Objective: Considering the impact of inaccuracy and errors in measuring the thickness of the fl ange of wheelsets on the frequency of uncoupling for unscheduled repairs on the railways of the Republic of Uzbekistan. Conducting an analysis of the impact of uncoupling freight cars for unscheduled wheelset malfunctions repairs. Methods: Methods of combinatorial and statistical analyzes of the initial data are used. Results: A detailed analysis of car uncoupling for unscheduled repairs on the railways of Uzbekistan has been carried out. The probabilities of car uncoupling operation in TR-2 (current repair) due to the “thin fl angeˮ malfunction have been determined. The infl uence of inaccuracies and measurement errors on the frequency of uncoupling of cars for such a repair is estimated. Practical importance: The results obtained contribute to the deepening of knowledge about the possibility of the infl uence of inaccuracies and errors in measuring the thickness of the fl ange of wheelsets on the performance of cars.

Introduction. Medico-geographical researches are now becoming particularly relevant, since geographic methods with their inherent complexity, diversity, vision of the territory, the identification of medical geographic factors and the application of cartographic methods can explain the basis of those processes and phenomena that occur on the territory of our country and its regions in terms of the morbidity of the population and find ways to optimize the health system. Methods. Medical geography studies the impact of natural, socio-economic and environmental factors on the health of the population, examines the geography of the spread of diseases and identifies the territorial organization of health. Particular attention is paid to the complexity of research; The identification of interaction, mutual development and mutual influence of geographic factors affecting the health of the population in a particular region, as well as the application of GIS technologies and cartographic methods. Results (discussion). The natural conditions of North Os-setia (excluding the highlands) are generally favorable for the population living. Their diversity (despite the limited territory) leads to significant differences in the level and structure of the population morbidity. Within the republic there are five medical-geographical zones, each of which has its own natural-focal diseases. So, for example, rabies, echinococcosis, trichinosis, intestinal infection, leptospirosis, tularemia are characteristic for the steppe zone (the north of the republic); For the forest zone – ascaridosis, endemic goiter, dental caries, echinococcosis, rabies, trichinosis, leptospirosis. Congenital dislocation of the hip is common in the mountainous zone. And girls get this disease five times more often than boys. In addition, almost all of the republic is characterized by a shortage of fluoride, iodine and some other elements. Conclusions. The study of the geographical factors of the morbidity of the population is of great practical importance since it allows developing measures aimed at preventing many diseases.

Introduction. The solution to the problem of ensuring demographic growth is one of the most pressing issues of the state policy. In 2007, Russia’s demographic policy was supplemented by new measures to stimulate the birth rate. The objective of this paper is to analyze the effectiveness of the demographic policy programs aimed at supporting families and natality using the case studies of the Russian Federation and the Republic of Tatarstan. Materials and Methods. To identify the impact of measures to stimulate the birth rate, the method of regression analysis was used; time series based on age-specific birth rates for each age group were presented. Results. The data obtained showed that the steady trend of increasing the total fertility rate in Russia and Tatarstan since 2007 was almost completely related to the meas- ures under consideration, whereas the number of births was affected by many other factors. According to the results of the study, the impact of measures to increase the birth rate in the Republic of Tatarstan is slightly higher than in Russia as a whole. Discussion and Conclusions. State support measures reduce the costs associated with the birth of a child and can encourage women to have children, which con- firms the hypothesis of the positive impact of the state fertility policy. For a more accurate assessment of the effectiveness of the demographic policy measures, it is advisable to take into account the changing social and economic conditions of life in a region, as well as the consequences of the earlier or present-day demographic policy measures. The results of the study are of practical importance and may be used in the development of demographic policies in the country and in the region.

The crisis and special measures caused by the Covid-19 virus pandemic have greatly disrupted the business and survival of small and medium-sized enterprises, as well as larger industries. The state and its institutions were forced to take certain measures to facilitate the survival and continuation of business, and to save jobs for entrepreneurs and their employees. The Tax Administration is a state institution whose measures directly affect every business. So it was among the first to take some measures, i.e. to adjust its business and tax collection to the new situation. This paper discusses the first measures introduced, those from March and April 2020. It discusses the deferral or installment payment of due and deferred tax liabilities. The measure of deferral, installment payment of tax liability, is certainly the most important and most popular measure among taxpayers. It is explained how tax measures during a pandemic should look according to the recommendations of the Organization for Economic Co-operation and Development (OECD). We explain other measures that have been introduced to facilitate business. These are the extension of the deadline for filing income tax, the exemption from VAT, the enforcement procedure and the payment of the annual tax rate. Despite the measures taken so far, it is important to emphasize that the Covid-19 pandemic is still ongoing, and that according to some experts, a real crisis with visible consequences of the pandemic is still to be expected. Accordingly, it is to be expected that the current measures are very likely to be further changed, upgraded and adjusted as the situation changes. We consider it important to note that the framework of this paper does not allow a detailed analysis and that we are forced to limit ourselves exclusively to some aspects of the issue at hand.

