English language institutes make various empowerment efforts to encourage community participation so they have the ability to achieve a prosperous standard of living. Empowerment efforts undertaken by English language course institutions in Pelem Village have made the community aware of the potential, have the ability to access welfare and change existing barriers. The description is the main attraction to examine how efforts to empower the community through social service institutions English courses in the Village of Pelem, Pare District, Kediri Regency. The purpose of this research is to find out, describe and analyze efforts to empower the community through social service institutions of English courses in Pelem Village, Pare District, Kediri Regency. This research uses a case study approach with qualitative research type. The technique of determining the informant using the subjectivity of researchers and the technique of determining the location using purposive.Data collection techniques using observation, interviews and documentation. Data analysis techniques include data collection, data reduction, data display and verification. The results showed that the role of the course institutions could improve the welfare of the people of Pelem Village.Keywords: Empowerment Efforts, Institutions and community

This study aims to determine the management of Lake Napangga tourism objects in Kepenghuluan Tanjung Medan, Rokan Hilir Regency, which contributes to the economy of the surrounding community. Lake Napangga is one of the lakes located in the Rokan Hilir area which has promising tourism potential if managed properly. Therefore, the role of BUMDes as the manager of Lake Napangga should be able to become a spirit in developing this lake tourism object to empower the economy of the village community, but the management of this tourist attraction is not only influenced by the seasonal agenda but also the Coronavirus Disease pandemic that emerged in 2020 This study choosing the type of qualitative research with a case study approach, where data collection is done by observation and interviews. After the data and information are obtained, it will be analyzed in depth with triangulation techniques. The results of this study found that the management of Lake Napangga tourism objects has not run optimally by the BUMDes in this case due to the inconsistency in the number of tourists visiting Lake Napangga, the inconsistent seasonal agenda, the lack of promotional activities and the COVID-19 Pandemic that appeared regularly. Suddenly disrupting the sources of income for people who depend on this Lake Napangga tourist attraction. This reality is what makes community economic empowerment in order to increase income still not running optimally. And aspects of sustainability in this case are needed to develop the tourism potential of Lake Napangga in the face of unforeseen conditions, in this case COVID-19 becomes an example of problems that must be faced in order to run the economy of the community and maximize the management of potential tourist attractions.

This study is about the changing role of traditional leaders called punyimbang in pepadun community. This research was conducted in the village of Terbanggi Besar, Terbanggi Besar District of Central Lampung regency. This research was motivated by the social and cultural changes taking place in society. The research is a qualitative research method of case study that compares difference conditions punyimbang role ago and today. The results of this study are firstly the social and cultural changes that occurred in the community so that the role punyimbang the first switch and always involved in every aspect of community life is starting at left, second, the factors that cause changes in this role is the modernization that began touching indigenous peoples pepadun village Terbanggi great so that people began to leave things that are traditional, third, these changes have an impact on the conflict in the community, due to the people lost figure punyimbang that exemplifies the good things that people are starting to do a lot of irregularities such as conflict between villages, spoliation, and the conflict between generations, fourth, related to the changing role of public response punyimbang happens is people still assume the existence punyimbang needed as long as there customary held by the public but does not bind as before.

Increased political participation of the village community after the reformation, marked by increasing interest in the community to run for village head elections and village decision-making. Increasing village community participation certainly has hope that the neutrality of bureaucracy is maintained at the village level. So that the climate of political contestation at the village level runs ideally in accordance with the values of democratic life. The purpose of this research is to find out the role of bureaucracy politicization in winning candidate village head Aditya Dimas in Pilkades simultaneously December 26, 2016. Then, knowing the factors that cause political behavior are not neutral village officials and forms of violations in contestation Pilkades Sitimerto December 26 2016. This research using qualitative research methods with a case study approach. The selection of qualitative methods with a case study approach was carried out because there were distinctive characteristics in the election of the head of the Sitimerto village in Kediri Regency. The results of this study show, firstly, that the practice of neutrality in village bureaucracy in the Sitimerto village case is not proven, that the village apparatus is not neutral in the village head election. Second, the factors that motivate village officials to be non-neutral in the case of the Sitimerto village head election are the widespread use of money politics as an attraction for material benefits to the village apparatus and political dinasty of incumbent. Third, a number of forms of violations of neutrality that occurred in the case of the election of the Sitimerto village head were proven that the village officials acted as cadres of the incumbent candidates and participated in distributing money politics to the villagers. Keywords: Kekuasaan, Demokrasi,Netralitas Birokrasi, dan Pilkades

