Indonesia is a developing country in Asia, whose economic development still depends on foreign investment. MSME is an alternative business unit that can encourage domestic economic growth that can be released from the dependence of foreign investment. The low number of MSMEs compared to other countries in Asia and the vulnerability of MSMEs unable to compete in the market in the era of globalization. Make the government fund various stakeholders to be established and develop business incubators, including universities. With the adoption of this policy, universities in West Java began to create and build business incubators. This article is intended to describe the process of establishing and developing a university business incubator in West Java. The method used in this research is qualitative research with data collection techniques through data observation and literature study. The results of the study that discussed the establishment of a university business incubator in West Java were carried out in collaboration with lecturers with international non-profit organizations.

Private Universities that were established by society through nonprofit institution have autonomy in managing their finances. Autonomy gives rise to the diversity of Private Universities’ financial statement. The government provides a tax exemption facility for the remnant of nonprofit institutions engaged in education with certain conditions, regulated by PMK 80/PMK.03/2009. This research was conducted to analyze the effect of the quality of the financial statements of Private Universities  on the execution of the tax exemption facility. Research was conducted by literature study method. The result of the research shows that the quality of the Private Universities’ financial statements  affect the execution of PMK 80/PMK.03/2009. Therefore, financial statements standardization and remnant recording regulation for Private Universities is needed, in order to optimizing the execution of the tax exemption facility given to educational institutions and to make sure the facility is given appropriately. The data collection technique used is literature study. This research use qualitative methods  in analyzing data and facts about private universities’ management and the taxation policies of non-profit organizations.

The Faculty of Accounting and Management of the Autonomous University of Coahuila projects to create a business incubator to support students that are entrepreneurs. Incubators created in other universities of the country; do not achieve continuance and the expected success. Therefore, the objective of this study is to identify the problems faced by other incubators to know the panorama that are before them. The results show that the informal economy, the excessive bureaucracy and the corruption beset the creation and permanence of such incubators. It is concluded that the government should show more political will to support the business incubators and counteract the poverty that in a good measure is the incubator of hired killers (sicarios) trapped by the organized crime.

The development of the spread of Covid-19 in Cianjur Regency has spread, as many as seven sub-districts in Cianjur Regency have the highest number of confirmed positive cases of Covid-19 compared to others, averaging over 100 cases. The seven sub-districts include Cianjur, Cipanas, Pacet, Sukaresmi, Cugenang, Karangtengah and Ciranjang districts. Based on this case, the Cianjur Regency Government conducted outreach on prevention and control of COvid-19 in Cianjur. The purpose of this research is to know the analysis, strategy, mobilization, evaluation of the continuity of the socialization of the Covid-19 prevention and control program of the Cianjur Regency Government. This research method uses a qualitative approach with literature study analysis techniques in the scientific field of public policy. Meanwhile, the model used as a reference is the Advocacy Model. This model was first introduced by the Johns Hopkins University-USA Center for Communication Programs (CCP) in 1988. The results and discussion of this study were viewed from the aspect of data analysis in the field that the number of confirmed positive patients in Cianjur Regency was 316 people. In connection with this field analysis, organizations also need to be involved. The organizations involved are: Cianjur Health Office, Cianjur Police, community leaders, entrepreneurs, media, restaurant owners, RT and RW / Kampung, Alim ulama; Health cadres and Posyandu cadres, academics; Community, Stakeholders. Furthermore, the strategic aspect plays an important role, namely, the Cianjur Regency Government, West Java, continues to strive to prevent the spread of the corona virus or Covid-19, one of which is by imposing local isolation. For the third phase, namely Mobilization, which is carried out by the Cianjur Regency Government is very massive, namely implementing health protocols is still a mainstay in Cianjur Regency, West Java to prevent the spread of Covid-19, which has a very dynamic movement rate. The socialization was carried out by intensifying the 3M campaign to the community, namely wearing masks, washing hands, and maintaining distance in various activities. The stages of the action were carried out by the Cianjur Regency Government in collaboration with all parties. Not only the government, but also all other competent policy makers. 3M's Echo activity is a campaign to make people aware of the discipline of applying health protocols. This Echo socialization activity has the theme "Heup cicing covid (stop covid)." The evaluation stage, carried out by the Cianjur Regency Government, is that the old criteria noted that from 1-5 houses there were positive COVID-19 status were still yellow, while the new criteria stated that five or more houses were categorized. in the red zone, so that in Cianjur there are 67 RTs that enter the red zone. The Cianjur Regency Government has carried out continuity steps, namely monitoring the post in order for Cianjur residents to be sterile and monitoring to reduce the impact of Covid19. The government continues to carry out socialization of New Habit Adaptation.