Purpose. The purpose of the study is to develop issues of legal regulation of the status of the Ukrainian national minority in the Republic of Poland and to show the impact of foreign policy orientations of the Republic of Poland on the implementation of international law on national minorities. Methodology. Among the philosophical, general scientific and special scientific methods, the following were used: dialectical methods – comparative method – to clarify the general and specific patterns of functioning and development of legal regulation of the status of the Ukrainian national minority in the Republic of Poland. The axiological method was used to find the value of the legal regulation of the status of the Ukrainian national minority in the Republic of Poland and to reveal its theoretical and applied significance; activity method – for the formation of recommendations to improve the mechanism of protection of the rights of Ukrainian workers and meet the cultural, educational and spiritual and religious needs of the Ukrainian national minority in the Republic of Poland. Originality. The scientific novelty lies in the theoretical understanding and delineation of ways to improve the well-being of the Ukrainian community in Poland and gain better prospects, which is extremely important given the territorial dispersion of Ukrainians, and will be an essential element in filling the strategic partnership between Ukraine and Poland. Results. The study found that in view of the revival of Ukraine's interaction with the Ukrainian community in Poland and in order to preserve the ethno-national identity of Polish Ukrainians, it seems appropriate for public authorities in Ukraine to address issues such as the use of practical influence of the Council of Europe. The rights of national minorities and the rule of law in the Member States, etc. Practical importance. The results of the study can be used in law-making activities in order to legally regulate the protection of the rights of the Ukrainian national minority in the Republic of Poland.

Objective: To develop a refined methodology for calculating the balance of wheelsets for a freight car fleet, apply it to determine the need for wheels and car axles for the freight car fleet in the Republic of Uzbekistan. Methods: Methods of combinatorial and statistical analyzes of the initial data were employed. Results: Methods for calculating the need for wheels and car axles are proposed, which makes it possible to determine the number of required wheel disks and finished axles for freight cars, depending on the forecast of the volume of freight turnover per year. Practical importance: The presented method for calculating the need for wheelsets can be used for a general analysis and assessment of the state of the production base in terms of shortcomings or excess of wheel disks and finished axles.

The development of trade and communication technologies impact on economic processes and accelerate the interaction processes. The article considers modern transport and logistics projects on the Eurasian continent, both rail and sea, reveals the development trends of air transport. The main attention is paid to the impact of such projects on the economic growth of the countries of the region and international processes. The article reflects the key stages of the implementation of the Chinese project “One Belt One Road” in Kazakhstan, the Russian Federation and the Republic of Belarus. The final conclusion of the article is an idea that the intensive development of transport communications is important for raising national economies, transport arteries should be constructed not only within the country, but also on the Eurasian continent. The article has a practical importance for government departments, organizations and experts related to the study of geo-economic processes and up making decisions in the field of public administration.

Data provided by the Police of the Republic of Poland reveal that nearly 250,000 persons are affected by domestic violence annually. Between 400 and 500 women die as a result thereof. The Council of Europe Convention on preventing and combating violence against women and domestic violence of 2011 (Istanbul Convention) is a result of joint efforts undertaken by European States in order to protect women and other victims of domestic violence. The paper elaborates on the impact of the Istanbul Convention on the domestic practice in the Republic of Poland. The aim of this part is to outline the practical importance of the treaty. I present amendments made to the Polish legal system since ratification of the Treaty and discuss the impact of the Istanbul Convention on the Polish legal system, and practice. The paper discusses the findings of the research against the theoretical background, by use of the main assumptions of Integrated Theory by Oona Hathaway.

The paper provides new survey evidence on effects of concentrated ownership upon investment and performance in Russian industrial enterprises. Authors trace major changes in their ownership profile, assess pace of post-privatization redistribution of shareholdings and provide evidence on ownership concentration in the Russian industry. The major econometric findings are that the first largest shareholding is negatively associated with the firm’s investment and performance but surprisingly the second largest shareholding is positively associated with them. Moreover, these relationships do not depend on identity of majority shareholders. These results are consistent with the assumption that the entrenched controlling owners are engaged in extracting "control premium" but sizable shareholdings accumulated by other blockholders may put brakes on their expropriating behavior and thus be conductive for efficiency enhancing. The most interesting topic for further more detailed analysis is formation, stability and roles of coalitions of large blockholders in the corporate sector of post-socialist countries.

Subject. To achieve a high level of economic security is a key priority of national development. Employment reveals one of the most important aspects of social development of the individual that is associated with his or her needs satisfaction in the sphere of employment and is boon to economic security. Objectives. The purpose of the study is to show the impact of unemployment on economic security in employment. Methods. I apply such scientific methods as dialectical, historical and logical unity, structural and functional analysis, traditional techniques of economic analysis and synthesis. The methods of multivariate statistical and comparative analysis serve as a methodological basis of the study. To determine the indicator of unemployment, I use the band theory. Results. I underpin the growing role of employment in ensuring economic security. The paper presents a comprehensive assessment of the unemployment status and a comparative analysis of the indicator in the Republic of Mordovia, the Volga Federal District, and the Russian Federation as a whole. I identify trends in the average duration of unemployment, show the distribution of unemployed by level of education and age groups. Conclusions. The average annual unemployment rate in the Republic of Mordovia is lower than in Russia and the Volga Federal District. The findings may be useful for public authorities to substantiate their employment policy at both macro- and meso-levels, for designing programs and strategies for socio-economic development of regions and the social security doctrine, as well as in practical activities of employment services.

Subject. This article discusses the role of social infrastructure in the national economy and analyzes the relationship between the notions of Infrastructure, Service Industry and Non-Productive Sphere. Objectives. The article aims to outline a methodology for development of the social infrastructure of Russia's regions. Methods. For the study, we used the methods of statistical and comparative analyses. The Republic of Crimea and Rostov Oblast's social infrastructure development was considered as a case study. Results. The article finds that the level of social infrastructure is determined by a number of internal and external factors. By analyzing and assessing such factors, it is possible to develop promising areas for the social sphere advancement. Conclusions. Assessment and analysis of internal factors largely determined by the region's characteristics, as well as a comprehensive consideration of the impact of external factors will help ensure the competitiveness of the region's economy.
