Rational allocation of the resource designated for comprehensive safety assurance at an enterprise: the problem statement

Introduction. Corporate resources translate into a strong in-house capacity that ensures sustainable production processes. We present a novel integrated area of activity, whose purpose is to solve problems by identifying the factors of influence, coming from employees of versatile departments (structural units) and focused on industryspecific (sectoral) functions that are part of the comprehensive safety system of an enterprise.Methods of research. The author employed the established methods of comprehensive safety assurance to analyze a number of approaches. He also explored the features of their application. The author also substantiated the choice of the Lagrange multiplier method, used to formulate the problem of rational allocation of the resource designated for the sustainable performance of functions that assure the comprehensive safety of an enterprise.Problem statement. The author addresses the problem of rational allocation of the resource (the labor potential), considered as a factor of influence produced on the sustainable performance of industry-specific (sectoral) functions that comprise the system of comprehensive safety of an enterprise. An exemplary solution. The author offers an example that represents a description of the process of consecutive identification of critical points that are relevant to the impact (a coefficient) produced by the personnel on the sustainable performance of industry-specific (sectoral) functions that contribute to the comprehensive safety of an enterprise.Conclusions. Solutions for specific tasks, forming part of a methodologically described problem, will make it possible to develop a methodology for the synthesis of the comprehensive safety which is adaptable to different conditions of operation of an enterprise (day-to-day operations, as well as threats and emergencies of natural and man-induced origin), and each is of great economic importance for Russia.

The purpose of the study is to substantiate the possibility of applying new methodological approaches to assess the impact of significant indicators (factors) of labor potential on the results of the enterprise by using methods of factor analysis and obtaining bottlenecks for practical application of relevant management issues aimed at improving the results of research enterprises. The mechanism of application of new methodical approaches to determination of influence of internal indicators (factors) of development of labor potential of the enterprise on the results of financial and economic activity of enterprises by the use of special mathematical tool - methods of the factor analysis are investigated. The choice of indicators that adequately reflect the forms of manifestation of the essence of the studied phenomenon for such a factor analysis is an extremely important problem. Methodology. In our case, sixty-seven indicators characterizing their labor potential were selected at three enterprises. Thirty-six of the most valuable of them were selected due to the use of mathematical statistics, which served as input for factor analysis, as a result of which the authors obtained a matrix of factor loadings of indicators characterizing the labor potential of the studied enterprises. The practical significance of the study іs that, as a result, the most significant factors of influence were identified for each of the studied enterprises. Taking into account these factors, it is possible to effectively manage the development of labor potential of the enterprise in the direction of improving the results of their financial and economic activities.

AbstractThe Nicaragua case demonstrates the Court's competence in receiving and interpreting evidence, and in making reasoned findings of fact, even in the most complicated evidentiary context, as is often presented in cases involving use of force and armed conflict. The Court applied well-established standards for evaluating the conflicting evidence presented to it. In particular, the Court determined that greater weight should be given to statements against interest made by high-level government officials than to a state's self-serving declarations. The Court also determined that statements by disinterested witnesses with first-hand knowledge should receive greater weight than mere statements of opinion or press reports. In applying these guidelines, the Court found, correctly, that (i) the United States had used military and paramilitary force against Nicaragua both directly and indirectly, by organizing, financing, arming, and training the Contra guerrillas to attack Nicaragua; (ii) the evidence did not support a finding that the United States exercised direct control over the Contras’ day-to-day operations; and (iii) there was no evidence that Nicaragua supplied arms to guerrillas fighting against the government of El Salvador during the relevant period, or carried out an armed attack against that state. While Judge Schwebel's dissent criticized the last of these findings, in fact, the evidence fully supported the Court's conclusion. In subsequent decisions during the past 25 years, the Court has continued to rely on the approach to evidence first elaborated in the Nicaragua case and has continued to demonstrate its competence as a finder of fact, including in cases involving armed conflict (Bosnia Genocide) and complex scientific and technical issues (Pulp Mills).

