Village communities have socio-cultural values and close kinship relationships maintains the values. In the national development, village communities also demand public policies that stand on the people's side for prosperity achievement. However, the village community does not fully understand various public service programs of welfare improvement in their village. In this matter, all public policies coming from the regional and central government regarding public welfare must be known in all levels of society. It does not only relate to community groups that are geographically close to the government center. The research purpose is to obtain the holistic picture of the understanding of rural communities towards public policies with the villagers' welfare orientation. This research used a qualitative method with the deliberate decision of the informants to obtain the required data and information. The research results show that the people of PH Village definitely does not know and understand various public policies for welfare improvement. Another research results indicate that the socialization of the public policies faces obstacles for internal factors in the government work units and otherwise, the public do not care about the welfare improvement programs. Masyarakat desa memiliki nilai – nilai sosial budaya yang dipertahankan dalam hubungan kekerabatan yang erat. Sejalan dengan perkembangan pembangunan, masyarakat desa juga menuntut kebijakan publik yang berpihak kepada rakyat demi tercapainya kesejahteraan. Kendati demikian masyarakat desa ternyata tidak sepenuhnya mengetahui berbagai program pelayanan public untuk meningkatkan kesejahteraan untuk masyarakat.  Padahal semua kebijakan publik yang berasal dari pemerintah daerah maupun pemerintah pusat menyangkut kesejahteraan harus diketahui oleh seluruh lapisan masyarakat. Bukan hanya kelompok masyarakat yang secara geografis dekat dengan pusat pemeritahan saja. Tujuan penelitian ini adalah untuk memperoleh gambaran holistik terhadap pemahaman masyarakat desa terhadap kebijakan publik yang berorientasi untuk kesejahteraan warga desa. Penelitian ini menggunakan metode kualitatif dengan penetapan informan secara sengaja untuk memperoleh data dan informasi yang diperlukan. Hasil penelitian menunjukkan, bahwa masyarakat Desa PH belum mengetahui dan memahami berbagai kebijakan publik yang memberikan pelayanan publik untuk meningkatkan kesejahteraan. Temuan lain adalah sosialisasi kebijakan publik mengalami hambatan karena faktor internal di unit – unit kerja pemerintahan dan masyarakat yang kurang peduli terhadap program peningkatan kesejahteraan.

Research is based on the phenomenon of the low construction going on in the regions coastal villages primarily in the field of economic development. This study was conducted to determine the low economy of coastal rural communities when natural resources coastal very abundant. By using qualitative and phenomenological approach obtained findings of the poor economy of this coastal village communities. The cause of the low economy of which the public is less able to capture the business opportunities that exist. Expected the participation of government concretely in the handling as well as their economic empowerment. Solution that can be taken is the revamping of public policy related to the development of coastal villages. Development and empowerment of their economies should be done immediately. Another thing that can be done by the government is the optimization of religious tourism and beach tourism there.

