Abstract Contemporary Polish local and regional elections serve the purpose of electing the government on the level of a municipality, county, and the voivodeship, and therefore represent a particular type of elections which could be referred to as polytonal. A unique quality of polytonal elections is the fact that the separate elections for each of the levels of local/regional government that take place on a single day are quite distinctive in terms of the behaviour of voters, politicians, political parties, and other organisations participating in the elections. As a consequence, we can indeed observe differences in the results of the elections on the level of municipality, county, and voivodeship.

The regional head as the organizer of the government in the region is also an extension of the central government, has a pretty heavy task, therefore in order for the State's goals to be achieved, regional heads must be chosen that are truly credible, qualified and qualified, so that it can bring success to regional development in carrying out government affairs as mandated by the Act, which will ultimately have a positive impact, in the form of support for national development. This research is intended to examine, criticize and analyze which are expected to provide solutions related to the development of the authority to form laws in the constitutional system of the Republic of Indonesia. The formulation of the problem in this study are the dynamics of regional elections in Indonesia in the reformation era and the implications of the dynamics of regional elections in the Indonesian constitutional system. The method of approach used in this study is normative juridical, which is an approach that uses the positivist concept which states that law is identical with written norms created and enacted by authorized institutions or officials. The dynamics of regional head elections in Indonesia in the Reformation era include the conditions for pairs of candidates for regional head elections and the mechanism for regional head elections. Pairs of regional head candidates must be proposed by political parties or a combination of eligible political parties.

This study examined the supervision of public services as stipulated in Law 25 of 2009, namely regarding public services and Law 23 of 2014 concerning regional government. Supervision carried out in the law is to give authority to each of the existing institutions or institutions, causing overlapping existing authority. Giving authority to officials will give birth to the rights and obligations to achieve the goals and intentions specified in the legislation. The rise of corruption cases occurs because of the weakness of existing supervision of government administration, especially in public services. In this case corruption will foster public distrust of public services. The form of maladministration carried out by public service providers is always associated with behavior in services performed by public officials and the norms of behavior of officials in public services. In addition, these problems are also caused by the opportunities and authority given to be abused and the low quality of public services in various service sectors. Supervision of public services can provide certainty about the public services provided by the government whether it has been running according to targets and objectives and is a way to find out as early as possible maladministration that might occur so that effective and accountable government can be realized.

The general explanation of Law No. 23 of 2014 on Regional Government explains that thegranting of the broadest autonomy to the regions is directed to accelerate the realization of thewelfare of the community through the improvement of services, empowerment, and communityparticipation. This research is related to community empowerment, especially local government policyin women empowerment. The method used in normative juridical research is by reviewing variouslaws related to women empowerment, especially the policy of local government of Demak regency,and to examine the programs conducted by the government Regions through the Office of Women’sEmpowerment. To analyze the research results used qualitative analysis by giving interpretationof local government policy related to empowering woman to answer problem in this research. Theresults showed that the policy of Demak Regency Government in the empowerment of women is:a) Empowerment of women entered in one of the Head of District Mission in 2011-2016, BupatiRegulation No. 07 of 2012 on General Guidelines Implementation of Gender Mainstreaming in DemakDistrict, 401/0057/2016 on Gender Responsive Planning and Budgeting SKPD.b) Work programsimplemented by KP2PA include: 1) improvement of women’s quality of life and child protection, 2)institutional strengthening of gender mainstreaming, 3) harmony of policies to improve the qualityof children and women,4) enhancement of participation and gender equality in development

For more than twenty years, reforms that have been going on have mandated the existence of autonomy and decentralization of government to manage their areas and give the broadest possible power to self-determination. The granting of this authority is intended to improve. As one indicator to measure regional autonomy's success, the government will better serve its citizens and guide them towards a better life. The provincial government's performance has not matched the expectations, yet it has not done the community optimally. Increasing the competence of the apparatus to improve the quality of work is a determining factor in local government activities' success. The result of local government officials towards quality performance leads to the development of education, competence, and abilities because of the times' face. The competence that local government officials are expected to have is analyzing and addressing issues within the city under a realistic framework of local government.

ABSTRAKSistem pendidikan sesuai dengan UU Nomor 32 Tahun 2004 tentang Pemerintah Daerah kebijakan tentang desentralisasi diserahkan pada Pemerintah Daerah masing-masing. Khususnya dalam kebijakan jalur zonasi berpengaruh terhadap mutu penyelenggaraan pendidikan khususnya dalam perolehan jumlah siswa. Contohnya ada satu siswa di SMAN Kota Magelang terpaksa tidak dapat sekolah favorit, selain itu protes dari pihak orang tua murid. Penelitian secara normatif empiris yang dianalisis secara diskriptif kualitatif. Pemerintah wajib melaksanakan perbaikan secara berkesinambungan mengenai sistem nasional pendidikan di era desentralisasi melalui: Evaluasi kesiapan pemerintah daerah dalam sistem zonasi untuk mendata kecukupan sekolah; Pemerataan pendidikan dengan sarana dan prasarana yang memadai; Guru yang memadai untuk setiap zona; Ketersediaan informasi secara online maupun melalui pamflet dan papan pengumuman; Perlunya dipetakan dampak sistem zonasi. Jika memperhatikan hal tersebut, maka pelaksanaan kebijakan desentralisasi pendidikan dapat dikatakan lebih efektif dan efisien untuk dunia pendidikan di masa yang akan datang.Kata Kunci: Kebijakan, Zonasi, PPDB, Desentralisasi  ABSTRACTThe education system is in accordance with Law Number 32 of 2004 concerning Regional Government. Policies on decentralization are left to the respective Regional Governments. Especially in the zoning policy policies affect the quality of the implementation of education, especially in the acquisition of the number of students. For example, there was one student in Magelang City High School who was forced to not get a favorite school, besides protesting from the parents. Empirical normative research that is analyzed by descriptive qualitative. The government is obliged to carry out continuous improvement of the national education system in the decentralization era through: Evaluation of the readiness of local governments in the zoning system to record the adequacy of schools; Equitable education with adequate facilities and infrastructure; Adequate teachers for each zone; Availability of information online as well as through pamphlets and bulletin boards; The need to map the impact of the zoning system. The purpose of this research is to know the factors effect the quality of financial statement information on city government Medan. Based on the government regulation number 71 of 2010, the quality of financial statement information of central and regional government must fulfill qualitative characteristic. The factors are researched such as the competency of human resources, the system of internal contol, and the use of information technology The collecting data are done by giving questioner to 40 respondents which are SKPD staff.at the agency of regional financial management on city government Medan. All questioners are returned completely. The data are analized by using SPSS. The result of this research showed that significant value > 0,05 and it can be concluded that the variable of human resources did not have significant effect to the quality of financial statement information. And the significant value < 0,05 and it can be concluded that the system of internal control and the use of information technology has significant effect to the quality of financial statement. Based on F-test, the significant value < 0,05 and F-count > F-table and can be concluded that the variable of human resourses, the system of internal control and the use of information technology has positive effect simultenously to the quality of financial statement.

