This article discusses the problems of environmental safety in the sphere of disposing of domestic and industrial wastes in the environment as one of the most important aspects of sustainable development of society. At present, this problem is one of the top priorities and is being solved at the world level. With the emergence of the consumer nature of society, the issue of waste disposal becomes more acute, requiring immediate solutions on a global scale. At present, the quantity and variety of solid household waste (MSW) in the countries is rapidly increasing. This is typical not only for industry, agriculture, megacities, but also for individual residents. At the beginning of 2014, the Russian Federation accumulated more than 35 billion tons of waste. The problem of garbage is not just a difficulty, but a global environmental challenge. One of the main reasons is that there are no mechanisms for regulating the market for collection and processing of solid domestic waste in Russia. We can also say that there is a shortage of specialists in this field, competent managers capable of establishing the entire chain of waste utilization. In the Russian Federation, this problem is as acute as it is throughout the world. Unauthorized landfills are one of the components of this problem. The state should pay more attention to legal regulation of this issue, engage in environmental and legal culture of citizens in order to prevent the emergence of unauthorized landfills, their prompt liquidation, and protect the constitutional rights of citizens to an environmentally safe environment.

In this article it is proved that strategic planning and implementation of strategic priorities of guaranteeing environmental safety as a phenomenon and process of predicting the future and preparing for the future is interpreted quite widely: as an integrated process of preparation and decision making of a certain type, as formulating goals and defining ways to achieve them, as ensuring preparedness of economic and social objects for competition in the markets, etc. Strategic planning is found to be an adaptive process that regularly develops and corrects a system of sufficiently formalized plans, reviewing the content of their implementation measures on the basis of continuous monitoring and evaluating changes occurring externally and internally. The mechanism of realization of interrelation of strategic tasks and operational decisions in strategic planning is developed. Priorities of improvement of modernization measures in the field of ecological safety development have been elaborated, which consist of the following components: 1) development of normative and legal base in the sphere of ensuring ecological and natural-anthropogenic safety, its adaptation to the norms of international and European law; 2) institutionalization of ecological and natural anthropogenic safety on the basis of sustainable development; 3) development of information-analytical, scientifically sound monitoring system of environmental and natural-anthropogenic safety; 4) forecasting the state of environmental and anthropogenic safety by 2030; 5) increasing attention to the problems of ensuring environmental and natural-anthropogenic safety at the regional level and identifying strategic directions for overcoming them, based on regional peculiarities of the danger; 6) state control over ecological development of sectors of national economy, development of innovative technologies, ecological modernization; 7) overcoming problems of industrial and household waste management; 8) the social imperative to ensure environmental safety; 9) improvement of mechanisms of financial extrabudgetary provision of ecological and natural anthropogenic safety at micro and macro levels; 10) support for bilateral and multilateral parity security cooperation.

Waste is a problem that must be faced by residential communities both in urban and rural settlements, so it needs to be systematically structured and sustainable. Conventional waste handling that has been implemented by the community cannot produce an appropriate solution, this is evident that there is still a large volume of waste that has not been managed properly. The purpose of implementing community service activities in the village of Sedapurklagen in Benjeng Gresik is to utilize household waste through compoter and biopori as well as the application of Biopori to treat household waste that can also reduce waterlogging during rain. The implementation method is used so that the purpose of this service activity is to empower the community about managing household waste to be composted through composter, as well as training on composting from composter and biopori. The target of this activity is the mothers of family welfare coaching (PKK) in the village of Sedapurklagen, Benjeng Gresik. The result of this service is that the community has begun to process organic waste to make compost and million biopori pipes around the Posapur, Sedapurklagen Gresik to reduce the presence of standing water during the rainy season.

The article considers an economic and mathematical model of optimal placement and determination of rational capacities of enterprises for processing solid household waste (SHW) at the regional level. The economic and mathematical model takes into account: factors that ensure the achievement of economic efficiency; ensuring environmental safety of the environment, the population of cities and towns. Environmental safety of SHW processing plants is of the utmost importance, since Crimea is a resort and recreation area. The role of state bodies in solving these urgent problems for the Crimea is considered.

Efforts to reduce of waste generated by the community requires awareness, participation and cooperation among stakeholders. Denpasar Government implement strategies to manage waste handling and hygiene can be handled in each region. This step requires the integration between the systems of waste management, legal framework and clear support to be able to walk well, effectively and efficiently. On one hand, the management of solid waste management, especially those involving real role of the community, not separated from the support of government, private sector and society itself.  This study was designed using descriptive analysis of qualitative and interpretative. Data was obtained through data collection techniques. Interpretative with reference to the theory and frame of mind, in order to obtain an understanding of the data in accordance with the purpose of research. Data that have been collected from questioner lets further processed and analyzed by using Likert scale and then draw conclusions, resulting descriptive data to observe the household waste management system based Waste Bank in East Denpasar District. In principle, it was observed that the principle of the 3R (reduce, reuce, and recycle) has been applied substantially in the management of household waste bins bank based in East Denpasar District involving the community. The role of the community looked to their participation in the environmental clean-up activities, including composting, bio-pore and willingness to be come a member of waste bank. The results showed that (1) the perception of the community in the management of household waste is categorized as good with an average score of 3,83 (2) community participation in the management of household waste bank-based garbage in both categories with an average score of 3,68,  then used as a basis in determining strategies for the management of household waste bank based in East Denpasar District.

