Understanding human resource development strategies in good governance service practices are essential. For this reason, we have reviewed several study pieces of evidence to add to the enrichment of our study. The reading sources we are looking for are data-based sources from Google scholars, ERIC publications, and other literature sources. Furthermore, we take the analysis stage by involving the coding system, evaluation, data extract, in-depth interpretation, and drawing conclusions that are valid findings and high reliability because these findings have answered the questions and danced the hypothesis of this study. We depend on secondary data and descriptive qualitative study designs. Based on the discussion of the findings data, we can conclude that the HR governance strategy working in public service organizations is not only required for superior competence, technical skills, and mastery of the underlying laws and regulations, but they are state apparatuses that are even more crucial in shaping mental and behavioral professional, friendly in nurturing, honest, sympathetic, wise, intelligent, and highly responsible.

To get a good government, bureaucratic reform is something that must be done from the beginning. Bureaucracy as a component of government must be returned to the functions, duties, and principles of public service. To develop public services that characterize good governance practice there are certainly many aspects that need to be addressed in the public bureaucracy. Writing of this scientific paper aims to know the concept of public service bureaucracy reform in the perspective of personnel law and to know the thinking of bureaucracy that can encourage good governance. Writing of this scientific paper using approach method that is normative juridical by way of researching library material which is secondary data and also referred [as] with research of library law. For data collection on the writing of this scientific paper, the author uses literature study techniques by reviewing data in the form of library materials by reading and studying literature books and legislation related to the issues discussed author. The conclusions of the writing of this scientific paper include: (1) The establishment of Regulation Number 5 of 2014 on the Civil State Apparatus enacted on January 15, 2014 which has brought new hope to accelerate the creation of a professional civil servants (ASN), free from political intervention, clean from corrupt practices, collusion and nepotism, able to provide public services for the community and able to perform the role as a glue of unity and national unity in order to achieve national goals; (2) Bureaucracy reform becomes an important part in realizing good governance. Bureaucracy reform is directed at efforts to prevent and accelerate the eradication of corruption in a sustainable manner, in creating good governance, clean governance, and free of KKN.

Public services can be provided by the government or by the private sector in the form of goods, services, and public administration that can be used to meet the needs and interests of the community. The implementation of available services by administrators does not rule out human rights violations. One of the characteristics of the rule of law is respect for human rights. The most basic human rights given by the Powerful are obliged to be recognized, respected by everyone. However, the reality is that in the implementation of public services, there is a possibility that actions that violate human rights may occur. Formulation of how public servants from the perspective of human rights and efforts to prevent violations of human rights in available services. The purpose of writing is to find out public services from a human rights perspective. The method used in this research is literature research using secondary data in the form of primary legal materials, secondary standard materials, and traditional tertiary materials. The analysis is normatively supported by empirical research and qualitative research types. In conclusion, public services must heed human rights. To prevent human rights violations in available services, organizers must act based on statutory regulations, discretion, and general principles of good government (Good Governance).Keywords: public service, human rights

Abstract The authors analyze the government’s policies in developing people's economic interests of small and medium enterprises by using the principles of good governance. This study uses descriptive qualitative literature research using primary and secondary data sources. The authors urge that some policies should be taken within the framework of good government management, among others are: conducting program socialization and achieving strategies for the community;  identifying human resources, ownership of sufficient capital; encouraging entrepreneurial spirit in small and medium-sized communities; and facilitating business customers (market segmentation), and the supervision and continuous improvement (quality Improvement). Keywords: Good Governance, management, SMEs, HR, enterpriser   Abstrak Penulis menganalisa bagaimana kebijakan pemerintah dalam mengembangkan minat ekonomi kerakyatan usaha kecil dan menengah dengan menggunakan prinsip Good Governance. Penelitian ini menggunakan jenis penelitian kualitatif deskriptif kepustakaan dengan menggunakan sumber data primer dan sekunder. Hasil penelitian penulis dalam langkah-langkah Kebijakan pemerintah dengan menggunakan manajemen good governance yang harus dilakukan adalah : 1). Melakukan sosialisai program dan strategi pencapainya kepada masyarakat, 2). Mengidentifikasi sumber daya manusia, pemilikian modal yang cukup, 3). Munculnya seangat jiwa kewirausahaan pada masyarakat kecil dan menengah4). This study aims to explore village authority in village financial management to realize village governance in accordance with the principles of Good Governance. One of the financing for the Village Government program is the Village Fund Budget (ADD). The research method used is descriptive analysis to get a clear picture by examining secondary data. Secondary data is obtained through literature studies from primary legal materials and secondary legal materials related to regional autonomy in villages in the management of Village Government, particularly with regard to the performance of Village-Owned Enterprises based on Law Number 6 of 2014 concerning Villages. The data obtained from this study were analyzed juridically normative with a statutory approach. The results showed the accountability of the village head in managing village finances. In exercising the power of village financial management, the village head authorizes part of his power to the Village apparatus. (2) The village head as the holder of the village financial management power as referred to in paragraph (1), has the authority to: a. establish policies regarding the implementation of APBDesa; b. determine PTPKD; c. determine the officer who collects village revenue; d. approve expenditures for activities stipulated in APBDesa; and e. take actions that result in spending at the expense of the Village Budget. The factors that become obstacles in Talagasari, namely the lack of information and lack of direction in the distribution of ADD, so that it contributes low to community empowerment.

