The Image of the Information Society in Culture: Optimism Gives Way to Pessimism?

During its existence, the idea of an information society has undergone significant changes, many concepts of the information society have appeared, as well as re­lated concepts of a network, communicative, digital society. The purpose of this article is to trace the transformation of the “image” of the information society in culture from the stage of expectations of the embodiment of its main parame­ters to the peculiarities of vision and assessment of its characteristics, which have become everyday reality today. In the definitions and assessments of the in­formation society, proposed by philosophers and sociologists at the end of the last century, its technological characteristics, which are quite optimistic for society, were emphasized. Three decades later, negative assessments of the mod­ern “information landscape”, such as Internet addiction, information pollution, information stress, began to prevail in discussions about the impact of these characteristics on everyday life. “Technological optimism” is replaced by “hu­manitarian pessimism”, that is, the emphasis from technological advances is shifted to the impact of information technology on a person, his psycho-emo­tional state, consciousness, worldview, and cognitive abilities. The objectives of the article include the analysis of real changes in consciousness, psyche and hu­man brain, caused by the introduction of information technology in the daily life of people. All these processes lead to the formation of a negative image of the “digital society”, to the rejection of the realities associated with it. But the fact that the information society in its ideal embodiment did not take place does not negate the growing role of information technologies in modern life. And against this background, the author believes, a purposeful, including a philo­sophical analysis of relevant problems is needed in order to understand how to balance the image of the “person – information environment” system. Informa­tion ecology can play a significant role in such analysis.

Аннотация: В данной статье рассматривается роль информационных технологий в социальной, экономической и политической и других сферах жизнедеятельности Кыргызстана. Раскрываются понятия “информационные технологии”, “информационное общество”, “цифровая трансформация”. Приводятся основные направления применения информационных технологий в сфере образования страны, описываются условия для их дальнейшего развития. Анализируется сущность понятия информационного общества, перспективы развития Кыргызстана и безопасности информационного общества. Сформулированы основные проблемы развития информационных технологий, что неизменно отражается на уровне экономического развития страны. Приводятся пути для решения всех этих проблем и продвижения реформ в области внедрения IТ - технологий в стране, необходимых для дальнейшего развития цифрового общества. Abstract: This article discusses the role of information technology in the social, economic and political and other spheres of life of Kyrgyzstan. The main directions of the application of information technologies in the field of education of the country are described, the conditions for their further development are described. The essence of the concept of the information society, the prospects for the development of Kyrgyzstan and the security of the information society are analyzed. Just as there is no ideal society, there is no society without corruption. Fighting corruption is one way to achieve the UN-approved goals of sustainable development. The article summarizes the process of formation and implementation of international anti-corruption standards and their features in different national legal systems. It is determined that the adoption and recognition of standards does not in itself solve the problem, which is why the world is constantly looking for ways to combat corruption, testing new tools and mechanisms to influence corruption risks. This is confirmed by numerous projects funded by international donor organizations. Information technologies create endless opportunities not only for economics development (robotics, blockchain technology, neural networks, artificial intelligence, quantum virtual and augmented reality), but also for the fight against corruption: from e-government and courts, digital public services and tools that report about the facts of corruption, to the means of influencing society through social networks. The article analyzes scientific and professional research in the field of digitalization of anti-corruption activities and substantiates the relationship of these concepts from the standpoint of the impact of IT technologies on combating and preventing corruption. The article summarizes modern technological advances and their implementation in various national legal systems, defines the role of information technology in the fight against corruption and forms an understanding of information technology as a tool to control and combat corruption.

The article examines the importance of introducing information technology into the education system, the impact of information technology on the quality of education. The creation and use of electronic textbooks in the learning process is recommended. This is important in a situation of insufficient provision of educational and methodological literature, as well as a way to resolve the contradiction between the desire to cover as much demonstration material as possible and practical. Since it takes time and some skill to master the specialized programming environment, e-tutorials can be created in a well-studied presentation preparation program. The use of software products based on the concept of “electronic patient” is emphasized. The article calls for the acquisition of knowledge, professional skills and abilities, and practical skills are not so much therapeutic and diagnostic manipulations as mastered methods of productive mental activity that provide correct, quick and economical diagnosis and effective treatment. The article will be useful to students, university professors, staff, and management personnel of the education system.

