Demands for public service innovation are increasingly pressing along with the increasing awareness that the community has the right to be served and the government has an obligation to provide the best service. One of the services provided by the government to the community is population administration services. In this case the researcher examines how the GO-DOK service innovation is applied. This research uses qualitative methods and descriptive approaches. This study uses public service theory and public service innovation. Determination of implementing informants using snowball sampling and user informants using purposive sampling. The latest innovation service presented by the City of Tasikmalaya government in the use of digital-based efforts to facilitate the community, especially in population administration services in the City of Tasikmalaya. With a delivery service developed by the Disdukcapil of Tasikmalaya city.

Abstrak Program relokasi dilakukan oleh pemerintah sudah berjalan sesuai dengan rencana. Namun saat ini jumlah PKL berkurang disebabkan masih banyaknya permasalahan yang dihadapi oleh para pedagang sejak awal menempati sentra PKL Jalan Benteng Pancasila. Berdasarkan hal tersebut, maka penulis ingin meneliti tentang permasalahan yang dihadapi pedagang kaki lima pasca relokasi dan upaya yang dilakukan pedagang dalam mengatasi permasalahan tersebut dalam meningkatkan pendapatan pedagang kaki lima jalan Benteng Pancasila kota Mojokerto dengan tujuan (1) untuk menjelaskan permasalahan yang dihadapi pedagang kaki lima pasca relokasi di Sentra PKL jalan Benteng Pancasila kota Mojokerto, (2) untuk menjelaskan upaya yang dilakukan pedagang kaki lima dalam menghadapi permasalahan yang ada serta dalam peningkatan pendapatan di Sentra PKL jalan Benteng Pancasila kota Mojokerto. Jenis penelitian ini adalah penelitian deskriptif. Subjek penelitian ini adalah pedagang kaki lima di sentra PKL jalan Benteng Pancasila sebanyak 10 informan. Penentuan informan dalam penelitian ini menggunakan teknik snowball sampling. Analisa data terdiri dari reduksi data, penyajian data, menarik kesimpulan atau verifikasi. Hasil penelitian menunjukkan bahwa permasalahan yang dihadapi pedagang kaki lima pasca relokasi adalah pemasaran, permodalan, sarana prasarana, kurangnya dukungan pemerintah dan teknologi. Permasalahan tersebut berpengaruh terhadap tingkat pendapatan yang diperoleh pedagang. Upaya dari pedagang dalam menghadapi permasalahan yang ada adalah meningkatkan pelayanan dan bekerja sama dengan para pedagang, berjualan di lokasi lain dan mengganti jenis barang dagangan. Kata Kunci: Relokasi, Pedagang Kaki Lima, Pendapatan. Abstract The relocation program carried out by the government has gone according to plan. But now the number of street vendors is decreasing because there are still many problems faced by traders since the beginning of occupying the center of street vendors in the Pancasila Fortress. Based on this, the authors want to examine the problem faced by street vendors after relocation and efforts made by traders in overcoming these problems in increasing the income of street vendors at the Pancasila Fortress in the city of Mojokerto with the aim of (1) to explain the problems faced by street vendors after relocation in the center of the street at the Pancasila Fortress in the city of Mojokerto, (2) to explain the efforts made by street vendors in dealing with existing problems and in increasing revenue in the center of the street at the Pancasila Fortress in the city of Mojokerto. This type of research is a descriptive study with a qualitative approach. The subjects of this study were street vendors who were in the PKL center on Pancasila Fortress as many as 10 informants. Determination of informants using the snowbal sampling technique. Data analysis consists of data reduction, data presentation, drawing conclusions or verification. The results showed that the problems faced by street vendors after relocation were marketing, capital, infrastructure, lack of government support and technology. These problems greatly influence the level of income obtained by traders. Efforts made by traders in dealing with existing problems are to improve service and cooperate with traders, selling in other locations and replacing types of merchandise. This research is aimed at exploring an appropriate solution for various conflicts in land use, particularly in optimizing the utilization of the neglected land in Gili Terawangan, Lombok Island.  This solution is required to avoid potential horizontal conflicts among people, companies and government since 1993. Conflict over land in Lombok Island in general and Gili Terawangan particularly shows several factors; first, the wrong policy in the area of land (especially in tourist areas); second, the infirm attitude of the Party and the Government Land Office in the enforcement of laws; third, the jealousy of Gili Terawangan natives as cultivators; fourth, less responsibility employers (who acquire cultivating right); fifth, the absence of law protection for Gili Terawangan natives; sixth, the arrogant attitude of law enforcement officers. The comprehensive and final resolution to the conflicts of land use could only be achieved if: (i) the people, who already control and use or manage the land from time to time, are provided certainty on managing and optimizing the land based on the principles of welfare, justice, equity, efficiency and sustainability; (ii) the selection and determination of the companies that will be granted the right to cultivate (HGU) and the right to build (HGB) should be conducted based on the transparent principle. In this respect, the government could establish an independent team that involves all components of society and higher education.Key words: land dispute, tourism area, agrarian law.