Millennium Development Goals (MDGs) was implemented in 2000 ostensibly to accelerate development within its 15 years plan of action. In the credence of this notion, Nigeria was one of the early countries that adopted the rational policy. Prior to the introduction of MDG, the country had implemented diverse developmental policies which are said not to have delivered the expected dividend. Hence, no sooner, the MDGs came to an end; the impulse of another developmental goal became necessary. Sustainable development Goals (SDGs) succeeding MDGs reiterates questions such as, how well did MDGs perform in developing countries? Where the aims of the MDGs met? If MDGs struggle to achieve 8 goals, how possible will SDGs 17 goals be realized? It is in this light, that the study using secondary data evaluate the MDG era in Nigeria, how far and how well they achieved their set target. The study suggests that although MDGs era in Nigeria recorded slight progress with regards to targeted goals, it did not meet the required plausible targets. Hence, as a very effective way of achieving sustainable development, the study recommends good governance and prioritizing of goals according to the country needs.

Public service innovation is the primary key to good governance development launched in most countries in the world, including Indonesia. There have been many innovative programs carried out by several Ministries, Institutions, and Local Governments in practice. Still, there is no comprehensive portrait related to the tradition of public service innovation. The study aims to obtain a complete description of the public service innovation practices in 2020 using indicators of innovators, types of innovation, goals and achievements of innovation, policy sector and geographical aspects. This descriptive-explorative research type applies an archival method that focuses on secondary data usage, and the results are then analyzed using both Nvivo 12 and SPSS. The result shows that: (1) Innovators are dominated by local governments because the scope of service issues is more varied and specific. (2) The type of policy innovation that is oriented to the process aspect dominates the proposed proposal because of the ease and implementation factor. (3) Most innovation outcomes are in problem-solving, which shows the orientation to problem-solving that is more practical and real impact. (4) The health sector is getting more attention in policy innovation because of the trend of actual needs in the field, making it the primary sector. (5) The institution participants in Java island are much higher than outside Java, showing the imbalance in the quality of human resources

AbstrakPenelitian ini sendiri bertujuan untuk mengetahui seberapa jauh pengaruh pengembangan SDM, iklim kerja dan berbagi pengetahuan terhadap kreativitas SDM di PT. GAS (Gemalindo Air Support) Batam. Perumusan masalah, tujuan penelitian ini dan hipotesis pada penelitian ini adalah untuk menganalisis pengaruh yang positif dan signifikan secara individual antara variabel independen yaitu pengembangan SDM, iklimkerja dan berbagi pengetahuan terhadap variabel dependen yaitu kreativitas SDM di PT. GAS (Gemalindo Air Support) Batam. Pada penelitian ini objek yang diambil adalah karyawan GAS (Gemalindo Air Support) Batam. Sumber data meliputi data primer dan data sekunder. Sampel pada penelitian ini berjumlah 100 responden yang merupakan karyawan PT. GAS (Gemalindo Air Support) Batam melalui teknik nonprobability sampling yaitu dengan tidak menggunakan metode sampling. Teknik analisis datanya adalah teknik regresi linier berganda.Kata Kunci :  Optimalisasi Pengembangan SDMAbstractThis study itself aims to find out how far the influence of human resource development, work climate and knowledge sharing on the creativity of human resources in PT. GAS (Gemalindo Air Support) Batam. In this research object is taken employee GAS (Gemalindo Air Support) Batam. Data sources include primary data and secondary data. The sample in this study amounted to 100 respondents who are employees of PT. GAS (Gemalindo Air Support) Batam through nonprobability sampling technique is not by using the method of sampling. The purpose of this study was to determine the implementation of accountability, transparency, and effectiveness in managing the School Operational Assistance (BOS) funds in public and private Junior High School in Banda Aceh City. This research involved two objects, Junior High School 3 Banda Aceh and Islamic Junior High School YPUI Darul Ulum. This research used the qualitative descriptive method and also used primary and secondary data in data collection.  The primary data were obtained directly by interviewing informants that were BOS coordinator in Education and Culture Services of Banda Aceh City and school BOS team consisting of the school principal and BOS treasure. The data were collected by direct observation in the field. The secondary data were collected by using documentation technique. In analyzing the data, the researcher used data reduction, data presentation, and data verification. The result of the study showed that the accountability, transparency, and effectiveness in managing the School Operational Assistance (BOS) funds in Junior High School 3 Banda Aceh were in accordance with the Regulation of the Minister of Education and Culture (Permendikbud) No. 26 of 2017 which reflected good governance, while the management of the School Operational Assistance (BOS) funds in Islamic Junior High School YPUI Darul Ulum Banda Aceh in terms of transparency was still not perfect, but in terms of accountability and effectiveness were in accordance with the Regulation of the Minister of Education and Culture (Permendikbud) No. 26 of 2017.

