Professional Competence of a Teacher As the Basis of Quality Education

The article shows the need to improve the professional competence of a teacher, since competence is the basis of quality education at any level of its receipt. The concept of professionalism of a teacher is multidimensional. However, fi rst of all, the professionalism of a teacher is determined by the fundamental nature of his knowledge and skills related to teaching children, as well as the meta-subject competencies that he has mastered and the ability to optimally organize the process of learning a subject every time in the conditions of information and digital technologies.

Digital technologies command determines the information and professional competence of a teacher. The first competences help him to organize a modern educational process, others provide access to the latest professional information. Studies show that serious complex strategies for the use of digital technologies are beginning to emerge, and a teacher is becoming a leader in future education. Digital technologies are becoming more complicated and there is an urgent need for new professionals - learning engineers who have to provide new strategies in education. The paper considers a complex of open distance courses for the training of teachers to use new educational technologies. The courses use the results of the annual polls of the world's pedagogical community to identify popular pedagogical instruments. They form teachers’ personal knowledge mastery. This contributes to the development of a personal learning environment and a teacher's personal learning network. The learning engineer's training system should consist of software engineering and the proposed teaching block. The last block includes sections for the formation of skills of personal knowledge mastery, the design of a distance course, the development of the structure, organization of distance and blended learning, expertise of the distance course. All sections of the pedagogical unit were tested in open distance courses at the Research Laboratory of Distance Learning at NTU "KhPI". During 2013-2018 open distance learning courses were learnt by more than 2,600 teachers of Ukraine and 370 of them successfully completed the training. The next step should be to integrate efforts with IT specialists, identify competencies of the learning engineer and prepare a training program for a specialist in the future.

Качественное образование в военных вузах является залогом высокой обороноспособности нашей страны. В статье рассматриваются важнейшие направления повышения качества профессиональной подготовки курсантов военного вуза. Уделяется особое внимание качественному отбору курсантов, высокому профессионализму профессорско-преподавательского состава, вопросам управления образовательным процессом и мониторингу качества, развитию и совершенствованию образовательной среды военного вуза. Анализируется опыт Рязанского гвардейского высшего воздушно-десантного командного училища (РВВДКУ) по повышению качества профессиональной подготовки будущих офицеров-десантников. Military students’ quality education is a necessary prerequisite for our country’s high defensive potential. The article treats major activities aimed at the improvement of military students’ professional training. The article underlines that it is essential to secure efficient selection of military students, ensure professional competence of professorial staff, secure efficient management of teaching and learning processes, ensure effective quality management, secure efficient development and improvement of learning environments. The article analyzes the experience of improving the quality of novice parachute regiment officers’ professional training at Ryazan Guards Higher Airborne Command School.

The importance of professional competence lies in the effective application of job-oriented knowledge and skills which guarantee one’s successful adaptation to the work. This study analyzes the perception of the importance of physical activity and sports (PAS) professionals’ competence in working with individuals with disabilities in Spain. As a descriptive quantitative study, face-to-face interviews were conducted through a survey to extract the data. The sample consisted of 214 PAS professionals working with people with disabilities. According to the results, the analyzed constituents of professional competence are important for adequate performance (>65%), with the exception of competences of leadership and use of new technologies (<50%). It was also found that the perceived importance of each element of professional competence varies according to age, experience and training. Based on the obtained results, the degree of importance of each constituent of professional competence and its implication for the access of people with disabilities to high-quality physical activity and sports services was determined.

Even the best trained and most highly skilled mental health clinicians must take active steps to maintain, update, and expand their knowledge and skills. Failure to do so on an ongoing basis places one’s professional competence at risk. This chapter explains the fragile nature of competence and the steps to take to help ensure the maintenance of ongoing clinical effectiveness. Enhancing one’s competence to add new skills and to expand one’s clinical practice into new areas also is addressed. Continuing requirements for license renewal are described and placed within the broader context of each mental health practitioner’s overarching ethical obligation to provide the highest quality professional services possible. Specific recommendations for achieving this goal are provided in the hope that mental health clinicians will incorporate them into their ongoing professional activities.

