The article addresses the challenge for universities and colleges to prepare students for the world they inhabit through relevant course offerings and new approaches to teaching. Unfortunately, these structures of higher education still resemble chapels, where the professor is ‘priest,’ and with a pedagogy that is informed by monologue, methodological nationalism, and a general lack of awareness of the rapidly changing social and physical world around us. Starting with the Gutenberg revolution, and following the ideas of Marshall McLuhan, Sven Birkerts and Joseph Brodsky,the article approaches the consequences of the new information technologies that are profoundly rewiring our minds and replacing our ability to think critically. The author asks: what might education look like today? How might we challenge young people to learn how to think? The first task appears to critique and transform the political architecture of classrooms and the teacher centeredness of pedagogical activity, replacing monologue with dialogue. Students need to be shown how to critically distance themselves from the seductions of information technologies, and educational institutions should return to requiring deep reading and discussion of extended narratives.

In recent years, ICT innovation is explicitly linked to deep structural reforms in public administrations. In this chapter, I examine the role of context, during the establishment of a minimal and accountable government apparatus, using the concept of negotiation space as my theoretical lens. The process of imbricating ICT innovation within the local context is viewed as a clash between local institutions and the ones carried by new Information Technologies. This clash is empirically examined in the case of TAXIS, the flagship Information Technology project of the Greek government in the mid 1990s. TAXIS’s implementation has been strongly supported by both the political system and Greek society. Nevertheless, ICT innovation did not trigger radical changes in taxation. Instead, it was infused by strongly engrained political practices which resulted in the implementation of an Information System functional yet unable to support radical tax reform.

Smart education systems and methodologies are based on the deep integration of information technologies in the educational process. Among all the tools belonging to the environment of teaching technologies, wikis have been reported as ideally suited for collaborative learning. Several Universities around the world are running Projects and events about the use of wikis in higher education. Therefore, in this paper the authors explore the use of wikis in the higher educational institutions, being focused on a special case: Wikipedia. Wikipedia presents special characteristics which make it perfect to not only reach the specific learning objectives of a certain particular subject, but also the transversal abilities so demanded today (such as teamwork or social responsibility). Finally, the authors analyze more deeply the experiences about the use of Wikipedia conducted in the Universidad Politécnica de Madrid and the obtained results are presented.

The problems of teaching a foreign language to students of non-linguistic higher educational institutions have changed radically. Besides the professional qualification, an expert has to possess the skills of free language proficiency as the means of business communication within the professional activity. Relevance of new information technologies’ use is dictated by the pedagogical needs for increasing the efficiency of the training developing, in particular, the need of the following skills’ formation: independent educational activity, research, creative approach for training, formations of critical thinking, new culture. The new information technologies in teaching a foreign language use is caused not only by aspiration to novelty, but by training at the info communication technologies base, which allows to realize a personally focused approach to the identity a student as the main conceptual direction of the 21st century formation.

Since the establishment of the Bolshevik regime, intellectuals as holders of knowledge, ideology and historical experience, were under systematic and constant pressure. Special attention was paid to political control over higher education institutions, particularly in Kyiv. This control concerned reorganization of Ukrainian universities (Russian universities were not reorganised). That is why particular attention should be paid to higher education changes during the early totalitarism period. Kyiv University served as a basis for establishment of Kyiv Higher Institute of People’s Education and other educational institutions. Besides, there was political and ideological purge of teachers and students at the same time. The forms of control over lecturers were detailed questionnaires and reports. Such famous scientists as Hryhoriy Pavlutskiy, Klyment Kvitka, and others were among those lectures. Students were controlled through commissions on political level checks (political registration). Those commissions were the ones that carried out a purge in 1921–1923s. All those actions changed the political and ideological situation in Kyiv Higher Institute of People’s Education.The subject matter of this article is to show forms and methods of control over the lecturers and students in Kyiv Higher Institute of People’s Education. The main sources used in the article are the documents of the fund P-346 (R-346) of the State Archives of Kyiv.

