The current world disaster phenomenon has had an impact on the countryIndonesia. This can be seen from the paralysis of the community's economy both in the fieldgovernment and private. With the Covid-19 Virus that resultedparalysis on every front that requires the government to shift allocationsexisting funds both at the central and regional levels. This research aims to seechanges in village fund budget allocations for the prevention of Covid-19 in sub-districtsMoyo Hulu. The village that is the object of observation in Moyo Hulu sub-district is the villageSemamung, Pernek village, and Leseng village. The type of research used inThis research is a qualitative research, using an interpretive paradigm.The results of this study indicate that budget planning has been carried out based on principlesgood governance, namely transparent and accountable Village Fund Management so farrunning effectively, can be seen concrete evidence, namely in the form of developmentinfrastructure, community empowerment. Changes in Village funds due to Covid-19 toohas complied with the regulations that overshadow it.

Village funds are a form of assistance from the government as a means of supporting and stimulating development and community empowerment in the village. The purpose of this study was to determine the supervision of village funds by the village consultative body in Batumatoru village, Lariang district, Pasangkayu Regency. The research method used is a qualitative research method by adopting escort theory. According to Sondang P Siagian there are two indicators of supervision namely direct supervision and indirect supervision. Data collection techniques are carried out through field research which includes observation, interviews and documentation. Analysis of the data used is data reduction, data presentation, and data verification. By using a purposive technique with a total of 7 informants. The results showed that the implementation of supervision of village funds in Batumatoru Village was still not optimal. Due to lack of supervision in the implementation of the use of village funds, both directly and indirectly. This was heard by complaints from the public regarding the government's performance in implementing the use of village funds.

Development of village fund management is very much needed by the community so that it can be enjoyed by all levels of society in the villages. The seriousness of the government in developing villages is evidenced by the start of allocation of the Village Fund budget for 2015. The allocation of the Village Fund is mandated by Law (Law) Number 6 of 2014 concerning Villages and Government Regulation (PP) Number 6 of 2014 concerning Village Funds Sourced from STATE BUDGET. The regulation explained that the administration of the village government adheres to the principle of decentralization and the task of assistance. The principle of decentralization raises village internal funding (Desa APBD), while the principle of co-administration provides an opportunity for Villages to obtain funding sources from the government above it (APBN, Provincial APBD, Regency / City APBD). This study aims to observe what the development of village funds looks like, how they are implemented and the impact of the use of village funds in supporting development activities and community empowerment. The research method used is a qualitative research method that relies on observing places, actors and activities in Konawe Selatan Regency, Southeast Sulawesi Province, which was chosen as a case study. Initial observations show that the Village Fund does not have significant results in improving the welfare of the community. These indications are evident in the welfare of the community which has not improved with the existence of the village fund. Therefore it is necessary to develop a good management of village funds to improve the welfare of rural communities, especially in Konawe Selatan District. The output to be achieved is the scientific publication with ISSN Online and the level of technological Readiness that will be achieved 1-3.

