Since 2017 Banyumas Regency has received a program from the Ministry of Manpower and Cooperatives to become a pilot program for productive migrant village programs. The village that was used as a pilot was Cihonje village, Gumelar district and Losari village, Rawalo district. The program has been determined that is to realize the four productive migrant village pillars which include; 1). Providing migration information and services, 2). Developing productive business, 3). Facilitate the establishment of community care and growth (community parenting), 4). Facilitating the establishment and development of cooperatives/financial institutions. The four programs have been strived to run quickly by the two pilot villages, with various tools being formed from personnel, software, and hardware. The implementation of productive migrant village program in Banyumas Regency is still not implemented on the four pillars. Productive business programs are the most desirable programs by both villages in implementing productive migrant village. On the contrary, cooperative formation programs are programs that have not been carried out. The information-giving program also includes programs that are not going well because there is resistance to the interests of private employment agencies that have been sending Indonesia migrant worker (IMW) so far. Community parenting programs are also classified as programs that are still not optimal because they do not involve the community as caregivers of IMW’s children. The positive expectations from the Cihonje village community and Losari village are also the initial capital for the success of the productive migrant village program. However, the success of the productive migrant village program remains with the government because this program is a top-down planning program. For that sustainability must be done if the program does not want to be just a memorable program as other projects over the years.

The implementation of the fiscal decentralization concept in Indonesia has completed with the issuance of the Village Law and Village Fund Program. Nevertheless, some problems arose in the application. This study aims to map the issues and to build a relationship model based on institutional theory, using content analysis and triangle approach interviews. The study concludes that the Village Fund is profoundly affected by the coercive element that is sourced from the authority of the government to regulate and supervise the program. The coercive then influence the normative in which the regulation frame and strict implementation lead to the difficulties to fulfill the administrative requirements. It then affects the cognitive element on how to make sustain and executable planning of the Village Fund Program, which leads to poor planning, so that difficult to be executed. As it is mandatory, the program is still run improvised that makes the output utilization was low.

Islam came to Java in which the state population has a form of cultural traditions and belief in the power of certain objects (dynamism), the strength of the spirit of the deceased (animism) and belief in the power of the animals (Totemism). This tradition has been passed from generation to generation; it is believed and practiced in daily life. So when Islam came, confidence and trust is dissolved into the Islamic culture. Therefore comes the so-called Islamic syncretism that is acculturation with Islamic tradition. Among the forms of local acculturation (Java) with Islam is a tradition embraced by the Muslim Aboge community in the village of Ujungmanik Kawunganten Cilacap district, Central Java province, Indonesia. These community traditions carry with spiced Javanese Islamic tradition, the Islamic came with local flavor. The specificity of this community are still use the models of Javanese Islamic calendar (calendar Aboge (Alip Rebo Wage)) to determine the beginning of Ramadan, Idhul Fithri and Idhul Adha. Abstract For several years the Government of Indonesia has been initiating the growth of Village-Owned Enterprises (BUMDes), economic institutions that manage the village’s economic resources. The Central Java Provincial Government also provides incentives to establish BUMDes in most villages in Central Java. During the COVID-19 pandemic, some rural communities were affected, and the village economy stagnated. BUMDes is one of the village economic institutions that is expected to be able to drive the village economy in the era of the COVID-19 pandemic. This study aims to analyze the potential of BUMDes as a solution to handling the impact of the COVID-19 pandemic in rural areas, especially from an economic aspect in Centra Java. This type of research is descriptive with the main qualitative approach assisted by quantitative (mixed method). The research technique used was a survey involving 337 villages. Respondents came from elements of village officials and BUMDes managers. The instrument used was through online media (google form). Data analysis used descriptive statistical techniques in the form of means and percentages. The conclusion of this study shows that BUMDes has the potential to play a role in economic recovery, but this function is not yet optimal. because the business sector managed by BUMDes is not based on the village’s superior potential, as well as the lack of a business development concept, weak human resource and capital capacity, and lack of cooperation.

