The type of research in this legal research is normative legal research. With the aim of equalizing education and fulfilling the special rights of every citizen in terms of education, educational programs outside the domicile are coordinated as regulated in Permendiknas No.20-2011. Until now, the implementation of study program learning outside the domicile is still dominated by State Universities, considering that only State Universities can fulfill the need to organize study program education outside the domicile.

This study aims to examine the effect of Machiavellian, equity sensitivity, ethical sensitivity on the ethical perceptions of accounting students in perceiving the ethical behavior of accountants. The sampling method that used is proportional sampling. The participants of this study are S1/ D4 students from accounting study program in the level of 2016 at the State Universities (PTN) and the Private Universities (PTS) accredited A in Malang. The samples of this study were 381 accounting students from eight universities. The data analysis that used in this study is multiple linear regression. The results showed that Machiavellian had a positive effect on the accounting students' ethical perceptions of the accountant's ethical behavior, equity sensitivity had no effect on the accounting students' perceptions of the accountant's ethical behavior, and ethical sensitivity had a positive effect on the accounting students' ethical perceptions of the accountant's ethical behavior.

<p>Minister of Education and Culture Regulation No. 3 of 2020, entitles students to 3 semesters of study outside their study program. Through the Free Learning Policy - Independent Campus program, students have wide opportunity to be able to choose the learning method and place they want which is believed to be able to enrich and increase their insight and competence in the real world according to their passion and aspirations. The "Free Learning, Independent Campus" policy was initiated by the Minister of Education and Culture which includes 1) opening of new study programs, 2) higher education accreditation system, 3) freedom to become State universities with legal status, and 4) the right to study three semesters outside the study program. In planning a foundation structure, calculations must be included regarding the bearing capacity of the soil, soil stability, bearing capacity of the foundation and stability of the foundation, all of which are based on empirical and mathematical calculations. This research was conducted to analyze the level of student mastery of the Foundation Design course. With primary data collection in the form of questionnaires distributed to students of Civil Engineering, Banten Jaya University semester 7 (seven). One of the results of the research shows that students who take part in the apprenticeship program / practical work in projects with foundation work, but have not mastered the theory, most of them cannot plan and design the structure of the foundation (45 people = 84, 91%).</p>

This study aims to develop teaching materials in Production Ecrite Intermediare course to improve the writing ability the student of french departement at Faculty of Languages and Arts at One of State Universities in Northen Island of Indonesia by using SIPDA. This research was conducted to response the condition of covid pandemic situation that uses distance learning courses where students learn from their own homes. This research followed the R & D model proposed by Borg & Gall with the procedure analysing the student’s need, collecting the ressource of development, design the material, evaluatingexisting the materials based on the validation of experts judgement, field testing, revising, and finishing the final product. This research was carried out in the French Language Education Study Program FBS UNIMED by developing SIPDA-based teaching materials in lectures, to find out that these teaching materials can improve the writing skills of students of French Language Education Study Program at FBS Unimed. The results of this study show that SIPDA is very effective in helping students to improve the writing ability of French texts. This research recommends to the lecturers of French courses in general to using SIPDA in the teaching and learning process of writing in the classroom of Production Ecrite Intermediaire.

Regulations concerning Single Tuition Fee have been contained in the Regulation of Minister of Research, Technology and Higher Education Number 39 of 2016. In addition, the Law on Higher Education Number 12 of 2012 Article 88 stipulates that the minister posseses the authority to set the unit standard for Higher Education operational costs which becomes the basis of state universities to set the costs charged by the students in the scope of Ministry of Research, Technology and Higher Education. University of Palangka Raya applies Generate File Software Development Account to determine the cost of Single Tuition Fee which is a development method of modified Waterfall software. This method consists of four stages; (1) Analysis; (2) Design; (3) Implementation, and; (4) Testing. Quicksort and Depth First Search Algorithm also implemented on system. Thus this website utilizes Generate Data Account of Single Tuition Fee which will work automatically from each Higher Education entry, namely SNMPTN, SBMPTN and SMMPTN-BARAT and create easier to the management team to change automatically the data of study program from students’ Singgle Tuition Fee account based on the specified study program.   Keywords:  Single Tuition Fee, Generate File, Quicksort, Depth First Search