Sektor pariwisata yang saat ini sedang banyak diminati masyarakat adalah konsep pariwisata pedesaan, seperti desa wisata. Di Gresik sendiri terdapat banyak sekali wisata yang dikembangkan oleh Pemerintah melalui Badan Usaha Milik Desa atau BUMDes seperti Desa Wisata Lontar Sewu di Desa Hendrosari. Berawal dari potensi desa yang apabila dikembangkan secara optimal dapat meningkatkan pendapatan masyarakat sekitar sehingga mampu meningkatkan perekonomian masyakat Desa Hendrosari. Sebab itu perlu untuk dilakukan penelitian lebih jauh mengenai pentingnya pemberdayaan masyarakat. Sehingga penting untuk dilakukan pemberdayaan masyarakat dimana di Desa Hendrosari terdapat sumber daya alam yang mumpuni untuk dikelola sehingga jika dikelola lebih baik bisa untuk menambah pendapatan desa. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan fokus penelitian menggunakan teori Pemberdayaan Masyarakat oleh Tim Delivery (Totok Mardikanto, 2013: 125-127). Karena pada awalnya dahulu desa hendrosari terkenal dengan desa penghasil minuman fermentasi sehingga konotasi dari Desa Hendrosari lebih ke arah negatif. Sehingga dengan adanya program kerja tersebut mampu mengubah image masyarakat tentang desa tersebut menjadi desa wisata. Masyarakat Desa Hendrosari mempunyai peran penting untuk melestarikan dan mengembangkan potensi yang ada seperti sumber daya alam dan sumber daya manusia. Sehingga mereka memiliki peran penting dalam tindakan pengambilan keputusan, mempengaruhi serta memberi manfaat bagi kondisi lingkungan yang ada disekitar. Pengelolaan yang baik menghasilkan tempat wisata yang dikenal dengan nama lontar sewu. Dengan adanya tempat wisata baru tersebut menghasilkan banyak pemberdayaan masyarakat melalui pengembangan desa wisata lontar sewu. Kata kunci :Lontar Sewu, Desa Hendrosari, Desa Wisata, Pemberdayaan Masyarakat,   The tourism sector which is currently in great demand by the public is the concept of rural tourism, such as a tourist village. In Gresik itself, there are lots of tours developed by the Government through Village-Owned Enterprises or BUMDes such as Lontar Sewu Tourism Village in Hendrosari Village. Starting from the potential of the village which, if developed optimally, can increase the income of the surrounding community so as to improve the economy of the Hendrosari Village community. Therefore it is necessary to conduct further research on the importance of community empowerment. So it is important to do community empowerment where in Hendrosari Village there are natural resources that are qualified to be managed so that if they are managed better they can increase village income. This study used a qualitative descriptive approach with a research focus using the theory of community empowerment by the delivery team (Totok Mardikanto, 2013: 125-127). Because in the beginning, Hendrosari Village was known as a village that produced fermented drinks, so the connotation of Hendrosari Village was more negative. So that the existence of this work program is able to change the image of the community about the village into a tourist village. The Hendrosari Village community has an important role to play in preserving and developing existing potentials such as natural and human resources. So that they have an important role in decision-making actions, influence and benefit the surrounding environmental conditions. Good management produces a tourist spot known as lontar sewu. With this new tourist spot, it has resulted in a lot of community empowerment through the development of the Lontar Sewu tourism village. The village government has an substantial responsibility in managing human resources to produce regional economic benefits. This research aims to identify the stakeholder collaboration to support accountability in village fund management and rural development.  This study used an interactive approach with data collection methods such as structured interviews, documentation, and observation. The object of the study is village officials in Pranggang Village, Plosoklaten District, Kediri Regency, East Java Province. The results of the study showed that the village government has not optimally carried out its role in involving more stakeholders.  Collaborative stakeholders in managing village funds involved village government officials, activity management team and community.   They play a positive role in bringing about village accountability in managing village funds. An increased community participation contribute to program evaluation activities and effectiveness in the village financial management. The accountability of the village funds utilization has met the Home Affairs Ministerial Regulation number 113 of 2014. In addition, social accountability has been applied in various forms of effective interactions between the community and village government. Much efforts are required to improve the quality of human resources through more stakeholder engagement, training activity and  community empowerment.   JEL Classification: H72; H83; O20

The native court in Malaysia comprises of Mahkamah Anak Negeri Sabah and Mahkamah Bumiputera Sarawak. The existence of this court is recognised by the Malaysian Government and they are mentioned in the Federal Constitution of Malaysia. Although these courts are given power and authority in dealing with the personal law of natives in each state, there are challenges in enforcing post-divorce orders made by these courts. This article is significant since there is a dearth of study on this topic. The main objective of this article is to examine the enforcement of post-divorce orders of native courts within East Malaysia. It will also explore the problems and challenges of divorcees in enforcing divorce orders and provide recommendations to improve the existing system. This article adopts library-based and qualitative research method which consists of group discussions and interviews with the village headman (ketua kampung), headman (penghulu), community leader, native courts’ judges, native court of appeal’s judge, registrar of native court and several divorcees. The result of this research identified four challenges vis-a-vis: the capability to find the husband upon the issuance of the divorce order; second, husband’s default payment of maintenance; lack of manpower in enforcing the order and lastly, husband’s conversion to Islam. Thereafter, this article suggests that the government could provide assistance by empowering court bailiffs or enforcement bodies, increasing funding and to designate a special department for enforcement of divorce orders