SummaryThe enactment of Part II of the Medical Practitioners Act 2007 in Ireland heralds a move from voluntary to statutory provision of professional competence and marks an important advance in medical professionalism in the country. This formalises consultant psychiatrists' existing commitment to updating their knowledge and skills and compels basic and higher specialist trainees to actively engage in the process. The relevance of reflective practice for professional and personal development of trainee psychiatrists is discussed and the role of existing trainee learning activities in the process of lifelong learning is explored in this context.

Введение. Диагностика уровня владения сотрудниками компетенциями, необходимыми для работы в цифровой образовательной среде, является важнейшей составляющей, отражающей процессы, происходящие в современных образовательных системах. Выбор диагностической карты как инструмента измерения позволит определить потребности и дефициты педагогов в профессиональных компетенциях по проектированию, разработке и реализации дополнительных профессиональных программ в формате цифровых образовательных ресурсов. Инструмент дает возможность судить о состоянии уровня владения сотрудниками данными компетенциями и формулировать прогноз его развития. Цель – выявление уровня профессиональной компетентности научно-педагогических работников, необходимых для работы в цифровой образовательной среде. Материал и методы. Методологической основой исследования стала психологическая концепция субъектно-деятельностного подхода, суть которой заключается в представлении о личности как активном субъекте, самосовершенствующемся, самоактуализирующемся и самоопределяющемся. Идея данного подхода строится на связи познавательных и деятельностных механизмов включенности субъекта во внешнюю среду и предполагает наличие у него устойчивой личностной позиции по собственному преобразованию и развитию. Предложен подход к оцениванию, который принят в эффективно работающих организациях, принявших за основу методологию самообучающихся организаций. Результаты и обсуждение. Представлен анализ результатов проведенной диагностики уровня владения сотрудниками компетенциями, необходимыми для работы в цифровой образовательной среде, в том числе для проектирования и реализации дополнительных профессиональных программ в формате цифровых образовательных ресурсов. Проведенное исследование позволило определить влияние цифрового образовательного пространства на профессиональное развитие педагогов и выявить уровень их готовности к участию в дидактических коммуникациях с применением цифровых технологий. Заключение. Диагностика в полной мере позволила оценить уровень владения сотрудниками Челябинского института переподготовки и повышения квалификации работников образования (ЧИППКРО) компетенциями, необходимыми для работы в цифровой образовательной среде, в том числе для разработки и реализации дополнительных профессиональных программ в формате цифровых образовательных ресурсов. Так, после предложенного ряда форм повышения квалификации для преподавателей ЧИППКРО, в декабре 2021 г. будет проведена повторная диагностика, которая покажет динамику повышения профессиональной компетентности в части работы в цифровой образовательной среде. Introduction. The relevance of the study lies in the fact that today, in the period of the accelerating process of development and implementation of e-learning and distance learning technologies, the creation of a promising educational system, it is necessary to anticipate and forestall the emerging very contradictory problems. One of them is the demand for scientific and pedagogical workers who possess the necessary skills to carry out work in the electronic information and educational environment of the institute, and their insufficient training for the successful application of these technologies in professional activities. The goal is to identify the level of professional competence of scientific and pedagogical workers in order to organize activities in the digital educational environment. Material and methods. The methodological basis of the study was the psychological concept of the subject-activity approach, the essence of which lies in the idea of the person as an active subject, self-improving, self-actualizing and self-determining. The idea of this approach is based on the connection between the cognitive and activity mechanisms of the subject’s involvement in the external environment and assumes that he has a stable personal position on his own transformation and development. No less important is the second approach – acmeological – increasing the teacher’s professional competencies through informal forms of professional development. Results and discussion. The article presents an analysis of the problem of training scientific and pedagogical workers for the development of additional professional programs developed in the format of digital educational resources in the context of an accelerated change in the social and professional environment due to the expansion of digital technologies. The authors’ attention is focused on diagnosing digital competencies of specialists. The study of the digital competence of the scientific and pedagogical workers of the institute made it possible to determine the influence of the digital educational space on their professional development and to reveal the level of their readiness to participate in didactic communications using digital technologies. Conclusion. Thus, it should be noted that the diagnostics made it possible to fully assess the level of the institute’s employees with the competencies necessary to work in a digital educational environment, including for the development and implementation of additional professional programs in the format of digital educational resources. So, after the proposed number of forms of advanced training for teachers of the institute, in December 2021, a second diagnosis will be carried out, which will show the dynamics of increasing professional competence in terms of work in a digital educational environment.

