The problem of poverty almost occurs in almost all areas including Traji Village. To alleviate poverty requires proper methods with careful calculations by the village government. The aim is to find out how the efforts of poverty alleviation by the village government in the Traji cultural village, Parakan District, Temanggung. The method used in this research is descriptive qualitative which is a research that conducted based on a qualitative paradigm, strategy, and model implementation. The final result of this research is that in the effort to alleviate poverty in the cultural village of Traji, Parakan Subdistrict, Temanggung Regency, there are several problems, such as less than optimal services due to the limited facilities and infrastructure owned by the village, lack of training for village apparatus, and program achievements that are too minimal. thus making poverty alleviation difficult to achieve. However, the village government continues to carry out its duties by seeking various ways to alleviate poverty, such as holding Peken Lepen which can generate 6 million per performance and has a good impact on the village economy. Peken Lepen is a commitment from the village government to the economy of the local community. In addition, the government also involves all communities and government institutions such as the Activity Management Team Village Consultative Body and stakeholders by holding hamlet meetings, which is proof that the government is not the sole authority.

ABSTRAKSetelah peralihan rezim dari orde baru ke reformasi Negara melahirkan Undang-Undang No. 28 tahun 1999. Dalam peraturan tersebut, menjadi tujuh azas dan menjadipedoman bagi seluruh perangkat Negara untuk melaksanakan tugas. Ketujuh azastersebut meliputi azas kepastian hukum, azas tertib penyelenggaran, azas kepentinganumum, azas keterbukaan, azas proporsionality, azas prfesionalitas dan azasakuntabilitas.Otonomi daerah juga terbagi atas Pemerintahan Tingkat Provinsi,Pemerintahan Tingkat Kabupaten/Kota, dan Pemerintahan Tingkat Desa.Pemerintahan Desa dikatakan pemerintahan yang otonom karena dalam UU No. 6Tahun 2014, desa adalah kesatuan masyarakat hukum yang memiliki kewenangan untukmengurus dan mengatur kepentingan masyarakat setempat berdasarkan adat istiadatdan asal usul yang diakui oleh Negara. Dengan demikian pemerintah desa tidakbergantung sepenuhnya pada pemerintahan diatasnya dalam urusan pelaksanaanPemerintahan Desa. Desa juga memiliki kewenangan untuk menyelenggarakan pestademokrasi dan adanya pemilihan Kepala Desa dan lembaga BPD adalah wujud daridemokrasi tersebut.Kata Kunci : Good Governance, Badan pemusyawaratan Desa (BPD)AbstractAfter the transition of the regime from the new order to the reform of the State gave riseto Law no. 28 of 1999. Regional autonomy is also dividedinto Provincial, Regency / Municipal Governance and Village Government. VillageGovernment is said to be an autonomous government because in Law no. 6 Year 2014,the village is a legal community unit which has the authority to administer and regulatethe interests of the local community based on customs and origins recognized by theState. Thus the village government does not depend entirely on the government above itin the affairs of the implementation of Village Government. Penanggulangan kemiskinan merupakan kebijakan yang dilakukan terhadap  masyarakat yang tidak mempunyai atau mempunyai sumber mata pencaharian dan tidak dapat memenuhi  kebutuhan yang layak bagi kemanusiaan. Banyak upaya yang dilakukan oleh pemerintah untuk mengatasi masalah kemiskinan ini, melalui Program Beras sejahtera (Rastra). penyaluran beras sejahtera di Desa Mulyasari  ditemukan permasalahan-permasalahan Kualitas beras sejahtera yang disalurkan ke Desa Mulyasari masih kurang layak,  Belum adanya keseimbangan antara kuota beras dengan RTSPM,  Penelitian ini diharapkan dapat mengetahui Implementasi Program Rastra di Desa Mulyasari Kecamatan Pamanukan Kab. Subang Penelitian yang dilakukan bersifat deskriptif yaitu untuk  mendapatkan data yang objektif dalam rangka mengetahui dan memahami Implementasi Program Rastra di Desa Mulyasari Kecamatan Pamanukan Kab. Subang Adapun informan  perangkat desa Mulayasari,  