Solving the problem of overcoming corruption is the main task of all countries of the world and Ukraine. After all, corruption is the most dangerous phenomenon in the sociopolitical life of any state. Total corruption destroys the foundations of statehood: national security; constitutional and other normative-legal bases of regulation of public life of the state. In a broad sense, the concept of "corruption" involves a complex process (phenomenon) that manifests itself in various forms of public, political and private relations. Corruption has a destructive effect on the state's economy, the functioning of public authorities and the development of the state as a whole. Today it is safe to say that no country in the world has completely overcome corruption. Finding effective means to combat corruption is a key issue for all countries of the world and for our country in particular. The issue of overcoming corruption in public procurement is becoming especially relevant in the modern world. Work to combat corruption in Ukraine should be comprehensive and requires harmonization of Ukrainian public procurement legislation, as well as further development of a program of structural reforms in the justice sector, education, e-government, economic and political spheres, but also the political will of the current Ukrainian government.

The axiom of present is that Ukraine has a very difficult situation in the sphere of hotel and restaurant business caused by the COVID-19 pandemic. This situation has developed not only due to the underdevelopment of this sphere, also because of the significant shortcomings in the system of the State regulation of entrepreneurial activity in the pandemic, which makes this issue a topical scientific problem. The publication is aimed at analyzing the extant status of operation of the hotel and restaurant business under quarantine restrictions, as well as developing proposals for providing the State support to business entities in order to minimize losses during the COVID-19 pandemic. Theoretical and methodological grounds of research are the basic principles of development of hotel and restaurant business in a crisis, scientific works of Ukrainian scholars. The following methods were used in the course of the research: logical-juristic (to analyze the legislation of Ukraine on measures of the State support for business entities in connection with the COVID-19 pandemic); systematization (defining forms of the State aid); hypotheses and assumptions (in the preparation of proposals for further regulation of the provision of the State support to the hotel and restaurant business). As a result of the research, it is determined that the introduced support measures on the part of the State allowed to reduce the negative impact of the COVID-19 pandemic on the hotel and restaurant sector for the short-term period only. Renewal and further development of this sphere is impossible without the introduction of new approaches to the relations between the State and business, which have established determined in Ukrainian society, without increasing the social consciousness of business and increasing the level of its contact with public authorities. To achieve this goal, it is necessary to improve the system of adjustment of efforts of the State authorities, local self-government bodies and business entities in this sphere.

Public procurement is a complex process. With the help of public procurement, governments and government agencies purchase products, services, work, creating expenditures of the state budget and taxpayers. The purpose of implementing the e-procurement system was to reduce these costs and overcome the corruption component in this area. However, there are still many issues related to the inefficiency of certain components of this system. It is determined that domestic scientists identify a narrow range of benefits of the public procurement system, which is reduced to overcoming corruption and saving budget funds. The domestic scientists identify a narrow range of benefits from the use of public procurement. This is overcoming corruption and saving budget funds. In contrast, the foreign scientists see the public procurement system as an effective tool for sustainable development, innovation. The article analyzes the shortcomings and weaknesses of public procurement at each stage of their implementation, which allows identifying the main areas of improvement of the public procurement system, and summarizes the main advantages.

The article highlights that the systematization of legislation is an essential measure on the path to European integration of our country, as well as that the systematization allows improving and streamlining legislation for ease of application and effective implementation in practice. The article reveals that the role of systematization of legislation is to create all the necessary conditions for its further development, to get rid of gaps and shortcomings in it and to ensure its internal unity. The article clarifies that the systematization of legislation creates opportunities to quickly find and correctly interpret all the necessary regulations, which provides a purposeful and effective legal education of society. Systematization of legislation becomes important in reviewing the sources of law, orientation in the system of legislation, for the adoption of new regulations by law enforcement agencies in coordination with all regulations, addressing obsolete acts and finding the most effective means of regulatory regulation of public relations. In the article, the systematization of legislation should be understood as a set of organizational and legal actions defined by the current legislation of Ukraine, which is carried out by authorized public authorities to bring existing regulations into a single internally coordinated system that improves overall efficiency. Systematization is a process of organizing individual elements, creating the right conditions for them to cooperate and interact with each other. Systematization is one of the main factors of purposeful and effective legal education (formation of legal awareness) and research in the field of student education.