One of the indicators of Indonesia's economic development is investors. Investors are actors who have a role to empower and manage potential resources to serve as the country's economic strength. Mineral and coal mining plays an important role in the national economy and has great potential in the development of the national economy. The purpose of this research is to determine and analyze about legal protection for foreign investment in the mineral and coal mining sector in Indonesia. The research method used in this article is normative legal research and through a literature study approach with secondary assessment of legal materials and juridical data analysis. The results of this study indicate that the regulations related to foreign investment in the mining sector still use Law Number 25 of 2007 concerning Investment and Law Number 3 of 2020 concerning Amendments to Law Number 4 of 2009 concerning Mineral and Coal Mining which are considered by the Government as a basic regulation that is still in accordance with current conditions in Indonesia regarding investment and mining of minerals and coal. Therefore, special arrangements are needed related to foreign investment in the mining sector, because the existing laws and regulations are unable to explain in detail the aspirations and needs of foreign investors in implementing cooperation contracts in mineral and coal mining activities.

<p><strong>ABSTRAK</strong><br />Ketahanan pangan di Indonesia masih mengalami berbagai masalah khususnya di daerah Jawa Barat.Mulai dari masalah persediaan pangan dan kemampuan daya masyarakat dalam menjangkau kebutuhan pangan. Ketahanan pangan bertujuan sebagai akses setiap rumah tangga atau individu untuk memperoleh pangan untuk keperluan hidup yang sehat dengan persyaratan penerimaan pangan sesuai dengan nilai-nilai atau budaya yang berlaku dengan mempertimbangkan kondisi sosial ekonomi, akses, dan ketersediaan pangan. Artikel ini menggambarkan kondisi ketahanan pangan di Jawa Barat sebagai pengaplikasian regulasi yang telah dikeluarkan oleh Pemerintah Daerah Jawa Barat. Penelitian menggunakan metode yuridis normatif yaitu metode penelitian dengan cara studi kepustakaan dengan mengumpulkan data sekunder yang terdiri dari bahan hukum primer, sekunder, dan tersier seperti peraturan perundang-undangan dan buku literature dengan spesifikasi penelitian bersifat deskriptif analitis. Hasil penelitian menunjukan bahwa strategi yang digunakan pemerintah daerh dalam mewujudkan ketahanan pangan belum ada perubahan yang signifikan terhadap hasil panen bahan pangan yang diperoleh di Jawa barat walaupun sudah ditetapkanya Peraturan Daerah Provinsi Jawa Barat Nomor 4 Tahun 2012 Tentang tentang Kemandirian Pangan Daerah dan regulasi lainya dalam hal kebijakan pangan.<br /><strong>Kata kunci:</strong> ketahanan pangan; pemerintah daerah; regulasi.</p><p><strong><em>ABSTRACT</em></strong><br /><em>Food security in Indonesia is still experiencing various problems, especially in West Java. Food security is intended as access for every household or individual to obtain food for the needs of healthy life with the requirements for receiving food in accordance with the values or culture in force taking into account socio-economic conditions, access and food availability. Therefore the researcher aims to describe the condition of food security in West Java as an application of regulations that have been issued by the West Java Regional Government. This research was compiled using the normative juridical method, namely the research method by means of literature study by collecting secondary data consisting of primary, secondary and tertiary legal materials such as legislation and literature books. The research specifications are descriptive analytical, namely describing and analyzing problems based on relevant legislation so that legal facts can be obtained in the community, then analyzed qualitatively normatively. The results showed that the strategy used by the government in realizing food security had no significant changes to food crop yields obtained in West Java even though the West Java Provincial Regulation Number 4 of 2012 had been stipulated concerning Regional Food Independence and other regulations in terms of food policy Starting from the problem of food supplies and the ability of the community to reach food needs.</em><br /><em><strong>Keywords:</strong> food security; regional government; regulation.</em></p>

