The background of this research is the low performance of the Office of Women's Empowerment, Child Protection and Community Empowerment (P3PAD) Medan City. This study aims to analyze and understand the effect of policy implementation, HR competence, and community empowerment on the performance of the Medan City P3APD office either partially or jointly. This research focuses on the variables of Policy Implementation, HR Competence, Community Empowerment and Performance. This research method is a quantitative approach method, data collection techniques using documentation techniques, questionnaires, and literature study. This research data collection tool is a questionnaire based on the Likert scale, observation, interviews. The data analysis technique in this research is validity test, F test and t test. The sampling technique in this study was proportionate stratified random sampling. The results of this study prove that Policy Implementation has an effect of 83.6%, HR Competence has an effect of 99.9%, Community Participation has an effect of 91.3%, Policy Implementation, HR Competence and Community Empowerment together have an effect of 99.9%. on the Performance of the Office of Women's Empowerment, Child Protection and Community Empowerment (P3PAD) Medan City. As a recommendation for the results of this study, namely: (1) carry out monitoring and evaluation of local regulations related to DP3APM agencies so that it describes the financing of work programs supported by the e-budgeting system, e-money for community empowerment in Medan City, etc., (2) increasing cooperation between multi stakeholders in the city Medan in increasing the competence of human resources through increasing knowledge based on science and technology and IMTAQ, (3) The regional government is expected to involve stakeholders in the health sector in order to increase the effectiveness of the community empowerment program in Medan City through socialization efforts, ToT, training and workshops so that occupational health and safety are in empowerment programs. Medan city community is more secure.

This paper discusses the achievement for the level of equality in the women-headed family empowerment program in Kelurahan Mojosongo, Surakarta City. A woman is one of the population groups that are sustainable to poverty. Women experiencing poverty are women who become the head of the family. In Surakarta City, there are 11.502 women-headed families with a low welfare level. To resolve this problem, the Office of Women's Empowerment, Child Protection, and Community Empowerment (PPPAPM) of Surakarta made an innovation program by forming the Pekka (Women-Headed Family Empowerment) Forum in five poverty-stricken villages, one of which is Mojosongo. Kelurahan Mojosongo is a village that has the highest number of women-headed families, namely 727 people from five poverty-stricken villages. This study used gender analysis of the Longwe model to see the level of equality on women-headed family empowerment in Mojosongo, Surakarta City. The method used in this study was qualitative descriptive, and the data collection was obtained by observations, interviews, and documentation. The results of the study show that the level of equality in the women-headed family in Mojosongo only reached the second stage, namely access. Meanwhile, in the stages of awareness, participation and control have not been achieved. There are two implications of this study, namely practical and theoretical implications. For practical implications, the Surakarta City Government can use it as recommendations for empowerment programs, especially the women-headed family empowerment. The theoretical implications are expected to add to the research literature on gender analysis of the Longwe model in women's empowerment.

The training has elements such as training containing the objectives to be achieved, training takes place outside the school system, and training provides knowledge and skills to improve the quality of life. The process of community empowerment through out-of-school education is actually an effort that enables the community with all its empowerment to empower itself. With the center of activity should be in the hands of the people themselves with starting point from the community, carried out by the community and its benefits for the community or in other terms community-based education. The condition of women in Indonesia today is very alarming, women are seen as weak and only considered as someone who is only able to carry out their duties as a housewife. In addition, with the patriaki culture still prevailing in Indonesian society. The state of patriarchal culture directly or indirectly places women in the lower classes after men. Finally what happens is the dichotomy, which is the ruling society and the ruling humans. To free the situation of mastering and being controlled, liberation must be carried out through the process of empowering those who are controlled (empowerment of the powerless). Empowerment or empowerment can be interpreted as providing power or strength to someone because he is considered helpless or the strength that is so small that he can hardly do anything. In Dinas Pemberdayaan Perempuan dan Perlindungan Anak Kabupaten Karawang there are several fields and one of them is a field Peningkatan Kualitas Hidup Perempuan and Keluarga This field has the main task of carrying out part of the duties of the Head of Service in terms of facilitation, coordination, management, guidance and monitoring and evaluation of the implementation of women's empowerment and increasing family security. Therefore effort Dinas Pemberdayaan Perempuan dan Perlindungan anak in empowering women by forming groups named after them PEKKA located in the Desa Mekarjati. PEKKA is is an abbreviation of Perempuan Kepala Keluarga. This study aims to determine and describe the process of acrylic skills training, then what are the supporting and inhibiting factors in training and also how are the results of acrylic skills training in empowering women in Dinas Pemberdayaan Perempuan Dan Perlindungan Anak. This research is a qualitative research with case study method whose data is obtained from interviews and this research was conducted at Dinas Pemberdayaan Perempuan Dan Perlindungan Anak Karawang Based on the results of the analysis and discussion, it can be concluded that the Pelatihan Keterampilan Akrilik Dalam Pemberdayaan Perempuan in the Dinas Pemberdayaan Perempuan Dan Perlindungan Anak Karawang District has been quite successful in providing training to PEKKA members to empower women who have become PEKKA members in Desa Mekarjati Karawang Regency.Keywords: Acrylic Skills Training, Women's Empowerment.