The purpose of this study is to determine the government's role in recommending permit for people based mining in the Borisallo village, Parangloe District of Gowa Regency and to know how the village government in providing guidance to the people in the village Borisallo mining Parangloe District of Gowa. The method used is qualitative. Data were collected using instruments such as: observation, documentation and developed with interviews with informants. Technical analysis of the data used in this study is a model of interactive analysis, namely : data collection, data reduction, data serving and withdrawal conclusions. The validity of the data in this study examined using triangulation techniques. These results indicate that the role of the village government is quite good in the management of people through the mechanism of recommendation and coaching. This method is an attempt to reduce illegal mining in the village Borisallo the daily increasing because of the lack of new jobs. Another policy that has been applied by the village government Borisallo in reducing adverse environmental impacts caused by the people themselves, by imposing a levy policy for improvement of the road maintenance. Tujuan penelitian ini yaitu Untuk mengetahui peran pemerintah Desa dalam merekomendasikan perizinan pertambangan rakyat di Desa Borisallo Kecamatan Parangloe Kabupaten Gowa dan Untuk mengetahui cara pemerintah desa dalam memberikan pembinaan terhadap pertambangan rakyat di Desa Borisallo Kecamatan Parangloe Kabupaten Gowa. Metode penelitian yang digunakan adalah kualitatif. Data yang dikumpulkan dengan menggunakan instrumen berupa : observasi, dokumentasi dan dikembangkan dengan wawancara terhadap informan. Teknik analisis data yang digunakan dalam penelitian ini adalah model analisa interaktif, yaitu: pengumpulan data, reduksi data, sajian data, dan penarikan simpulan. Keabsahan data dalam penelitian ini diperiksa dengan menggunakan teknik triangulasi. Hasil penelitian ini menunjukan bahwa peran pemerintah desa cukup baik dalam pengelolaan pertambangan rakyat melalui mekanisme rekomendasi dan pembinaan. Cara ini merupakan suatu upaya untuk mengurangi penambangan ilegal di Desa Borisallo yang semakin hari semakin banyak karena kurangnya lapangan kerja baru. Kebijakan lain yang telah diterapkan oleh pemerintah desa Borisallo dalam mengurangi dampak buruk bagi lingkungan yang disebabkan oleh masyarakat itu sendiri yaitu dengan memberlakukan kebijakan retribusi untuk pemeliharaan jalan.

The effort to find national identity based on local wisdom became important. One of the local wisdom that can be found in Pangan Jaya villages is Arisan system in building the villager houses.  The village of Pangan Jaya were inhabited by former transmigration communities from Lamongan and Bojonegoro districts in East Java Province. Soon as their arrival at transmigration area called Pamandati, those peoples experienced difficulties in daily life. The condition creates a sense of togetherness spontaneously, because their mutual sense in cultivated the farmland. They embody solidarity and mutual assistance (gotong royong) in the form of Arisan that represents their homelands culture. They felt the mutual cooperation habit that they have done in their homeland need to be applied in their new village even though they did not know each other before. The houses built by Pangan Jaya peoples were the result of mutual cooperation in the form of Arisan. The research aimed to study the form of Arisan system among the people of  Pangan Jaya village in building their houses. This was a qualitative study with case study approach and data were collected through observation as well as in-depth interviews. The result of the research indicated that the Arisan system on houses  construction  came in the form of building materials and cash money. This Arisan system can run well because of the similarity of background, life principle and Javanese culture among Pangan Jaya villagers and supported by their healthy economy condition.

