The principles of improving the fight against coronavirus disease SARS-CoV-2 by automating the process of monitoring the state of subjects have been studied. The system analysis of theoretical resources is carried out, the basic approaches for system development are defined. Possible variants of system operation modes for further development are investigated, the most complex approach for system design is chosen. The critical requirements of software and hardware components for system creation are formed. Selected software and hardware for system development. The structural scheme, the block diagram of algorithm of work of system is developed.

The state of Ukraine is a system object. Therefore, there are grounds to study it using the methods of system technique (system analysis and modeling). The question of determining the development stage of system of the state of Ukraine is of crucial significance. In theory, there are five main stages: origin, formation, maturity, crisis, transformation. The stage of occurrence of the need-request of a larger metasystem in respect of the new system functions. The stage of the system formation up to the required (calculated) state. Stage of design system operation with a quality level not less than planned one. During this period, due to aging or wear of the system elements and changes in the needs of the external environment, the system experiences a critical situation and the question arises: «What’s next?» The stage of state change in the system. At the fourth stage, there are three options for changing the system state. Option one. The system is forced to bend to circumstances and follow the path of regress aging and losing its qualities and inevitably approaching the moment of its death. Option two. Upon availability of the necessary resources, attempts of the system to maintain itself in the state in which its primary target operation is still possible. Option three. Transformation to another quality (if there is a decision of the management system in this regard and upon availability of the necessary resources), to a higher level due to changes in the state, properties of elements, structure and functions in order to achieve new functions. Stage at which either a new system existence phase, that meets the needs of the metasystem, takes place or a new stage of the life cycle of a new (other) system, that appears as a result of the disposal of the old one, begins. Accordingly, the systems are divided into those that are at the stage of origin, those that are at the stage of formation, those that are at the stage of maturity, those that are at the stage of crisis, and those that are at the stage of transformation. In our opinion, the indicators of social, economic and political development of the country confirm the existence of the crisis as a stage of the system development of the state of Ukraine with prospects for the situation development according to the scenarios of the fourth or fifth stages. Earlier we have considered crime as a separate system object. According to this approach, crime prevention should be understood as measures aimed at neutralizing the resources of this system, managing circumstances, performers, relations with the external environment and its inverse relations. According to another approach, we have considered crime as a problem of a system object of the state of Ukraine. In this case, crime prevention should be understood as protection of existing social relations from illegal (criminal) changes in the elements state and avoidance of damage to lawful social relations by crimes.

Place of monitoring and control of risks of financial stability of the state in the system of ensuring financial security of the state was substantiated. Methods of identifying threats to Ukraine's financial security through the current and strategic analysis of financial system development indicators were considered. Tendencies of economic development of Ukraine in the context of revealing sources of threats to financial stability of the state were analyzed. Dynamic analysis of the actual values of the financial security indicators of Ukraine as a whole and its separate components had been carried out. Threats to Ukraine's financial security were identified based on comparative and trend analysis. Reasons for the critical state of debt, banking and monetary security in the financial structure and the preconditions for the emergence of systemic threats had been investigated. Systematization of risks and threats to Ukraine's financial security by its components had been carried out. Influence of systemic threats in the financial sphere on the economic security of the state was generalized. International experience of monitoring financial stability of the state was analyzed. Additional risks to the national financial system are associated with the globalization and digitization of the state financial system that are not taken into account by valid methodological recommendations for calculating the level of economic security of Ukraine were highlighted.