Political parties are official organizations created by people who have interests and goals to control the government, by placing their members in the government through an election mechanism. The election process is inseparable from political parties, because political parties can channel the aspirations of the people, where the people can participate in it and have a strong influence on the election. The main function of political parties is to seek power, gain power and maintain it. In the 2017 Musi Banyuasin Local Election, the pairs of Dodi Reza and Beni Hernedi were carried out by 11 (eleven) political parties namely PDIP, Golkar, Democrat, Hanura, Nasdem, and PKB. As the party supporting the pair Dodi Reza and Beni Hernedi in the 2017 Musi Banyuasin Regional Election, political parties should fight in giving victory to the candidate pair that they carry by carrying out the functions of political parties as well as possible. Issues that will be discussed in this study include how the function of political parties in winning sub-regional elections and how the functions of political parties supporting the pair Dodi Reza and Beni Hernedi are assessed from the results of votes in the 2017 Musi Banyuasin Regional Election.This type of research is field research, while the type of research is qualitative, where the research procedure produces a description, which describes and describes matters relating to the problem of the function of political parties. The rationale that the researchers used in this study is the framework of thinking from Miriam Budiardjo to explain the function of political parties. The results of this study indicate that the function of political parties carried out by the party supporting the pair Dodi Reza and Beni Hernedi has not run optimally, this is evident from the high level of abstentions in the Musi Banyuasin elections in 2017.

Labor migration from one country to another or migration between countries in the era of globalization has become an increasingly easy phenomenon for workers, because of the various easy accesses that are supported by technology, increasingly supporting regulations and transportation to destenations which more expedite and more affordable.     This study aims to determine the social and economic impacts on Indonesian workers families (TKI) from Lombok Island who work in Malaysia. The sample of respondents is 70 families of migrant workers who were working in Malaysia, and interviews are conducted with the wives of the migrant workers. The results show that the families of migrant workers who work in Malaysia actually can improve the quality of social interaction, improve the education level of their children by prioritizing their children's schools, although the negative social impact is also felt by the wives of migrant workers working in Malaysia through Verbal abuse, nicknamed "Malaysian widow", seduced by other men, ostracized and made a rumor. Economically, families of migrant workers who work in Malaysia are able to improve the welfare of their families, even though all respondents go to Malaysia are stuck with capital debt, but after they get a salary, some of the salary sent to their wives is used to pay the debts, in addition to fulfilling other economic needs. To the regional government, especially the government of West Nusa Tenggara Province, considering that remittance produced by TKI who work abroad,hence a program is needed to improve the quality of workers who will be sent abroad through strengthening job training for prospective Indonesian workers who will be sent abroad

AbstractThe empowerment of village farmers by the private sector and the government has a significant difference. Three factors influence the impact of empowerment on improving the welfare of farmers, namely the quality of empowerment facilities, the intensity of empowerment facility provision, and the quality of empowerment facilitators. Nglanggeran Village farmers receive empowerment facilities from the regional government in the form of plant seeds, fertilizer, livestock germs, pens, and training once a year. This is only enough for one growing season and is often late. When empowered by the Obor Tani Foundation, farmers receive facilities in a package called the Farmers Empowerment Center. The facilities are in the form of ponds, farmhouses, agricultural production facilities, training on 11 pillars of agricultural cultivation, and farmer cadres to guide farmers for 3.5 years. When empowered by the government, farmers only produce for individual food needs and do not fix the main agricultural problems in the village. When empowered by the Obor Tani Foundation, farmers' incomes have risen as well as the main agricultural problem in the village which is lack of water can be solved. Farmer empowerment strategies undertaken by the Obor Tani Foundation can be used as learning by the government to improve the quality of farmer empowerment.Keywords: Farmer empowerment, Regional government, Non-government foundation.

This article is a review about some changes provided by digital technology in television for a public channel. A public television is different from a television in favour of the current government. The authentic public television works for the public interest, and not for the government, neither for political parties or economic groups. It is maintained the necessity of improving the quality of information, using the possibility of a 24/7 informative channel. The article also supports a children’s channel, especially those made for kindergartens, since there are new TV programs that improve the social and affective intelligence of children; those new programs are considered the basis of a quality education and a better citizenship.