The emergence of changes in various aspects of human life due to the global pandemic COVID-19 not only affects large or multi-national companies, but it also has several impacts on SMEs.  Over the numerous barriers and unreadiness of SMEs in facing technological developments, they are forced by circumstances to immediately adapt and digitize their business processes.  Universities, through its richness of research and resources are believed to be appropriate agent to help SMEs overcome this completely new situation.  Universities are expected to be able to generate innovations, providing such opportunities to SMEs to build their competitive advantage to keep sustain in this uncomfortable condition.  One option that can be done is to incubate the SMEs in the university business incubator. However, to date, research that related to university business incubators specializing in managing SMEs is still very limited. Current research on business incubators is dominated by studies of business incubators related to start-ups and new  technology-based firm . Therefore, this research was conducted to develop a conceptual model of university business incubator with the main objective of helping the SMEs to digitize the business they run. This research was conducted using the literature study method and obtained a university business incubator model consisting of four components or stages, namely preparation, pre-incubation, incubation, and post-incubation.

The existence of foreign investment in Indonesia is very important and strategic in supporting the implementation of national economic development and increasing economic growth in the community, which is regulated in law number 25 of 2007. This research is an empirical normative research, data collection is done by interview and literature study. Data processing is done by checking the data, the analysis in this study is done descriptive, that is, systematically doing research in the field to obtain data.The results show that in every foreign company that wants to invest in Indonesia, it must take care of the principle permit to the Investment Coordinating Board (BKPM) and the One-Stop Integrated Investment and Service Office (PTSP). So that the company can be established in Indonesia and its establishment is in accordance with the procedures of the foreign investment law so that the foreign investment company is fully under the responsibility and supervision of The Republic of Indonesia. The Government also provides relief to foreign investment in Indonesia in foreign up the cost of the entry of goods or electronic equipment for the purposes of Foreign Investment in Indonesia in investing.

AbstrakPenelitian ini dilatarbelakangi oleh menguatnya wacana mengenai pentingnya perlindungan data pribadi  dan terbitnya Peraturan Menteri Komunikasi dan Informatika Nomor 20 Tahun 2016 tentang Perlindungan Data Pribadi dalam Sistem Elektronik. Adapun tujuan penelitian adalah untuk mengetahui kinerja implementasi Peraturan Menteri tersebut di lingkungan Pemerintah Kabupaten. Penelitian  dilakukan di Dinas Kependudukan dan Pencatatan Sipil pada Pemerintah Kabupaten Gianyar, Temanggung, dan Sleman dengan menggunakan metode studi kasus, sedangkan pengum­pu­lan data menggunakan teknik studi pustaka, wawancara, dan observasi. Pembahasan dilakukan dengan menggunakan konsep implemen­tasi model Edwards yang melihat implementasi berdasarkan variabel komunikasi, sumber-sumber, kecenderungan-kecenderu­ngan, dan struk­tur birokrasi. Hasil penelitian menunjuk­kan bahwa penyelenggaraan administrasi kependudukan yang di dalamnya termasuk perlindungan data pribadi oleh Dinas Kependudukan dan Pencatatan Sipil merujuk pada Peraturan Menteri Dalam Negeri Nomor 61 Tahun 2015, sedangkan Peraturan Menteri Komunikasi dan Informatika Nomor 20 tahun 2016 sama sekali belum mereka ketahui. AbstractThis research is motivated by the strengthening of discourse regarding the importance of protecting personal data and the issuance of Minister of Communication and Information Regulation No. 20 of 2016 concerning Protection of Personal Data in Electronic Systems. The research objective is to determine the performance of the implementation of the Ministerial Regulation within the District Government. The study was conducted at the Department of Population and Civil Registration at the Government of the Regency of Gianyar, Temanggung, and Sleman by using a case study method, while data collection using literature study techniques, interviews, and observations. The discussion was carried out using the concept of implementation of Edwards model that looked at implementation based on communication variables, sources, trends, and bureaucratic structure. The results showed that the administration of population administration which included the protection of personal data by the Population and Civil Registry Office referred to the Minister of Home Affairs Regulation No. 61 of 2015, while the Minister of Communication and Information Regulation No. 20 of 2016 was completely unknown to them.

