Social conflicts are becoming more complex every day and, therefore, the development of alternative forms of conflict resolution is necessary in view of the limited role of the Judiciary. With this, mediation gains more space in Brazil and in the world through the 2019 Singapore Convention on Mediation. Mediation is beneficial in the urban context to stimulate the population’s participation and guarantee legitimacy at different levels of power. It enables public and private convergences, better public interest comprehension about the best way of life in cities and enhanced democratic management due to better dialogue and cooperation with the public administration. Mediation focuses on the interventions’ reasons, the role of those involved in the process, welcoming the urban conflict with its peculiarities. It promotes the constitutional principles of democracy, pacification, solidarity, dignity, autonomy of will, speed and popular participation in the administration of Justice. However, in urban conflicts, which involve public administration and a multiplicity of parts, it is often necessary to apply collective or multiparty mediation. Thus, the article’s main objective is to address the effectiveness of multiparty mediation as a solution to urban conflicts through the analysis of 5 (five) concrete cases mediated at the Judicial Dispute Resolution Centers – CEJUSC of the Rio Grande State Court of Justice of the South in Brazil. In the first step, a theoretical-descriptive analysis of multiparty mediation in Brazil and the mediator’s role is carried out. In a second step, we will perform the analysis of practical cases to reach the appropriate conclusions.

This article reviews the role of the institute of whistleblowers in modern system of public administration and its connections to fighting corruption and detecting violations of legislative and ethical norms in public and private sectors. In this context, the article discusses the experience of Georgia, post-Soviet country that is in democratic transition with nascent norms and mechanisms for whistleblower protection. Specifically, the article analyzes Georgia’s legislative norms and their practical application by bringing specific examples from within the country and abroad. This is complemented by the analysis of international norms and mechanisms the adoption of which would improve the status quo in the field and encourage more people in the Georgian state and civil service and beyond to raise their voices against injustices and unlawful and corrupt behavior. The article ends with the conclusion and a list of recommendations tailored to the Georgian context.

Role of ICT and knowledge among professionals of organizations directly affects the quality of output. In this study the levels of aspect for utilization of ICT resource at workplace among professionals from different organizations in Karachi have assessed. These organizations belong from different sectors including public and private. Data was obtained from the employees of different organizations through online questionnaire. The Survey was conducted from October 15 – December 4, 2015. Questions were asked about its effect on their lives and work. A Sample of 24 employees was responded to the questionnaire and was completed for analysis. A total of 24 employees were assessed for frequency distribution of ICT Knowledge factors and descriptive analysis test was used to see the association of online system, computer exposes organization works, usage of the latest technology, internet, E-commerce and different statistical software's related to ICT knowledge. The study has few recommendations on the basis of data analysis and findings. Although the knowledge of ICT is good but some professionals and organizations are not utilizing the ICT resources completely to achieve the better results. They should improve and enhance their staff skills and knowledge through different trainings and upgrade their systems for fulfillment of their requirements and productive outputs. In addition, the Government of Pakistan has established the Ministry of Information Technology and Telecommunication Division in March 2000. The Ministry of IT is building Pakistan's IT competency to meet the challenges of 21st Century. Similarly, IT Departments are created in all Provinces for taking initiative for development of IT as per requirement of 21st century and promotion of IT education and development. The local institutions and universities do not seem to produce highly skilled people in the field of IT, especially, in certain required fields, such as programming and hardware engineering. The strength of IT education and proper trainings in the relevant field are essential. However, it seems that the focus of our educations institutions is on the quantity of the number of students being awarded degrees each year rather than imparting quality education. Thus, the challenges of the 21st century cannot, undoubtedly, be met with the present human resource. We strongly suggest taking serious measures and reforms in the education system, support IT industry in order to create a good job market, and attract investors from around the globe by providing subsidized business.

This study aims to determine the principles of Islamic religious education in realizing mental health, as well as the role of Islamic education in creating good government. This study uses a qualitative approach with library research methods (literature study). Collecting data using documentation techniques. The data analysis used descriptive analysis techniques.The results showed that religion is an important element in mental development. Without religion, development plans will not be carried out properly. Because a person can carry out his plans properly depending on the calm of his soul. If his soul is restless he will not be able to deal with the problems inherent in implementing these plans. A mentality that grows without religion will not necessarily be able to achieve integrity due to a lack of peace and tranquility of the soul.Islamic Religious Education is education based on the teachings of the Islamic religion, namely in the form of guidance, care for students, so that later after completing education, they can understand, live and practice the teachings of Islam as a way of life for the sake of safety and welfare of life in this world and in the hereafter. Thus, if Islamic religious education can become a way of life for each individual, then mental health and goo govermunt will automatically be realized.

