Abstract Research purpose. This article presents insights on the concept and key factors of the digital economy based on a literature review. The article focuses on the identification of the factors of the digital economy and evaluation of their importance in terms of the European Union countries. The aim of the article is to determine the factors of the digital economy and evaluate their importance. Design / Methodology / Approach. Panel regression analysis was used to evaluate which indicator of selected digital economy indicators is the most important. Panel regression was chosen to have an overall view of all European Union as one unit. Findings. Digital technologies are radically changing the way society, business or the whole economy operates. The survey of this article reveals that the high-quality infrastructure of the internet plays an essential role in the digital economy. In order to create value and improve the ICT sector performance in the whole economy, high-quality infrastructure in terms of the internet is needed. Only fast and high-stability connection ensures needed infrastructure and development in the digital economy. Business and government should invest in high-quality internet infrastructure to ensure the steady growth of the digital economy. To take full advantage of digital infrastructure and the digital economy, individuals should use it daily. Daily usage of the internet has a positive effect on the percentage for the ICT sector in GDP regardless of activities on the internet. Originality / Value / Practical implications. Definition of the digital economy was suggested: the digital economy is considered to be all economic activities that include using or creating digital technologies to generate value-added of digital enablers and development of digital infrastructure, which is the key factor of the digital economy. High quality and available for everyone internet access is crucial for steady growth and the best performance of the digital economy. This study has several practical contributions. This survey may serve as a guide for understanding the concept and the factors of the digital economy for other researchers. We also propose a potential explanation why countries should invest in high technology infrastructure, and these results can help to create a new strategy for ICT sector expansion in different countries.

Subject. This article discusses the issues related to the technological infrastructure of agriculture, improving the efficiency of energy resources, minimizing labor and material costs, and ensuring the continuity of the production process. Objectives. The article aims to study methods to improve the technological infrastructure of agricultural enterprises in the digital economy terms. Methods. For the study, we used the methods of comparison and classification. Results. The article describes patterns of development of technological processes in agriculture in the digital economy. Conclusions. The technical fitting-out of agriculture in the digital economy should be considered as a set of measures to prepare the industry for the production of high-quality products, which implies the use of digital technologies that minimize human participation in the production process.

At present, the digital economy, which takes information technology and data as the key elements, is booming and has become an important force in promoting the economic growth of various countries. In order to explore the current dynamic trend of China’s digital economy development and the impact of the digital economy on the high-quality economic development, this paper measures the digital economic development index of 30 cities in China from the three dimensions of digital infrastructure, digital industry, and digital integration, uses panel data of 30 cities in China from 2015 to 2019 to construct an econometric model for empirical analysis, and verifies the mediating effect of technological progress between the digital economy and high-quality economic development. The results show that (1) The development level of China’s digital economy is increasing year by year, that the growth of digital infrastructure is obvious, and that the development of the digital industry is relatively slow. (2) Digital infrastructure, digital industry and digital integration all have significant positive effects on regional total factor productivity, and the influence coefficients are 0.2452, 0.0773 and 0.3458 respectively. (3) Regarding the transmission mechanism from the digital economy to the high-quality economic development, the study finds that the mediating effect of technological progress is 0.1527, of which the mediating effect of technological progress in the eastern, northeast, central and western regions is 1.70%, 9.25%, 28.89% and 21.22% respectively. (4) From the perspective of spatial distribution, the development level of the digital economy in the eastern region is much higher than that in other non-eastern regions, and the development of digital economy in the eastern region has a higher marginal contribution rate to the improvement of the total factor productivity. This study can provide a theoretical basis and practical support for the government to formulate policies for the development of the digital economy.

The diverse sectors of the economy are subject to transformational processes in the digital economy. The reason for the rapid digital progress based on a functioning mechanism and the great attention to this transformation are the only economic reasons for reducing the costs of the transformation elements that are present in every product and, along with the transformation, affect mainly all sectors of the economy. For example, in the European Union there is a Permanent Forum on the digital teaching of environmental disciplines. In authors' opinion, the existing transformation models are extremely useful in connection with the decision of Russia and the EAEU member countries on the transformation of Digital Economy. This chapter sets the task of managing on the basis of avatars and developing neural multifunctional technological platforms for transformation processes in Digital Economy as based on the analysis of world experience in the use of digital technologies in teaching environmental disciplines and Triple H Avatar.