Рассмотрены состояние и перспективы развития мясного скотоводства в Российской Федерации. Проведен мониторинг численности поголовья, породного состава и продуктивности мясного крупного рогатого скота во всех категориях хозяйств, изучены масштабы и объемы бонитировки скота за 20102018 годы. По данным Минсельхоза России, в 2018 году поголовье крупного рогатого скота в стране составило более 18 млн голов, в том числе численность животных специализированных мясных пород во всех категориях хозяйств достигла 2,26 млн голов. Комплексная оценка 711,16 тыс. голов, или 34,1 от общей численности мясного скота, в том числе 389,8 тыс. коров, принадлежащих к 15 породам и типам, разводимым в 57 регионах Российской Федерации показала, что наибольшее подконтрольное поголовье имеют абердин ангусская порода (417545 гол.), калмыцкая (137262 гол.), герефордская (87278 гол.) и казахская белоголовая породы (52563 гол.). Все подконтрольное поголовье животных является чистопородным и IV поколения, в том числе 99,7 быков-производителей и 99,3 коров. Анализ живой массы пробонитированного поголовья выявил тенденцию к ее повышению у коров всех возрастов в среднем на 54 кг, быков производителей на 39 кг, или на 16,7 и 5,2 за последние 9 лет, соответственно. Живая масса коров по итогам 2018 года в среднем составила 546 кг, быков-производителей 791 кг. По состоянию на 1.01.2019 года, племенная база мясного скотоводства страны представлена 270 племенными стадами, в том числе 46 племенными заводами и 224 племенными репродукторами. В 2018 году в различные категории хозяйств из племенных предприятий было продано 35517 голов племенного молодняка, в том числе 6388 ремонтных бычка с классами элита и элита-рекорд (85,3). В 2018 году было продано племенного молодняка в расчете на 100 коров галловейской породы 33,0 головы, казахской белоголовой 29,1 герефордской 28,0 калмыцкой 22,2 лимузинской 15,5 абердин ангусской 8,8 русской комолой 8,2 и симментальской мясной 4,7 голов. На основании мониторинга состояния мясного скотоводства страны за 20102018 годы были намечены перспективы дальнейшего развития.The article considers the state and prospects of development of beef cattle breeding in the Russian Federation. The number of livestock, breed composition and productivity of beef cattle in all categories of farms was monitored, the scale and volumes of bonding of cattle for the studied 9-year period (20102018) were studied. According to the Ministry of Agriculture of Russia, in 2018 the number of cattle in the country amounted to more than 18 million heads, including the number of cattle of specialized meat breeds in all categories of farms reached 2.26 million heads. A comprehensive assessment of the number of livestock in the amount of 711.16 thousand animals or 34.1 of the total number of beef cattle, including: cows 389.8 thousand heads belonging to 15 breeds and types bred in 57 regions of the Russian Federation, showed that the largest controlled livestock are: Aberdeen Angus breed 417545 animals, Kalmyk 1372726 animals, Hereford 87278 animals and Kazakh white-headed breed 52563 animals. Almost all of the controlled livestock of animals is purebred and IV generation, including: respectively 99.7 of bulls producers and 99.3 of cows. The analysis of live mass of a livestock revealed a tendency to its increase at cows of all age on average on 54 kg, bulls on 39 kgor for 16.7 and 5.2 for the last 9 years respectively. The live mass of cows following the results of 2018 averaged 546 kg, bulls 791 kg. As of January 1, 2019, the breeding base of beef cattle breeding in the country is represented by 270 breeding herds, including: 46 breeding plants and 224 breeding reproducers. In 2018, 35,517 heads of pedigree young animals were sold to various categories of farms from pedigree enterprises, including 6,388 repair bulls with elite classes and an elite record record for appraisal (85.3). An analysis of the sales volume of pedigree young animals in the context of farmed meat breeds showed that in 2018 pedigree young animals per 100 cows were sold in the country: Galloveian breed 33.0 goals, Kazakh white-headed 29.1 goals, Hereford 28, 0 goals., Kalmyk 22.2 goals., Limousin 15.5 goals., Aberdeen Angus 8.8 goals, Russian kolola 8.2 and Simmental meat 4.7 goals. Based on the monitoring of the state of beef cattle breeding in the country for the study period (20102018), prospects for further development were outlined.

AbstractNon-rigid structure from motion (nrsfm), is a long standing and central problem in computer vision and its solution is necessary for obtaining 3D information from multiple images when the scene is dynamic. A main issue regarding the further development of this important computer vision topic, is the lack of high quality data sets. We here address this issue by presenting a data set created for this purpose, which is made publicly available, and considerably larger than the previous state of the art. To validate the applicability of this data set, and provide an investigation into the state of the art of nrsfm, including potential directions forward, we here present a benchmark and a scrupulous evaluation using this data set. This benchmark evaluates 18 different methods with available code that reasonably spans the state of the art in sparse nrsfm. This new public data set and evaluation protocol will provide benchmark tools for further development in this challenging field.

