Villages have an important and strategic role in creating prosperous independent villages within the territory of Indonesia. The village is a legal community unit that has regional boundaries that are authorized to regulate and manage local community interests based on local origins and customs that are recognized and respected in the Indonesian Government system. This means that the village becomes a pillar of Indonesia in realizing national goals. The achievement of prosperous independent villages is realized by empowering BUMDes. Andragogy theory has become more appropriate in assisting BUMDes to be efficient in optimizing assets, potential, and participation while also being able to increase community participation in developing villages in the context of regional autonomy. The formation of the Village Regulations (Perdes) in the empowerment of BUMDes has become an urgent basic management of the village government. The results showed that BUMDes became an efficient alternative to improve the welfare of rural communities.

Abstract By paying attention to the experience of regional autonomy in the past that embraces the principle of real autonomy and responsible with an emphasis on more autonomy is the obligation of the right, then in this law granting autonomy to local authority districts and areas of the city based on the principles of decentralization alone in the form of broad autonomy, real and responsible. With the implementation of the research in the village of Kuala Sempang District of Kuala Lobam Series Bintan regency is expected to provide an overview of how the process of public participation in the implementation of regional development so that the concept of participatory development that has been applied can be dosed and can be used as a reference in subsequent studies related to substances.From the research that has been carried out, can be drawn that the application of community participation in development in the village of Kuala Sempang District of Kuala Lobam Series Bintan regency. If the view of the indicators of community participation in the development of community participation in the form of an idea or ideas, participation in the form of materials, participation in the form of labor and community participation in the form of utilization of development. The contribution of participation in the form of energy is the largest in any development process implemented. Participation in the form of utilization of development for the community is when development is aimed at the welfare of rural communities, the people will really take advantage and menajaga development that has been implemented by the village government to the people in the village of Kuala Sempang. Although in the process encountered a small obstacles but does not reduce the spirit of mutual aid societies to build their village. Keywords: community particiation, rural development Abstrak Dengan memperhatikan pengalaman otonomi daerah di masa lalu yang mencakup prinsip otonomi riil dan bertanggung jawab dengan penekanan pada otonomi lebih adalah kewajiban hak, maka dalam undang-undang ini memberikan otonomi kepada pemerintah daerah kabupaten dan wilayah berbasis kota. pada prinsip desentralisasi sendiri dalam bentuk otonomi luas, nyata dan bertanggung jawab. Dengan dilaksanakannya penelitian di Desa Kuala Sempang Kecamatan Kuala Lobam Kabupaten Bintan diharapkan dapat memberikan gambaran umum bagaimana proses partisipasi masyarakat dalam pelaksanaan pembangunan daerah sehingga konsep pembangunan partisipatif yang telah diterapkan dapat Dosis dan bisa dijadikan referensi dalam penelitian lanjutan terkait zat. Dari penelitian yang telah dilakukan, dapat ditarik bahwa penerapan partisipasi masyarakat dalam pembangunan di Desa Kuala Sempang Kecamatan Kuala Lobam Kabupaten Bintan. Jika dilihat dari indikator partisipasi masyarakat dalam pengembangan partisipasi masyarakat dalam bentuk ide atau gagasan, partisipasi dalam bentuk materi, partisipasi dalam bentuk persalinan dan partisipasi masyarakat dalam bentuk pemanfaatan pembangunan. Kontribusi partisipasi dalam bentuk energi adalah yang terbesar dalam proses pembangunan yang diimplementasikan. Partisipasi dalam bentuk pemanfaatan pembangunan bagi masyarakat adalah ketika pembangunan ditujukan untuk kesejahteraan masyarakat pedesaan, masyarakat akan benar-benar memanfaatkan dan menajaga pembangunan yang telah dilaksanakan oleh pemerintah desa kepada masyarakat di desa Kuala Sempang. Meski dalam prosesnya mengalami hambatan kecil namun tidak mengurangi semangat gotong royong untuk membangun desanya. Kata Kunci: partisipasi masyarakat, pembangunan pedesaan

