The official registration in Russia gives the right to receive education in Russian schools. However, the admission of a migrant child to school is only the first step. Modern Russian school has faced the problem of integrating migrant children to the Russia educational area. One of the main obstacles to integration is that immigrants speak little Russian or not to speak it at all, while the Russian language is the main medium for migrant children to adapt to the Russian society. This article considers the question of language adaptation of children in order to ensure the required minimum of the command of the language so as to create equal opportunities for further education.

The history of South Africa is an unpleasant one. It was a society based on racial segregation with the promotion of Afrikaner culture and the Afrikaans language above all other languages. This can be traced to the architect of apartheid, the Afrikaner National Party, which introduced apartheid. Afrikaans-speaking people, through the Afrikaner National Party, dominated South Africa politically. Their language too, was promoted above all other languages. For example, Afrikaans enjoyed more privileges than other languages in that it was used for drafting laws, as the language of record in the courts and was also the only compulsory subject for learning. The apartheid government, through its racial policies, used the Afrikaans language as a tool to control Black South Africans in almost all spheres of life, including education, which had to be undertaken in Afrikaans. It is therefore no surprise that there were five universities that offered education mainly in Afrikaans. These are Stellenbosch University, University of the Free State, University of Pretoria, Potchefstroom University for Christian Higher Education (now North-West University) and Randse Afrikaanse Universiteit (now University of Johannesburg). The use of the Afrikaans language as an instrument for social control was not sustainable. The new constitutional dispensation ushered in an era wherein respect for fundamental human rights and freedoms is at the top of the South African agenda. The right to further education is constitutionally recognised in section 29(1)(b) of the Constitution of the Republic of South Africa, 1996. Section 29(2) of the Constitution further recognises and embraces the diversity of South African society and provides that “everyone has the right to receive education in the official language or languages of their choice in public education institutions where that education is reasonably practicable” (s 29(b) of the Constitution). The State has an obligation to take reasonable measures on a progressive basis to ensure that further education is available and accessible (s 29(1)(b) of the Constitution). In ensuring “effective access to and implementation” of the right to further education, It is notable that, in its endeavour to make further education available and accessible, the State is required to consider several factors such as language policies. In an effort to facilitate the realisation of the right to further education, the Higher Education Act (101 of 1997) was enacted in order inter alia to “redress past discrimination and ensure representivity and equal access to higher education institutions” (preamble to the Act).In the UFS case (CC), the Constitutional Court applied section 29(1)(b) of the Constitution, which provides for the right to further education and the “right to receive education in the official language or languages of [one’s] choice”. This note centres on this decision and seeks to critically discuss and analyse both the majority and minority decisions of the Constitutional Court. The question presented is whether the Constitutional Court has given the public a solution to the issue surrounding the use of either Afrikaans or English as a language medium of instruction in the higher education sector and what the effect of this has been on the development of other languages. The case note is divided into five sections. The facts of the case, the issues put before the court for consideration and the finding of the court are discussed in part 2. Part 3 contains an analysis of the minority and majority judgments. Part 4 considers whether the court has given us any solutions. Part 5 sets out the authors’ recommendations and their conclusions.

The article deals with the dynamics of a fragment of the Russian linguistic worldview projected onto the experience of academic lexicography. Based on the data extracted from the three editions of the Great Academic Dictionary of the Russian Language (also referred to as the Dictionary), which serves as a reflection of the 80-yearlong history of the Soviet and Russian society, the sociocultural dynamics of a conceptual view of economy and trade is uncovered through its lexical, semantic and lexicographic realization. The aim of the research is to analyze the semantic dynamics of the words with root torg- [trade] based on the Dictionary data. This includes the study of the lexicographic interpretation of these words as well as the justification of new lexicographic solutions. The key attention is paid to a number of polysemantic words: torg, torgovat’, torgovat’sya, torgovlya, torgovyy. In the course of the research, the method of componential semantic analysis is applied together with the comparison of the entries from different editions of the Dictionary and with the selection of text illustrations by means of linguistic corpora. Two aspects of the semantic dynamics of the words with root torg- are discussed: 1) reflection of lexicographic principles adopted by the authors of the Dictionary and 2) lexical and semantic objectivation of the Russian linguistic worldview. The first aspect is represented by the trend of semantic differentiation typical of the Dictionary and manifested in both enlargement and specification of the word semantic structure. Syncretic meanings that can be seen in the first edition are later splintered into separate meanings or even shades of meaning (torgash, torgashestvo, torgovat’). The sociocultural dynamics is presented by a number of linguistic trends. The first trend is generating new collocations, and the adjective torgovyy shows here the highest productivity. Adjacent to it stands the active formation of compound words beginning with torgovo-. The second (controversial) trend is obsolescence of words and meanings: notions of the Soviet economy are going out of use (torg as a ‘trade institution’). The third trend is actualization of obsolete words and meanings, which is often only illusive. In the Soviet period, many notions of economy were considered inadmissible or typical of the Czarist era, hence, these words were defined as obsolete ones. However, the historic change of the early 1990s showed that this part of vocabulary was always commonly used, even in the Soviet texts that could not serve as a source of illustrations due to censorship. Thus, the considered aspects of the semantic dynamics of the words with the root torg- demonstrate the general way of conceptualizing the economic sphere by the Russians. It is mainly reflected in the social revaluation of the market relations, trade, and entrepreneurship. The lexical and semantic objectivation of this revaluation requires shrewd lexicographic solutions.

