As corruptions is one of the most important problems in most modern states, its assessment forms an important part of integral governance indicator. Worldwide Governance Indicators (WGI), a technique, worked out by The World Bank, is widely used in the international level. Since 2019 the technique “Methodology of Conducting Sociological Surveys for Corruption Assessment in the Constituent Entities of the Russian Federation” (further in the text — Methodology of the Russian Federation Government), adopted by the Government Decree of the Russian Federation, is used in the national level. The main purpose of the present research is to evaluate how the national methodology of corruption assessment reflects the quality of governance in this sphere. The research focuses on the main techniques for corruption assessment in different levels. The study analyses the main scientific statements for corruption assessment as a component of integral quality indicator of governance. Secondary data of corruption survey’s findings formed the information and empirical base of the research. The novelty of the study is in developing original author’s approach towards methodological aspects of comprehensive governance assessment. It was found that the national methodology is an alternative approach, characterizing the quality of governance in this sphere. The research revealed several drawbacks of the indicative methodology issued by the World Bank. The Methodology of the Russian Federation Government more appropriately reflects the corruption level and more accurately characterizes the governance quality in the sphere of fighting corruption in the regions of the Russian Federation.

The relevance of this article is due to the need to improve the socio-economic development of Russia and its regions on the basis of adopted and ongoing national projects. The Government of the Russian Federation has set the President of Russia the ambitious task of joining the Russian economy in the top fi ve leading economies in the world. An analysis of the data contained in the passports of national projects, as well as statistics from the World Bank and other sources, allowed the authors to draw conclusions about the state of the existing economic policy.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

This study aims to examine Blue Bonds as a guarantee issued by the issuer (government and companies) as alternative financing. Compared to ordinary bonds that are issued only to meet the issuer's funding needs, the transaction results in Blue Bonds will be used to support marine protection, fisheries governance, waste and water pollution management, and the restoration of marine ecosystems. In this study, the author uses the method literature review sourced from journals, books, reports from related ministries, international financial institutions such as the World Bank, and news from national and international media. The results of this study indicate that by issuing Blue Bonds, the government and companies will get more funds from bond investors. Investors will receive a return in the form of a coupon (fixed interest rate) from the issuer and pay according to schedule and the initial principal investment. Not only that, the government and companies will get a good reputation among investors and actively contribute to Indonesia's maritime development.

O desenvolvimento humano dos países se trata de um tema em destaque que exige ações governamentais para a melhoria da qualidade de vida de seus cidadãos. O problema de dimensionar este desenvolvimento frente às ações de governo determina o objetivo de analisar a existência de correlação entre os indicadores de governança dos países calculados pelo Banco Mundial (WGI) com o índice de desenvolvimento humano calculado pela Organização das nações Unidas (IDH). Para investigar essa hipótese foram efetuadas análises de correlação entre o IDH e as seis dimensões de governança do WGI. Os resultados da pesquisa confirmam a existência de significativa correlação positiva entre o IDH e o WGI, estabelecendo assim o entendimento da complementariedade destes indicadores, e a possibilidade de sua utilização no estabelecimento de ações governamentais.Palavras-chave: Governança dos países. Desenvolvimento sustentável.ABSTRACTThe human development level of the countries is a key issue that requires government actions to improve the quality of life of its citizens. The problem of dimensioning this development in relation to government actions determines the objective of analyzing the existence of a correlation between the indicators of governance of the countries calculated by the World Bank (WGI) and the human development index calculated by the United Nations (IDH). To investigate this hypothesis, correlation analyzes were performed between HDI and the six governance dimensions of WGI. The results of the research confirm the existence of a significant positive correlation between the HDI and the WGI, thus establishing the understanding of the complementarity of these indicators and the possibility of their use in the establishment of governmental actions.Keywords: Worldwide governance. Latest studies in the field of business macro environment (BME) assessment and forecasting have been undertaken and successfully implemented by the World Bank (2003–2004). Considerable contribution to the field has been made by Nobel Prize winners in Economics F. Kydland and E. Prescott in 2004. Nonetheless, a number of issues concerning BME evaluation and forecasting is still left unstudied. The Article highlights two major issues of BME: the fist part of the paper is focused on assessment of BME and the quality of BME development prognosis made by entrepreneurs. Based on key findings the following second part of the research examines the accuracy (validity) of businessmen prognosis and identifies key indicators businessmen rely on for formulating their future expectations. For that purpose a system of parameters and trends, as well as entrepreneurs’ survey results have been applied. The study concludes by illustrating the effect of inaccurately formulated prognosis and expectation on further development of BME events in conjunction with new assessment and forecasting proposals.