The purpose of this article is to analyze natural conditions as a significant factor of influence on everyday life, practices and strategies for the survival of the population of Ukrainian lands in the second half of the 16th – 17th centuries. The main task of the study is to reconstruct the environment of the second half of the 16th – 17th centuries and to identify the mutual influence of man and nature. Research methodology: the following methods were used: general scientific – historical and logical, analysis and synthesis, generalization; special – historical-systemic, historical reconstruction, which consists in drawing up a fairly complete picture of everyday life from disparate facts. Scientific novelty: the natural factor in the pre-industrial era is significantly underestimated in the studies of everyday life and is one of the most significant in the impact on human life, but it is ignored in modern historical works. Therefore, the analysis of the natural conditions of everyday life, especially in the early modern era, is relevant today. Conclusions. The analysis of the influence of natural conditions on everyday life of the population shows that a significant part of the population in one way or another was engaged in the transformation of nature in their production practices and was largely dependent on the environment. In the minds of the population, nature was seen as an endless resource for consumption. When assessing the influence of nature on everyday life in the second half of the 16th – 17th centuries, emphasis should be placed on the fact that during this period there was a combination of reproduction and appropriating forms of the economy in everyday production practices. The richness of natural resources, the fertility of the soil helped people to survive, but everyday survival was often due to the merciless exploitation of nature, especially in forests and wild animals. Parallel to this, there are attempts to protect resources from overuse by granting privileges to a limited number of consumers and legislative regulation. In general, the environmental circumstances of everyday life of the specified period cannot be characterized as stable due to the reduction of forest, plowing of virgin lands, excessive extermination of wild animals.

Purpose of the research. To examine the dynamics of reproduction of labor potential and labor supply in Russia for the period up to 2035, depending on the impact factors of its reproduction: generation change (changes in the proportion of cohort, entering and leaving at the age composition of the labor potential), fertility and mortality rates, migration balance in the individual age cohorts.  Materials and methods. The concept of “replacement of generations” is introduced. The coefficient of replacement of generations is developed and its value for labor potential of Russia for the period up to 2035 is calculated. The influence of factors of natural population movement on the dynamics of labor potential is analyzed. The compensating role of the migration factor in the conditions of labor potential reduction is calculated. Russian regions were grouped according to the following criteria: the direction and intensity of changes in the working-age population in 2020–2035 and the proportion of young people aged 0–15 years.  Results.  – There will be the reduction and aging of labor potential during the second stage of depopulation due to demographic factors.  – The decline in the working-age population in the second wave of depopulation is expected to be smaller than in the first wave.  – In Russia there will be a decrease in the replacement of generations in the contingent of people of the working age.  – The growth of Total Fertility Rate (TFR) in the forecast period should not be expected, because until 2030 a gradual decrease in the number of women of reproductive age is expected.  – The deepest failure in the population of the working age will be in 2020–2025 accounting for 1.7 million people according to the average variant of the forecast.  – In the forecast period, the labor force in the most productive age of 25–39 years will decrease by 10.5 million people, and the employment rate will decrease from 65.5% to 63.5%.  – Regional features of the formation of demand and supply of labor force in Russia cause the allocation of six homogeneous groups of regions.  – In order to compensate for the losses, it is necessary to increase the migration gain in the average version of ROSSTAT forecast by 2–2.5 times.  Conclusion. To meet the needs of the economy in the labor force in the forecast period, it is necessary to solve two interrelated tasks: compensation for the reduction of labor potential and ensuring the quality of labor potential necessary for the introduction of new technologies and digitalization of the economy. The unfavorable situation with the formation of labor resources is exacerbated by regional imbalances in the distribution of labor potential and differences in its quality across the country. In the future, migration is once again the only source of replenishment of labor potential and replacement of generations, despite the risks of quality losses due to the emigration of highly qualified persons and young people. It is necessary to take measures to increase the compensatory role of migration in the next five – six years. At the same time, migration policy measures should be considered in close conjunction with other measures to stimulate fertility and reduce mortality, ensuring a positive impact on the components of the population growth.