The paper is devoted to the economic and legal aspects of environmental safety in modern conditions. It is proved that there are the necessary initial data and rationalizing materials for the introduction in accordance with the established procedure of the normative indicators of the lower threshold of environmental safety. It has been established that in the economically developed countries considerable experience in recycling household waste has been accumulated. It is determined that there are all grounds to assert that, at the present level of development of science and technology, it is technologically possible to ensure environmental safety through the rational use of natural resources, the introduction of wasteless complexes, resource and energy-saving facilities. Practice has shown that in the legislation of the Russian Federation the issues of rational use of natural resources are poorly reflected. These issues were studied in detail in the governmental plans, which in the previous period had the status of laws.

Today in Ukraine, the municipal waste management system is focused on landfill waste, mainly their disposal in landfills and unauthorized dumps, most of which do not meet the requirements of environmental safety. Accordingly, the main task at the state and regional levels is to implement a systematic approach to waste management, which will ensure both a gradual reduction in waste generation and an increase in their processing and reuse. Implementation of this task requires the implementation of a set of measures provided by the National Waste Management Strategy in Ukraine until 2030 (approved by the Cabinet of Ministers of Ukraine dated November 8, 2017, No. 820 (Order of the Cabinet of Ministers of Ukraine 2017, No. 820-r) and the National Waste Management Plan until 2030 (approved by the Cabinet of Ministers of Ukraine on February 20, 2019, No. 117-p (Order of the Cabinet of Ministers of Ukraine 2019, No. 117- r). According to documents, a crucial step for each region of Ukraine is developing a regional waste management plan based on a phase of strategic planning of all processes of waste management. The importance of this stage increases as a result of the completed process of power decentralization in Ukraine, and, accordingly, delegating authority to address most community development issues to the local powers.

In a sustainable society based on an eco-cycling philosophy it is important to establish efficient waste recycling, as well as systems for re-use. Such systems include both material recovery and the extraction of bio-energy and nutrients using natural ecological techniques. In order to save energy and reduce transportation, which accounts for more than 60 % of the waste handling costs, it is essential to develop small-scale and local systems for the recovery of nutrients from waste products. The organic waste is an important resource of nutrients and should therefore be recycled and put back into the eco-cycling system. Every year in Sweden approximately 2,5 million tons of organic waste is not recycled, but instead incinerated or landfilled (Naturvardsverket, 1996). From an eco-cycling point of view the organic waste should not be landfilled as most of the environmental problems during the lifetime of a landfill is shown to be connected to the organic waste. Landfill gaz, leachate, odours and hygienic problems are all a result from landfilled organic waste, which instead ought to be composed or digested (Naturvardsverket, 1996). Investigations have shown that over 75 % of mixed solid household waste is biologically degradable and that nearly 50 % can be composted and re-used as a nutritious top-soil additive. Therefore, a recent Directive from the European Community prescribes that at least 75 % of the household waste in Europe shall be recycled and re-used by year 2005.

Making Biopore holes is not difficult and does not require special skills but the results and benefits are much greater. Biopore functions as a water catchment and processing household waste. This method is quite effective in a densely populated environment and limited land. The purpose of this service is to provide knowledge and its application on how to process organic household waste through the Biopore system. The problems faced in Tebaban Barat village are sorting, separating, handling, and managing household waste. Handling household waste is only carried out by transporting waste from the house to the house, then throwing it into the landfills. So that the existing household waste is only wrapped in plastic and waiting for the schedule to pick up the landfills every week, this situation causes a bad smell. Implementing this activity includes field surveys, communication, collaboration, socialization, and mentoring. The survey results obtained are communicated with the village and residents. Then an agreement was made regarding the manufacture of Biopore holes. Furthermore, socialization about waste and conducting assistance activities for making Biopore holes was carried out. The results of the community assistance activities in making Biopore holes, 90% of the residents who attended were able to practice directly making Biopore holes either manually or using a drill and how to fill holes and harvest Biopore results. After the mentoring, the results of the visit carried out by the Team, 70% of the residents have implemented it in their respective homes even though it is still made manually. The activity invites interest from some people because it is seen from the usefulness of this activity. The Biopore is very suitable to be applied in that environment.