Implementation of Child Protection in South Lampung Regency under the Ministry of Women's Empowerment and Child Protection (PPPA) which promotes the Child Friendly Village program. In this study, Natar Village is one of the villages in the Natar District that implements the Child-Friendly Village program and Kali Sari Village as the object comparison village in this study. Evaluation is a form of supervision to determine a program, especially the Child Friendly Village program, whether a village can be categorized as a village worthy of children or not. This can later be used as a recommendation for other villages that do not yet have regulations regarding the properness of children to participate in achieving common goals. The type of research used in this research is descriptive type with a qualitative approach, data collection techniques, observation, interviews, documentation. The results of this study indicate that the Evaluation of the Child-Friendly Village Program in South Lampung Regency shows that the Child-Friendly Village Program has been implemented well, this can be seen from the results of the research which states that the evaluation of the program service process has been carried out as planned, the planned target has been served. The evaluation that has been carried out states that this program has shown good performance and benefits for the community and especially for children.

The purpose of this study was to find out, explain how the implementation of an integrated community-based child protection program, as well as the factors that support and inhibit integrated community-based child protection programs. This research was conducted at the Department of Population Control and Family Planning, Women's Empowerment, Child Protection in Palangka Raya City using qualitative methods. The results of this study indicate that the Implementation of the Community Based Integrated Child Protection Program (PATBM) in the Department of Population Control and Family Planning, Women's Empowerment, Child Protection in Palangka Raya City includes the integrated community-based child protection program that has been running and on target, a community-based integrated child protection program is useful and accepted in the City of Palangka Raya, during the implementation of an integrated community-based child protection program there has been a decrease in the number of violence, Resources Implementation of integrated community-based child protection programs both in terms of human resources and budget is still lacking and inadequate, integrated community-based child protection program received a good response from the people of Palangka Raya City, and strategy undertaken by the Population Control and Family Planning Office, Women's Empowerment, Child Protection in Palangka Raya City in implementing a community-based integrated child protection program is to carry out socialization and training activities for activists or cadres of Integrated Community Based Child Protection in the City Government Palangka Raya.

AbstrakKesehatan tubuh menjadi suatu hal yang penting untuk diperhatikan dalam menjaga fisik selalu sehat dan selalu berproduktif. Hal tersebut tidak semua orang memahami pentingnya pengembangan diri secara mandiri yang tidak bisa dipisahkan dengan kesehatan tubuh. Agar dapat berproduktif maka masyarakat perlu diberdayakan. Memberdayakan masyarakat yang bersangkutan dengan membangun kemitraan dalam bentuk kerja sama antara beberapa pihak. Di sini kemitraan antara masyarakat dan Posyandu telah dibentuk. Kemitraan antara keduanya adalah upaya untuk memberdayakan masyarakat di sektor kesehatan. Hal ini dapat dilakukan dengan mempraktikkan kemitraan program yang saling menguntungkan. Pendekatan dalam penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data menggunakan observasi, wawancara, dokumentasi serta studi literatur terkait yang membahas program kemitraan pemberdayaan masyarakat di sektor kesehatan. Data dapat berupa: (1) bentuk kemitraan yang saat ini terjalin dalam pengembangan program Posyandu (2) bentuk pemberdayaan masyarakat di sektor kesehatan. Hasil penelitian menunjukkan bahwa bentuk kemitraan yang terjadi di posyandu Ledeng Kota Bandung belum terjalin dengan baik, salah satu penyebabnya adalah kurangnya komuniasi antara pihak posyandu dan pihak masyarakat. Bentuk pemberdayaan masyarakat di sektor kesehatan yaitu memberdayakan masyakat khususnya para orang tua angota posyandu untuk menjaga kebersihan lingkungan. Pemberdayaan masyarakat di sector kesehatan mencakup kemampuan untuk mengidentifikasi dan menyelesaikan masalah kesehatan melalui pemberdayaan masyarakat. Posyandu Program Partnership in Efforts to Empower Communities in the Health Sector AbstractBody health becomes an important thing to consider in maintaining a healthy and always productive. Not everyone understands the importance of independent self-development which cannot be separated from physical health. In order to be productive, the community needs to be empowered. Empowering the community concerned by building partnerships in the form of cooperation between several parties. Here a partnership between the community and Posyandu has been formed. The partnership between the two is an effort to empower people in the health sector. This can be done by practicing mutually beneficial partnership programs. The approach in this research uses a qualitative approach with descriptive methods. Data collection techniques use observation, interviews, documentation and study of related literature that discusses community empowerment partnership programs in the health sector. Data can be in the form of: (1) forms of partnerships currently in place in developing the Posyandu program (2) forms of community empowerment in the health sector. The results showed that the forms of partnership that occurred in Posyandu Ledeng Bandung had not been well established, one of the causes was the lack of communication between the posyandu and the community. The form of community empowerment in the health sector is empowering the community, especially the parents of posyandu members to keep the environment clean. Community empowerment in the health sector includes the ability to identify and solve health problems through community empowerment.