dan Masyarakat terkait. Berdasarkan penelitian diketahui Implementasi Program Beras sejahtera (Rastra) di Desa Mulyasari Kecamatan Pamanukan Kabupaten Subang belum berjalan dengan optimal  Pada  dimensia isi Kebijakan (Content of Policy), implementasi Program Beras sejahtera (Rastra) di Desa Mulyasari Kecamatan Pamanukan Kabupaten Subang  tidak tunggangi oleh kepentingan perorangan melain suatu cita-cita dalam pengetansan kemiskinan kemudian  masyarakat  target program meresa terbantu dengan adanya program ini,   untuk menghindari konflik social di masyarakat maka pemerintah desa dan jajaran membagi rata beras rastra tersebut sehingga jumlah beras yang dibagikan tidak sesuai dengan jumlah yang ditentukan pemerintah pemerintah belum mampu mengatasi keterlambatan pembayaran beras sejahtera petugas pelaksana program tidak mengantisipasi pembayaran yang macet dari program beras sejahtera, serta terakhir  kurangnya kompetensi dan tanggung jawab dari pelaksana program Kemudian pada dimensi Lingkungan Kebijakan  dukung oleh seluruh stakeheolder desa mulyasari,  adanya ketegasan dari pemerintah sehingga beras sejahtera tepat sasaran serta masyarakat sering menerima Rastra dengan kualitas sangat rendah dan tidak layak dikonsumsi.   Poverty alleviation is a policy that is carried out on people who do not have or have a source of livelihood and cannot meet the proper needs of humanity. Many attempts were made by the government to overcome this problem of poverty, through the Poor Rice Program (Rastra). distribution of poor rice in Mulyasari Village found problems Quality of poor rice distributed to Mulyasari Village was still inadequate, There was no balance between the rice quota and RTSPM, this research was expected to find out the Implementation of the Literature Program in Mulyasari Village, Pamanukan District, Kab. Subang The research conducted is descriptive in nature to obtain objective data in order to know and understand the Implementation of the Literature Program in Mulyasari Village, Pamanukan District. Subang The informants of the Mulayasari village apparatus, and the community concerned. Based on the research, it is known that the implementation of the Poor Rice Program (Rastra) in Mulyasari Village, Pamanukan Sub-District, Subang Regency has not been running optimally. other than an ideal in poverty alleviation then the target community of the program feels helped by the existence of this program, to avoid social conflict in the community, the village government and the ranks of the Rastra rice evenly distributed so that the amount of rice distributed is not in accordance with the amount determined by the government the government has not been able to overcome the late payment of poor rice program implementers do not anticipate bad payments from the poor rice program, and finally the lack of competence and responsibility of program implementers Then in the Environmental dimension Policy is supported by cells Told the Mulyasari village stakeheolder, there is a firmness from the government so that poor rice is right on target and the community often receives Rastra with very low quality and is not suitable for consumption.

Village Owned Enterprise is an important part of the form of empowerment economic community at the village. Given, the urgency of the existence of Village Owned Enterprise, the government through the Regulation of Ministry of Villages, Disadvantaged Regions and Transmigration No. 5 of 2015 stated that one of the priorities of the use of village funds is for the establishment and development of Village Owned Enterprise. While the mechanism of establishment of Village Owned Enterprise is based on the result of village consultative meeting involving element of village government, element of village consultative body, and elements of community figures. The result of the village consultative meeting is implemented in form Village Regulation. However, it causes anomaly related to the status of Village Owned Enterprise, because it does not have to be legal entity in Regulation of Ministry of Villages meanwhile it has to be legal entity in Regulation of Minister of Home Affairs No. 39 of 2010 on Village Owned Enterprise.