Phenomena characteristic for speech works of all functional styles of the modern Russian literary language, which are traditionally considered from the normative-didactic point of view: violation of case coordination, the appearance of the plural in abstract nouns, the non-identification of voice, the lack of correlation between the subject of the participial construction and the subject of the sentence etc. - are discussed by the authors of the article from the standpoint of modern systemic linguistics. The method of the systemic typology of languages used by researchers makes it possible to reveal a tendency to isolation that is firmly established in modern Russian speech. The deformation of the flectionality of the Russian language, caused by the growth of the cultural heterogeneity of the language collective, while preserving such parameters of the external determinant, which determines the inflectional grammatical type, as the size of the language collective and the communication mode, not only hampers the expression of complex meanings, but also makes them ultimately unclaimed in society, reducing the continuity in the transfer of socially significant experience. If the structures of relations between signs cease to be socially unified, the language collective loses the ability to reproduce and recognize the signs of the speech flow and associate them with certain components of the extra-linguistic thinking content. The external preservation of flexion and grammatical coordination in the event of a violation of the forecast function in the designation of cause-effect relationships of the developing event, does not indicate flexiveness, and therefore statistical methods for determining the degree of flexiveness will give a false result. An objective assessment of the language and socio-cultural situation in society and scientifically grounded adjustment of the language policy could be possible only on the base of research of the measure and nature of the discrepancy between the external determinant and the grammatical type of language.

The article examines the problem of foreign high school students living in the territory of the Russian Federation, a stable system of axiological norms and spiritual and moral guidelines of Russian society, the inviolability and correctness of which is proven by centuries-old experience, which captured the best examples of science and art. The need for foreign learners to study works of educational nature is substantiated. The process of understanding Russian culture by foreign students is analyzed as an important part of the educational process, including the study of the rules of communication in a non-native language, as well as the development of communicative competencies focused on the complex and multi-level development of the Russian language. The problem of conformity of artistic texts designed for studying foreign learners, the functions of the best examples of classical literature, is actualized. Understanding the cultural component of education is seen as a way of incorporating foreign citizens into the moral foundations of Russian society, built on the principles of humanism. It is stated that the presence of a role model for the emerging person, that can also be a character of the work as well, that meets the requirements of the best representatives of Russian society to a strong, strong-willed, educated, humane, selfless love for the Fatherland of the personality. The emergence of diverse personalities of foreign high school students is analyzed in the direction of not only education, but also a better understanding of the peculiarities of the Russian language, as well as the cultural identity of Russia by introducing the best examples of art texts. The methodological basis of the work was formed as a result of the complex use of techniques of dialectic, synergies, historical and literary method, content analysis of scientific and literary sources.

The article examines functioning of the Russian language outside the Russian Federation: the peculiarities of the «national» Russian language in the Republic of Armenia, the concept of this term itself, the significance of using Russian in the media, overlapping national features. The main characteristics of the «national» Russian language outside Russia are considered to be as follows: the language is seen as an «advocate» of necessary national ideas and a real opportunity to transmit national ideas, thoughts, messages and information in a language of international communication. The development of the social institution of the «national language» in the future will largely determine the preservation of national cultural, educational as well as political and economic unity with Russia. We should not forget that professional journalistic activity is, first and foremost, a verbal activity. And the professional culture of journalists depends on how well they master the language. The linguistic features of the Russian-language media in Armenia present a rather broad spectrum of issues possible and relevant for consideration. The national variant is a certain form of adapting the classical literary language to the traditions and cultural values, to the urgent needs of a particular nation, thus becoming a special form of functioning of the language common for the nation.

The paper presents the results of an experimental study of the proper names that have changed or acquired emotional and evaluative connotations over the last 30 years (the connotative names used in a figurative sense in the texts of different genres). The experiment, 200 respondents from Volgograd and Tyumen involved two stages: first, the degree of names recognition was determined, second, the level of reproducibility of these names in a figurative meaning was identified. Socio-political situation changes tend to lead to significant semantic shifts in the meaning of well-known connotative names. Of particular relevance is the post-Soviet period, a new stage in the history of modern Russia, due to having affected both the economic and political processes in the country and the value priorities of Russian society reflected in the language of the last three decades. Psycholinguistic methods for studying lexical semantics, namely, the method of addition and synonymous replacement and the method of restoring incomplete utterance, were applied to establish the features of understanding and reproducibility of connotative names of the post-Soviet period by native speakers of the Russian language. The results allow ranking the names according to the degree of recognition (low, medium, or high) and marking the levels of reproducibility (names with stable or lost connotations). The regional and age peculiarities of understanding and reproducing the connotative names of the post-Soviet period are noted. The prospects and relevance of the lexicographic description of the connotative names are determined.