The general nature of man is basically inclined towards goodness, but this tendency can change due to three factors. First, when you see an opportunity to do bad things. Second, when there is an unbearable basic need. Third, there is desire that is out of control. So controlling the three factors that cause humans to do bad things must be strived for, so that humans always tend to goodness. Law of the Republic of Indonesia Number 23 of 2004 concerning the Elimination of Domestic Violence, and Law of the Republic of Indonesia Number 17 of 2016 concerning Stipulation of Government Regulations in Lieu of Law Number 1 of 2016 concerning the Second Amendment to Law Number 23 of 2002, Concerning Child Protection, is one of the state's efforts to block human opportunities to commit crimes in the form of violence in their household. This paper uses a qualitative approach with descriptive methods. The data collection technique is observation through literature study. The problem in this research is the hope of reducing domestic violence behavior after the enactment of the PKDRT Law, but the facts show different things. The results of the study prove that the graph of domestic violence after the enactment of this law is still increasing.

The general explanation of Law No. 23 of 2014 on Regional Government explains that thegranting of the broadest autonomy to the regions is directed to accelerate the realization of thewelfare of the community through the improvement of services, empowerment, and communityparticipation. This research is related to community empowerment, especially local government policyin women empowerment. The method used in normative juridical research is by reviewing variouslaws related to women empowerment, especially the policy of local government of Demak regency,and to examine the programs conducted by the government Regions through the Office of Women’sEmpowerment. To analyze the research results used qualitative analysis by giving interpretationof local government policy related to empowering woman to answer problem in this research. ABSTRACTThe phenomenon used as the object of research is the empowerment of hinterland community in Batam City. The objectives of the research are (1) to analyze of the influence of the policy implementation of change village statute toward the empowerment of hinterland community; (2) to analyze of the influence of village master leadership toward the empowerment of hinterland community; (3) to analyze of the influence of the policy implementation of change village statute and village master leadership together toward the empowerment of hinterland community; (4) Obtain a new concept from discussion of influence of the policy implementation of change village statute toward the empowerment of hinterland community; (5) Obtain a new concept from the influence of the village master leadership toward the empowerment of hinterland community. The research used quantitative research approach; A sample of 220 respondents taken from a population of 1574 people using sample size SEM; Data collection using literature study, interview and observation techniques; Data analysis using SEM Analysis and Regression Analysis. The conclusions are the following: The amount of influence of the policy implementation of change village statute toward the empowerment of hinterland community reaches 0,65, is determined by content of policy and context of Implementation.The amount of influence of village master leadership toward the empowerment of hinterland community reaches 0.54, is determined by personality, role, organization, task, values, and setting. Therefore, influence of the policy implementation of change village statute and village master leadership together toward the empowerment of hinterland community. New Concept derived from the discussion of influence of the policy implementation of change village statute toward the empowerment of hinterland community is the new concept I about context implementation of basic government policy. ABSTRACTResearch about the Policy on the Use of Village Funds in Community Empowerment in Rantaupandan village, Rantaupandan district, Bungo Regency, Jambi Province, are aimed to find out how the implementation of village funds policy in community empowerment, inhibiting factors and efforts can be made so that the use of Village Funds in Rantaupandan village can reach aim. This Research uses the theory of Van Meter and Van Horn with qualitative descriptive methods and inductive approaches. Data collection techniques through interviews, observation, and documentation. In this study using triangulation techniques to test the validity of the data and perform data analysis through data reduction, data presentation, and conclusion drawing. This Research shows that the implementation of the Village Fund policy in community empowerment has not run optimally due to the problem of human resource competencies, the lack of community participation, and the lack of information delivery to the community regarding the implementation of the Village Fund policy.Keywords: policy, village fund, community empowerment