The independence of society is inseparable from the emergence of the independence of individuals who are in it, including women. Women who are members of the Betang Asi Credit Union Cooperative business unit in Pulang Pisau Regency, Central Kalimantan Province with their efforts to wick rattan provide a new meaning in empowering women based on local wisdom of Dayak tribe, with a focus on business based on the potential of rattan plants that grow in nature. This research uses a descriptive qualitative method with a case study approach. The results of this study provide a review of the need for women to join business institutions such as cooperatives or other institutions in marketing their products, so that the weaknesses of the findings in this study can be eliminated and the role of women in the village towards economic independence can run well without having to forget the local wisdom as a person born from Dayak tribe.

The study was entitled "The Role of Social Capital as a Strategy in the Development of the Weaving Handicraft Industry in Sukarara Village". The development of the weaving industry has been started since the 1980s, but the process of developing the weaving industry is still relatively slow and has low competitiveness with handicraft industries is in Central Lombok. This study uses the theory and concept of social capital from Putnam. This study also uses a qualitative method with a case study approach. The main source in this study is the weaving craftsmen. The research location is Sukarara Village, Jonggat District, Central Lombok Regency. This research is a qualitative research which aims to explain and discover the role of social capital that is owned by the community in the development process of the weaving industry in the village of Sukarara. The focus of this research is identifying the role of social capital and knowing the obstacles in the development process of the weaving industry. The existence of a favorite place is a public space that has an important role in the development of villages in urban areas. In the city of Denpasar there are many kampung-kampung (kampung-kampung: a community) that have many favorite places, where the existence of favorite places itself has quality with various facilities. This study aims to determine the quality of people's favorite places in the neighborhood. This study aims to determine the quality of people's favorite places in their neighborhood. The focus of the problem raised is places that are considered favorite by the people in their neighborhood and how the quality of physical object facilities, non-physical object facilities and infrastructure facilities at the favorite places. The research method used is a qualitative method, with a case study approach, the technique for collecting research data is through interview techniques, where the speakers come from people who live in Kepaon Islamic Kampung, Pemogan, Denpasar, asked to write on a piece of paper the places that people consider favorite according to their feelings, this writing technique aims to avoid the occurrence of the expression of feelings towards a favorite place between one resource person with another resource person. This research shows that there are many favorite places in the area of Kampung Islam, Kepaon, Pemogan, Denpasar, but favorite places that have quality with good facilities that are chosen by many people in their neighborhoods such as; Al-Muhajirin Kepaon Mosque, Sungai Taman Pancing Tukad Badung, Kertha Boga Market. The role of the community as well as the government is able to care for and maintain the quality of these favorite places, so that the community is guyub (guyub: close-knit interaction) to live in the area.  Index Terms— favorite places, community, neighborhood

Dolly localization is the largest prostitution area in Southeast Asia, located in Putat Jaya, Sawahan District, Surabaya City. On June 18 2014 the official Dolly localization was closed. After Dolly's closure, the Gerakan Menulis Harapan (GMH) had an extraordinary role of importance to help former commercial sex workers and affected citizens restore the economy in a halal manner with an economic empowerment model. This article aims to analyze the economic empowerment model carried out by GMH on the Community in Putat Jaya Village, Surabaya City. The method used in this article is a qualitative research method with a case study approach. The conclusion of this article is the empowerment of the creative economy through the Guidance program of GMH Surabaya in doing stakeholder synergy with various parties, namely the media, government and donors, as well as the people of Surabaya, especially members of the fostered GMH. To run the GMH coaching program, it receives financial assistance from donors where to carry out economic empowerment through various activities, namely assistance, training and marketing.