The purpose of this study was to determine the role of the village government of Jambi luar kota in empowering rural communities in rural independence and development. As we know, The Village autonomy is genuine, round, and complete autonomy and is not a gift from the government. Instead, the government is obliged to respect the original autonomy held by the village. As a form of democracy, a village consultative body was formed in the village which functioned as a legislative and supervisory body for the implementation of village regulations, village income and expenditure budgets, and village head decisions. The village budget includes original village income, APBN allocation known as the Village Fund, part of the district/city revenue and tax, village fund allocation which is part of the balance funds received by the district/city, financial assistance from the provincial APBD and district / APBD cities, grants and non-binding donations from third parties. With so many funds for village development above, can the village government implement an independent village development and support the village development program launched by the central government or vice versa. This study was conducted using a qualitative research approach. This research was conducted in Jambi Luar Kota and in Muaro Jambi Regency. The results of this study found that the empowerment of Village Communities in Self-Reliance and Development in Jambi Luar Kota District even though it has been done, the results are not yet optimal. it is due to several factors: 1). At present the development of technology and information has reached a very rapid level. Technology and information are used as a service media in the government environment which is also known as e-Government, one of which is the service of public information disclosure. The central government through Law No. 14 of 2008 concerning Openness of Public Information, encourages all Public Agencies including the Sleman Regency Government to make transparency in the administration of the state by utilizing information technology. This research is a qualitative descriptive study which aims to describe the reality that occurs. The object of research in this study is the official website of the Information and Documentation Management Officer (PPID) of Sleman Regency with the domain https://ppid.slemankab.go.id then the Sleman Regency Communication and Informatics Office as the organizer of the public information disclosure program. The data collection technique itself is carried out by means of interviews, documentation studies, and field observations (observations). After collecting and presenting data, then the data will be reduced first then analyzed and concluded. From the results of the study, in general the researchers concluded that the Sleman Regency PPID website had reached the level of qualification to become a quality website, however there were still some improvements and evaluations that had to be done by the relevant agencies in order to be better, namely (i) the website was still being assessed as a one-way service (ii) There are still many OPDs that are not ready to implement PPID (iii) data and information are still not updated (iv) lack of responsiveness of services in requests for information.

This research is based on the phenomenon of low construction in coastal village areas, primarily in relation to the economic development sector. This study was conducted in order to determine the low economic level of coastal rural communities and its abundant natural resources (SDA). The government has already issued a public policy related to economic empowerment and coastal zone management. However, the coastal village community’s economy remains very low. The qualitative and phenomenological approach was used to obtain the findings about why society in coastal villages is economically low level. The main cause of the economic problem was the lack of ability of the public to capture the business opportunities that existed. In addition, the constant hereditary lifestyle of the coastal people is one of the triggers of their low economic power. There is a lack of distinct empowerment by the government in order to improve their economy. SDA has not been optimally empowering coastal areas by way of the village communities of the coast and there is a lack of village infrastructure. The concrete participation of the local government is expected in relation to the handling of economic empowerment. One solution that can be undertaken is the revamping of public policy related to the development of coastal villages. The completion of the installation program for paving and street lighting is also a priority. The development and empowerment of the economy should be done immediately. Another thing that can be done by the government is the optimisation of the religious and beach tourism there.

Village community-based nature tourism is currently getting a lot of public attention. The government through its empowerment program also provides support to village communities when developing natural tourism in their area. The effectiveness of this empowerment program will later be able to improve the economy of rural communities sustainably. As is done in Coban Putri nature tourism, Tlekung Village, Junrejo District, Batu City. This research is qualitative, using a descriptive approach.While the sampling technique used is the purposive sampling technique, where informants are determined based on their role related to the development of natural tourism in Coban Putri. The purpose of this study was to determine how influential the Coban Putri natural tourism area is on the improvement of the economy of the Tlekung Village community after developing tourist attractions. The results obtained from this study indicate that the Coban Putri natural tourism area has sufficient influence on the economy of the Tlekung Village community, especially after development, so it is important for the government and the community to participate in developing Coban Putri natural tourism through empowerment programs so that it always has more appeal for tourists who visit.