Dampak praktik Illegal Unreported and Unregulated Fishing (IUUF) telah mengakibatkan terganggunya pengelolaan pemanfaatan perikanan yang berkelanjutan dan menimbulkan kerugian ekonomi. Praktik mark down ukuran kapal penangkapan ikan merupakan salah satu penyalahgunaan perizinan dalam konteks praktik IUUF. Penelitian ini bertujuan untuk mengkaji nilai kerugian sumber daya ikan (deplesi sumber daya) akibat praktik “mark down” ukuran kapal penangkap ikan yang dilakukan di Indonesia. Penelitian dilaksanakan pada bulan Maret – April 2017 bersifat ‘desk study’ dan dilengkapi dengan kajian literature terkait. Data sekunder dan primer digunakan dalam penelitian ini. Analisis data dilakukan melalui Pendekatan Surplus Produksi Model Schaefer digunakan dalam penelitian ini. Nilai kerugian sumber daya ikan diketahui berdasarkan nilai deplesinya. Nilai deplesi sumber daya menggunakan pendekatan The Net Price Method. Hasil penelitian menunjukkan bahwa adanya praktik “mark down” telah menyebabkan deplesi sumber daya ikan atau pengurangan aset sumber daya ikan di perairan Indonesia. Besarnya nilai deplesi sumber daya pada tahun 2015 mencapai 9,83 trilyun rupiah dan diprediksi pada tahun 2020 meningkat menjadi 14,55 trilyun rupiah. Kajian merekomendasikan perlunya percepatan pengukuran ulang kapal perikanan dan penerapan sangsi yang tegas terhadap pelanggar sehingga tata kelola pemanfaatan sumber daya perikanan tangkap yang baik yang mampu mewujudkan pengelolaan perikanan yang berkelanjutan di Indonesia. Tittle: Fish Resources Losses Due to Mark Down Fishing Vessel Practiced in IndonesiaThe impact of IUU fishing has resulted in management disorder of sustainable fisheries and it caused economic loss. Markdown in vessels size is one type of manipulation practices of license in IUU fishing. This study aims to analyze the loss value of fish resources (resource depletion) due to the “markdown” practices in Indonesia. The study was basically a desk study completmenting with relevant literatures review during March – April 2015. Primary and secondary data were used in this study. Data were analyzed using the Schaefer surplus production model approached. Loss value of fish resources was estimated in terms of depletion resource value using the Net Price Method. The research found that “mark down” has led to depletion or reduction of fish resources in Indonesian waters. The estimated value of resource depletion in 2015 reached 9.83 trillion rupiahs and it is predicted to rise into 14.55 trillion rupiahs in 2020. The research suggests the need to accelerate the process of re-measuring the size of fishing vessel as well as to impose sanctions for the disobedience of the rules, so that Indonesia could have a good governance in fisheries resource management with sustainable fisheries resources.

The macabre of violence orchestrated by high degree of ethnic colouration and religious intolerance gave credence to this research topic. Overtime the Nigeria nation has been besieged by different altercations that have consequently retarded the pace of progress and development of the country. The study which adopted the frustration aggression theory and using the secondary data as a source submits that economic dissatisfaction arising from politics of exclusion, religious bias, leadership problem, insurgency among others have conspicuously created division among people who have agreed under one federating unit to live as one have rather consistently been denied their fair share of the "national cake". Consequently, this has led to bottled up anger, frustration and some level of disenchantment. It is against this backdrop that this paper seeks to interrogate-the nature and dimension of the Nigerian security situation and its slow pace development. The study concluded that the agitations for fair treatment, equal representation, effective governance are basic and necessary ingredients of restructuring that could help guarantee a peaceful co-existence devoid of rancour and acrimony. The study therefore among other things recommended that true federalism, good governance, justice would guarantee security and development in Nigeria.
