Village Funds are funds sourced from the State Revenue and Expenditure Budget intended for villages which are transferred through the district revenue and expenditure budget and then channelled to the village treasury account and used to finance the implementation of development and community empowerment. The Village Fund has village development goals, namely improving the quality of human life, improving village welfare, and reducing poverty. This study aims to analyze the Managerial Accountability of Village Fund Management in Rejosari Village, Pringsurat Subdistrict, Temanggung Regency. This study used qualitative research methods with eight informants as the research subject. The results of the study show that the Managerial Accountability of Village Fund Management in Rejosari Village, Pringsurat Subdistrict, Temanggung Regency has not demonstrated effective results. Several indicators of Managerial Accountability that have not been implemented optimally further support this conclusion. Meanwhile, the factors that influence accountability such as the personal factor, leadership factor, team factor, and contextual factor are sufficient, although obstacles are still apparent. Based on this conclusion, the researchers recommended the village fund administrators to be highly committed and maximizing the support of existing resources to the maximum.

Village funds represent funds sourced from the State Revenue and Expenditure Budget which is intended for villages that are transferred through the Regency / City Regional Revenue and Expenditure Budget and are used to fund governance, development implementation, community development, and community empowerment, and transparency. The purpose of this study is to find out the transparency of village fund management in Bireun District. This type of research is descriptive analysis with a qualitative approach. The results showed that the management of village funds in Bireun district was transparent as evidenced by the openness in the process of planning, drafting and implementing the Village Fund Budget.Keywords: Budget, Village Funds, Transparency

 The village is a unit of the legal community that has a genuine arrangement based on the privileged origin rights. The cornerstone of the thinking on village governance is diversity, participation, autonomy, democratization and community empowerment. The result of the study is the Implementation of Article 19 of Government Regulation No. 60 of 2014 on Village Funds sourced from the State Revenue and Expenditure Budget in Rama Yana Village Sub-District Seputih Raman Central Lampung Regency is currently done in accordance with government regulations but not yet maximized. The problem is still the lack of knowledge of village apparatus in understanding the rules about village fund management, lack of understanding of the tupoksi of each position, delay in the transfer of village funds, system of management of the village administration that is not optimal, lack of aspiration and active role of the community, ineffective communication between the community and the village head.

The village government has an substantial responsibility in managing human resources to produce regional economic benefits. This research aims to identify the stakeholder collaboration to support accountability in village fund management and rural development.  This study used an interactive approach with data collection methods such as structured interviews, documentation, and observation. The object of the study is village officials in Pranggang Village, Plosoklaten District, Kediri Regency, East Java Province. The results of the study showed that the village government has not optimally carried out its role in involving more stakeholders.  Collaborative stakeholders in managing village funds involved village government officials, activity management team and community.   They play a positive role in bringing about village accountability in managing village funds. An increased community participation contribute to program evaluation activities and effectiveness in the village financial management. The accountability of the village funds utilization has met the Home Affairs Ministerial Regulation number 113 of 2014. In addition, social accountability has been applied in various forms of effective interactions between the community and village government. Much efforts are required to improve the quality of human resources through more stakeholder engagement, training activity and  community empowerment.   JEL Classification: H72; H83; O20

The Village Community Empowerment With Traditional Culinary Business in the Group of Boga Ganesha Buleleng The development of fast food must be balanced with the consumption of traditional foods because fast food is allegedly to be a risk factor for the emergence of various diseases. This study aimed to analyze the behavior of IbIKK group of Boga Ganesha. The choice of location of the research was determined purposively with the consideration that the Boga Ganesha is one of the groups to empower the people with the traditional culinary efforts. The method used in collecting the data in this study was interviews with questionnaire instruments. Based on the research results, the potential of the IbIKK of Boga Ganesha is a kosher, hygienic and healthy traditional food processing. Behavior that was demonstrated by the members can be classified into an excellent category (4,6). The achievement of the implementation of the empowerment program that is included in the category of successful (4,2). Empowerment of program aimed to improve the quality of human resources. In this regard, members of the group should implement their skills so that they can open up business opportunities in order to improve the economy of the family. To support this, the facilitator should use the appropriate method so that all participants can obtain information equally.

Pemuteran has tourism potential and stunning natural beauty. Pemuteran village communities have not been involved in tourism activities resulting maximum untapped tourist potential to the maximum, limited opportunity society are involved in tourism development, and creativity in tourism in the village. This research is objective to maximize the role of the community in various aspects of tourism development. The development of tourism is expected to: (1) empowering local communities; (2) diversification of rural tourism products; (3) demonstration model to develop green tourism; (4) produce a tourism product of high quality and competitiveness; (5) the development of a more responsible and sustainable tourism. Data were collected through observation, interviews, questionnaires, literature studies, and technical documentation. Data were analyzed using qualitative descriptive analysis of IFAS, EFAS, and SWOT. The strategy resulted in the development of green tourism as an effort to increase community empowerment in economic activity in the village of Pemuteran is green tourism marketing strategy; Strategy creation and development of green tourism products; Strategy commitment and development of community-based tourism development in North Bali; The strategy for improving the quality of human resources through the mastery of information technology and entrepreneurship; Waste management strategy together and independently; Infrastructure development strategy based tourism green tourism; Strategy green tourism travel packages in Buleleng. Advice can be given is the importance of the commitment in the development of tourism development in North Bali-based green tourism; the need for management of solid waste management; the need for the identification and development of a tourist attraction; importance of improving the quality of human resources that are highly competitive; the importance of increasing public participation in the planning, implementation and monitoring of tourism development in the region.