A fundamental change in the government system in Indonesia after the reforms is the implementation of decentralization and real regional autonomy. Giving village funds is a form of fulfilling the village's rights for the implementation of its own autonomy to grow and develop following diversity, participation, autonomy, empowerment, democratization of the community and increasing the role of the village government in order to provide services and improve the welfare of the community in areas that are adrift . Therefore, this study aims to reveal the impact of village fund policies on improving people's welfare and reducing unemployment in Ponggok Village, Tegalrejo Village, and Kalangan Klaten Village. Ponggok village was chosen because it is a pilot village that has managed to manage village funds provided for the welfare of its people. Ponggok Village uses its village funds to provide infrastructure to support the sustainability of Ponggok Tourism Village, conduct training programs, toilets for each house, as well as other assistance that can improve the welfare of its citizens, and the entire community participates in the programs. As a result, the program can significantly reduce unemployment. Tegalrejo Village uses its village funds to improve village infrastructure and train its community. Desa Kalangan uses its village funds to improve village infrastructure, reforestation, training and community development. However, the results of the management of the village fund of the two villages have not been able to improve the economy and reducing unemployment, due to the lack of community participation in the programs being implemented. Keywords: regional autonomy, village funds, community welfare, unemployment

This study aims to analyzed and assess the process of using village funds derived since march 2017, adjusted to priority development program by president Joko Widodo called “NAWACITA”on the third point of building the outskirts  of Indonesia from the periphery. The village funds distributed annually are itended to improve the economy of rural communities, and make the village as a productive area, considering Indonesia is an agrarian country consisting of many villages. In accordance with the regional autonomy system adopted by the Indonesian government system, villages have an important role to manage the village funds themselves. The project of this research is the use of village funds in Dulumai Village, Pamona Puselemba sub-district, Poso district, Central Sulawesi Province. Keyword:Excellent Product of Rural Area, Management of Village Fund.

Entrepreneurship has a strategic role in reducing poverty by creating employment opportunities that people are interested in based on the skills / abilities of each person. Through entrepreneurship, the government can realize more equitable and equitable development for the community to maximize the potential advantages of natural resources. The growth of the village business cannot be separated from the participation of the community and the village government contributing to helping develop the village's potential and business. The main thing done by the village government is to provide easy permits for submitting capital from banks, promoting village potential through events held through village competitions, providing business training, capital assistance and services with related agencies. Then community participation by participating in buying products and promoting the results of the business of developing entrepreneurship.

The enactment of Law Number 6 of 2014 concerning Villages is a very big opportunity for every village to develop village potential and assets in order to improve the village economy through Village-Owned Enterprises (BUMDes). Karang Indah Village, Mandastana District, Barito Kuala Regency has established BUMDes since 2012 whose capital comes from a grant from the South Kalimantan Provincial Government with savings and loan businesses and cattle. The role of the Village Government in terms of fostering and equity participation is still considered lacking by BUMDes managers so that it has an impact on the community empowerment process, especially community business empowerment through BUMDes. The purpose of the study was to determine 1) the role of the village government in empowering the community through BUMDes. 2) Implementation of community empowerment through BUMDes carried out by the Village Government. 3) The inhibiting and supporting factors of the Village Government in empowering the community through BUMDes. Methods This research uses a qualitative approach with a descriptive type of research. The sources of data used in this study were obtained from the first source which is directly related to the object of research with the research instrument, namely the interview guide. Data collection techniques used are observation, interviews and documentation. The results of this study indicate that the role of the Village Government in empowering the community through BUMDes in Karang Indah Village is to provide business access to the community through the establishment of BUMDes, increase community participation and provide benefits to the community through the BUMDes business unit. The implementation of community empowerment through BUMDes carried out by the Karang Indah Village Government is to support businesses that are mostly engaged in by the village community such as cattle business, providing savings and loans to the community, handing over clean water management to BUMDes and providing capital participation to BUMDes to open new business units. The inhibiting factors for the Karang Indah Village Government in empowering the community through BUMDes are bad credit from customers, lack of capital, death of cattle, difficulty in finding good feed, operational costs and the absence of human resources to manage equipment. While the supporting factors are community participation and the potential possessed by Karang Indah Village itself. The suggestions from the results of this study are for the Karang Indah Village Government to be able to carry out guidance to BUMDes in developing their business. Because through BUMDes, Villages can increase Village Original Income (PADes) and improve the economy of rural communities. For BUMDes management, it is hoped that they will be able to develop the business run by BUMDes while still paying attention to the potential of the village itself and utilizing existing assets in the village.