<p>Abstract</p><p>This article aims to explain the law protection form given to the creditor toward the fiduciary guarantee object that is not registered to Fiduciary Registration Office. The researcher studies the protection form given to the creditor if the fiduciary deed is not registered to the Fiduciary Registration Office. This research is a descriptive empirical legal research. The approach of the research is qualitative approach which is a research method that produce analytical descriptive data. The data were collected through document analysis or library material, observation, and interview. The techniques for analyzing the data were qualitative method. The fiduciary object that is not registered to the Fiduciary Registration Office is a regular civil agreement where the law protection to the creditor is a common agreement that is limited to a law protection that does not have special rules or special rights that are written or does not have preference rights as stated in Fiduciary Guarantee Law if the fiduciary guarantee is registered to the Fiduciary Registration Office.</p><p> </p><p>Keyword: Fiduciary guarantee; fiduciary registration; law protection.</p><p> </p><p>Abstrak</p><p>Artikel ini bertujuan untuk menjelaskan mengenaibagaimana bentuk dari  perlindungan hukum bagi</p><p>kreditur terhadap objek jaminan fidusia yang tidak didaftarkan pada kantor pendaftaran fidusia. Penelitian ini merupakanpenelitian hukum empiris yang bersifat deskriptif.  Pendekatan yang dilakukan menggunakan pendekatan kualitatif, yang merupakan suatu tata cara penelitian yang menghasilkan data deskriptif-analitis.Teknik pengumpulan data yang digunakan studi dokumen atau bahan pustaka, pengamatan dan wawancara.Teknik analisis data yang digunakan dalam penelitian ini adalah dengan menggunakan metode kualitatif.Jaminan fidusia yang tidak didaftarkan pada Kantor Pendaftaran Fidusia merupakan sebuah perjanjian keperdataan biasa dimanaperlindungan hukum bagi kreditur merupakan perjanjian secara umum yaitu hanya sebatas perlindungan hukum yang  tidak memiliki peraturan atau hak-hak khusus yang dicantumkan ataupun tidak memiliki hak preferensi seperti yang tercantum didalam Undang-undang Jaminan Fidusia apabila jaminan fidusia tersebut didaftrarkan pada Kantor Pendaftaran Fidusia. </p><p> </p><p>Kata Kunci: Jaminan fidusia; pendaftaran fidusia; perlindungan hukum.</p>

The reforms that have occurred in Indonesia have changed the joints of the life of the nation and state. One of them is changing the centralistic system of government. The demand for reforms related to the broadest possible implementation of regional autonomy is the beginning of the implementation of the decentralization principle in Indonesia. This principle can be reflected in the presence of the Special Autonomy policy, one of which is in Papua Province. This research uses a normative legal research method with a statutory approach. The results of this research show that the stipulation of special autonomy status for Papua Province is legally based on Law Number 21 of 2001 concerning Special Autonomy for Papua Province. This law is an attempt by the central government to develop Papua to be the same as other regions. There are many specializations and special rights that the Papuan people have obtained through the determination of this status, but they are still not being implemented in real terms in the field. This is due to government inconsistencies, especially when viewed from a good governance perspective. Good governance in the principle of participation in Papua has not been implemented properly because of the existence of considerable power as a cultural representation which has not fully represented the Papuan people so that many rights and opinions and voices of the Papuan people have not been implemented.