Abstract: Clean water as a primary need of human which is generally used for drinking, bathing, cooking and washing should be met in terms of quantity, quality, and affordability and sustainability. The government through the national development program of water and sanitation universal access which declared that by 2019, Indonesia will achieve the 100% target of proper clean water and sanitation for the whole Indonesian people. Water supply and Sanitation community-based Program (PAMSIMAS) is one of the prominent programs of the central government that adopt a community-based approach, where the main actors are the society as well as the person in charge to implement the project. PAMSIMAS II was launched in Aceh since January 2013 to April 2016 in which thre e districts joined PAMSIMAS are Aceh Besar, Pidie and Bireuen, with a total number of villages of the program as 46. The study conducted in the District of Aceh Besar with selected 15 (fifteen) villages as research object. This study aims to identify the level of success of PAMSIMAS II and identified community participation in managing water and sanitation infrastructure that has been built by the program. Those things were measured by the factors namely: 1. Adequacy, quality and continuity of water, also 2. Performance of BPSPAM as management body in village.  This study adopt quantitative analysis that supported by qualitative analysis. Data were collected by observation, questionnaires and interviews. At the end the SWOT analysis is performed for the formulation of a strategic planning in or order to make PAMSIMAS sustainable in achieving access of clean water. The result of this research is information about th position of The PAMSIMAS II after the calculation of EFAS and IFAS which conducted based on the questionair that deliver to the actors of PAMSIMAS II in district of Aceh Besar and also recomendation about priority strategy should be conducted for the development of PAMSIMAS II in the future. Abstrak: Air Bersih sebagai kebutuhan utama dalam kehidupan manusia yang umumnya digunakan untuk minum, mandi, memasak dan mencuci sudah seharusnya terpenuhi secara kuantitas, kualitas, terjangkau dan kontinu. Pemerintah melalui program pembangunan nasional akses universal air minum dan sanitasi menetapkan bahwa pada tahun 2019, Indonesia dapat mencapai 100 % target layanan air minum dan sanitasi yang layak. Program Penyediaan Air Minum dan Sanitasi Berbasis Masyarakat (PAMSIMAS) merupakan salah satu program andalan pemerintah pusat yang menggunakan pendekatan berbasis masyarakat, dimana masyarakat sebagai pelaku utama dan sekaligus penanggungjawab pelaksanaan kegiatan. Program PAMSIMAS II dilaksanakan di Provinsi Aceh mulai tahun 2013 sampai dengan April 2016 di 3 kabupaten yaitu Kabupaten Aceh Besar, Kabupaten Pidie dan Kabupaten Bireuen, dengan total desa yang bergabung adalah 46 Desa.  Penelitian ini dilaksanakan di 15 desa di Kabupaten Aceh Besar sebagai objek penelitian. Penelitian ini bertujuan untuk mengevaluasi keberhasilan Program PAMSIMAS II dan mengindentifikasi peran serta masyarakat dalam mengelola infrastruktur air bersih dan sanitasi yang telah dibangun.  Hal tersebut diukur melalui beberapa faktor, diantaranya: 1. kecukupan, kualitas dan keberlanjutan air dan, 2. Kinerja dari badan pengelola di masyarakat. Penelitian ini menggunakan analisa kuantitatif yang didukung dengan analisa kualitatif. Metode pengumpulan data dengan melakukan observasi, kuesioner dan wawancara. Penelitian ini melakukan Analisa SWOT yang bertujuan untuk perumusan rencana strategis agar Program PAMSIMAS dapat berkesinambungan dalam pemenuhan akan air bersih. Hasil dari penelitian ini berupa identifikasi posisi Program PAMSIMAS II setelah dilakukan perhitungan EFAS dan IFAS yang dilakukan berdasarkan Kuesioner yang telah disebar kepada para pelaksana program PAMSIMAS II, dan kemudian dilanjutkan dengan rekomendasi prioritas strategi yang akan dilakukan untuk pengembangan Program PAMSIMAS II ke depan.