This study draws on insights from institutional anomie theory to examine justification of morally dubious behavior and violence cross-nationally. Further, it builds on a burgeoning body of multilevel institutional anomie theory and research on crime-relevant attitudes by considering whether and how individual financial hardship intersects with anomic structural and cultural systems at the national level, acknowledging that individual responses to anomie may be contingent upon experiences with such hardships. Results from multilevel modeling using data from 74,930 World Values Survey respondents in 52 nations, the World Bank, and other organizations provide partial support for the hypotheses. Specifically, conditions of “want amid plenty,” (Bjerregaard & Cochran, 2008a, p. 183) weakened family and education institutions, and monetary fetishism predict justifications cross-nationally. Moreover, economic inequality and individualism moderate the effect of financial hardship on justifications of morally dubious actions and violence, consistent with expectations.

The work shows the importance of rational and efficient assessment of control and supervision in health care for society as a whole and for its individual members. Health care is part of the system that shapes the quality of life of the population, influences the development of human potential, economic performance, on the adoption and diffusion of innovations in Russia. Control and supervision in public administration reform received much attention. The Ministry of Economic Development of the Russian Federation has developed a methodology for assessing and comparing the activities of Supervisory authorities. However, there is a need for not only implementation of the standardized approach in assessing but taking into account the specific features of activity of Supervisory authorities. The article presents the system of socially significant indicators for assessing the activities of Roszdravnadzor and its territorial offices in the RF entities. Currently the authority spends a lot of tests (about 10 thousand per year), however, the effectiveness of control and supervision is low. The health of the population remains low, satisfaction with public health services is reduced. Researching foreign experience of health systems development in countries with socially oriented economy allows to draw a conclusion about the necessity of building a qualitatively new assessment system of control and supervision, which should be based on the interests of society. The author proposes to depart from the principle of "check for validation" and change over to socially significant indicators for the government activities. The article highlights such indicators for healthcare and proposes their decomposition for fractional quantitative and qualitative assessment of activities. This system of indicators is aimed at improving the efficiency of public health care management and growth of the citizens’ health and their quality of life in a whole. The work is performed in as part of research of Financial University under the Government of the Russian Federation by order of the Government of the Russian Federation.

In the last 20 years, there has been an explosion of ‘governance indicators’ purporting to measure and track the quality of governance (especially public administration) among states. These indicators are sponsored by international agencies such as the World Bank, NGOs such as Transparency International and Freedom House, and private sector risk assessors. We argue that this web of standards marks a distinctive feature of globalized, if loose, coordination among states and an increase in monitoring and auditing functions. The article reviews the major governance indicators, their characteristics and limitations. We conclude that these indicators are a little noticed, but supremely powerful mechanism of discordant control and discipline on state systems around the world.

The indicators of production of vegetable products (acreage, gross harvest, yield) in the world and Russia as a whole, and by the main types of vegetables. The insufficient volume of commodity vegetable growing in Russia is highlighted. It is shown that the range of vegetable products from the countries of the world and the Russian Federation is limited, which keeps the deficit of nutrition in vitamins. Named regions-beacons vegetable sector in gross yield and yield of vegetable crops. The indicators of the level of plowing in Russia and the need to increase the production of vegetables by increasing yields. The indicators of import and export of vegetables taking into account import and export of vegetables are analyzed. It is shown that to equalize consumption by regions and improve the quality of life, it is necessary to increase production for the transition to the recommended consumption standards, improve the territorial-sectoral division of labor and interregional exchange in the vegetable sector of the crop sector.
