In the modern world, information and communication technologies play an important role in the development of agricultural production, influencing the social, economic and political life of society and the state as a whole. The introduction of such technologies makes it possible to improve the quality of products and services, and to increase the export of agricultural and food products. Existing agricultural technologies make it possible to analyze and process large amounts of information, combine various information resources on one platform, control and reduce production risks, meet the information needs of a wide range of stakeholders, from the state to the end consumer, and guarantee security in cyberspace. An important role in the digitalization of agriculture is played by the resource potential of people employed in agriculture. Particular attention is paid to the development of scientific centers, training courses, where modern highprecision agricultural technologies are studied in-depth. The authors of the article examined the trends in the development of digital agriculture in the countries of Europe and Central Asia, where agricultural production is the fundamental basis of state policy.

This article discusses the important aspects of the dialogue between the individual and the state in modern times. The importance of interaction between the government and the society in the modern world is one of the most urgent tasks for young researchers and for the society as a whole. Emphasizing the importance of strengthening and developing a democratic state governed by the rule of law, researchers identify a wide range of factors that have a direct impact on the positive and effective development of interaction between the government and the society. One such factor is the model of individual-state dialogue. The study of such a dialogue from an anthropological point of view will make it possible to highlight the most successful models of interaction between the society authorities to create effective management mechanisms that affect both the quality of citizens’ life and the development of the state as a whole in a positive way. For a more detailed study of the models of building a dialogue between the individual and the state, it is necessary to consider the existing examples of interaction and analyze the historical aspects of the relationship between the society and the state. The modern practice of state and municipal governing strives to make the government more transparent and open to citizens, such a policy contributes to the maximum involvement of citizens in the public and political life of the state. The article also deals with the issues of involving citizens in the social and political life of the society; it discusses the motivational measures and the policy of the state in the field of engaging citizens in interaction and establishment of a meaningful, effective dialogue between the society and the state.

Questions and problems related to new production relations arising from the use of information and communication technologies in the technological processes of agricultural production (point farming, differentiation of information support through the reception, processing, presentation of information about the state of the soil, animals, the environment, etc.) between the object and the subject of management are investigated and analyzed. The system of collecting and wireless transmission of data on the state of the soil by means of mobile and stationary sensors with the subsequent analysis of information for making optimal management decisions in crop production is considered.

The article deals with significant changes that are associated with total informatization, which is a powerful converter of economic, social and other types of life activity of society. The author notes that at the same time, the satisfaction of information needs, the state of the information space for minors should be subject to moderate regulation. Attention is drawn to the fact that the intensive growth of the diversity of information and communication technologies is today the dominant environment for the development of a modern child. The characteristics of information harmful to the health and development of children are given. It is proved that relying on the principles of a systematic approach makes it possible to competently organize and correctly carry out the process of achieving the state of protection of children in the information space by various methods and means. Ensuring the information security of childhood is defined by the author as a system; the components of the system of ensuring the information security of childhood (methodological, regulatory, organizational and activity, effective) are highlighted.

The changes taking place in the modern world, their character and dynamics determine the need to verify the role and tasks of the most important institution of political life, in particular the state. However, the multitude of positions in this regard, from extremely libertarian, aimed at eliminating the state as an organization using coercion, promoting “philosophy of strength” instead of “philosophy of freedom”, to voices demanding “strengthening” the state - a guarantor of security (on various levels: military, economic , social, social, cultural etc.), especially in the face of challenges such as migration crisis or modern terrorism. The dilemma of limiting the state or strengthening it, which has always been present in political discourse, deepens the crisis of values and the difficulty in defining concepts of fundamental importance, including democracy itself. Question asked by Chantal Delsol What do we care about? it seems so current in the face of many contemporary paradoxes.

Currently in Russia there is a wide range of hauling vehicles of domestic and foreign production for hauling forest. Despite the perfection of modern hauling cars constructions, they have several disadvantages, unnecessarily reducing their effectiveness. In recent years in our country and abroad, the intensive research is held on the development of promising technologies for the transport of forest based on the use of logging vehicles operated automatically, remotely and using combination of these methods. The developers, based on accumulated experience of the creation of "autopilot" to work in the quarries, roads, and tractor units in agricultural production and in other industries, are faced with the difficulties of adapting such machines for the conditions of their movement on forest roads. The main problem of the implementation and effective use of "autopilot" hauling vehicles is the absence or underdevelopment of the technical means of ensuring information and communication technologies of transport network in the vast territories of the forest fund within the scope of activities of logging companies and their remoteness from the end consumer. With the aim of studying the possibility of using remote control for logging vehicles, the authors propose a concept design of a timber truck with remote control, mounted on the chassis of serial trucks 63501-996 with the wheel formula 8 × 8 and equipped with manipulator SF-85C.For a full justification of working and design parameters of the proposed design of the timber truck with remote control, tasks for a comprehensive study of the machine are set, taking into account domestic and foreign experience and specific features of operation in terms of timber production.