Villages in the era of regional autonomy have the authority to determine the direction of development by optimizing the management of village funds through the establishment and development of Village-Owned Enterprises (BUMDES). This study aims at the concern of villages in NTT Province that have not made BUMDES as a vehicle for managing the Village Fund and as a comparison for researchers who took the research location in Kokbaun District, TTS Regency, NTT Province. This research is a descriptive legal research with the type of research is normative-empirical legal research. This type of research requires secondary data and primary data. The research data shows that the Village Government in Kokbaun District has understood the importance of establishing BUMDES as mandated by the Village Law, but there are obstacles in the implementation of its formation and development. The obstacles are the quality of Human Resources, namely the lack of understanding of villagers and the lack of skilled personnel in managing BUMDES in accordance with the articles of association and bylaws and understanding of village development. The principles of good corporate governance can help BUMDES management so that it becomes more focused and ultimately can increase village income which will also affect the development and economic development of rural communities.

This study aims to explore village authority in village financial management to realize village governance in accordance with the principles of Good Governance. One of the financing for the Village Government program is the Village Fund Budget (ADD). The research method used is descriptive analysis to get a clear picture by examining secondary data. Secondary data is obtained through literature studies from primary legal materials and secondary legal materials related to regional autonomy in villages in the management of Village Government, particularly with regard to the performance of Village-Owned Enterprises based on Law Number 6 of 2014 concerning Villages. The data obtained from this study were analyzed juridically normative with a statutory approach. The results showed the accountability of the village head in managing village finances. In exercising the power of village financial management, the village head authorizes part of his power to the Village apparatus. (2) The village head as the holder of the village financial management power as referred to in paragraph (1), has the authority to: a. establish policies regarding the implementation of APBDesa; b. determine PTPKD; c. determine the officer who collects village revenue; d. approve expenditures for activities stipulated in APBDesa; and e. take actions that result in spending at the expense of the Village Budget. The factors that become obstacles in Talagasari, namely the lack of information and lack of direction in the distribution of ADD, so that it contributes low to community empowerment.