Community empowerment is one of the keys to the success of a village to prosper the lives of its people, with the potential of existing villages, where the community can develop ideas, creations of superior products in the village that generate entrepreneurial spirit in accordance with the provisions given by the government for village development. Padamatang Pasawahan Kuningan village is one of the villages that has a lot of natural resource potential that can be managed and developed into a superior product from the village including Processed Tempe and Emping (Melinjo). The method for carrying out this activity through several stages, namely the stages of preparation, socialization, training, and assistance. This study aims to determine the compliance of existing administrationcarried out by the Village Government with the Minister of Home Affairs Regulation Number 1132014 concerning Village Financial Management and Legislationapplicable. The research method used is qualitative researchdescriptive analysis. Secondary data were obtained from the library study, while primary dataobtained through the results of research conducted at research locations in the districtSumbawa with 157 villages in Sumbawa Regency,which examined the 8 villages that were the samples of the study, as for the locationThe research was conducted in Labuhan Village, Sumbawa, Uma Beringin, Tepal, BatuRotok, Kaung Island, Bungin Island, Lekong and Mapin Rea and the Empowerment ServiceCommunities and Villages (Dinas PMD) Sumbawa Regency. This research aims tosynthesis of village financial management in the management of Village Funds. This type of researchis a qualitative research with a descriptive analysis approach. This researchcarried out using documentation techniques and interviews with parties involved in the management of the Village Fund. Descriptions are obtained throughanalysis of Permendagri No. 113 of 2014 by comparing the realization in the field.Village Fund Management from the planning, implementation, administration, reporting stagesand accountability in general can be said to be in accordance withPermendagri No. 113 of 2014 although there are several things in the planning,implementation and administration that are still not in accordance with the target time.

According to Minister of Home Affairs  Regulation No. 56 of 2015 concerning Code and Data of Administrative Area, it is mentioned that Papua is one of 34 provinces in Indonesia with the highest number of villages by 5,419 villages, 110 urban villages, and 558 sub-districts scattered in 28 regencies and 1 city. The high number of villages in a regency/city area has an effect on the amount of village funds allocated by the Central or Provincial Governments for each district/city, thus affecting the amount of regency/city APBD. Village Fund Allocation is a manifestation of the fulfillment of the right for the village to implement the principle of autonomy for the village to grow and develop following the growth of the village itself, based on diversity, participation, original autonomy, democratization, and community empowerment. However, the increasing number of village formation burdened the government budget to finance the formation of new villages, so that the village formation had a significant and positive effect on the amount of regional finance, especially regency/city and provincial APBD. For example, in the 2016 fiscal year, Tolikara Regency had a total of 541 villages spreading across 46 districts and received the largest village fund allocation of Rp320.04 billion. Thus, Tolikara Regency ranked 1st with the most villages and the largest village fund in the Papua Province. In contrast, Jayapura City with a total of 13 villages was the regency/city with the least number of villages and the least amount of village fund of Rp. 12.51 billion.

This study aims to describe and analyze community empowerment activities in the Dewo Bronto Tourism Village in Yogyakarta through the concept of Community-Based Tourism. This study uses qualitative research that describes community empowerment through the concept of Community Based Tourism objectively based on data findings in the field. Data collection techniques using observation, interviews, and documentation. Community empowerment in the field of tourism in the tourism village is carried out through various fields such as culinary business, the production of natural dyes of batik, batik training, transportation, arts and cultural attractions. This effort can support the development of tourism in the Dewo Bronto Tourism Village. However, community empowerment needs to be supported by the ability of the community to create a brand for a tourist village so that the Tourism Village is better known by tourists. In the future, it is necessary to do research on millennial communities who are familiar with the digital world so that they can promote the Village Tourism digitally. The impact of the tourist village is better known to tourists globally

Village funds represent funds sourced from the State Revenue and Expenditure Budget which is intended for villages that are transferred through the Regency / City Regional Revenue and Expenditure Budget and are used to fund governance, development implementation, community development, and community empowerment, and transparency. The purpose of this study is to find out the transparency of village fund management in Bireun District. This type of research is descriptive analysis with a qualitative approach. The results showed that the management of village funds in Bireun district was transparent as evidenced by the openness in the process of planning, drafting and implementing the Village Fund Budget.Keywords: Budget, Village Funds, Transparency