Most countries in the world are building a state system of financial control and control over international finances, taking into account the fundamental principles laid down in international legal sources and on the basis of world experience. The realization of the task of ensuring sustainable economic, social and political development of Ukraine requires further investigation of the problems of establishing effective control over international finances and initiating the reform process in this field, which can become a key element in the complex systemic transformations in the financial sphere and the construction of a new financial system of the state. We believe that Ukraine should look for the most important challenges of today, drawing on international experience in this field, with a view to its further use. The importance and importance of using foreign experience is also closely linked to the process of state integration into the world community and the implementation of international practice of financial control. Therefore, it is crucial for Ukraine to study foreign experience of financial control and to borrow appropriate experience in this field in order to improve the efficiency and effectiveness of the domestic financial control system. It should be noted that the global practice in the field of financial control is extremely voluminous and multifaceted, it has different approaches to the organization and implementation of control measures, most of which have been validated over time. N. Lazareva and GV Dmitrenko point out that the choice of a particular model is based on the relevant factors: the state of democratic development of society and the level of construction of civil society, the specifics of the distribution of powers between branches of government, the normalized form of government, historically accepted in the state form of government, historically the way of development of statehood and development of institute of financial control [2, p. 68; 3, p. 22]. Most countries in the world have gone a long way in finding ways to develop and build financial control. The highest financial control authorities in most countries of the world have endured a long period of searching for their effective functioning and implementation of really effective control measures. For example, the National Audit Office of Great Britain was formed in 1120, the Regular Audit Organization of Belgium - 1386, the General Chamber of Prussia - 1714, the Main Accountancy Chamber of the Principality of Warsaw - 1808, etc. [4, p. 127]. Such bodies were far from the current vision of public authorities in the area of financial control. However, they have become the prototype of the current institutions, with a defined range of tasks, functions, powers and goals for their implementation. Given the challenges and needs of today, the powers of such institutions and bodies have been expanded to control the cash provided or received in the form of international financial assistance. Unfortunately, historically Ukraine has been deprived of the possibility of gradually building state institutions in this area. Gaining independence in 1991 put the country in a position to address key challenges to economic development and the effective functioning of public authorities and government. Considering this fact, we consider that foreign experience in any sphere for Ukraine is the most valuable source of solving urgent problems, including the borrowing of the world practice of organization of financial control, control in the sphere of international finances and proper regulatory fixing of such mechanism. The article is devoted to the study of trends in cybercrime, which is a threat to the country's information security. The place and role of cybersecurity in the system of national security are determined. The state of the system of protection against cyber attacks in the developed countries of the world, such as France, Japan, China, South Korea and the United Kingdom, was analyzed. The main shortcomings and perspectives of protection of cyberspace are revealed. The use of modern information technologies in state structures, as well as in society in general, proposes solving information security problems as one of the main ones. The economy, logistics and security of the country increasingly depend on the technical infrastructure and its security. To improve the effectiveness of the fight against cybercrime, developed countries have long started the appropriate work needed to create their own cyber security strategy. Incidents in the field of cybersecurity affect the lives of consumers information and many other services and cyber attacks aimed at various objects of infrastructure of electronic communications systems or technological processes management. Modern world trends in the development of cybercrime and the strengthening of cyber attacks indicate an increase in the value of combating it for the further development of society, which in turn predetermines the assignment of certain groups of social relations of the cybersphere to the competence of legal regulation. The current situation with cybercrime requires constant improvement of methods the fight against cybercrime, the development of information systems and methods aimed at ensuring the cyber security of the country. Necessary tasks are the development of a national strategy on cybersecurity, which will include tactical and strategic priorities and tasks in this area for state bodies. So, the issue of cyberspace security, the fight against cybercrime is relevant both at the international level and at the level of the individual country, and therefore needs further consideration.

The scale and the speed of the spread of the new coronavirus strain and economic crises associated with it are becoming the reason to rethink the essential features and ways of interaction between freedom and independence. The aim of the research is to consider new and evaluate the significance of traditional approaches to defining independence and freedom. The authors analyze the mechanisms of the formation and development of biopower, the effectiveness of which is manifested in the possibility of turning people into "obedient bodies" (M. Foucault) and reducing human existence to the state of "bare life" (J. Agamben).The researchers emphasize that the highest form biopower manifestation, arose due to the effective development of medicine, became the possibility of transforming life and death into political concepts that require a "special solution". Therefore, the restrictive measures that arose during the spread of COVID-19 cannot be considered as a manifestation of total forms of addiction are established by biopolitics. The research allows the authors to come to the conclusion that the impossibility of achieving freedom and the loss of independence arise in the process of consistent implementation of the individualistic ideals. The results of the study contain a few contradictions identified by the authors. First of all, the development of biopower points that the concern for people's health enables the State to penetrate and manage all spheres of an individual's existence including issues of life and death. Biopolitics does not contribute to the establishment and development of civil rights, but creates effective means for reducing people to a state of "bare life". In the spread of COVID-19 the contradiction of following the individualistic ideals became obvious. Risks and threats that have a global character are confronted by a person unwilling to take responsibility. The revealed contradictions lead to the conclusion that a condition to maintain independence and achieve freedom in the modern world can be the formation of the new types of solidarities that make it possible to overcome the autonomy of existence and develop a responsible attitude to what is happening in the world.