Relevance of the research topic. At the present stage of transformational transformation of the economy, the issue with the use of the XBRL format in Ukraine, which is a prerequisite for successful interaction of enterprises in the global financial market and enhancing the competitiveness of domestic enterprises. Problem statement. The absence of the practice of applying taxonomy of financial statements in Ukraine, causes the relevance of this study. The developed countries of the world have already introduced this format, because it allows to make the reporting not only transparent and accessible to potential investors, but also convenient for analysis. Analysis of recent studies and publications. The process of functioning of the financial reporting system in the format XBRL is the newest, it was researched in works: Kuznetsova S. A., Borisenko A. A., Boyko R. V., Ostrovskaya O. A., Khatib E., Yassin M., Harber M., Marx B., De Jager P. and other. Highlighting unexplored parts of a common problem. Particular attention is needed to develop solutions that will minimize potential problems associated with the implementation and use of the XBRL format in Ukraine. Setting of the task, objectives of the research. Analyzing the implementation of XBRL format in Ukraine. Identifying prospects for using and setting the potential issues in the preparation of new financial statements using global experience. Research method or methodology. Dialectical methods of scientific cognition, collection and analysis of information and inductive method were used in the course of the research. Basic material presentation (results of work). The article defines the essence of the XBRL format, analyzes the stages of its implementation in Ukraine. Prospects and typical errors in the preparation of financial statements using the format have been identified. Measures have been developed to minimize the likelihood of occurrence and to overcome problems associated with its application, taking into account world experience. Areas of application of the results. The results of this study may be applied in the preparation of financial statements in accordance with the specified format. Conclusions to the article. All of the benefits of implementing XBRL far outweigh the impact of its application Its use in Ukraine shall allow reporting entities to properly prepare financial statements, adjust the requirement for duplicating financial statements while presenting to regulators, and help woo investors through formation of the qualitative financial statements.

The article examines the study of personal characteristics of parents of children with special educational needs in education (SEN) in the city of Nur-Sultan, Kazakhstan. Today, the problem of studying a family, raising children with special needs in education is relevant and requires extensive research. This is confirmed by the large number of children with SEN in Kazakhstan. The study is aimed in particular at studying the factor of influence of certain parental personality traits and characteristics (mechanisms of psychological defense, coping-strategy and guilt conscience) on the child and on his abilities and success in educational and correctional processes. The scientific novelty of the results of this article lies in the correlation between the personal characteristics of the parents of children with SEN with the data that determine the parental attitude towards the child and the impact of the studied indicators of the parents on the child’s progress in correctional and specialized educational programs.

Introduction. The article deals the impact of European integration on the development of ecological business in Ukraine. The Association of Ukraine and the EU implies adaptation and reforms not only in economy, but also in others areas, including ecology. The factors of influence and their consequences on the development of environmental business in the state are investigated. The main obstacles for using the experience of the EU countries are highlighted. Prospects of further using of "green enterprise" methods in Ukraine are considered. Purpose. The aim of the article is to reveal the essence, forms, stages of formation and innovative forms of the ecological business; to analyze the experience of ecological business and its regulation in the EU countries; to characterize the status and the impact of European integration on ecological business in Ukraine. Method (methodology). Methods of analogy and comparison are used in the study of problematic aspects of Ukraine and the EU in the field of ecology. Statistical methods are used for analyzing the dynamics of indicators of the development of ecological business in the state. Systematic approach is used for explaining strategic guidelines and identifying further promising ways for the development of ecological business in Ukraine. Results. The main aspects of cooperation between Ukraine and the EU have been analyzed. The main directions of further development of common cooperation have been singled out. The proposals of improving the position of Ukrainian eco-goods and services on the European market have been substantiated.

Abstract This paper first introduces and reviews the existing research on the well-known “students–professors (S/P) problem”, which was first formulated in 1979. Next, it presents an empirical study of Danish upper secondary students’ answers to two mathematical modeling versions of the S/P-problem; a mathematization version (296 students), and a de-mathematization version (658 students). Besides reproducing several previously reported findings, e.g., the so-called reversal error, the study identifies new error types not previously reported in the literature. The mathematical modeling perspective adopted, along with a mixed-methods design, give rise to new potential explanations of the reversal error as well as explanations of the new error types. Our study shows that interpreting the linguistic formulation of the S/P-problem statement is not only related to language but is intrinsically of a mathematical – and cognitive – nature as well. The research aims to know the impact of sustainability orientation on sustainable performance. The data has been collected through a survey and the probability-random sampling technique has been employed. The study sample is micro and small enterprises in Tunisia. The organizational level is the unit of analysis, which are the owners of these enterprises. It has been concluded that managers' orientations have an influence on environmental and social performance, but their orientations towards sustainability did not impact economic performance. The study has suggested that future research could investigate different organizations irrespective of their size and industry that would make it easy to generalize results.
