The article shows the methodological problems that face the history of state and law at the present stage of development of scientific rationality. As one of the possible answers to the challenges of new methodological approaches, it is proposed to use the historical and anthropological theory of law, which combines the best achievements of the German historical school of law with anthropocentrism as a direction of the post-classical sociological school of law. It is concluded that this theory is quite applicable for the reconstruction of legal life and identifying patterns of its historical dynamics.

At the present stage of scientific research, one of the undefined problems in religious studies is, first of all, the problem of the expediency and relevance of the use of the term "primitive religions" or "primitive religious beliefs" in relation to both representatives of Aboriginal peoples of the present and the analysis of the development of religions in the history of forms of religion. discovered in general. The problem of determining the original religion and its forms of expression is somewhat compounded by the fact that the use of special terminology in theoretical developments depends not only on the various features of research methodological approaches, but also on the language in which studies are commonly published. Therefore, the use of one or the other terminology requires the isolation of a possible synonym for relatively adequate nomination (naming) of these religious manifestations.

The article actualizes the problem of new methodological approaches to assessing the communication skills of future doctors at the present stage of development of medical education. The aim of the study was to test and analyze the checklist to assess the communication skills of medical graduates in the conditions of the all-Russian pilot project. The results of selfevaluation and expert evaluation of communication skills on the basis of the check-list, obtained during the pilot station “Collection of complaints and anamnesis at the primary out-patient doctor’s appointment” in simulated conditions are presented. It is shown that a broad scientific and practical discussion is required to discuss the main tool for measuring the communication skills of future doctors, namely, the checklist, with its subsequent revision, which consists in clarifying the criteria for assessing communication skills, in determining the optimal scale of measurement, in expanding the subjects of evaluation, including the opinion of a standardized patient.

Based on the characteristics of the various understandings of the subject of comparative jurisprudence the author considers its subject-methodological possibilities in the cognition of the legal reality at the national and global levels, grounded on the scientific and methodological approaches, the potential for use in comparative jurisprudence. Indicated that despite the variety and diversity of legal systems human values are determined by the nature of human, which in turn determines the nature and social essence of law. Emphasized that in the context of intense scientific and technological progress, affecting the globalization of social life and the processes of legal unification, law is able to store and transmit the social memory of humanity and to form the necessary standards of conduct, grounded on the needs of society. In this context is argued a specific role for comparative jurisprudence as a science, focused on the identification of “self”, “next”, “other” by the way of comparative cognition. One of the faces of comparative jurisprudence at the present stage of development stands out for his humanistic orientation, which can be implemented in combination and correlation with the anthropological approach to comparative legal studies.

The article analyzes L. Zalizniak's contribution to the development of modern ethnology, in particular his study of the ancient history of Ukraine, Ukrainian ethnogenesis and modern domestic ethnocultural processes. It reveals that the priority of his research is ethnocultural studies, which in the days of post-Soviet Ukraine acquired perfection and systematic comprehension. It is discovered that the works of the scientist are marked by the thoroughness of the latest methodological approaches, the scale of the issue (from ancient history, Ukrainogenesis, to modern events and reflections on the place of Ukraine among world civilizations), high scientific erudition, and depth of knowledge. It is proved that L. Zalizniak offered the concept of the origin of the Ukrainian people not only to the scientific community, but to the whole Ukrainian society. This concept is based on a deep understanding of the laws specific for the historical process of peoples’ formation and nations’ development. It is substantiated that the scientist continues working on improving this concept, constantly deepening the most important issues of Ukrainian genesis, the formation of the Ukrainian state, the stages of formation of the Ukrainian nation, the place of Ukraine among world civilizations, and more. It is found that the concept of the origin of the Ukrainian people built by prominent scientists is of great political importance, as it is a solid and reliable basis for the establishment of the independent Ukrainian state, while popularization of this concept in the people's consciousness helps preserve the identity of the Ukrainian people in modern ethnocultural space. It is noted that L. Zalizniak actively participated in understanding the core and essence of the undeclared Russian-Ukrainian hybrid warfare, while his scientific works allow to comprehend the past of Ukraine and Ukrainians, professionally encompass Ukrainian ethnocultural processes, help the modern Ukrainian nation defeat the enemy, restore the territorial integrity of the Ukrainian ethnocultural space and preserve the identity of the Ukrainian people at the present stage of its ethnocultural development.

