Digitalization of representatives of the agricultural sector of the Russian Federation is one of the defining directions in the modern conditions of their activities. A special role in the development of the agro-industrial complex digitalization is influenced by “Industry 4.0”, which identifies the development trends of most enterprises over the past 10 years. The article examines the features of digitalization impact on the functioning of agricultural enterprises. The evolution of technological patterns in agriculture is analyzed and the role of digitalization in the formation and development of modern technological production of agricultural products is revealed. Technological factors of updating the production base of agricultural enterprises are determined. The influence of digitalization on each separate subsystem of agricultural enterprises is considered with the determination of the overall synergetic effect.

Modern features of the development of the agro-industrial complex as part of the economy as a whole require changes in the traditional models of state regulation, which do not take into account the structure of rental income in the economy and do not use the capabilities of the relevant instruments. This is reflected in the insufficient efficiency of subsidies provided by the state to agricultural enterprises and the preservation of high social and infrastructural differentiation of the regions, as well as the dependence of the agricultural sector on the pricing policy of other industries. All this is shown by the example of the analysis of statistical data of regions of the Russian Federation for 2011–2019. To eliminate these problems, theoretical and methodological approaches have been developed, which made it possible to substantiate the concept of regulating the sustainability of agricultural relations through the synthesis of the theory of sustainability, the theory of systems, and rental theory. Within the concept the role of the structure of rental income in the formation of sustainability of agrarian relations, in their qualitative content, and in the redistribution of added value from the agrarian sphere in monopolized spheres is revealed. The possibility and necessity of state regulation of the agrarian sphere on the basis of dynamic regulation of the sustainability of agrarian relations with the help of management of the rent mechanism is substantiated.

The article considers the reclamation park, which is an instrument of state stimulation of the development of economic entities of the agro-industrial complex on irrigated lands. On the example of the Rostov region, the authors analyzed the organizational, economic and regulatory mechanisms for the functioning of reclamation parks, as well as the socio-economic effects that arise in connection with the implementation of the specified tools. The results obtained can be used by state authorities of the Russian Federation, a constituent entity of the Russian Federation when drawing up plans for socio-economic development, developing strategies and programs, as well as by economic entities in managing agricultural activities.

Recognizing the special role of innovations in ensuring the economic development of Russia, the state authorities have been intensively looking for ways and means to strengthen innovation activity in Russia over the past decade. The main document proclaiming the goals and main directions of innovation policy is the Strategy of innovative development of the Russian Federation for the period up to 2020. Purpose. The aim of the article is substantiation of theoretical and methodological principles and development of practical recommendations for the formation and implementation of innovative technologies in the production of agricultural enterprises. Methodology of research. General-scientific and special research methods are used in the process of research, in particular methods: dialectics and scientific abstraction – in determining the essence of the innovative model of development of the agricultural sector of the economy; economic and statistical – when analysing the current state of implementation of innovative technologies in the agricultural sector of Ukraine; monographic – used in presenting the results of the study. Findings. Theoretical bases of formation of innovative mechanisms and their introduction in agrarian sector are covered. Theoretical and methodological approaches to the management of innovative technologies in the production of agricultural enterprises have been formed. Organizational and economic measures for the introduction of innovative technologies in the production of agricultural enterprises are substantiated. Originality. The mechanism of introduction of innovative technologies in agricultural production in the conditions of unfavourable investment environment in Ukraine is improved, which in contrast to the existing mechanisms provides integration of state instruments of support and regulation of the industry and implementation of state and regional programs at the expense of state and local budgets. In the paper it is offered to allocate production-technological, organizational-administrative, selection genetic, economic and social-ecological mechanisms of integration of innovation in various subsystems of agricultural sector. The production and technological mechanism is a priority in providing state support for the development of animal husbandry and processing of agricultural products. Practical value. Scientific developments will allow to form in Ukraine an effectively functioning agro-industrial complex with optimal financing based on the introduction of innovative technologies in the production of agricultural enterprises. The article analyzes methods of ensuring the migrants rights by the public authorities of the Russian Federation, the individual elements of the migration policy of the Russian Federation relating to the activities of public authorities. It considers the activities in the field of protection of the migrants rights by such authorities as the Russian President's Office for Constitutional Rights of Citizens, the Presidential Council for Civil Society and Human Rights, the Council for Interethnic Relations, General Directorate for Migration, Chief Directorate for Migration Issues of Ministry of Internal Affairs of the Russian Federation, their normative documents, that regulate their activities. It examines separately the activities of the RF Government in the field of protection of the migrants rights, as well as judicial authorities; it identifies the special role of the RF Constitutional Court in the field of ensuring the rights of migrants, refugees, the internally displaced and stateless persons. It underlines the role of authority bodies of the RF entities in ensuring the migrants rights in terms of Irkursk Oblast. The article offers to differentiate strictly the role of each authority body in the field of migrants rights protection, as well as to pay specific attention to regulation of activities of the FR entities authority bodies in this direction.