Public Relations of the Bandung Regency Government realizes that its area has a lot of potential for various local wisdom and has a heterogeneous society. This study aims to explore and analyze the values of local knowledge in developing public relations strategies in the government of Bandung Regency, West Java province. This study uses a constructivist interpretive (subjective) paradigm through a case study approach. The results showed that the Bandung Regency Government runs its government based on local wisdom. Bandung Regency Public Relations utilizes local insight and the region's potential to develop a public relations strategy to build and maintain a positive image of Bandung Regency. The impact of this research is expected to become a source of new scientific references in the development of public relations strategies in every region of Indonesia, which is very rich with various philosophies.Humas Pemerintah Kabupaten Bandung menyadari wilayahnya memiliki banyak potensi kearifan lokal yang beragam, serta memiliki masyarakatnya yang heterogen. Penelitian ini bertujuan menggali dan menganalisis nilai-nilai kearifan lokal dalam pengembangan strategi kehumasan di pemerintahan Kabupaten Bandung provinsi Jawa Barat.  Penelitian ini menggunakan paradigma interpretif (subjektif) konstruktivis melalui pendekatan studi kasus. Hasil penelitian menunjukkan bahwa Pemerintah Kabupaten (Pemkab) Bandung menjalankan pemerintahannya berlandaskan pada kearifal lokal. Humas Pemkab Bandung memanfaatkan kearifan lokal dan potensi wilayahnya untuk mengembangkan strategi humas dalam membangun dan mempertahankan citra positif Kabupaten Bandung.Dampak penelitian ini diharapkan menjadi sumber rujukan ilmiah baru dalam pengembangan strategi kehumasan di setiap daerah Indonesia yang sangat kaya dengan beragam filosofi.

This paper discusses the biography of K.H. Abdul Halim, a cleric, educator, political activist, a national hero, who was born in Jatiwangi, Majalengka, West Java on June 26, 1887 and died on May 7, 1962, in a peaceful and quiet place, Santi Asromo, Majalengka. The title of the National Hero from the Government of Indonesia was granted on the basis of his important roles in education, economics and politics. Among his legacy are the religious educational institutions, namely Santi Asromo Pesantren, the religious organization of the Islamic Ummah Union (PUI), and several books such as the Kitab Petunjuk bagi Sekalian Manusia (Manual for Man), Ekonomi dan Koperasi dalam Islam (Economics and Cooperative in Islam), dan Ketetapan Pengajaran di Sekolah Ibtidaiyah Persyarikatan Ulama (The Teaching Decrees at Ibtidaiyah Persyarikatan Ulama School). His biography is a manifestation of appreciation for his services and works, his struggle and his devotion to science and people, as well as his role and contribution in building the nation of Indonesia with noble character and dignity. Another milestone of his is the value of the struggle and at the same time his Islamic scholarship can be an example for the younger generation in particular and for anyone who aspires to build a nation of Indonesia which is based on the Belief in One God, fair and civilized, united in the context of the Republic of Indonesia (NKRI). Ia memiliki nama kecil Otong Syatori, dikenal sebagai ulama pejuang, pendidik, dan aktivis politik. Ia dilahirkan di Desa Ciborelang, Kecamatan Jatiwangi, Majalengka, Jawa Barat, pada 26 Juni 1887, dan wafat dalam usia 75 tahun pada 7 Mei 1962, di Santi Asromo, Majalengka. Ia mendapat gelar Pahlawan Nasional dari Pemerintah RI tahun 2008. Perjuangannya meliputi pendidikan, ekonomi, dan politik. Adapun metode yang digunakan dalam tulisan ini adalah deskriptif-analitis dengan perspektif historis. Adapun fokusnya, selain biog¬rafi singkat K.H. Abdul Halim, juga tentang konsep pendidikan eko¬no¬mi berbasis pesantren. Dari hasil pembahasan ditemukan bahwa ia telah melakukan pembaharuan di bidang pendidikan agama dan sekaligus memberikan keterampilan kewirausahaan bagi santri dan lulusannya. Awalnya gagasan tersebut berasal dari konsep pembaharuannya yang disebut Iṣlāḥ as-Ṡamāniyyah, yaitu: perbaikan akidah, ibadah, pendidikan, keluarga, kebiasaan (adat), masyarakat, ekonomi, dan hubungan umat dan tolong-menolong. Di bidang pendidikan, ia memadukan sistem pesantren dengan sistem sekolah, ilmu-ilmu agama dengan ilmu-ilmu umum, serta memberkali para santrinya dengan berbagai keterampilan tangan dan keahlian teknik. Di bidang ekonomi, disebutnya dengan Iṣlāḥ al-Iqtiṣād, untuk menanggulangi ketimpangan ekonomi di masyarakat, yaitu dengan menanamkan kesadaran kepada kaum muslimin agar berusaha memperbai¬ki dan meningkatkan kehidupan ekonominya dan berjuang secara bersama-sama melalui wadah koperasi.