The purposeof the study is to assess the readiness of the Russian higher education system to move to the digital level based on the statistical researches of education. The way to the digital economy becomes decisive in the development of Russian education and covers all its stages. Within the framework of the state program “Education development” the project “Modern Digital Educational Environment” is being realized, for the secondary education the “Digital School” project is being developed, and in the program of development of the digital economy a separate direction “Personnel and Education” is emphasized. Digitalization of education becomes the next stage after the informatization stage in the technological development of education. It is necessary to assess the current level of informatization of higher education.Materials and methods of research.The presented study of the assessment of the readiness of Russian higher education to the digital economy is based on the methodology, proposed by the World Bank, which includes an assessment of five groups of indicators: the use of information technology in the learning process; training of teaching staff for the use of information technology in education; informatization of education management; information infrastructure of higher education; normative and legal support of the digitalization of education. The methodology includes the combination and interpretation of the different statistical data because the appropriate study of digitalization of education requires the specific approach. The factual basis of the research is the data of official statistics and universities.The results, on the one hand, indicate a high level of provision of universities with personal computers and access to the Internet, and on the other hand, a lack of automation of the administrative and educational processes of the university. Despite the constant development of technologies and the emergence of new educational web tools, and a multi-year state policy on the information educational space formation, its potential is partly used by universities. Only one third of university students are trained using e-learning or distance education technologies. At the same time, non-state educational institutions provide most of the educational services available to online listeners. In general, the share of online education in the market of educational services is low and is 1.8% for higher education programs and 6.7% for additional professional education. 82% of students, enrolled in programs with exclusive use of e-learning are students of non-state universities. The use of technology, even in the form of blended learning, in addition to the corresponding IT infrastructure, requires the appropriate training of lecturers and students. The training of lecturers in the use of IT in education, including training directly to work with IT, should be supplemented by teaching methodical work in the information educational space.Conclusion. The study shows that the Russian education system has created the necessary reserve for the creation of IT infrastructure, regulatory support, and best practices in the field of IT application in the educational process, which should become the basis for the participation of Russian universities in the digital economy. At the same time, the differences between information technologies (IT) and digital are not obvious, in many respects, these concepts are identical, differences arise when considering the totality of the information technologies and resources involved. Digitalization assumes that practically all the computing devices are involved in information support, including consumers, who, for example, install mobile applications in order to use the services. Involving a large number of devices with the ability to connect to the Internet allows you to organize the collection and processing of a large amount of digital data. The basis of digitalization is the created IT infrastructure and the degree of informatization in educational institutions.

The article deals with the creation of unified information-educational environment of an educational institution, requirements to it, the organization of the educational process based on it, as well as all its constituent parts presented in an educational institution. A promising field of research of the problem of information technologies usage in students' learning activities can become the experimental study of the beliefs of students, scientific-pedagogical and pedagogical staff of higher education institutions on e-learning tools and their application in the educational environment. Moreover, it is worthwhile to mention that the problem of effective use of modern ICT disciplines is studied by many professors of higher educational institutions. However, its incorrect usage leads to the substitution of the learning objectives. Nowadays it is possible to reduce the educational process in universities not only by knowledge mastering, but also teaching students to learn and apply their new knowledge and information as effective, as it is possible. Numerous theoretical and practical research characteristics of the information technology in the students’ educational process claim that this approach is a response to students’ social demands and needs, since it contributes to the formation of professional competence of future professionals. One of the most important factors that significantly effects the quality of education is the usage of modern information technologies. Modern graduate students should have special professional tools and solve working problems, using information systems. Thus, the introduction of innovative information technologies in higher educational institutions enables future professionals to expand their potential abilities and encourages active learning.

The function of research and promotion is not unique only to museums and libraries, but also to archives, because these institutions’ activity is aimed to public needs. Nowadays greater importance is given to the archives communication. Communication with public is one of the components of the archive image. Archives cooperate to a much greater extent with public, informing people and making people aware of national documentary heritage. The archives cooperation with educational institutions and teachers is positively regarded. The important direction of the Latvian National Archives activity is the document digitization in order to expand access to documents. Therefore, with the possibilities of new information technologies, the archive becomes more open. Most recently the important role of archives activity was only documents accumulation for evaluation and preservation. Until 21st century there was not a wide access to the archival records, therefore archives pedagogy is a new branch in Latvia.

The global spread of coronavirus infection has paralysed the work of many areas of economic, business, and, of course, educational activities of almost all countries on the planet. Unfortunately, Ukraine is no exception and a quarantine regime has been introduced in this country. The way out of the current situation in education in Ukraine was the introduction of distance learning in all educational institutions, which created new challenges for both teachers and students. The purpose of the paper was to study information technologies, tools and methods of learning that can be used for distance learning in educational institutions under quarantine. As a result, authors analysed world practices in ensuring the educational process within the framework of distance learning. The advantages and disadvantages of distance learning technologies for both higher education institutions and higher education seekers were identified.

Analyzed the actual problems of preparing students in terms of mobile devices. The versatility of the use of mobile devices in the educational process allows you to change the traditional form of teaching material, while applying innovative technologies. Various Google Apps services are explored with the help of which you can get wide opportunities for information education. Applying educational information technologies, it can be noted that learning becomes interactive, enhances the intensity of the learning process. Thus, the introduction of new information technologies and mobile applications in the educational process introduces completely new components of educational content necessary for the preparation of competitive specialists.