It is possible to distinguish between the educated and the uneducated at once. Quality education provides a bright future for anybody. For this reason, this article also provides information on the field of education, emphasizing the importance of the role of primary education. There is also information about the professional competence of primary school teachers, that is, the merit, worthiness, love for their work. The topicality of the Doctoral Thesis “Development of Professional Competence in Higher Education Topical for the Tourism Industry Labour Market” was determined by the necessity to improve Latvian higher education to enhance the employability of graduates. The objective of the Doctoral Thesis is to form an approach to the continuous development of curricula, which would be based on the assessment of the importance of specific knowledge and skills required in the tourism industry labour market and the opportunities for their development in the higher education, thus providing students with opportunities to raise their professional competencies in line with the demands of the labour market. The theoretical chapters of the study consist of a comprehensive analysis of scientific literature and documents on the constituent parts of professional competence – knowledge and skills, as well as the essence of curricula and models developed for their improvement. The Thesis includes a thorough analysis of the essence of extracurricular study activities and an assessment of their practical application. The empirical part is formed by seven research stages assessing consecutively the requirements of the tourism industry labour market as well by an evaluation of the compliance of higher education curricula. The main outcomes reflect professional competencies required in the tourism industry labour market, the current state of affairs in the higher education curricula as well as reveal the discrepancy between the needs of employers in the tourism industry and the professional competencies developed by graduates of higher education institutions. The approach of a continuous development of curricula involving the development of a systemic and consecutive formation and perfection of curricula has been worked out on the basis of the acquired results. The approach provides for continuous development of curricula, therefore making it possible for students to develop topical professional competencies in the tourism industry. The curriculum design contained in the approach provides an opportunity to develop the professional competency required in the industry not only in the main components established by normative acts but also in the additional components of the design formed by extracurricular study activities and cooperation with the industry.

RESUMEN Este artículo se centra en los resultados de un estudio cuyo propósito fue develar las percepciones de futuros profesores de matemáticas e informática educativa de la UCSH, acerca de sus competencias en el uso de tecnologías digitales en la escuela. El estudio fue realizado en el contexto de una línea internacional de investigación sobre el uso de las TIC en la enseñanza y el aprendizaje en una sociedad digital. La metodología incluyó un cuestionario y entrevistas. A los participantes se les preguntó cómo percibían sus conocimientos y competencias en el uso de la tecnología digital como recurso para promover el aprendizaje de las matemáticas. Los resultados más importantes mostraron que ellos se percibían mejor preparados en el “conocimiento sobre estas tecnologías” y en los “aspectos técnicos”, que en la pedagogía y gestión involucrados en el uso de estos recursos en la escuela. Además, los participantes reportaron una baja participación en proyectos innovadores destinados a incorporar estas tecnologías en la enseñanza y el aprendizaje.Palabras clave: Competencias digitales docentes, tecnologías de la información y comunicación, informática educativa, formación docente, educación matemática. ABSTRACT This article focuses on the results of a study aimed to unveiling perceptions that future Teachers of Mathematics and Computers in Education of UCSH have about their skills in the use of digital technologies at School. The study was done in the context of an international line of research on the use of ICT for teaching and learning in a digital society. The methodology included a questionnaire and interviews. Participants in the study were asked how they perceived their knowledge and skills in the use of digital technology as a resource to promote mathematics learning. The most important results showed that participants perceived themselves better prepared in the “knowledge about these technologies” and, in the “technical aspects of these technologies” than in the pedagogy and management involved in the use of these resources at School. Additionally, respondents reported a low participation in innovative projects intended to incorporate these technologies in teaching and learning at School.Keywords: Teacher Digital Competences, Information and Communication Technologies, Educational Informatics, Teacher Training, Mathematics Education.