This article is an analysis of the powerless stigma of people with disabilities that still occurs in social life. The study was conducted to find out the process and method specifically carried out by the village government of Panggungharjo in initiating the presence of an environment that is inclusive of persons with disabilities. The study was conducted qualitatively through in-depth interview techniques, observation, and secondary data collection.  As a result of the research shows that the village government of Panggungharjo can be changing the stigma of discrimination for people with disabilities more meaningful in their life. This acts as an empowerment strategy that can people with disabilities not only an object but also a subject of development programs. The people with disabilities were given the role of advancing village in the concern of artistic and cultural programs. The role creates people with disabilities to able independently in social life and accepted by village people. Therefore, the debate continues with the viewpoint of society that is the persons with disabilities identically stigma on an inability to work. This condition brings to the trouble of reaching their economic independence. Moreover, for the local community in rural areas, persons with disabilities are still often regarded as cursed creatures or carriers of disasters in the family which causes them to experience psychological disorders and difficulties in socializing. Hence, a draw of discrimination fend stigma it's needs of the strategy steps by the government village on sustainability.Artikel ini menganalisis stigma ketidakberdayaan penyandang disabilitas yang masih terjadi dalam kehidupan bermasyarakat. Penelitian ini juga dilakukan untuk mengetahui proses serta cara yang secara spesifik dilakukan pemerintah Desa Panggungharjo dalam menginisiasi hadirnya lingkungan yang inklusif bagi difabel. Penelitian dilakukan secara kualitatif melalui teknik wawancara, observasi, dan pengumpulan data sekunder. Hasil penelitian menunjukkan bahwa pemerintah Desa Panggungharjo mampu mengubah stigma diskriminatif bagi penyandang disabilitas kepada tindakan yang lebih bermakna. Tindakan ini sebagai strategi pemberdayaan untuk menjadikan penyandang disabilitas tak lagi sebagai obyek melainkan subyek pembangunan. Masyarakat penyandang disabilitas diberikan peran dalam memajukan desa dengan terlibat dalam program budaya dan kesenian. Peran ini menciptakan masyarakat penyandang disabilitas mampu mandiri untuk mencukupi kebutuhan hidup dan diterima oleh masyarakat desa. Namun perdebatan masih berlanjut tatkala cara pandang masyarakat yang kerap mengindentikkan penyandang disabilitas dengan ketidakmampuan untuk bekerja. Kondisi ini menyebabkan mereka sulit mencapai kemandirian secara ekonomi. Terlebih, untuk lingkungan masyarakat pedesaan, penyandang disabilitas masih sering dianggap sebagai kutukan dan aib keluarga. Hal ini menyebabkan mereka mengalami gangguan secara psikologis dan kesulitan untuk bersosialisasi. Untuk itu, tawaran menarik untuk menepis stigma diskriminatif tersebut membutuhkan langkah strategis pemerintah desa secara berkelanjutan.

Village Allocation Fund is a fund allocated by the Government for village in Tegalregency, which rises from the central and balance financial of fund received by districtarea. The Village Fund Allocation as one of village income source is expected to financevarious development programme in the village so that it can improve the prosperity ofthe local community. Funds from districts are provided directly to villages to be managedby the Village Government. This research was meant to find out how the implementationof village allocation fund policy in Margasari village and knowing the influence factorsof this implementation. This research using qualitative research methods. The resultsshowed that the implementation of village allocation fund policy are still less effectivethat is seen from the precision implementation aspects such as society participation inplanning process, performance of implementers, compatibility allocation with regulation,accountability of Village Allocation Fund, and benefit of Village Allocation Fund forvillage autonomy. The factors that influence the implementation such as communication,resource policy, disposition of the implementor and bureaucratic structure are still lessoptimal too. Based on these conclusions, the researcher recommend to theimplementation agency should have high commitment and increase the quality of villagehuman resources and also take maximal advantages of financial sources in order toachieve the purpose of this policy.