Abstract The purpose of this study is to identify the main trends in the agro-industrial complex development of the Russian Federation, substantiate the organizational and economic recommendations aimed at stimulating Russian agricultural production and enhancing of this economy sector competitiveness. An extensive corpus of empirical data reflecting the agro-industrial complex development in the Russian Federation in 2016-2020, as well as its place in foreign trade operations of the Russian Federation has been thoroughly studied in frames of this research. Using the tools of statistical data processing (sampling, observation, summary and grouping), the methods of econometric analysis, the dynamics of agro-industrial complex products manufacturing, the rate of the main indicators’ change, the place of agro-industrial complex in export-import operations of the Russian Federation have been revealed, the main indicators have been compared. The geographic conditions diversity of the Russian Federation, combined with a wide range of climatic features, the availability of land and water resources creates favorable conditions for productive agricultural activities. It has been established that large-scale agricultural producers dominate in agro-industrial complex of the Russian Federation. The directions of agro-industrial complex, in particular, crop production and cattle rising, are unevenly developing in the Russian Federation. The constituent entities of the Russian Federation, which administratively represent the Southern Federal and North Caucasian Federal Districts specialize mainly in the cultivation of grain and oilseeds due to the natural and climatic factors’ action. State authorities of the Russian Federation successfully implement the tools to stimulate agricultural production, in particular: preferential taxation regime, subsidies for lending to the agro-industrial complex economic entities from the state budget, leasing development, etc. The state support mechanism effectiveness can be intensified by using the organizational and economic tools substantiated by the authors.

From the second-half of the twentieth century, a nascent Tamil cinema became increasingly influential in Tamil society and more prominent in political life. The Dravidar Kazhagam, founded by Periyar E. V. Ramasamy in 1944, morphed into the DMK and AIADMK, two dominant state political parties in Tamil Nadu. Through the medium of film, some of its leading lights, C. N. Annadurai, M. Karunanidhi, M. G. Ramachandran and Jayalalitha, cultivated cinema audiences and the voting public in the political ideologies of the Dravidian movement and subsequently became Chief Ministers of Tamil Nadu. The symbiotic relationship between politics and Tamil cinema has meant that political and social commentaries and the assertion of Tamil nationalistic ideas was commonplace in Tamil films. In recent years, Tamil cinema has become the vehicle for raising a wide range of concerns ranging from caste, class and gender and state/nation politics, marking a shift that focusses on everyday politics in the state. In this article, we present a critical survey of the role of Tamil cinema in disseminating particular realities and politics of identity that speak to an essentialised notion of Tamil cultural and linguistic identity, the concomitant disavowal of broader conceptions of Indian-ness or belonging to the Indian nation, as well as the use of cinema to address everyday politics in the State.

Purpose: study, analysis, assessment of opportunities, advantages and prospects, as well as difficulties, barriers, risks and feasibility of creating, introducing and using innovative technologies for managing agricultural production on reclaimed lands. The methodological basis of the work is based on the study, generalization and comparison of structural, functional, technological, ergonomic and other significant factors of information systems that characterize their shortcomings and opportunities for the development of highly productive and environmentally sustainable agricultural production. Results: an analysis of the formation of digitalization of domestic agricultural production showed the need to attract actively private investment in the agricultural sector of the economy, which in turn led to the need for large-scale information coverage of the benefits and risks of digitalization as a powerful factor in increasing the investment attractiveness of agribusiness. The priority and promising directions of digitalization of the reclamation sector of the economy are identified and characterized. The advantages of using automated technologies for managing the reclamation regime of agroecosystems are shown, which ensure the cost-effectiveness of automation. Along with the indicators of the expected effect, the factors characterizing the complexities, difficulties and risks of failure to achieve the planned investment efficiency, which consideration contributes to the leveling (elimination) of these restrictions, are considered. Proposals are formulated to improve the information and analytical resource for substantiating the effectiveness of digitalization and the state influence on its formation based on the development of platform technologies. Conclusions: intensification of work on the analysis, assessment and coverage of the state of digitalization of the crop production system with the ability to access it for all interested participants in agribusiness will motivate the entrepreneurs to invest in the latter.

Agriculture solves the general tasks of its functioning, which are more focused on the implementation of three areas of activity, which include guaranteed food security in terms of the production of high-quality agricultural products, raw materials and food produced by domestic agricultural producers in volumes corresponding to medical indicators. It is also a decrease in the volume of import substitution of seeds in crop production and breeding material in animal husbandry and poultry farming, as well as imported equipment for the organization of food and processing products, veterinary drugs and other important needs for the agro-industrial complex. And the third direction includes the sustainable development of exports of agricultural and agro-industrial products to the global agri-food market. These tasks cannot be successfully solved in the conditions of using the existing outdated agricultural technologies, machinery and equipment. In order to improve these functions of agriculture, the digital platform "Digital Agriculture" was developed, which is an information database of a fairly large size about the resources of the agro-industrial complex. Digitalization, creating conditions for the development of "smart agriculture", affects the progress in agricultural relations. With the help of new technologies, the work of farmers will gradually move from manual, which requires great physical effort, to automated. With the help of drones and other drones, it will be possible to determine the structure of soils for planting certain crops.