Fast and effective public services are a supporter of public administration so that continuous innovation is needed to improve the quality of public services. The city of Surabaya as one of the cities with the title of smart city has tried to always make innovations in an effort to improve the quality of public services, one of which is through the Surabaya Single Window. Surabaya Single Window is an online-based licensing service created to create effective public services. This article attempts to describe how the licensing service innovation carried out by the City Government of Suraya through the Surabaya Single Window covers five important aspects. The method used is descriptive qualitative using secondary data. It was found that the City of Surabaya succeeded in creating public service innovations through the Surabaya Single Window. The Surabaya Single Window has a positive impact on licensing services in the City of Surabaya, although in its implementation there are still certain guarantees.

The e-retribution public service innovation by the Surakarta City Trade Office is a new concept regarding the online levy payment system. First launched in mid-2016, E-retribution as part of the implementation of smart government is included in the smart city indicator. This study uses the typology theory of public service innovation Muluk (2008). Research location in the city trade office Surakarta, with a qualitative descriptive method. The data collection technique was obtained by purposive sampling through informant interviews, observations and documents. The results show that the public service innovation with the e-retribution program can simplifying public services and saving more time, costs and human resources, ensuring accountable transactions. In addition, E-retribution has an impact on increasing Solo Local Revenue every year.

This research aims to describe the management of recruitment of educators in MTs Darussalam Muara Tembesi. This study uses qualitative methods. Data collection techniques using observations, interviews, and documentation. The results showed that the procurement of well-managed education personnel includes several activities, first, establishing the number of teachers needed. Second, the determination of quality and placement of teachers according to the needs based on job description and job specification. Third, determine the number of teachers received according to the needs of madrasah based on the right man in the right place and the right man in the right job. Fourth, establish teacher welfare and career development so that teachers are always motivated to improve their skills in academic and non-academic fields. A well-managed recruitment process can produce qualified human resources in MTs Darussalam Muara Tembesi.

