Assessment of Food Security in Russia in the Conditions of Global Changes

To study the problems of ensuring food security in Russia under the conditions of external restrictions, an analysis of the dynamic and structural characteristics of the functioning of the country's agri-food complex was carried out. The persistence of positive trends in self-sufficiency and the formation of the personal consumption fund for basic food products is revealed. Changes in foreign trade turnover of food, import substitution in the national food market are assessed. A high dependence of the coun-try's agri-food complex on imports of the main types of machinery and equipment, technologies and innovative developments has been revealed. Qualitative shifts in the sectoral structure of the agri-food complex should be aimed at transformation of crisis sectors and industries on a new technological basis, development and introduction of resource-saving and progressive technologies, and at leveling imbalances in the devel-opment of sectors. The risks of ensuring food security in Russia in modern conditions include a decrease in the effective demand of the population for food products, which is associated with a drop in income and an increase in prices for basic food products in the context of the COVID-19 pandemic. The necessity of strengthening protectionism and strategic orientation of management of the agri-food complex, formation of a manage-ment system that meets the long-term challenges of globalization has been substantiated.

The development of Russia's foreign trade is facing a number of difficulties caused primarily by the instability of the external environment of the world market and its politicization, which negatively affects all participants in relations. Political tensions in 2014 and subsequent counter-restrictive measures had a negative impact on the development of export-import relations in the regions of the country, the Kursk region was no exception. The region has a significant foreign trade potential in accordance with its industrial and agricultural specialization, in connection with which the study of the features of the current development of foreign trade activity is an urgent area of analysis. In the course of the study, the features of the development of foreign trade activities of the Kursk region in 2014-2019 are considered, the prevailing trends and their causes are identified. It has been established that over the past 6 years, the foreign trade turnover of the Kursk region has varied in waves: the period of decline is due to a change in the political situation in 2014, which led to a significant decline in foreign trade activity in the period 2015-2016. However, by 2017, the pace began to recover, and in 2019 it exceeded the pre-crisis level. Since 2016, the region has a stable positive trade balance, which indicates a more active development of exports than imports and emphasizes the export orientation, as well as the implementation of the import substitution strategy. An assessment in the context of the main foreign trade directions showed that over the past 6 years there has been a structural shift: if earlier the main importing countries were the CIS countries, and the exporters were non-CIS countries, today the overwhelming share of foreign trade operations falls on the far abroad.

The implementation of state programs for the development of agro-industrial and fisheries complexes with the provision of state support to organizations ensured the achievement of the criteria for food security in Russia. At the same time, further growth in production, export development and competitiveness can only be achieved if the existing gaps in various industries are eliminated, provided that the enterprises that make up the industrial core of agricultural and fishing production are developed on a new technical and technological basis. In order to further develop the production of new types of healthy food products, the state must take measures to reduce poverty in order to expand the total demand for food products in the country.

At present, the main landmark of state agrarian policy is the transformation of Russian agriculture into an innovative, competitive, institutionally developed industry. Agriculture belongs to the category of life-supporting industries responsible for food security, both throughout the country and regions. In modern conditions, the priority tasks of the Ministry of Agriculture of Russia are: ensuring the competitiveness of the agricultural industry, achieving full self-sufficiency in basic food products, and therefore, studying the factors that can increase the competitiveness of the agricultural industry are subject to analysis and systematization. Accord-ing to the results of the study, the modernization of the mechanism of state support for agricul-tural enterprises is proposed.

The influence of the globalization process on the world food market as a basic element of ensuring the domestic needs of the national economic system and affecting the level of economic security of individual states is analyzed. It is shown that the effectiveness of the import substitution policy pursued in the Russian Federation is related to the sanctions pressure and the devaluation of the national currency, while increasing the level of food security associated with self-sufficiency in basic food products is accompanied by a drop in the quality of domestic producers' products. Formation of a quality and safety management system for food products is possible within the framework of the creation of regional agro-industrial clusters, the use of which will also make it possible to apply the available technological, human and scientific and production potential more efficiently through more optimal interaction between economic agents.

This paper provides a rationale for the need to enhance the system of institutions concerned with ensuring food security in a climate of implementation of a strategy of import substitution. The authors examine a set of key factors that can affect the sustainable development of Russia’s agri-food complex and give rise to threats and risks to the nation’s food security. The paper provides an assessment of the current level of the nation’s physical and economic accessibility of food, traces the role of the small agri-business sector, and analyzes the factor of interregional trading barriers in ensuring food security. The authors demonstrate the advisability of cultivating multiformat food retail and developing various forms of food wholesale. The paper provides a rationale for the need to implement a program of internal food assistance to help overcome social risks to food security and stresses the importance of government support for the participation of small retail and agri-business formats in it.