The article deals with the features of the development and formation of the digital economy as a new era and the conditions for the functioning of modern companies. The digital economy is a new way and functioning mode of the market which competition has become even more toughened, and methods have become more diverse and high-tech. The authors substantiate the need to form a strategy for the development of companies taking into account new digital concepts and tools. The authors proposed the concept and structure of media space, highlighted the elements of macro-and mesosphere of the company. Also, a study was conducted to identify the basic requirements that consumers impose when choosing a company for further interaction in the search media space. Before ordering products (services, works), future customers carefully study information about the company on the Internet, analyze web-site, read reviews, blogs that affect the decision to buy. The results can be used in the formation of the concept of development of the company's strategy, both in the field of material production and in the field of services and the provision of various works.

Introduction. Digital transformations that have occurred in socio-economic development of entire society have been proven, so that direct consumers of digital products and services are population gaining access to the Internet, certain applications, programs and databases that help to improve the quality of life, make it more comfortable in conditions of turbulent development and quarantine restrictions caused by the COVID-19 pandemic. Development of digital opportunities has emphasized importance of supporting this area from regulatory and legislative framework, in particular its improvement and regulation, which will be reflected in improving population’s well-being and regional development. Aim and tasks. The aim of the article is devoted to consideration of theoretical and practical foundations of ongoing changes in the economy of territorial economic systems under the influence of rapid spread of innovative technologies, in particular digital transformations and digital challenges, their impact on regional development. Results. In the given article we have considered approaches and individual directions concerning certain changes in socio-economic direction of society’s development under the influence of digital transformations. The factors and indicators influencing region’s level of assessment of digital capabilities are indicated. A possible scenario for transformation of digital economy is given, taking into account forms of involvement in digitalization process contributing to the development of digital network and business, formation of new approaches to sustainable strategic development of the regional economy. The role of investment component in promoting and developing digital opportunities, which are reflected in population’s social well-being, has been proven. It has been established that the digital development of society is formed under the influence of the relationship between government and business, the use of the latest information technologies. Conclusions. The widespread dissemination and implementation of digital opportunities is the key to sustainable development of the region, which affects the improvement of business, interaction with the authorities and the growth of the population's well-being. Expanding access to the Internet, levelling user opportunities will accelerate implementation of digital economy and achievement of positive socio-economic changes. It is digitalization of the economy and society that is the main tool for development. A systematic approach to the usage of digital technologies will act as a stimulating factor in the development of society and economy at different levels: national, regional (territorial) and local. In addition, the systematic usage of digital technologies has an impact on raising the level and improving population’s living conditions.

This work tries to assess to what extent e-government enables transparency, openness and, hence, accountability in public administrations. For this purpose, local European Union (EU) administrations are analysed, encompassing all the different types of public administration styles of Western countries. Although almost all governments have opened a Web site and reports from multilateral organizations highlight the benefits of e-government initiatives for transforming the relationship between administration and citizens; the results of our analyses show that these benefits are far from being achieved because the e-government projects are still in their early stages. Even though the capacity of the Internet for the dissemination of information improves accountability and makes benchmarking easier, our research results also show that Information and Communication Technologies (ICTs) do not promote financial accountability beyond legal requirements. In conclusion, ICTs have not had a dramatic impact on public accountability in practice, even in countries that are at the forefront of digital technologies.

The article describes the positive and negative aspects of transfer to the digital economy. An overview of literature regarding the digitization of society is presented. Preconditions for further digitization and economic development in Russia are stated. The beginning of the 21st century was marked by the flourishing of digital technologies, based on information revolution and economic globalization. Information has become the main resource in the society and in economic processes. People turn information into knowledge, and socioeconomic relations are increasingly transferred into a network environment. The key factor of digital transformation in the activities of the market players is the development of the digital culture.