With the development of manufacturing automation and intelligent increasing speed, the construction in plant management information has been important tasks to promote business innovation ability, improve competitiveness and manufacturing execution. In this paper, UML (Unified Modeling Language) and object-oriented modeling technology were applied to model the static structure and dynamic behavior of the plant management information from requirement analysis to system implementation, including functional requirement model, static structural model, asset management time sequence chart, system physical model and so on. The visualized system analysis method and technology better planned the system design and improved the efficiency of the system development. It will play a guiding role in the object-oriented software development.

The inventory system is a system that has a very important role in a company. Inventory systems have been widely used or developed in a place with various technologies and systems. Problems at PT. Sanghiang Perkasa is due to the fact that the data has not been stored in a good file and the management and processing of inventory data is still processed in a conventional way, which has a very significant effect on the quality of the data and information produced. The main objective of this research is to produce an inventory system that is powerful and in accordance with the needs of the users associated with the inventory system. The system development method in this inventory system uses the waterfall method which consists of six stages. The stages are System Analysis and Design, software requirements analysis, system design, coding, system testing and maintenance. This system was built using the PHP programming language, DataBase MySQL. It is hoped that with the implementation of this inventory system at PT. Sanghiang Perkasa can make it easier to store and process data and information such as stock-taking data, information on incoming and outgoing goods transactions, purchase and sales return data, managing customer and supplier data to making product stock reports and assembly reports. The review of the III International historical and legal congress “Legal traditions of the formation of Russian statehood", dedicated to the 300th anniversary of the proclamation of the Russian Empire, is given. One of the main tasks of the event was to bring together representatives of science from different states, different scientific schools and directions to solve topical historical and legal problems of the state and law. Following the results of the congress, a declaration was adopted, in which the importance of continuing legal research of domestic state-legal traditions was noted, the main directions for the further development of historical and legal science were outlined.

Introduction: the article deals with the legal phenomenon of an additional conclusion on a dissertation that rarely comes into the focus of attention of domestic researchers, which is regulated in the Regulations on Awarding Academic Degrees and the Regulations on the Council for the Defense of Dissertations for the Degree of Candidate of Science, for the Degree of Doctor of Science. The relevance of the issue is explained by the ongoing processes of transformation of all the main elements of the state system of scientific certification. Purpose: to show the main elements of this institute, the problems of its regulation, including in connection with the changes made to the state system of scientific certification by Federal Law of 23 May 2016 No. 148-FZ “On Amendments to Article 4 of the Federal Law ‘On Science and State Scientific and Technical Policy’” (hereinafter – Law No. 148-FZ), as well as the directions for improving legal regulation of this institute. Methods: system analysis, historical method. Results: the goals of the institute of additional conclusions on the dissertation are revealed; marked defects in the regulation of additional conclusion on the dissertation; given the significant changes in the state system of scientific attestation in connection with the receipt of a number of organizations right of self-awarding degrees, as well as the accumulated practice of application of this institute, the directions of its improvement are formulated. Conclusions: according to the author of the article, the institute of additional conclusion should not be abandoned, it may well be in demand in the future and in the activities of organizations, those who have received the right to independently award academic degrees. The current regulation of the institute of additional conclusion requires complete renovation.

The article focuses on such a research area as human resources of the state. And their integrated assessment. The results obtained by type of economic activity are quite high, which is fully consistent with the dynamics of actual and future indicators. According to the Strategy of the state personnel policy, their content consists in: defining the tasks of the national personnel management system; development and implementation of a human development monitoring system; increasing labor productivity; calculation of efficiency and return on investment in human development; improving the national system of professional training taking into account the real needs of staff in the field of public administration, social and humanitarian sphere, key sectors of the economy, industry and agro-industrial complex. The procedure for analyzing human resources should begin with the choice of indicators. The final stage of the integrated long-term assessment of human resources is to determine the appropriate integrated indicator as a project component. The trends of each of the selected indicators for the calculation of the integrated indicator of human resources are constructed in the researched. Below are the equations of trends for the indicator "personnel costs of economic entities by type of economic activity", characterize, respectively, industry and construction and are presented in the form of exponential and linear relationships. This choice of trend equations is due to the dynamics of actual indicators.