This study aims to determine and obtain data regarding the implementation of the main tasks and functions of the Village Consultative Body in the administration of government, and obtain data on the factors that influence the implementation of the main tasks and functions of the Village Consultative Body in the administration of government in Mattirowalie Village, Majauleng District, Wajo Regency. The research method uses data collection techniques through, observation, interviews, and documentation. The data obtained from the research results are processed using qualitative analysis to find out and obtain data regarding the implementation of the main tasks and functions of the Village Consultative Body in the administration of government and obtain data on what factors influence the implementation of the main tasks and functions of the Village Consultative Body in the administration of government. The results of this study indicate that the implementation of the main tasks of the BPD in the administration of government has not been fully carried out optimally because only three main tasks are carried out namely accommodating and channelling the aspirations of the community, forming a village head election committee and the process of discussion and stipulation of village regulations together with the village head, out of six the main tasks that have been determined by the Government Regulation on Villages. The factors that influence the implementation of the main tasks and supervisory functions are influenced by two factors, namely the driving factor which includes community support or participation, and a good cooperative relationship between the Village Consultative Body and the Village Government. Whereas the second factor is the inhibiting factor which includes the lack of benefits provided to the members involved, facilities and infrastructure, lack of Human Resources to fill membership and the existence of a society that is either pro or contra to each decision made. Abstract: Penelitian ini bertujuan untuk mengetahui dan memperoleh data mengenai pelakanaan tugas pokok dan fungsi Badan Permusyawaratan Desa dalam penyelenggaraan pemerintahan, dan memperoleh data mengenai faktor-faktor yang mempengaruhi pelaksanaan tugas pokok dan fungsi Badan Permusyawaratan Desa dalam penyelenggaraan pemerintahan di Desa Mattirowalie Kecamatan Majauleng  Kabupaten Wajo. Metode penelitian menggunakan teknik pengumpulan data melalui, observasi, wawancara, dan dokumentasi. Data yang telah diperoleh dari hasil penelitian diolah dengan menggunakan analisis kualitatif untuk mengetahui dan memperoleh data mengenai pelakanaan tugas pokok dan fungsi Badan Permusyawaratan Desa dalam penyelenggaraan pemerintahan dan memperoleh data mengenai faktor-faktor apa yang mempengaruhi pelaksanaan tugas pokok dan fungsi Badan Permusyawaratan Desa dalam penyelenggaraan pemerintahan. Hasil penelitian ini menunjukkan bahwa pelaksanaan tugas pokok BPD dalam penyelenggaraan pemerintahan belum sepenuhnya dilakukan secara optimal karena hanya tiga tugas pokok yang dilaksanakan yaitu menampung dan menyalurkan aspirasi masyarakat, membentuk panitia pemilihan kepala Desa dan proses pembahasan dan penetapan peraturan desa bersama dengan kepala desa, dari enam tugas pokok yang telah ditetapkan Peraturan Pemerintah tentang Desa. faktor-faktor yang mempengaruhi pelaksanaan tugas pokok dan fungsi pengawasan dipengaruhi oleh dua faktor yaitu faktor pendorong yang meliputi dukungan atau partisipasi masyarakat, dan hubungan kerjasama yang baik antara Badan Permusyawaratan Desa dengan Pemerintah Desa. Sedangkan faktor yang kedua yaitu faktor penghambat yang meliputi kurangnya tunjangan yang diberikan kepada para anggota yang terlibat, sarana dan prasarana, kurangnya Sumber Daya Manusia yang mengisi keanggotaan serta adanya masyarakat yang pro maupun kontra terhadap setiap keputusan yang ditetapkan.

Abstrak: Pemerintah Desa yang ada sekarang ini adalah Pemerintahan Desa yang sesuai dengan jiwa UUD Negara RJ 1945 yang selanjutnya disingkat (UUDNRI Tahun 1945) yaitu memperhatikan dan menghormati hak asal usul yang bersifat istimewa. Oleh karenanya mempunyai keharusan bahwa dalam melaksanakan pembangunan disegala bidang guna memcapai hasil yang optimal, mau tidak mau harus mengikutsertakan masyarakatyang ada di desa, pemerintah desa sebagai penyelenggara pemerintahan terendah yang langsung berhadapan dengan masyarakat sebagai pelaksana pembangunan agar semakin mampu menggerakkan masyarakat untuk berpartisipasi dalam pembangunan.Metode yang digunakan dalam penelitian ini adalah penelitian empiris dengan metode pendekatan perundang-undangan (StatuteApproach), pendekatan konseptual (ConceptualApproach) dan pendekatan lapangan. Metode pengelohan dan análisis data yang dipergunakan adalah análisis data dan bahan hukum.Dari hasilpenelitianiniadalahadabeberapajenis pembentukan organisasi pemerintahan desa yaitu pembentukan organisasi Kepala Desa, Badan Permusyawaratan Desa (BPD), Sekertaris Desa dan Kepala-kepala Urusan Desa. The Government of Kayeli village is an integral part of the District government Buru where the administrative elements make the Kayeli village government have to run the administrative tasks strictly in their activities, in fact A involvement in traditional institutions that eventually affect the orientation and implementation of development. The three elements of village institutions namely village Governments, village consultative bodies and indigenous institutions are able to collaborate from planning to monitoring the development of the Kayeli village community. This research is a qualitative study aimed at describing the partnerships that awakened between institutions in the village of Kayeli. The research site is focused on Kayeli village. The number of informant interviews of 30 people consisting of village apparatus, public figures, indigenous people and local communities is taken purposive. The analytical techniques used to follow the concepts given by Miles and Huberman include data reduction, data presentation and withdrawal of conclusions. The results showed that the relationship that awakened from these three institutions was able to create harmonization of village development that materialized through the planning, implementation and supervision conducted jointly with Communication and active role in village development.