In Taiwan, particularly in rural settlements, the temple serves as the religious and social centre. In the past 30 years, as Taiwan experienced rapid economic growth, modernizing temple architecture was something worshipers viewed as the newest and best offering. Many old temples were demolished entirely or in parts to build larger temples using modern materials and construction methods. In the early 1990s, finding the old temple too small to fulfil the large number of worshipers from outside the community, the Chen-An Temple Association proposed to raise funds for a new temple. It commissioned a Japanese architecture firm, well known for several public projects in I-Lan, to design the new temple. The design partially preserved the old temple building, integrating it into the landscape design of the new temple. At the time, the central government cultural bureau was promoting the preservation of community historic spaces, and at first had agreed to give funding. However, after reviewing, funding was refused because the jurors had failed to see community involvement in the design. It was under these circumstances that the Er-Jie community invited our organization to work with them, in hope that by bringing in a new perspective, the original scheme could be altered to satisfy government funding. Through a nine month participation process, the community realized that what meant the most to them about the old temple was the public square defined by the temple building, the large canopy of the Banyan trees, and the social activities that took place there. After much deliberation and numerous design workshops with the architects of the new temple, the resulting design preserved the entire old temple building by moving it to an unused space across from its current location; and to recreate the character of the temple square through attention to design elements. Our work in Er-Jie demonstrated that although language is a vital part of preservation efforts, most community members do not have a grasp of the planning and design language, including words, drawings, body language, and actions. Not having adequate language ability leads to misunderstanding, prevents one’s voice from being heard, and creates obstacles in dialogue. In retrospect, the lack of a common language was the cause of many of the difficulties and issues we confronted during the project. There were five key players in the project -the government, the Chen-An Temple Association, the community, the architects, and us. The participation process was about encouraging a common language. Through the process, we observed a rise in the community’s confidence, as they were increasingly able to share their thoughts with and define their values to the others involved. Accordingly, we were able to draw from the community that the temple square was what they valued most. The end product of the preservation effort is more than a conserved temple building. The revitalization effort also preserved the meaning the public square holds for the community. For the community, temple preservation is about public space because of the cultural and historical attachments the local residents have to that space. Revitalization is about providing the opportunity for the community to redefine the role of the building given the community’s current needs. The success of the conservation effort can be measured by the effect the process has on the community. Following the preservation of the Chen-An Temple, the community led the restoration of a waterway that runs through their community. As the community became more comfortable with the language of participation, preservation, space, and design, there emerges a preservation and environmental design consciousness in the community.

The central government in the UK is determined to employ new surveillance technology to combat the threat of terrorist activities. This chapter contributes to the important debate on the relationship between citizens and the government, by discussing not whether electronic surveillance should be used, but rather, when it is acceptable to the populace. From our analysis, we conclude that a reconciliation of state-interest and self-interest is critical for the success of e-governance; as such, electronic surveillance’s mission has to be about serving the law-abiding majority and their needs, and its scope and benefits must be clearly understood by the visionaries, implementers and the citizenry.

The regional head as the organizer of the government in the region is also an extension of the central government, has a pretty heavy task, therefore in order for the State's goals to be achieved, regional heads must be chosen that are truly credible, qualified and qualified, so that it can bring success to regional development in carrying out government affairs as mandated by the Act, which will ultimately have a positive impact, in the form of support for national development. This research is intended to examine, criticize and analyze which are expected to provide solutions related to the development of the authority to form laws in the constitutional system of the Republic of Indonesia. The formulation of the problem in this study are the dynamics of regional elections in Indonesia in the reformation era and the implications of the dynamics of regional elections in the Indonesian constitutional system. The method of approach used in this study is normative juridical, which is an approach that uses the positivist concept which states that law is identical with written norms created and enacted by authorized institutions or officials. The dynamics of regional head elections in Indonesia in the Reformation era include the conditions for pairs of candidates for regional head elections and the mechanism for regional head elections. Pairs of regional head candidates must be proposed by political parties or a combination of eligible political parties.

Abstract The Bodoquena-Pantanal Geopark was created by State edict in 2009, but its implementation and effective operation still depend on investments and actions. The public resources for investments are limited, and the private sector will invest if the State assures that the enterprise will be stable and profitable. This survey aims to analyze the convergences and divergences among public policies that occurs in the Geopark site. The method employed was the analysis by an adaptation of the MACTOR Method verifying implicit and explicit policies goals. The results indicate that most policies have common goals and are converging, although they are not always clear. In conclusion, the Geopark is a new demand for the government, that is linked to recurring and suppressed demands regarding regional development, and this policies converge among each other, if executed properly, can contribute to the Geopark implementation, which will act as a driving force to the regional development.
