Subject. This article discusses the issues of transport engineering as one of the priorities of the State. Objectives. The article aims to assess the transport engineering factor effect on the economic development of the area. Methods. For the study, I used the statistical analysis methods, dynamics, comparison, grouping, and analytical methods of information data collection and processing. Results. The article defines transport as one of the main factors influencing the development of the regional economic system. Conclusions. The socio-economic situation of the region against the general background of the country's economic system depends on the state of the region's transportation infrastructure.

There is presented the experience of reorganization of highly efficient innovation ecosystems during the crisis, which contributed to the achievement of optimal conditions for functioning and development. There are analyzed the main indi­cators of the Global Innovation Index 2020 and the main factors influencing the formation of the innovation ecosystem of Ukraine. There are proposed measures to strengthen it.

The theoretical aspects of financial stability for a commercial bank in modern market conditions, the problems of its formation are researched in the article. The main factors influencing the level of financial stability of a commercial bank are described and grouped together. The system of financial stability evaluation is considered in the article, moreover the analysis of the NBU economic norms is carried out. The state of the Ukrainian banking system and its level of stability are determined. Proposed measures to increase the financial stability of banks in order to minimize the risks.

The article is focused on studying the role of legislation and state policy in the customs sphere in ensuring the preservation of wildlife in Ukraine in the context of the possibility of exporting samples of wild animals outside Ukraine. The main problems of prevention of illegal seizure of wild fauna samples for their further movement outside Ukraine have been identified. The main factors influencing the impossibility of preventing the export of wild animals outside Ukraine are the state policy on simplification of customs clearance of goods and the introduction of the “single window” principle. Those mechanisms themselves do not create the preconditions for the movement of illegally seized wild animals across the border. However, the lack of mechanisms for the exchange of information between customs and veterinary authorities and environmental authorities leads to a lack of mechanisms for environmental authorities to respond to the facts of illegal removal of wild animals from the environment. In turn, customs and veterinary authorities are deprived of the powers to control the legality of the origin of wild animals to be moved across the border of Ukraine. The author has emphasized the need to develop automated algorithms for the exchange of information on the movement of wild animals across the border between the relevant government agencies in order to further control the legality of the origin of animals and bring to justice those who illegally released wild animals. The results of the study can be used in the practice of customs legislation in order to establish mechanisms to prevent illegal movement of wild animals across the state border and bring to justice those guilty of removing animals from the environment in violation of the current legislation of Ukraine.

The article examines the formation of the image of Ukraine by the French media during the Orange Revolution. The main factors influencing the tone of publications and difficulties in creating a positive external image of Ukraine in the French media are identified. The article is aimed at the analysis of scientific research on the influence of the French media on the formation of the image of Ukraine and its role in international socio-political processes. The study analyzes the materials of French journalists in the media, written during the events in 2004. The main factors influencing the formation of positive features of the Ukrainian state are identified. The main changes in perceptions of Ukraine in the French media are systematized. The influence of the media on the formation of the image and security of the state is determined. The main peaks of interest in Ukraine from foreign mass media are analyzed. Stereotypes and myths in the image of Ukraine that should be destroyed have been identified. The article also analyzes the role of the Orange Revolution in forming a positive image of Ukraine for foreign recipients. It is also investigated what factors influence the information space of the state and its role in image formation. Examples of Russian influence on the French media in order to undermine Ukraine’s image at the international level are given. Articles, radio and TV materials are offered as an example of interest and attention to the events of 2004. At the same time, the need to control the information that enters the information space outside Ukraine has been demonstrated. However, the positive effects of the image on the support of Ukraine by foreign partners have been identified.

Introduction. The article considers the main factors that influence the efficiency of monetary policy, analyses their influence on the efficiency of traditional instruments, which are directed by the NBU to stabilize the economic system, and suggests the improvement of the NBU monetary policy taking into account the factors that reduce its effectiveness. Purpose. The article aims to determine the factors that reduce the efficiency of monetary policy of the National Bank of Ukraine, and to develop the proposals, which intend to minimize its negative impact. Method (methodology). The following general scientific methods of analysis have been used in this research: methods of induction, method of deduction, method of systematization and generalization. Results. The main factors that influence the monetary policy of the NBU and its efficiency in the current conditions have been analysed. The factors, which have the greatest influence in the conditions of economic instability, have been singled out. These factors must be taken into account when conducting monetary policy of the NBU to increase its efficiency. Recommendations for improving the monetary policy of the NBU at the present stage have been suggested.