AT the United Nations (UN) General Assembly held in September 2000, all 191 member states unanimously adopted an action plan aimed at reducing the global poverty level by half by 2015 (using the 1990 level as a reference). The action plan promised to reduce the proportions of the world’s population with a daily income of less than one US dollar and those who suffer from hunger by half by the end of 2015, and to reduce the proportion of people who cannot obtain or afford safe drinking water by the same date. It aimed to ensure that by the same date, children from all over the world, regardless of gender, can complete all elementary school courses, and that boys and girls have equal opportunities to receive all levels of education. The action plan also promised to spare no effort to help more than one billion men, women and children around the world get rid of the miserable and indignant state of extreme poverty, and eventually realize the right of individual development, so that all mankind can avoid the situation of lacking.

The coverage of significant world events in various mass media and the attitude of the journalists differ substantially. Newspaper headlines give the opportunity to navigate in the information flow and find the most important and interesting information. The headlines of the Russian-language newspapers in the Republic of Armenia are analyzed. The relevance of the research lies in the need to study headings from the point of view of their functions, grammatical structure, the use of punctuation marks in them, and their semantic components. The aim of the study is to identify and describe the grammatical, semantic, punctuation features and functions of headings in the Russian-language press in Armenia. The following methods were used: continuous sampling, statistical, descriptive, including methods of observation and comparison, component analysis, comparative analysis. The research material included the articles of the newspapers Respublika Armenia and Golos Armenii of June - July 2021. Based on the results of the research, the following conclusions were made: in the Russian-language press of Armenia, all types of sentences are used as headlines; almost all punctuation marks are used in the titles; headings form thematically organized groups. The peculiarities of the headlines of the modern Russian-language press in Armenia are determined by such factors as the tendency of the language to expressiveness, dialogue, democratization, creativity and the author's principle in the design of the heading. Taking into account the tendency to change the proportion of types of speech activity and highlight the most demanded and important at the present time - reading, the study of the linguistic features of the newspaper and journalistic style, in particular the headlines, is very relevant. The results of the study are promising, since they make a significant contribution to the study of the modern Russian-language press in the Republic of Armenia.

The article is devoted to the phonological structure of words of Russian and Chinese languages. With phonological point of view the word as a Central significant unit of language is a sequence of consonants and vowel phonemes. A comparative study shows that the phonological structure of the Russian words prevail consonant phonemes and the phonological structure of the Chinese words prevail vowel phonemes. The phonological system of the Russian language is characterized by consonant dominant, and the phonological system of the Chinese language Mandarin is characterized by vocal dominant. In the vowel system of the Russian language there are six vowel phonemes, in the vowel system of the Chinese language Mandarin there are thirty-one vowel phonemes. The typical sound pattern of words of the Chinese language consists of vowel combinations. The strong (vowels differ in different effective modes of vocal cords) vowels are implemented in the even phonological position; the weak vowels are implemented in the left and right odd phonological positions of the syllabic matrix 0123. Consonant phonemes of the Chinese language are implemented only in the zero phonological position. The Sound variety of simple one-syllable words of the Chinese language is constructed by oppositions: twenty-five consonants in the zero position, thirty-one strong vowel phonemes in the even position, as well as three weak vowels in the left odd position and five weak vowels in the right odd position . The typical distribution of consonant and vowel phonemes is shown in the following examples of words: 0123 - guai «obedient», gudi «rotate», guài «strange». The opposition of weak vowels with a derivative phonological zero is also an effective method of making words: guai «obedient» - gai «must» - gua « blow» - ga «a dark corner». Both Russian and Chinese Synharmonia variety of sound words is supported by five derivative phonological zeros that are phonetically in Russian and Chinese are implemented by weak vowels. It is demonstrated for the first time that the Vowel harmony (Synharmonia) is a universal means for phonetic cel'nooformlennost' (phonetic unity) of words in Russian and Chinese languages.

The subject of this research is psycholinguistic and linguoculturological aspects of the procedures carrying out an exam for the status of “Russian native speaker”. Relevance of this work is substantiated by the need to develop a unified strategy for commissioners in decision-making procedure of recognition of foreign citizens in all regions of the Russian Federation. The research objective is to accelerate unification of the procedure by specifying the requirements for the status of “Russian native speaker”. In substantiation of the term that has descriptive character and is not codified in reference literature, emphasis is placed on the notional, content-related component. An attempt is made to set a requirement that the tasks must correspond to the content of modern representations on history, culture and national values. The examples of tasks with high though-provoking potential that can demonstrate the commonality of cultural and axiological worldview with the Russian society among the applicants for the status of “Russian native speaker”. The examples of practical application of such types of tasks by the authors of this article in terms of sitting of the commission on designation of the status of “Russian native speaker” to foreign citizens or stateless persons in Khanty-Mansi Autonomous Okrug –Yugra. The novelty lies in consideration of the concept from the perspective of axiology. The article is first to raise the question on correspondence of not only the level of command of grammatical rules of the language, but also the level of congeniality of the content of answers to the cultural worldview of the Russian society. This research authors can serve as the materials for formation of tasks in all regions of the Russian Federation, and help the applicants to prepare for the procedure.