Intisari — Permenristekdikti nomor 126 tahun 2016 mengatur Penerimaan Mahasiswa Baru Program Sarjana pada Perguruan Tinggi Negeri, yakni Seleksi Nasional Masuk Perguruan Tinggi Negeri (SNMPTN), Seleksi Bersama Masuk Perguruan Tinggi Negeri (SBMPTN), dan Seleksi Mandiri. Di Universitas Lampung (UNILA), asal sekolah calon pendaftar dijadikan salah satu parameter untuk diterimanya calon mahasiswa baru dengan melihat potensi unggul dibidangnya dari setiap sekolah per tahunnya. Pada jalur SNMPTN dan SBMPTN di UNILA akan dilakukan analisis data dengan menggunakan software tools rapidminer serta menerapkan teknik data mining Algoritma K-means untuk melihat potensi serta konsistensi nilai diberbagai asal sekolah pada setiap tahunnya. Dari hasil perhitungan menggunakan Algotitma K- means diketahui jalur SBMPTN pada jenis ujian SAINTEK, SOSHUM dan IPC didominasi asal sekolah Bandar Lampung dibagi menjadi 3 kelas dimana claster_ 0 (program studi Agroteknologi 31%), claster_1 (program studi Teknik Sipil 37%), dan claster_2 (Pendidikam Kedokteran 95). Pada jalur SBMPTN dengan jenis ujian SOSHUM terdiri dari claster_0 (program studi Hukum 48%), claster_1 (program studi Manajemen 44%), dan claster_2 (program studi Akuntansi 47%). Pada jenis ujian Campuran terdiri dari claster_0 (program studi Hukum sebesar 50%), claster_1 (program studi Pendidikan Bahasa Inggris 23%), dan claster_2 (program studi Akuntansi 38%) selama lima tahun terakhir. Pada jalur penerimaan SNMPTN, claster_0 (Hukum 58%), dan claster_1 (Hukum 37%) didominasi oleh asal sekolah Bandar Lampung, sedangkan pada claster_2 (Pendidikan Kedokteran 46%) didominasi oleh asal sekolah kabupaten Lampung Barat selama empat tahun terakhir.Kata kunci — data mining, k-means, penerimaan mahasiswa baru, SBMPTN, SNMPTN Abstract — Permenristekdikti number 126 of 2016 regulates the New Student Admission for Undergraduate Program at State Universities, namely SNMPTN, SBMPTN, and Independent Selection. University of Lampung (UNILA), makes the origin of prospective applicants' schools as one of the parameters for the acceptance of prospective new students by seeing the superior potential in their fields from each school per year. The pattern of potential values based on origin school has not been analyzed in detail for the SNMPTN and SBMPTN pathways at UNILA. Data analysis will be performed using rapidminer software tools and applying K-means Algorithm data mining techniques to see the potential and consistency of values in various origin schools each year. From the calculation results using the K-means Algorithm it is known that the SBMPTN pathway in the SAINTEK, SOSHUM and IPC. dominated by the origin of Bandar Lampung schools divided into 3 classes where claster_0 (Agrotechnology study program 31%), claster_1 (Civil Engineering study program 37%), and claster_2 (Medical Education 95 48%), claster_1 (Management study program 44%), and claster_2 (Accounting study program 47%) .The types of Mixed examinations consist of claster_0 (Law study program by 50%), claster_1 (English Language Education program 23%), and claster_2 (Accounting study program 38%) for the last five years, on the admission path of SNMPTN, claster_0 (Law 58%), and claster_1 (Law 37%) dominated by the origin of Bandar Lampung schools, while in claster_2 (Medical Education 46%) dominated by the origin of the West Lampung district school for the past four years.Keywords— data mining, k-means, acceptance of new students, SBMPTN, SNMPTN

Abstract Unrealistic expectations with regard to one’s study program has been linked to negative consequences for future academic success. Previous studies that have shown this are often retrospective, however, and focus on performance-related expectations (e.g. expected grades), while unrealistic expectations about the required effort and the content of the program (content-related expectations) may be more relevant for explaining dropout in tertiary education. This study prospectively investigates whether the content-related expectations of 208 Dutch Sport Academy students elicited before the start of their vocational program are associated with subsequent dropout and academic performance. Our results show that dropped-out students did not differ in expected grades (even though they did differ in prevocational GPA). Moreover, their content-related expectations at the start of the program did not from successful students, nor were they any less realistic. Still, when retrospectively asked, 50% of the students answered that the concerning program did not fit. This suggests that retrospective reports of inadequate expectations may not reflect deficient expectations before starting the program. Instead, tertiary educational programs may defy expectations in both successful students and later unsuccessful students, with surprises being pleasant for successful students and unpleasant for unsuccessful ones.

The pandemic period resulted in students having to learn from home by relying on a distance learning platform with most of the media used by educators in the form of learning videos or video conferences. This study aims to analyze how learning videos should be made so that the material contained in the learning videos can be conveyed properly to students in terms of video content, video duration, and various obstacles faced by prospective teacher students in obtaining good teaching materials in the form of learning resources and learning videos presented by educators. The data in this study were collected by means of a questionnaire distributed with Google Form. The questionnaire was distributed randomly to prospective elementary school teacher students in a study program at one of the state universities in Mataram. The questionnaire results were analyzed as a percentage of quantitative data. The results showed that 51% of respondents prefer learning videos with a duration of 5 to 10 minutes, as many as 60.5% of prospective teacher students prefer learning videos that contain material explanations of a topic of discussion than video tutorials, as well as the main obstacles for prospective teacher students in obtaining learning materials due to the limited quota of data packages and the internet network (signal) which is less supportive.