Pejzaż myśli. Warszawa Chopina i początek polskiej nowoczesności [A landscape of thoughts: Chopin’s Warsaw and the beginning of Polish modernity] by Michał Kuziak is a book combining the values of a scholarly work and a work whose main task is to popularise knowledge both about Frédéric Chopin himself and about the world that surrounded him and that shaped him. The dissertation is not only the context for the composer’s life; it is also part of a broader stream of research on the beginnings of Polish modernity. The book is therefore about Warsaw understood not only as the place where young Frédéric grew up, but also as the area where the foundations of Polish modernity were laid. Chopin functioned in a kind of intellectual melting pot within which there was a conflict between tradition and modernity, between progress and conservatism. The author precisely delineates the chronological framework within which he moves. These are the years 1810–1830, that is, the first 20 years of the composer’s life. However, the book does not only focus on the person of Chopin, so it is not “Chopin-centric.” The work consists of three parts, each of them marked with a significant title: 1. “City and people”; 2. “Institutions and people”; 3. “Thoughts and people.” This arrangement is a good example of the author’s main idea: to show Chopin among people, and also people within the city, municipal institutions and the thoughts that developed there. For the author of the book, Warsaw was a crucible and a cosmos of thoughts: on the one hand, there is a constant offensive of scientifi c and technical thought related to the Enlightenment tradition, and on the other, the birth of the world of spirit and religion. Polish modernity is an eclectic mixture in which there are still remnants of the noble world, but the foundations of the bourgeois world are also being laid. Kuziak, drawing an image of Warsaw at that time, emphasises the importance of key cultural institutions, such as literary salons and cafés. For Chopin, cafés, where he met with representatives of the contemporary world of literature and poetry, were of particular importance. Warsaw’s intellectual climate, inspired by the French Enlightenment, was giving way more and more to the influences of German culture associated with Romanticism. Kuziak writes that the modernity of the Romantic type was shaped by German culture. He regards the considerations of Kazimierz Brodziński and Maurycy Mochnacki as the two largest projects of modern Polish identity. Importantly, both of these authors were closely associated with the Polish musical culture which the young Chopin absorbed. The author of the book makes a reservation that it is difficult to conclusively confi rm what influence the institutional and intellectual shape of Warsaw at that time had on Chopin. He states with certainty that Chopin’s trips outside the city, and thus getting to know Masovian folklore, had a decisive impact on his imagination. The book does not, however, determine how the then Warsaw shaped the composer’s later life. The author brilliantly reconstructed the background on which Chopin’s shadow moved, but he chose not to answer the most important question: did the city, people, institutions and intellectual climate ultimately form the composer’s modern world view? This question remains open.

Purpose. The aim of the article is the system analysis of foreign experience and development of indicators and directions of an «economic breakthrough» in technological and innovative areas within the framework for the preparation of the Strategy of an economic breakthrough of the state by the Ministry of Economic Development, Trade and Agriculture of Ukraine. Methodology of research. General and special methods have been used to achieve this aim in our scientific and analytical development: the axiomatic method and scientific abstraction method (to define the terminological consistency of notions by studying the categorical apparatus «technological breakthrough», «economic breakthrough» and «innovative breakthrough”; induction and deduction methods (to determine the core factors of an economic breakthrough); the method of synthesis and system analysis (to substantiate the theoretical essence of the basic notions and develop our own system of indicators of an «economic breakthrough»; the decomposition method (to single out the functional components (technological and innovative) in the system of an «economic breakthrough»; tabular and graphical methods (to reflect the analytical calculations and the final results of the study). Findings. The experience of 19 countries that have made an «economic breakthrough» in technological and innovative areas is systematised, in particular: the experience of the USA, Canada, Australia, Japan, China, Singapore, South Korea, Finland, Sweden, Denmark, Norway, France, Germany, Egypt, Switzerland, Great Britain, Austria, Brazil and India. The original system of indicators has been suggested and the comparative monitoring of the indicators, which helped to provide a «technological and innovative breakthrough» for the selected countries of the world in comparison with Ukraine, has been carried out. The recommendations to public authorities, aimed at creating the main benchmarks of an «economic breakthrough» of Ukraine in the technological and innovative areas of activity, have been prepared. Originality. A system of indicators of an economic breakthrough of Ukraine in technological and innovative directions has been formed for the first time, the foreign experience of economically developed countries of the world in the direction of achieving economic growth of national economies has been systematised. The recommendations to public authorities concerning the identification of the main benchmarks for Ukraine's technological and innovative breakthrough in the near future have been further developed. Practical value. The outlined priority directions of the policy «Economic breakthrough» and intensification of the state policy on ensuring the economic welfare and growth in Ukraine are substantiated by the applied analysis of critical technological, innovative and state-building factors of the exacerbation of economic problems in Ukraine.