The empowerment of Indonesian post-migrant workers (Purna PMI) is carried out continuously to reduce the numbers of Indonesians working abroad. Aside from programs of related agencies, the government also involves direct community participation. This study sought to describe the participatory development communication (PDC) of Forum Purna PMI in Desa Celak, Kecamatan Gununghalu, Kabupaten Bandung Barat. This study used case study approach to provide a complete and in-depth view of the subject under study. The nature of the subject was multi-source, with key informants representing bureaucrats, academics, community leaders and post-migrant workers. Data was collected through interviews, observations and literature study. The results showed that community involvement was an important factor in realizing community development communication. Direct involvement in the planning and implementation of empowerment programs in the village fosters the community awareness to build their village, to get a job, to improve their welfare and to not leave their village in order to be a migrant worker.

The state has failed to manage religious conflicts. Not only from the side of the government apparatus, which helped provoke the mass to the loss of life, but also weak and biased central regulations. The fact is that national policies do not complete the agenda and content of interests. This study argues that an important deliberative policy is made in each conflict area as a reinforcement for national policy. We construct a deliberative policy flow for religious conflicts based on academic guidelines and the case of the Jamaah Ahmadiyah Indonesia (JAI) in Colo Village, Kudus Regency, Central Java Province. This study is sourced from data collected in November 2018 through documentation, interviews, and observations. We have interviewed the village government, religious leaders, active congregations, and residents. The results of the interviews were processed through the process of transcription, determining keywords, categorizing, and defining. Data refined in October 2020 through literature studies and news clipping. We have described policies as triggers of conflict, identified four patterns of JAI conflict in Indonesia, and explained the dynamics of Ahmadiyyah diversity with local Muslims in Colo. Primarily, this study contains a deliberative policy-making process. The key to this policy is a participatory, informative, balanced, and thorough discussion of all parties. The task in the future is the need to examine the deliberative policy flow that we have constructed to ensure that this can be applied. Keywords : Religious Conflict; Deliberative Policy; Jamaah Ahmadiyyah Indonesia

The digital literacy movement is mostly centered in big cities even though internet users in rural areas are also very high. In Tracap Village, Wonosobo District, there is a community of former migrant workers who care about digital literacy. Living in a remote area does not mean that the people there are backward but it makes them more creative. This paper would like to describe the digital literacy movement carried out by former migrant workers in Wonosobo Regency, the goals to be achieved and their strategies in conducting digital literacy. The research method used in this study is qualitative. Data collection is done by in-depth interviews, observation, and document analysis. The study found that the experience of being a migrant worker who had difficulty communicating with families in the village was the main driver for former migrant workers in Wonosobo to share their knowledge about internet use with villagers. The goal is that communication between family members continues to exist even though one of his family is abroad. The strategies carried out to provide knowledge and skills in using the internet started from subscribing to the internet which can be accessed free of charge by citizens to open internet classes for migrant workers’ children. The internet which was originally only used as a medium of communication with families abroad developed into something productive, namely to help with school or work assignments, sell online and make games.

The issuance of Law No. 6/2014 that is followed with the distribution of village fund has led the rise of program initiatives from village people. One of the crucial elements of development that needs for attention is social and economic development for women. Women's roles in these two areas are significant as compared to the other sectors like politics. Developing women in these two sectors is expected to encourage further development in the village. The research aims to identify the involvement of women in village development, in one village in Central Java, Lerep Village, Ungaran Barat District, Semarang Regency, through two domains: social and economic in 2017. This research is based on qualitative research using first-hand data collected from interviews with selected informants. This research used a case study as an approach and was focused on one village, namely Lerep, Semarang District, Central Java. In Lerep, we can see that the government have strived to a prioritized woman in their empowerment programs. The areas of development include health, education, domestic violence minimization, agriculture, entrepreneurship, and poverty reduction. As a result, women in Lerep could gain more income and enjoy some public facilities provided by the village government, which contribute to the improvement of woman health. In the future, there is a need to encourage woman empowerment as a framework for village development. Therefore, the advantage of the village fund will bring further impacts on society as a whole.