This article is dedicated to examination of the characteristics of the doctrine of Raja yoga in interpretation Of M. V. Lodyzhensky. The goal consists in the analysis and reconstruction of the system of Raja yoga within the religious-ethical philosophy of the thinker. In the course of this research, the author resolves a number of problems: examines the system of primary elements of religious-ethical philosophy of M. V. Lodyzhensky; analyzes the sources that affected the formation of views of the philosopher upon Raja yoga; reveals main characteristics of the system of Raja yoga within Lodyzhensky’s philosophy; determines the peculiarities of religious-mystical practice of Raja yoga in the philosophy of M. V. Lodyzhensky; defines the role of Raja-yoga within the system of religious-ethical philosophy of the thinker. The novelty lies in determination of the novel in comparison to the existing in scientific literature categories of M. V. Lodyzhensky’s philosophy and their analysis in the context of system of fundamental sections of philosophical knowledge (ontology, theology, anthropology, epistemology, axiology, ethics); as well as in comprehensive study of the system of Raja yoga in interpretation Of M. V. Lodyzhensky and determination of its role within the structure of his philosophy. It is established that the “core” of the system of religious-ethical philosophy of M. V. Lodyzhensky is the ethics develop ethics and axiology of Hesychasm developed by him. It is proven that the system of metaphysical categories and ideas of the thinker is of synthetic nature and leans on various cultural trends and traditions. The article demonstrates that special role within the system of Lodyzhensky’s philosophy is played by the apologetics of Hesychasm that implies critical review of the non-Christian mystical practices, among which is the examination of Raja yoga. The author underlines the uniqueness of interpretation of Raja yoga in the philosophy M. V. Lodyzhensky, as well as provides critical assessment to his interpretation of the system of Raja yoga.

The relevance of the research is caused by the expansion of agrarian employment digital transformation. The purpose of the article is to study the readiness of agricultural workers to the digital challenges of modern times and the new model of employment. The article analyzes the expectations of agricultural workers regarding the risks of digitalization, changes in the form of employment and labor functions, change of occupation and place of residence. The critical role of the human factor in the transition to a new employment model caused by digitalization is taken as a hypothesis of the study. Underestimation of labor settings of employees lead to slowing development of agro-industrial complex. The hypothesis was tested when surveying agrarian workers. According to the survey, the level of readiness to change the employment model is more likely to be average. The most “problematic” component was readiness to learn, get a new profession. In order to increase the propensity of agricultural workers to digital employment, it is necessary to improve the system of labor management and economic incentives to develop digital competencies. The results can be used to assess the readiness and opportunity of agricultural workers to work in new conditions, manage changes in employment in the agricultural sector of the Russian economy.

This article notes that the main task of sustainable development of agricultural production in Kazakhstan is a special approach to its financial provision and financial regulation. Features of the circulation of funds in the organization of finance of agricultural enterprises which are a combination of relations with regard to the formation, distribution and use of funds, determine the search for the main sources of income of financial resources in the agricultural sector. The aim of the research is that one of the directions of sustainable development of agricultural production and adjustment of Kazakhstan's agrarian policy should be an investment development strategy based on the current situation in the agro-industrial complex of Kazakhstan. Transfer of agro industrial complex to the industrial-innovative way of development on the basis of strengthening of its material and technical base, growth of competitiveness of agricultural production assumes an increase in financing of the agro-industrial complex.