In contemporary times complexity is a characteristic of local governance, in particular as a result of the severe problems which are limiting the capacity of public sector to answer social needs, produce and deliver services, etc. The organizational answer that local governance is producing in order to assure a new effectiveness to its actions is the creation of the so-called governance networks. Such a concept defines an organizational innovation that implies for public and private actors both challenges and opportunities. Which are the conditions that characterize these networks? And why they can result efficient despite such internal differences? The aim of the chapter is to identify the main features that characterizes these networks, which are their goals in the broader framework of the occurring changes to local governance trying to sketch which is their role and the opportunities connected to this organizational innovation for public administration and the implications for the connection between p.a. and social actors.

The Police as a uniformed service, functioning throughout the country, is established in order to take care of security and public order. The Police occupy a special place among other public administration bodies operating in this field. This place of the Police undoubtedly follows the fact that it functions on the basis of a general competence regulation in the scope of ensuring security and public order. Alcohol and its abuse, illegal consumption or illegal trade are one of the most common factors generating situations leading to breach of safety and order in many areas of public and private life. Furthermore, is the fact that as a uniformed service with power, it has the ability to use police coercion.

The relationship between governments and their citizens has changed with the rise of ICTs. Even if these changes can strengthen the active role of society in the control and participation of public administration, there is a risk that this process can increase exclusion especially in developing countries, mainly because a large part of the population does not have access at all times to the facilities and services provided by ICTs. This article describes e-Totem, a software and hardware platform produced to support inclusive e-participation in large cities. It is also described three popular participation initiatives implemented using the platform, from which hundreds of thousands of citizen interactions were obtained from the platform. e-Totem is customized to be inclusive and suitable for use in such a wide variety of scenarios as well as being used by such a significant volume of people.

A small but growing area of public administration scholarship appreciates the influence of religious values on various aspects of government. This appreciation parallels a growing interest in comparative public administration and indigenized forms of government which recognizes the role of culture in different approaches to government. This article is at the crossroads of these two trends while also considering a very salient region, the Islamic world. The Islamic world is uniquely religious, which makes this discussion even more relevant, as the nations that represent them strive towards legitimacy and stability. The history and core values of Islam need to be considered as they pertain to systems of government that are widely accepted by the people. In essence, this is being done in many countries across the Islamic world, providing fertile grounds for public administration research from a comparative perspective. This paper explores these possibilities for future research on this topic.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.

Friends with Benefits (FWB) is a friendship of the opposite sex that involves sexual activity without commitment, feelings of love and encouragement to continue the relationship toward a romantic relationship. This study aims to determine the role of intimacy and jealousy towards the relationship satisfaction of individuals undergoing the FWB and the role of jealousy towards intimacy, and describing the emotions and views of participants on their FWB relationships. The subjects were 304 people undergoing FWB relationship in the last two years. Data were collected using Miller Social Intimacy, Multidimensional Jealousy, and Relationship Assessment Scales. Hierarchical linear regression and descriptive analysis were used to analyze data. Participants’ experiences of their FBW relationship were also collected and analyzed qualitatively. The result showed that intimacy and jealousy significantly predicted the relationship satisfaction both simultaneously and partially. Jealousy also significantly influences intimacy. A qualitative analysis reveals three categories that describe the emotions and views of the participants towards their FWB  relationships, namely feeling satisfied and happy, feeling less satisfied and regretful, and feeling happy but regretful.Keywords : friends with benefits, intimacy, jealousy, relationship satisfaction. Abstrak: Friends with Benefits (FWB) adalah hubungan pertemanan lawan jenis yang melibatkan hubungan seksual tanpa komitmen, perasaan cinta dan dorongan untuk melanjutkan ke hubungan yang romantis. Penelitian ini bertujuan untuk menguji peranan intimasi dan perasaan cemburu terhadap kepuasan hubungan partisipan yang menjalani hubungan FWB, peranan perasaan cemburu terhadap intimasi, serta mendeskripsikan gambaran emosi dan pandangan partisipan saat menjalani hubungan FWB. Partisipan penelitian berjumlah 304 partisipan, yang menjalani hubungan FWB dalam kurun waktu dua tahun terakhir. Data dikumpulkan dengan skala Miller Social Intimacy, Multi-dimensional Jealousy, dan Relationship Assesment. Data dianalisis menggunakan regresi linier berjenjang. Data kualitatif juga dikumpulkan dan dianalisis secara deskriptif untuk mendalami perasaan dan pandangan partisipan terhadap FWB yang dijalani. Hasil penelitian menunjukkan intimasi dan perasaan cemburu secara signifikan mempengaruhi kepuasan hubungan baik secara simultan maupun parsial. Perasaan cemburu juga secara signifikan memberi pengaruh terhadap intimasi. Secara kualitatif, ditemukan tiga kategori yang menggambarkan emosi dan pandangan partisipan dalam menjalani hubungan FWB, yaitu merasa puas dan senang, kurang puas hingga menyesal, dan merasa senang namun ada penyesalan.