This study raises the issue of agrarian reform draft under the reign of President Joko Widodo. Agrarian reform became a priority program in the RPJMN of 2015-2019. Based on this matter, the writer analyzes the concept of agrarian reform during the reign of Joko Widodo terms of BAL. The nature of the study was a normative research with statute approach, which was done in four ways, namely descriptive, comparative, evaluative and argumentative. The results showed that the agrarian reform draft during the reign of Joko Widodo is a concept of land stewardship and land reform. The economic system leads to a form of capitalism. It is necessary to conduct refinement of content and material of BAL implementation in order to achieve the justice and the welfare of the nation and the State. The agrarian reform program should be carried out in stages in order to obtain the desired results. It requires the will, ability and active involvement of all elements of the state.

    As a constitution, the Indonesian Constitution of 1945 regulates how the national economic system should be arranged and developed. In the perspective of constitution, the implementation of sharia economy does not mean the state directs a particular economic ideology. Philosophically, the ideals of Indonesian economic law is to initiate and prepare the legal concept of economic life. Shariah economy has a strong foundation both formally shariah and formallyconstitution. Formally shariah means the existence of shariah economy has a strong foundation in Indonesian legal system. Formally constitution means, in the context of the state, Shariah economy has a constitutional basis. The existence of laws relating to shariah economy shows that the Indonesian economic system givesa place to the shariah economy.

Subject. This article examines the issues related to changes in reproduction capacity and heterogeneity of the development of Russian regions. Objectives. The article aims to assess regional differentiation and investigate the main factors influencing the uneven development of the areas. Methods. For the study, we used the methods of comparative and correlation analyses. Results. The article identifies groups of leading and lagging Russian regions and assesses the possibility of convergence of Russian regions according to the analyzed indicators, such as GRP, GRP per capita, and the output of industry. Conclusions. The results obtained can be used when preparing strategic policy documents, spatial development programmes and concepts. The observed heterogeneity suggests that the regions maintain their positions throughout the research period.

The article analyzes the fiscal role of the excise tax on excisable goods (products) produced in Ukraine in the context of permanent changes in the tax legislative framework and within the framework of the global crisis through the coronavirus disease COVID-19. The concept of excise tax has been substantiated, a list of excisable products (goods) has been provided in accordance with legislative acts, the payers of this tax have been specified. The most important events and transactions that influenced the amount of tax revenues from excise tax are investigated. The authors believe that the main reason for the changes in the administration process and the receipt of the excise tax are the European integration transformations and the conditions of the global socio-economic crisis. Based on the difficult economic situation in the state, some legislative acts regulating the collection of excise tax from excisable products produced in the country were considered. It was revealed that a moratorium on the payment of excise tax was imposed on the territory of the studied state for a certain period. This event made its own adjustments to the proceeds from the payment of excise tax on excisable products (goods) produced domestically, and also allowed domestic producers to move from the place of economic stagnation. In Ukraine, they began to actively manufacture and sell antiseptic and disinfectants of their own production to protect citizens. According to the data of the State Treasury Service of Ukraine, the authors analyzed the indicators of tax revenues for each type of excisable products (goods) of domestic production. It was revealed from which products more tax was received during the study period. The main factors that influenced the receipts of excise tax from excisable goods produced on the territory of Ukraine in the period of 2019, as well as for 9 months of 2020, have been determined.

Particular attention is paid to the issues of the emerging situation of supply and demand for oil and oil products, regulation of its production, storage, transportation, processing, formation of sales volumes and income from sales. Highlighted and disclosed the problem of price regulation in the aspects of finding and achieving flexible forms of negotiating prices for oil supply and oil sales, taking into account various options for the volume of oil production.