The article analyzes the creative work of the historian of Ukrainian emigration I. Lysyak-Rudnytsky on the periodization of the history of Ukrainian statehood in the context of the most common approaches to the periodization of the history of statehood. The introduction of the article contains remarks on the existing problem of periodization of the history of statehood of any country, due to the presence of various factors that serve as criteria for the creation of periodization. Therefore, none of the proposed periodizations can fully satisfy the entire scientific community. The main part of the article contains an analysis of the main approaches to the periodization of the history of Ukrainian statehood, in particular: the formational approach, mainly used by scientists in Soviet Ukraine and the civilizational approach, which was first presented to Ukraine in the early XX century in the scientific works of M. Hrushevsky. In the course of this analysis, the definitions of such concepts as «formational approach» and «civilizational approach» in relation to the periodization of the history of statehood were analyzed. In addition, this analysis was accompanied by a study of the main works of scholars who studied the history of Ukrainian statehood in a particular approach. The whole analysis was performed with the use of remarks expressed in the work by I. Lysyak-Rudnytsky on these basic approaches, as well as opportunities for their elimination at the present stage of development of historical and legal science. At the end of the article, a conclusion is made about the relevance of the concept of periodization of the history of Ukrainian statehood proposed by scientist, as well as its significance in the light of recent events in the development of Ukrainian statehood.

The central issue of this paper is the so-called dispute over methods (Methodenstreit), which is based on the essential difference between natural and social phenomena. Methodological problems in sociology are related to the determination of its subject matter, and the history of the science has showed that these problems have represented the main point of disagreement between theoreticians. The debates on the issues of natural and social phenomena and, thus related, manners of their examination, began as early as in the times of ancient philosophy – starting with Aristotle, and continued through the so-called Galilean tradition that would find its peak in the positivist movement and the historistic school as its opposition. The paper draws attention to the theoretical-methodological positions of both sides in this dispute, the reaffirmation of hermeneutics, as well as the ideological background. Furthermore, certain opinions that formed through the integration of these two methodological approaches are also discussed here. The time of the Methodenstreit is the time when sociology was constituted, thus the concluding remarks emphasize the importance of this dispute for the constitution of sociology as a science, with a particular reflection on the influence of historism on German sociologists.

At the present stage of development, the entire world industry has faced the problem of rational use of renewable natural resources, in particular the most efficient ways of wastewater treatment and the use of accumulated waste in the production process as a secondary raw material. In particular, the alcohol industry, as one of the components of food, medical, chemical and various industries,leads to the formation of huge amounts of waste, including wastewater. The food industry, like any other industry, has a negative impact on the environment. Water bodies are the most affected by the food industry. Almost the first place in terms of water consumption per unit of production is the production of alcohol. Consumption of large amounts of water leads to the formation of wastewater, which is highly polluted and adversely affects the environment. Due to the high chemical and biological consumption of oxygen, specific color and odor, suspended solids, low pH value, the purification of such waste in the filtration fields and discharge into water bodies is not possible. The purpose of our work is: 1) conducting the analysis of the alcohol industry potential in Ukraine in recent years, and methods of waste disposal as a potential source for the development of bioenergy. 2) environmental aspects of the alcohol industry modernization at present stage of development and implementation of modern wastewater treatment technologies.

In the Russian Federation, the problem of budget planning becomes especially relevant when the pace of economic development slows down. The article examines the features of the formation of regional budgets, using the example of the budget of the Republic of Dagestan. The analysis of incomes to the budget is carried out. The role of regional taxes in the formation of budget revenues of the Republic of Dagestan is revealed. According to the results of the study, it can be concluded that the budgetary policy of the regions at the present stage of development of the Russian economies does not contribute to a further increase in the rates of economic growth. The article offers recommendations for improving the regional budgetary policy of the Russian Federation and increasing the responsibility of regional authorities.