El siguiente escrito es una revisión bibliográfica que se desarrolla en función de tres conceptos claves de Lefebvre: El Derecho a la Ciudad, El Control Social y el Espacio Urbano; concebidos en el marco de sus líneas de investigación y orientación marxista. La investigación pretende emplear apreciaciones del autor en mención, enmarcadas en el acontecer de la ciudad en la actualidad, y trasladar a la relectura de problemáticas puntuales en dos ciudades latinoamericanas: Cuenca-Ecuador y Córdoba-Argentina. A partir del Derecho a la Ciudad definido por Lefebvre; se realiza una crítica, al trazado de la nueva área de planificación urbanística en Cuenca, basado en principios funcionalistas, que ha jerarquizado la circulación vehicular, en detrimento del uso peatonal del espacio público. En la misma línea de la crítica de la modernidad, el control social se manifiesta en un sector de la ciudad de Córdoba, el predio de la Casa de Gobierno. Analizar problemáticas en contextos similares, pero a la vez con diferentes escalas de ciudad, permiten validar las tesis y reflexiones de Lefebvre en su época para la planificación de ciudades contemporáneas, cuyos modelos de desarrollo han tenido como consecuencia deficiencias en la vida urbana. AbstractThe following piece of writing is a bibliographic review that was developed from three key concepts of Lefebvre: Right to the City, Social Control and Urban Space. It was conceived within the framework of his lines of research and Marxist orientation. The research intends to use the author's appreciations in mention, framed in the events of the city at present, and to transfer to the re-reading of specific problems in two Latin American cities: Cuenca-Ecuador and Córdoba-Argentina. Based on the right to the city defined by Lefebvre, a critique was made of the new urban planning area in Cuenca, based on functionalist principles, which has hierarchized vehicle circulation to the detriment of the pedestrian use of public space. Under the same line of the criticism of modernity, social control was manifested in a sector of the city of Córdoba, the Government House site. Problems in similar contexts were analyzed, but at the same time with different city scales. It allowed us to validate Lefebvre's thesis and reflections in his time for the planning of contemporary cities, whose development models have resulted in deficiencies in urban life. The purpose of this study is to illustrate the efforts made by parents in providing sex education to children aged 6-13 years. To explain what form of child questions about sex and to explain the obstacles faced by parents in providing sex education to children aged 6-13 years in Sungai Kuyung Kecamatan Pancung Soal Sub-District. This research is field research with descriptive qualitative methods. In the determination of the sample the author uses snowball sampling. The results of the research that has been conducted in Sungai Kuyung River Village are parents trying to provide sex education to the child and answer the child's questions about sex. Here parents play a role in teaching child sex abuse by applying when entering the parent's room by asking permission before entering, teaching how to look at the situation seen by the child. Then parents also avoid the child from free sex by separating the bed between the parent and brother or sister. Parents also explain about sex to their child as much as they can.

This study aims to determine: (1) The fulfillment of basic rights to education for Persons with Disabilities in Makassar based on Local Regulation Makassar City No. 6 of 2013, (2) Obstacles encountered in obtaining the basic right of education of persons with disabilities in the city of Makassar, (3 ) the right solution to overcome the obstacles encountered in obtaining the basic right of education of persons with disabilities in the city of Makassar. This research is a study that used a qualitative descriptive approach, which is where the primary data source being informers are students with disabilities the high school level, students with disabilities S1, officials of Education Department of Makassar, members of Parliament of Makassar, the Management Organization disabilities, Pembina NGOs and Parents persons with disabilities. The data collection procedures used were interviews and documentation. While the analysis of the data used is descriptive analysis. The results showed that: (1) Makassar City Government has sought the fulfillment of the basic right to education for persons with disabilities in the city of Makassar. it is evidenced with the local regulations require every institution in which education in the city of Makassar to provide opportunities for persons with disabilities to education. The effect of the presence of these regulations is at the moment with disabilities have been able to attend school at any educational institutions both at school SLB, Regular schools and universities. (2) they encountered several obstacles that obtained with disabilities in getting the right to education that is still no educational establishments are not willing to accept persons with disabilities to attend regular schools, educational facilities are not accessible for persons with disabilities and there are educators at regular schools who do not understand in dealing with students with disabilities. (3) to overcome these obstacles, the government should socialize more about the policies that guarantee basic rights of education of persons with disabilities in educational institutions that are still not willing to accept students with disabilities. In addition, the government should identify the persons with disabilities who attend regular school, then allocate the budget for the procurement of infrastructure and training of educators in dealing with students with disabilities in regular schools and universities.

The problem in this study is poverty in the people of Sofan Village, South East Taliabu District, Taliabu Island Regency. The purpose of this study was to assess poverty in the community of Sofan Village, South East Taliabu District, Taliabu Island Regency. This study uses qualitative methods with data collection techniques used are observation, documentation and interviews. The data analysis technique used in this study was the Milles and Huberman technique. Determination of informants in this study using purposive sampling technique. The results show that in general the Sofan Village community is a poor community, and the factor that causes poverty in the Sofan Village community is the low education factor, this lack of employment can be seen in general from the work of the community is farmers and fishermen. Another thing that causes poverty is the lack of income and the habit of some people who were still sitting before working. Another factor that causes poverty in the people of Sofan Village is the attitude of being dependent on other parties, especially the Government. This attitude of being too dependent on others is what causes them to live in poverty.
