The relevance of the scientific investigation involves understanding the importance of the social competence concept in the students’ environment in terms of distance learning, which has arisen based on quarantine restrictions.  The purpose of the scientific investigation is to identify the formation level of social competence of student youth in the educational environment within the conditions of pandemic in the process of distance learning. Methods of pedagogical research (remote interaction), sociological (survey in Google-forms) and statistical methods have been used to form a methodological base. It has been revealed that in the conditions of distance learning at HEI during a pandemic, social competence undergoes significant changes, considering that the results of a survey of students are significant, indicating a decrease in the level of socialization. The practical significance of the results of the scientific investigation is aimed at improving the social development of the individual, outlining the main transitions between levels of socialization in terms of quarantine restrictions and distance learning.

Social competence of senior school students serves as their integrative characteristic and acts as the result of education. The formation of social competence in senior students is realized in the school educational environment by means of solving social problems of personal, public and life-futurological content. School educational environment incorporates definite zones which act as incentives to motivate and involve students into the activity of formulating and solving social problems.

Subject. This article analyzes the effectiveness of public administration in the social sphere. Objectives. The article aims to standardize the decision-making process for managing the region's social development through statistical analysis techniques. Methods. For the study, we used correlation and cluster analyses. Results. The article highlights weaknesses in the development of the social sphere and assesses the relationship between the individual areas of its development, and the effectiveness of its financing. It offers algorithms that take into account the patterns of social development and the specifics of certain types of economic activity. Conclusions. The results obtained were used to develop algorithms to optimize the development of the social sphere at the regional level. The socio-economic differentiation of the Russian Federation subjects in a number of regions requires an analysis of the specifics of the development of the social sphere of the region under consideration and adjustments to the proposed algorithms.

The article reveals the relevance of the social mobility formation. The positions of scientists on the problem of the development of professional mobility of the individual are revealed. It is indicated that mobility is a value and a factor in the socialization of future specialists. Methodological approaches, pedagogical conditions and factors infl uencing the formation of professional mobility, as well as the possibilities of the educational environment, youth and student associations are highlighted. The author points out the importance of synergetic, creative-activity, program-design, resource, competence-based approaches and pedagogical technologies in the formation of professional mobility of students.

The article presents the essence and ways of the gender aspect of social development of future specialists in the socionomic sphere. Several legislative documents on the establishment of gender equality adopted at the state level in Ukraine are analyzed. The necessity of developing the gender aspect of specialists in the socionomic sphere is substantiated. Analyzed components: «gender» (one of the basic components of the social structure of society), «sociality» (acquired in the course of human life in society supra-individual structure of his personality), «hidden curriculum» (what is latently broadcast to students in parallel with the official curriculum). The components of the development of the gender component of human sociality (cognitive, value, emotional-personal activity-behavioural), which are formed based on the social experience of the individual, values of gender equality, subjectivity in gender construction, gender sensitivity, gender tolerance, empathy behavioural strategies. Theoretical provisions for the development of a safe and healthy educational environment are outlined. It is established that in practice the development of the gender component of the sociality of students of socionic specialities in the conditions of pedagogical higher education establishment becomes possible through the implementation of the following areas of work: organization of meetings with representatives of units concerned with prevention and prevention of discrimination; updating of programs and material of initial disciplines taking into account the leading principles of gender-sensitive approach; introduction of certain topics on gender issues into the educational process; promoting the self-education of student youth on the implementation of gender policy; creation of gender promotion centres in higher education institutions.

Children with special needs, due to the greater likelihood of developing a disorder in one or more areas of their development, and due to the obstacles they may find in the context, can have their social performance compromised, which can entail consequences in short and in long term. It is, therefore, essential to know the factors that may influence the development of their peer related social competence. Only then can the caregivers play an active role in order to increase the chances of stimulating these competencies. This review addresses the perspectives of different authors about the social development of children with their peers. It is at the convergence of each of these perspectives that one can find the complementarity needed to effectively understand the dynamism and the inter-relational characteristics inherent to social competence.

The relevance of this article is determined by the general interest into modern distance technologies in higher education and the need to develop distance education in foreign languages for adult students. Distance learning is closely related to the individual independent educational activities of the student. This article aims to analyze how active techniques can be integrated and effectively used in the individual educational activities of a distant university student. The article presents some possible methods of enhancing the individual educational activities of students who study in a university system applying distance technologies such as participation in online discussions, expert opinions, intellect-maps and reflection, which allows students to effectively learn a foreign language and to develop professional and intercultural-communicative competencies. The didactic possibilities of activating the individual educational activities of students are considered, examples from the practice of e-learning using the distance educational technologies (DET) are given. The practical significance of the article lies in the idea of using active techniques in preparing classes in a foreign language for distance students studying mainly individually.

This chapter presents how interaction with the social world stimulates the learning ability in the early years. There are two types of social relationships that affect the development of the individual in childhood: adult-child relationships and peers. Both social systems give rise to different vital experiences that will influence their social development. During the first years of age, the adults who surround, care for, and provide support help acquire a fundamental role in the social development of the child. Attachment between the child and family, parental educational styles, and family discipline become basic elements of analysis. Peer relationships are transformed with the entrance to preschool. The school environment is the second stage of life in common. This chapter analyzes the learning process of children and the influence of the most important developmental contexts such as family, peers, and teachers in this process.

Humans need other people to survive and thrive. Therefore, relatedness is a basic human need. However, relatedness can be conceived of very differently in different cultural environments, depending on the affordances and constraints of the particular context. Specifically, the level of formal education and, relatedly, the age of the mother at first birth, the number of children, and the household composition have proven to be contextual dimensions that are informative for norms and values, including the conception of relatedness. Higher formal education, late parenthood, few children, and a nuclear family drive relationships as emotional constructs between independent and self-contained individuals as adaptive in Western middle-class families. The perspective of the individual is primary and is organized by psychological autonomy. Lower formal education, early parenthood, with many children, and large multigenerational households, drive the conception of relationships as role-based networks of obligations that are adapted to non-Western rural farm life. The perspective of the social system is primary and organized by hierarchical relatedness. Social development as developmental science in general, represented in textbooks and handbooks, is based on the Western middle-class view of the independent individual. Accordingly, developmental milestones are rooted in the separation of the individual from the social environment. The traditional rural farmer child’s development is grounded in cultural emphases of communality which stress other developmental priorities than the Western view. Cross-cultural research is mainly interpreted against the Western standard as the normal case, but serious ethical challenges are involved in this practice. The consequence is that textbooks need to be rewritten to include multiple cultural perspectives with multiple developmental pathways.

Tender offer is very important to the construction enterprises in the bidding process. So how to identify the individual cost objectively and efficiently is studied in the essay. The relations of social average cost and individual cost, the factors affecting the individual cost and the difficulty in ascertaining the cost in the bidding process are analyzed. Grey RBF neural network model is built combining with the cost index to obtain the social average cost. The Analytic Hierarchy Process model is made to analyze the rate of each factor affecting the individual cost through expert system. On the basis of the social average cost combining with the affecting rate of each factor, the individual cost could be judged. This method is of practical significance and proved effective through a living example. The conclusion could provide reference for construction enterprise to select the bidding strategy.