The implementation of Law No. 6 2014 faces obstacles due to the weak quality of village officials and institutions. This has an impact on the weakening role of the village government in its function as a development accelerator. It is necessary to increase the capacity of the apparatus in order to understand how development planning processes should be carried out at the village level, and how these processes are supported by strong village government institutions. In addition, there needs to be a control mechanism for the village government. This can be done by strengthening the role of the BPD. With the increased quality and capacity of village government apparatus and institutions, as well as strong civil society control played by the BPD, there will be a synergy in implementing good development at the village level. Village officials are no longer the sole player in village development. Efforts to create these ideal conditions continue to be in progress at the village level and will always be dynamic due to the influence of supralocal powers which are sometimes not in line with the development and will of the local community.====Implementasi UU No. 6 Tahun 2014 menghadapi kendala akibat lemahnya kualitas aparat dan kelembagaan desa. Hal ini berdampak pada semakin lemahnya peran pemerintah desa dalam fungsinya sebagai akselerator pembangunan. Perlu adanya peningkatan kapasitas aparat agar memahami bagaimana proses-proses perencanaan pembangunan harus dilakukan di tingkat desa serta bagaimana proses-proses tersebut didukung oleh kuatnya kelembagaan pemerintah desa. Selain itu, perlu ada mekanisme kontrol terhadap pemerintah desa. Hal ini bisa dilakukan dengan penguatan peran BPD. Dengan meningkatnya kualitas dan kapasitas aparat dan kelembagaan pemerintah desa serta kontrol masyarakat sipil yang kuat yang diperankan oleh BPD, akan ada sinergi pelaksanaan pembangunan yang baik di tingkat desa. Aparat desa tidak lagi menjadi pemain tunggal pembangunan desa. Upaya penciptaan kondisi ideal ini terus berproses di tingkat desa dan akan selalu dinamis akibat pengaruh kekuasaan supralokal yang terkadang tidak sejalan dengan perkembangan dan kehendak masyarakat lokal.

AbstractThe territory of the Republic of Indonesia is very wide covering many large and small islands, so it is not possible if everything will be managed entirely by the Government which is domiciled in the State Capital, to manage the administration of state government to all corners of the country, it is necessary to form a regional government. Local governments and village governments have shifted from a centralized system of government to a decentralized one so that providing services to the public is closer and can be done optimally. This implementation brings a lot of hope to the improvement, management, and quality of local performance. This study aims to examine the role of the Village Consultative Body (BPD) in the Village Government and what factors hinder the role of the Village Consultative Body (BPD) in the Village Government in Karang Jaya Village. This research is a descriptive type of research, namely a study that describes the phenomena of a BPD cooperation management with the village head, thus the approach used is the normative approach. The results show that the BPD in Karang Jaya village has not been able to carry out its role optimally because the human resources of BPD members are still low, especially in the education sector so that in carrying out its roles and functions the BPD does not understand what to do concerning the control and supervisory functions. becomes its authority in controlling and supervising the performance of the Village Government / Village Head.Keywords: BPD, Karang Jaya, Role