The aim of the article is to identify the most important changes in Polish foreign trade in agri-food products with the Russian Federation in the years 2006-2015. To verify these shifts, changes over time and the structure of foreign trade in agri-food products in 2006-2015 were analyzed. The value of Poland's foreign trade turnover with Russia, the turnover balance and the share of agri-food products in trade were presented. The value of imports and exports in the categories of agri-food product groups and the dynamics of the import and export of agri-food products was also presented. The article is the result of the analysis of literature and statistical studies. Data from the Statistical Yearbook of Foreign Trade was used. Trade exchange of agri-food products is characterized by an advantage of exports from Poland to Russia. The value of trading these products was reduced after the restrictions of the Russian Federation in 2014 on the import of these products from the EU. The dynamics of exports to Russia were dependent on the category of products. The most significant changes were related to products of plant and animal origin, because their exports depended on trade barriers resulting from the geopolitical situation. To improve Polish-Russian economic and trade relations, Russia must accept EU standards for the production and veterinary and phytosanitary certification of agri-food products.

The goal is to present a comparative analysis of statistical data on the indicators of the foreign trade turnover of the Russian Federation under the conditions of economic sanctions and anti-sanctions, as well as the results of expert assessments on the current import substitution policy. Design/methodology/approach – methods for comparing and grouping indicators that allow comprehensively and dynamically considering the state of Russia's foreign trade turnover, taking into account changes in the country and commodity aspects in the volume of exports and imports in the context of economic sanctions and a counter food embargo. Conclusions – the paper proves that the decline rate in foreign trade turnover in relation to the pre-sanctioned 2013 has slowed down, which indicates the relative adaptation of the Russian economy and the effectiveness of the anti-crisis measures taken. The main recommendations have been formulated that require the concentration of protective adaptation measures on the instruments of selective protectionism with free trade measures. Originality/significance – the paper provides a comprehensive analysis of the impact of economic sanctions on the volume and structure of Russia's foreign trade in the context of growing pressure on foreign trade in a gradual increase in sanctions, and this trend should be timely detected.

The article substantiates the economic essence of food security as the main strategic priority of the economic development of the agrarian sector of the Ukrainian economy. Her place in the system of economic security is shown and conditions for reaching its high level are highlighted. The principles of increasing the level of food security are formulated and the dynamics of foreign trade turnover of agrarian sector products in the period from 2000 to 2016 is analyzed. The main directions of formation of the export potential of the investigated sector of the economy in the conditions of globalization are singled out.

Subject/topic. The article presents the results of the analysis of the country's food security, identifies problems. The purpose of the work is to analyze the system of ensuring food security in Russia and identify its main problems in the context of global challenges and threats. Methodology. The reliability of the results of the conducted research is ensured by the correctness of the construction of the logic and scheme of the study. As a methodological basis were used the scientific and applied results of research by Russian and foreign scientists in the areas of ensuring food security, problems of import substitution and building the potential of the agro-industrial complex. The information base of the study includes data from the Ministry of Agriculture of the Russian Federation, the World Trade Organization and regulatory legal acts; materials of state statistics bodies, etc. Conclusions/significance. As a result of the conducted scientific research, the following conclusions were made that having the world's largest natural resources, Russia consumes resources 8 times less than the United States and Europe, while not being able to meet the population's demand for food products at the expense of its own production, making up for the lack of them with large-scale imports, even those types of food that can be produced independently in sufficient quantities. It was noted that over the past 20 years, by the end of 2020, the volume of exports of food and agricultural raw materials exceeded imports, however, it is impossible to speak with full confidence about ensuring food security in Russia since there are a number of systemic problems. At the same time, the adoption of the Food Security Doctrine and other regulatory documents providing socio-economic support for the village and the intensification of agricultural production had, to a certain extent, a positive impact, but the achieved level of food security is insufficient to consider the problem of independence close to a solution. A decrease in the income of the population and an increase in the price of food lead to a lower supply of food products to the population, due to a decrease in their economic accessibility, as well as to an increase in the share of food costs in the total expenditures of the population. There is a tendency to reduce the physical availability of food due to the transformation of channels and methods of selling products. In general, the thresholds set by the Doctrine in 2020 were reached for vegetable oil (61,7 percentage points higher), grain (+11 percentage points) and meat and meat products (+9 percentage points). Below the threshold values are such categories of food products as: fruits and berries (-22,6 pp.), fish and fish products (-16,8 pp.), sugar (-8,7 pp.), vegetables and melons (-4,4 pp.), milk and dairy products (-0,7 pp.). In the Global Food Security Index, Russia is in 24th place in terms of food availability, in terms of their quality and safety – the thirtieth. Also, as follows from the rating, scientific research and development are practically not developed, agricultural infrastructure is poorly developed, and there are also political and social barriers. As for the availability of food for the population, Russia is on the 20th position in the rating (87,2 points). We believe that taking into account the production potential in the field of agricultural production, a place even in the top ten for food security would be insufficient for Russia. In this situation, it is advisable to study and implement the best practices of international experience in ensuring food security, based on three main approaches: protectionist (Japan, Norway) – protection of domestic production; intermediate (EU countries) – ensuring food security within the EU; export-oriented (USA) – subsidizing exports provided that the domestic market is saturated with products. Research in this direction is further in the framework of deepening the studied problems. Application. The obtained results of the study can be used by the authorities and management as a theoretical and practical basis for making managerial and operational decisions in the field of ensuring food security of the country.