The community empowerment is an effort to provide power or empowerment to the community. According to one expert in which he defines community empowerment, namely as the community's ability to develop and be interrelated so that it has the aim of finding new innovations in a community development. (Mardikanto, 2014). The community Empowerment to be precise in the field of agriculture and several Farmer Groups in Tegal Kunir Lor Village is one of the places that becomes objects to improve the quality of agricultural products. This research uses descriptive study and uses qualitative research methods. Based on the research results, empowerment and development needed to be increased towards planting and farmer motivation. The obstacles faced need to be conquered with the problem of not optimal irrigation or irrigation channels to the rice fields. The paddy fields and irrigation infrastructure and agricultural tools are not yet complete. So, it has not made the agriculture managed by the Farmer Group not able to optimize the paddy fields. Implementation of community spirit has not been optimal regarding several issues of awareness that had not been overcome. Enthusiasm of the community has not fully volunteered to enter the Farmer profession in the village of Tegal Kunir Lor so that only a few people, especially the elderly, are doing rice planting in the fields. Village Government, BPP Agricultural Extension Agency, Village Office Staff need to go counseling to encourage residents around the village. This effort is made to create a resilient agriculture that requires quality human resources and make a successor for future progress through agricultural extension activities with an approach farmer groups that support agriculture-based agribusiness system.

Public awareness of the environment will be increasingly damaged due to industrial activities of large companies, making the community need information about the extent to which the company is responsible for the damage. This ecological crisis is driving concern from various countries in the world by formulating a Sustainability Development Goals that are expected to improve the quality of human life. Representation of women in the leadership of a company can be one of the drivers of companies to be more concerned with voluntary disclosures. This research is a quantitative research that uses multiple linear regression with a sample of companies listed on the ISSI for 4 consecutive years. The results showed that the presence of women on the board of directors did not affect the disclosure of SDGs. Whereas the presence of women in the board of commissioners has a significant effect on the disclosure of SDGs. The influential control variables are only the size of the company, while the variables of profitability and leverage have no effect.Keywords: Sustainability Development Goals (SDGs), Board of Directors, Board of Commissioners, Gender Diversity

The current world disaster phenomenon has had an impact on the countryIndonesia. This can be seen from the paralysis of the community's economy both in the fieldgovernment and private. With the Covid-19 Virus that resultedparalysis on every front that requires the government to shift allocationsexisting funds both at the central and regional levels. This research aims to seechanges in village fund budget allocations for the prevention of Covid-19 in sub-districtsMoyo Hulu. The village that is the object of observation in Moyo Hulu sub-district is the villageSemamung, Pernek village, and Leseng village. The type of research used inThis research is a qualitative research, using an interpretive paradigm.The results of this study indicate that budget planning has been carried out based on principlesgood governance, namely transparent and accountable Village Fund Management so farrunning effectively, can be seen concrete evidence, namely in the form of developmentinfrastructure, community empowerment. Changes in Village funds due to Covid-19 toohas complied with the regulations that overshadow it.

A river as one of the providers and buffers of life must always be preserved. The sustainability of the river ecosystem is necessary so that water availability can be maintained over time both in quantity and quality. Attention to community behavior is the main target to guarantee the conservation of river water. River pollutants are increasing in quantity due to both domestic and production activities. Community empowerment aspect should always be improved especially in taking care of maintenance and utilization sustainability of the river for human life in particular and ecosystem in general. Tegaltirto Village which is crossed by the Opak River is very important to be preserved especially in proper river management. Community service in the form of institutional development of river school is needed. The scheme is appropriate to educate, assist, and initiate a proper and sustainable community empowerment forum.The research methods in the empowerment of a river school institution are focused on the participatory empowerment aspect. Data collection was done through interviews, documentation, and focus group discussions. The knowledge and skills of the river school institution are transferred through training and an intensive facilitation program.  The preparation of the follow-up plan was done through assistance by UGM Team. This was to realize the organizational structure that was responsible for the management and utilization of river resources. The implementation of a river school institution in Tegaltirto Village cannot be separated from the community participation and the observer of river conservation in the spirit of building the village. Conservation and sustainability of water and river utilization become the implementation motivation for the river school activity in Tegaltirto village.
