer. The crisis in the ranks of the Islamists after repeated bans of the Islamist party led to a split in its ranks and Erdogan and his associates established the Justice and Development Party (AKP). Creating the AKP, Erdogan and his colleagues received a very important support from the well-known Muslim preacher, writer and philosopher Fethullah Gülen living in Pennsylvania (USA). The political support of Gülen who has millions of followers in Turkey and a well-organized educational system of the “Hizmet” Movement operating not only in Turkey but also in 140 countries helped the AKP to win the elections to the Turkish Parliament. Numerous graduates of private schools, colleges and universities of F. Gülen has occupied leading positions in business, police, juridical structures and the armed forces of Turkey and became supporters of Erdogan. Economic reforms of the AKP has substantially strengthened the Turkish economy, increased the income of the population and managed to cope successfully with inflation. On this ground Erdogan’s credibility consequently grew in the face of voters who saw him a successful leader and skilled politician. However, Erdogan gradually returned to the daily life of Turks the Islamic religion, which caused discontent among the supporters of secular development of the country. Repeated attempts to remove the AKP from power were not successful. Using strong support from F. Gülen’s structures in the judiciary, Erdogan managed to organize high-profile lawsuits against the army leadership, politicians, and journalists – supporters of secular development of the country. In a popular referendum, the army was excluded from influence on the political system of the country. However, constant criticism of the policies of Erdogan from the side of F. Gülen led to the crisis of union between the two leaders. Using the failed coup attempt Erdogan accused in its organization Fethullah Gülen and began a wide crackdown against his supporters.

During the government of AK Party army leaders underprivileged to act as an exclusive guarantor preserving a secular regime in the country. The political balance between Secular and Islamite elites was essentially removed after Erdogan was elected Turkish President. Consistently toughening authoritarian regime of a ruling party deeply accounts for a military coup attempt and earlier periodically occurred disturbance especially among the young. The methods of a coup showed the profundity of a split and the lack of cohesion in Turkish armed forces. Erdogan made the best use of a coup attempt’s opportunities to concentrate all power in his hands and to consolidate a present regime. The mass support of the population during a coup attempt ensured opportunities for a fundamental reorganization of a political system. Revamped Constitution at most increases political powers of the President.

Principal C.J.L. Almqvist and the principle of personalityThe Swedish author and visionary Carl Jonas Love Almqvist (1793–1866) was the principal for twelve years (1829–1841) of the government-initiated pilot school ”Nya Elementarskolan” (New Elementary School) in Stockholm. In this position, he argued that both the school and the state should be built on the same basic idea: the right of individual freedom. This argument is often referred to as ”personlighetsprincipen” (the principle of personality), a concept launched by another prominent figure of the liberal culture of the time, Erik Gustaf Geijer (1783–1847). This article explores how the principle of personality is expressed in the texts of Almqvist and is mainly built upon the concept’s allegorical resources. It examines the thesis that Almqvist’s use of the term is best understood if one distinguishes between the political, pedagogical, and existential dimension of the concept. The article ends with some thoughts about the context of the concept and a discussion on whether Almqvist had a greater interest in personalities than in principles.

This article is the third and final in a series dealing with the birth of a new political elite in the United States, the minority elite. In previous articles, the mechanism of its appearance was analyzed, as well as its ideology, goals, program and values. The black movement, as the most co-organized of all protest movements, is entering the final phase of its development, being engaged in the placement of its representatives in state and federal governments, political parties and other social institutions. The women’s movement has recently been taken over by ethnic movements, primarily blacks, and has become their vanguard. This article describes new social elevators for the promotion of minority representatives into the corridors of power. The logic of promoting people of their own race, gender and nationality to the highest branches of power began to prevail over other criteria for recruiting personnel. During the 2020 election campaign, a new mechanism for promoting minorities in all branches of government was formed. It is based on numerous violations of local and federal electoral legislation. The mechanism of pressure on the US electoral system is analyzed using the example of the state of Georgia and the activities of politician Stacey Abrams. The article describes Abrams’ strategy to create a network of NGOs that are focused on one mission - to arrange for the political shift of the state in the elections. These organizations circumvented existing laws, making the state of Georgia the record holder for electoral irregularities and lawsuits. The article shows that Abrams’ struggle with the electoral laws of her state is based on the political myth of the voter suppression of minorities. The author identifies a number of common characteristics of the new elite. The minority elite does not show any interest in social reconciliation and overcoming racial conflict, but rather makes efforts to incite the latter, to attract the government to its side and increase its role in establishing “social justice” through racial quotas and infringement of the rights of those social strata that it has appointed bearers of systematic racism in society. As the colored elite increases and the government’s role in resolving racial conflicts grows, the minority movement is gradually condemned, it ceases to be a true grassroots movement and turns into astroturfing.

India played an active role in the liberation war of Bangladesh in 1971. The relation between the two countries remained cordial in the initial years but it soon soured with the coup d’etat of 1975. This also marked the rise of the anti-Indian elements in the Bangladeshi politics. This article makes a brief survey of anti- Indian elements that has remained a part and parcel of the political fabric of Bangladesh since 1971. It also looks into the ways in which the anti-India stance has been instrumental in garnering popular support to hold on to political power. The article begins with the background of the creation of Bangladesh and India’s active role in it which was followed by the friendship treaty signed between the two countries. Then it moves to the changing scenario following the coup d’état of 1975 which marked the visible changes within the polity of Bangladesh. The nature of nationalism underwent change moving from secularism to a religious character which found expression in the policies of the state. The military rule most often found it convenient to use the anti-Indian stance in order to please the fundamentalist elements of the country in its bid to garner popular support. The issues of water sharing, refugees and issues of fomenting possible insurgency with active support of India were highlighted. Even after the restoration of democracy, the anti-Indian factions remained active in opposing the government of Sheikh Hasina’s foreign policy with regard to India. Radical religious factions, who had throughout opposed the liberation war, still play a major role in fanning the anti-Indian sentiments in Bangladeshi politics.

The JDP (Justice and Development Party-AK Party) enters the local elections to be held on March 31, 2019, with the slogan of “Gönül Belediyeciliği”. In this process, the political campaign process is carried out in accordance with the conservative ideological stance of the party around various slogans such as “Memleket İşi Gönül İşi,” “Gönülden Yaparsan Gönüller Kazanırsın,” and “Gönlü Güzel İnsanların Ülkesidir Burası.” M. Bakhtin describes how the narrative is structured in time and space in the novel with the concept of chronotope. In a narrative, chronotope is the place where the plot is touched and solved as a combination of time and space. This study aims to explore the role of chronotopes in the formation of ideological narrative structures. Within this framework, chronotopic elements in “Gönül Belediyeciliği” commercials will be analyzed.