Journalists and experts contribute to the creation of frames (frame-building) of innovations. However, little is known about the specific contribution of these different societal actors to the frame-building of emerging information technologies. This article focuses on a specific emerging information technology – cyberinfrastructure for big data. In particular, we investigated the role of metaphors in the frame-building of cyberinfrastructure during its early development, and contrast the metaphorical framing of cyberinfrastructure by journalists in a corpus of US news texts (Study 1) with the metaphorical framing of experts in a corpus of interviews (Study 2). Results show considerable differences between the frames by journalists and experts in the frame-building process. Journalists, to a great extent, employ their own frames in conceptualizing cyberinfrastructure rather than drawing on the frames used by experts. Future research should investigate the impact of these different metaphorical frames on audience members.

The increasing importance of the information revolution and terms such as ‘speed’, ‘disorientation’, and ‘changing the concept of distance’, has provided us with tools that had not been previously available. Technological developments are moving toward Fluidity, which was previously unknown and cannot be understood through modern tools. With acceleration of the rhythm in the age we live in and the clarity of the role of information technology in our lives, as also the ease of access to information, has helped us to overcome many difficulties. Technology in all its forms has had a clear impact on all areas of daily life, and it has a clear impact on human thought in general, and the architectural space in particular, where the architecture moves from narrow spaces and is limited to new spaces known as the ‘breadth’, and forms of unlimited and stability to spaces characterized with fluidity. The research problem (the lack of clarity of knowledge about the impact of vast information flow associated with the technology of the age in the occurrence of liquidity in contemporary architectural space) is presented here. The research aims at defining fluidity and clarifying the effect of information technology on the changing characteristics of architectural space from solidity to fluidity. The research follows the analytical approach in tracking the concept of fluidity in physics and sociology to define this concept and then to explain the effect of Information Technology (IT) to achieve the fluidity of contemporary architectural space, leading to an analysis of the Skidmore, Owings and Merrill (SOM) architectural model. The research concludes that information technology achieves fluidity through various tools (communication systems, computers, automation, and artificial intelligence). It has changed the characteristics of contemporary architectural space and made it behave like an organism, through using smart material.

The article highlights the impact of information technology on the economic security of regions and threats to economic security of the region that arise from the use of information technology. The system of economic security of the region in the context of development and application of information technologies is considered, which should include the following elements: diagnostics and identification of the existing state of economic security of the region; identification of threats to the economic security of the region from the use of information technology by business entities and from trends and problems in the development of the IT sector in the region; assessment of identified threats; development of effective mechanisms for their prevention; ensuring the increase of the level of economic security of the region with observance of the balance of national, regional and local interests; monitoring the level of economic security of the region. The main tasks of monitoring the economic security of the region in the context of development for the use of information technology are analyzed: monitoring the state of development of the IT sphere of the region and the level of ICT use in the activities of enterprises; timely detection of changes occurring in the IT sphere of the region and in the activities of economic entities of the region in the process of using information technology, and the reasons that caused them; prevention of negative trends leading to the formation and development of tensions in the IT sphere and socio-economic space of the region to prevent threats to its economic security; implementation of short-term forecasting of trends in the most important processes in the IT sphere of the region and in the functioning of economic entities from other sectors of the economy, due to the widespread use of IT in commercial, management and production activities; assessment of the effectiveness of methods, organizational structures and processes of managing the economic security of the region in terms of information development of society and the deep penetration of IT in various areas of management and economic activity at the regional level. The principles of monitoring the economic security of the region in the context of development and application of information technologies are revealed. The requirements to be met by the mechanism of economic security of the region, related to the intensification of informatization processes and the development of the IT sphere, are described. The functions that should be performed by the mechanism of economic security of the region (MESR) related to the intensification of informatization processes and the development of the IT sphere are substantiated. The main groups of computer crimes with the use of information computer technologies are identified, which have an extremely sharp impact on the economic condition of both a particular enterprise and the region as a whole.

Urgency of the research. The need to improve the ter-minology of the recreation and tourism sector is due to the emergence of new forms of business organization and the emergence of innovative institutions that significantly affect the processes of socio-economic development. There is a scientific problem with the disclosure of the content of innovation in tourism, the innova-tion policy in the recreation-tourism sector, the definition of the innovation policy components, the mechanisms for its formation and implementation. The existing classification of innova-tions in tourism is generalized. Examples of such innovations are given. The most common information technologies of-fered for use in tourism are presented. These factors re-strain the effective implementation of information technology in tourism. Conclusions. The effectiveness of state innovation poli-cy can be estimated by the impact on the pace of entrepre-neurship, the level of harmonization of innovation policy in society and stimulation of scientific development.