Abstrak Desa adalah suatu lembaga Negara yang merupakan kesatuan masyarakat yang memiliki batas-batas wilayah yang berwenang untuk mengatur dan mengurus kepentingan masyarakat setempat, berdasarkan asal usul dan adat istiadat setempat yang diakui dan dihormati dalam sistem Pemerintahan Negara Kesatuan Republik Indonesia. Salah satu wujud kewenangan desa untuk mengatur kepentingan masyarakatn melalui pembentukkan produk hukum desa dalam bentuk peraturan desa (Perdes). Salah satu tujuan dari pembentukkan produk hukum desa untuk menertibkan penyelenggaraan pemerintahan desa serta mengatur pelaksanaan pembangunan dan pelayanan umum. Peraturan desa yang ada di Desa Buluh Cina hanya mencakup pada perdes tentang Anggaran Belanja Desa dan Bumdes. Melihat dari potensi wisata yang dimiliki Desa Buluh Cina terdapat Danau, Hutan lindung serta keramba ikan. Jika tidak ada aturan yang mengikat maka lambat laun  akan memicu konflik di masyarakat terkait pengelolaan potensi wisata. Oleh karena itu, pemahaman yang benar terhadap fungsi, kedudukan, dan tata cara pembuatan produk hukum desa menjadi hal penting yang harus diketahui oleh aparat pemerintah desa, agar produk hukum yang dibuat benar-benar dapat berfungsi sebagaimana mestinya dan tidak bertentangan dengan peraturan perundangan yang berlaku. Kata Kunci: Desa, Pendampingan, Peraturan   Abstract The village is a state institution which is a community unit that has territorial boundaries that are authorized to regulate and manage the interests of the local community, based on local origins and customs that are recognized and respected in the system of Government of the Unitary State of the Republic of Indonesia. One form of village authority to regulate community interests through the formation of village legal products in the form of village regulations (Perdes). One of the goals of the formation of village legal products is to bring order in the administration of village government and to regulate the implementation of development and public services. The village regulations in Desa Buluh Cina only cover village regulations on Village Expenditures and Bumdes. Seeing from the tourism potential that is owned by the Village of China there are lakes, protected forests and fish cages. If there are no binding rules, it will gradually trigger conflicts in the community related to the management of tourism potential. Therefore, a correct understanding of the functions, position and procedures for making village legal products is an important thing that must be known by village government officials, so that legal products that are made can function properly and are not in conflict with applicable laws and regulations.   Keywords: Village, Assistance, Regulation

Tourism is now seen as a sector popular in the national economy and the world,where one of the motor industry style of contemporary capable of providing social servicescommunity, especially in the village of Genito in providing natural attractions and agro, aswell as the opportunities of economic growth in terms of employment opportunities, income,the standard of living and to enable the local production sector. The purpose of this studywhich is to identify the factors driving and inhibiting natural attractions as well as therestructuring and agro tourism. Problems include the lack of accessibility of land and thedifficulty of the motor vehicle to the location of natural and agro. This is a qualitative study,which describes the study explanation about the state of the field findings and submit thequestionnaire contained structured questions addressed to the public ranging fromcommunity leaders, stakeholders of the village administration, the offender driving tourism,and tourists with the total respondents as many as 30 people, using the method of randomsampling incidental. The study results showed that the natural attractions and tourism in thevillage of Genito there are two attractions that nature tenure is owned by forestry andagricultural land supported rural communities that provide beauty agro tourism.Restructuring of natural attractions such as swimming pools, fish ponds and objects whoseexistence Selfie nestled in the woods with Sukorini name. Restructuring of the naturalattractions in the form of a pool is an innovation village government.

Dalam peraturan tersebut, menjadi tujuh azas dan menjadipedoman bagi seluruh perangkat Negara untuk melaksanakan tugas. Ketujuh azastersebut meliputi azas kepastian hukum, azas tertib penyelenggaran, azas kepentinganumum, azas keterbukaan, azas proporsionality, azas prfesionalitas dan azasakuntabilitas.Otonomi daerah juga terbagi atas Pemerintahan Tingkat Provinsi,Pemerintahan Tingkat Kabupaten/Kota, dan Pemerintahan Tingkat Desa.Pemerintahan Desa dikatakan pemerintahan yang otonom karena dalam UU No. 6Tahun 2014, desa adalah kesatuan masyarakat hukum yang memiliki kewenangan untukmengurus dan mengatur kepentingan masyarakat setempat berdasarkan adat istiadatdan asal usul yang diakui oleh Negara. Dengan demikian pemerintah desa tidakbergantung sepenuhnya pada pemerintahan diatasnya dalam urusan pelaksanaanPemerintahan Desa. Regional autonomy is also dividedinto Provincial, Regency / Municipal Governance and Village Government. VillageGovernment is said to be an autonomous government because in Law no. 6 Year 2014,the village is a legal community unit which has the authority to administer and regulatethe interests of the local community based on customs and origins recognized by theState. Thus the village government does not depend entirely on the government above itin the affairs of the implementation of Village Government.
